Like Haruhi just got Tamaki back after fearing his disappearance forever to France with Éclair so it’s natural for her to want to have him close as a reassurance thing following the trauma she would effectively have been reminded of in that.

For Tamaki, he’s realising what’s important to him and having to balance his priorities, yes the situation with his mother was painful but he realised he couldn’t spend his life with Éclair/someone he met days earlier, and the person he was coming to terms with having feelings for being in danger. Following the events of the beach episode, he would have likely felt hypocritical in letting her fall (still don’t really agree with the framing of that episode but still reminding myself 2006 was a very different time of anime production and also I turned 5). But again he would have felt reassurance in having her pulled close and safe.

The combination of all of these emotions, there is no way kissing would have been a consideration for either of them. They are FALLING OFF A BRIDGE and very fucking emotional with the events even of just the past 2 days. The only thing making people go ohhh they should have kisseddd was the music. Take that away and remove the slowdown and angles to have it happen in real time and the entire tone changes
