It was a milestone sixty years in the making.
The Kingdom of Saudi Arabia has long been the only country that bars women from obtaining driver’s licenses. The ultra-conservative monarchy instituted the ban in 1957, during the reign of King Saud bin Abdulaziz Al Saud, on the grounds that women driving risked contravening traditional religious values. But last week we learned that this restriction would soon be a thing of the past.
On September 26, Saudi King Salman bin Abdulaziz Al Saud issued a decree announcing that the monarchy will, starting next June, begin issuing licenses to women. It’s unclear whether there will be special restrictions on driving privileges, though the decree stipulates that women will be permitted to obtain licenses without getting approval from a male guardian, allaying any concerns that the kingdom’s restrictive “guardianship” laws might undermine the new policy. And a Saudi spokesman made it clear that Saudi women would be able to receive a license at age eighteen, just like Saudi men.
In the wake of the decree, the monarchy announced it would also criminalize sexual harassment within the next sixty days, another important sign of progress. Taken together, these reforms could dramatically improve the work prospects (and, to some extent, autonomy) of Saudi women. It will be considerably easier for middle- and lower-class Saudi women — those who can’t afford chauffeurs — to obtain and hold jobs, and criminalizing sexual harassment (assuming the new law is enforced) should make the workplace less hostile.
Still, Saudi Arabia has, to put it mildly, a very long way to go in terms of women’s rights. Guardianship laws, which remain in place, reduce Saudi women to the legal status of dependents. Women are unable to travel or open bank accounts without male approval (legally, women do not need male approval to take a job, but private employers often require it anyway). Ironically, while Saudi women will not need the assent of a man to obtain a driver’s license, they will still need it to buy a car.
Divorce and child custody laws make it difficult for women to get out of marriages, even abusive ones. Women are forbidden from mixing with unrelated men and are obligated to wear abayas and headscarves in public. These rules are often enforced by the kingdom’s harsh religious police — the same religious police that let fifteen girls die in a school fire in 2002 because they were not “properly dressed.”
But none of this should diminish the significance of last week’s developments. As activist Manal al-Sharif wrote online after the decision, “the rain begins with a single drop.”
Why did Salman lift the ban on women drivers? Why now? Saudi women first began protesting against the prohibition in 1990, when a convoy of forty-seven women in fifteen cars took a politically charged drive through the streets of Riyadh. Sharif was one of the leaders of a protest movement, called “Women2Drive,” that sprung up in 2011 on the heels of the Arab Spring.
The ban on women drivers has long been one of the most visible and easily criticized aspects of the kingdom’s ultra-conservative social policy. And yet for years Riyadh refused to budge on the issue, even when the Taliban’s removal from power in Afghanistan left the kingdom alone in denying women the ability to drive legally. So “why now” is an important question.
In part the answer is: because the kingdom seems to be ready for it. As journalist Elizabeth Dickinson points out, technology and a post-9/11 effort to suppress extremism have combined to liberalize Saudi society and weaken the Wahhabi religious establishment’s ability to set and enforce social norms. But there are other, more cynical, reasons behind Salman’s decree.
The preferred explanation in Saudi media is that the economy demanded it. Low oil prices and the war in Yemen (more on that later) have sent the kingdom’s finances into the red — Riyadh has run up budget deficits totaling over $200 billion since 2014, and is looking at another deficit in excess of $50 billion this year. There’s a reasonable chance that the Saudi economy will contract this year for the first time since the 2008 financial crisis. Freeing more women up to obtain jobs and increasing the pool of potential car buyers should provide economic boosts.

#Activism: Saudi Arabia’s Humanitarianism Crisis
With influence comes responsibility. However, when paid advertisements come knocking, it’s becoming inherently clear that those who hold this responsibility have an increasing potential to trade in their concern for a classic game of devil’s advocate. Whilst Kim Kardashian has previously come out in defence of promoting controversial brands to her young and impressionable audience, including waist trainers and weight-loss teas, Kardashian stood firm, asserting that “if there is work that is really easy that doesn't take away from our kids, that's a huge priority" (Ahlgrim, 2019)—establishing precisely where the line is (or isn’t, should we say) drawn when it comes to morality and cashing in on pay checks.

This blurred line was further bought to attention in 2019, when the Kingdom of Saudi Arabia announced that it would open itself to foreign tourism. In a bid to reduce the economy’s dependence on oil, the Saudi Vision 2030 aligned targets to increase international and domestic visits to 100 million a year by 2030 (Bridge, 2019). And alas, less than one month later, Instagram imploded with “blonde, western, blue-eyed women wearing abayas in the dusty landscape, beckoning millions of followers to rethink their perception of Saudi Arabia” (Gillespie, 2019). This case of image rehab to the Western world depicted an attempt to showcase a modern, young-at-heart nation, to appeal to adventurous traveller’s keen on finding out for themselves what’s beyond the borders (Hickman, 2019).
Boasting 1.4 million followers, Armie Hammer lamented upon a lavish music festival, coincidentally held during their trip, stating how “I saw Saudi men and women ecstatic about an event that they never thought they would ever see in their lifetimes... it felt like a cultural shift” (Carras, 2019). However, this cultural shift oversees the fact that the six women who spearheaded the campaign to allow women to drive remain in prison without charge (Gillespie, 2019). As such, the most oppressing part lies right here—influencers have cashed in on what the United Nations (2019) have declared the worst humanitarian crisis in the world, with the moral compass of such profiles disregarding crucifixions, beheadings, domestic violence, and relentless bombing in Yemen. Yashar Ali explicitly summarised the ineptness behind such a campaign, asking Hammer “Did you find Jamal Khashoggi’s body while you were there?” (Gorman, 2019).

Fear not, it appears some morality still exists—Saudi Arabia couldn’t buy it all. Emily Ratajkowski turned down the paid opportunity, expressing how “it’s very important to make clear my support for the rights of women, the LGBTQ community, freedom of expression and the right to a free press. I hope coming forward on this brings more attention to the injustices happening there” (Gorman, 2019). As such, the point is reiterated that influencers have choices, which one they make is up to them—however they could at least offer their loyal followers the respect of educating themselves prior to embarking on a deal that’s out of their depths.
