my ideal Fëanor re-embodiment fic is just the implicitly worldbuilding full text of the long, detailed, legally binding contract I like to imagine his brothers meet him with on his first step out of Mandos, addressing such matters as
the High Kingship
in fact, what everyone’s formal titles are
who has authority over what geographical areas of Noldor territory in Aman
who has authority of what peoples (dependent upon the consent of the peoples)
who has authority over what facets of Noldorin governance that overlap the above categories
the fucking th vs s thing
which people must agree before we all engage in active rebellion against the Valar again (inc. the difference between “active” and “passive” rebellion, and what to do in emergencies)
They’re willing to negotiate details of all but the last part. Future renegotiations are also an option, for all but the last part. They brought camping supplies, and nobody is going back to Tirion until they’ve reached an agreement

Don't forget the justice system and other conflict resolution systems/policies! Hmm, let's see...
Disputes between people are supposed to be addressed by peer or local mediation, and only if that fails should it be taken to their king/queen/lord/lady/[more esoteric title]. In practice a lot of things get taken to the top which didn't strictly need to be. Some leaders are tolerant of this; some frequently kick such disputes back downstairs with a 'figure it out yourselves'.
Disputes between people answering to different leaders are by default adjudicated by both leaders (or their deputies) jointly (assuming peer/local mediation doesn't work). However, disputants may petition for a third party leader to take over; this is usually granted unless the petitioner has a history of making a lot of work for the system. They can ask for a particular party but may not get them. This caveat was added after way too many people asked for... I'm blanking, but I'm sure there are leaders who would be in very high demand.
The leaders can also agree for a third party to take over, if they can agree on who and that person agrees to do it. (There may have been a few cases of 'this is our get-along extremely stupid grazing rights dispute'.)
There isn't a hierarchy for who mediates/adjudicates disputes between leaders, just sort of an... established expectation of who deals with various combinations of disputants, who else can do it if they're not available, etc.
If all else fails it gets sent to Indis and Míriel.
It may take a while until Fëanor is trusted by the people to handle any cases involving anyone but his own followers. He's just going to have to accept that.
He wouldn't be the only leader no one particularly wants as an adjudicator.
