Lol, I think Brian’s disregard to law was too make the point that gay communities in Amercia between the 1980’s and 1990’s were pretty much ignored by the government and the police. Gay bashings and killings were very common (trans killing even more so) and most got away with it. I think the whole point of Brian never getting into trouble was kind of metaphor for police not caring about queer spaces, unless they were raiding them. In a normal neighbourhood, Brian would have gotten arrested a lot time ago, but he would do pretty much what he wanted for a while, as a metaphor for the fact gay people didn’t seem to exist in the minds of most Amercians.
Gay men were dying in huge numbers, from AIDS and abuse, and it was scary, so most of society just tried to shut it out.
When things get too hard, people ignore them. The gay community felt ignored. 
As well as that, there was little representation of gay and lesbian in any media, tv, books, films, so that added to the sense of being ignored.
I think the whole point of Brian was to have him push the boundaries, he was the ultimately ignored gay man.
As while he was a hero in his community, an anti-hero to some, both his good deeds AND his bad deeds were ignored, a metaphor for society.
It is quite poetic when you think about it.
His family life was pretty fucked up, yes, he was abused by his Christian mother and father, kicked out of his original Catholic community for being gay, and fired for his sexuality, but I never felt like the show was trying to excuse his bad behaviour. 
Even many other gay characters thought he was fucked up in the series, and I think that is what made is character so great. There hasn’t been a character as deep and as complex as Brian in television for a long time.
Also, amazing update. 
I feel JJ had changed a lot, and that is freaking amazing. Thank you Master.

It sounds like the writers definitely were touching on some hard subjects and it sounds like they did an interesting job.
I’m glad you liked the chapter ^_^ Ganbri’s tattoo is basically the Gallifreyan equivalent of initials, a combination of “letters” for each of his siblings (including Jenny). Kahlia, Hannes, and Berran got matching ones. Ganbri didn’t show it to the Doctor right away because he was a tad nervous about the possibility of him being mad, and it was only a short time before they got the signal coming through from the Memory Market and everybody rushed to work, so the Doctor hasn’t noticed/been told about the tattoo yet.
