After the first disastrous attempt, Liam had refused to give up on teaching Theo how to surf. Theo had actually made some progress, enough to where he felt safe enough going surfing without Liam's supervision and had bought an actual (expensive) wetsuit to make it harder for the cold to affect him. He waved to the few people on the beach who waved at him first; apparently, he and Liam were frequent enough visitors that the locals had come to know and recognize them. The ocean was calmer today than it had been for a while, inviting and calling to Theo in a way that he couldn't ignore.

So, readjusting his grip on Liam's board, he answered it.
