Attorney General Dave Yost announces that Ohio sued healthcare giant Centene Corp. for an extensive plan to maximize company profits at the cost of the Ohio Department of Medicaid (ODM) and the state of Ohio. The lawsuit testifies that Centene subsidiary Buckeye Health Plan utilized a web of subcontractors to provide pharmacy benefits to mislead pharmacy costs, appearing in millions of dollars of overcharges by ODM. “Corporate greed has led Centene and its wholly-owned subsidiaries to fleece taxpayers out of millions.
This conspiracy to obtain Medicaid payments through deceptive means stops now,” Attorney General Yost said. “My office has worked tirelessly to untangle this complex scheme, and we are confident that Centene and its affiliates have materially breached their obligations both to the Department of Medicaid and the state of Ohio,” he added. About 2.9 million Ohioans received a medical assistance plan coverage by The Department of Medicaid administers, and it does so within the use of Managed Care Organizations (MCOs). One such MCO, Centene’s Buckeye Health Plan, manages its pharmacy advantage via sister companies Envolve Health Solutions and Health Net Pharmacy Solutions. The usage of subcontracting to more than one Pharmacy Benefit Manager (PBM) raised questions about Buckeye Health Plan’s business practices and, ultimately, Centene’s.
Based on the research, Attorney General investigated these practices, finding significant breaches of contract. Notably, these include

However, it has already hired CVS Caremark to accomplish these same benefits. On another side, Buckeye was double-billing the state by using two separate sets of pharmacy benefit managers. According to a 2019 explainer by Commonwealth Fund, the Pharmacy benefit managers administer prescription drug benefits on behalf of health insurers, Medicare Part D drug plans, large companies, and other insurers. They act as brokers, and their role in the drug delivery chain has faced heightened investigation in recent years.
It is enormous because pharmacy benefit managers usually receive discounts calculated as a percentage of the manufacturer’s list price, meaning they get a higher deduction for more expensive drugs. In this case, misgivings because Buckeye charged nearly double for prescription drugs compared with other managed care organizations hired by the state to coordinate Medicaid services. The attorney general’s office, through outside counsel, investigated Centene and Buckeye and found evidence of several contract violations.
These involve arranging reimbursement requests for products already paid by third parties, leaving to disclose the actual value of pharmacy services accurately, and artificially increasing dispensing fees.

PASADENA, Calif. -- Urban Meyer says he decided to end his remarkable coaching career at Ohio State partly because of the stress inherent in this high-intensity job.
After his Buckeyes blew most of a 25-point lead in the fourth quarter and had to recover a last-minute onside kick to win the Rose Bowl, anybody could understand why this 54-year-old coach can't wait to retire.
But the stress is over. Meyer is going out at the top of his profession. And for the first time, he is a Rose Bowl champion.
Dwayne Haskins passed for 251 yards and three touchdowns, and Meyer headed into retirement with a 28-23 victory after the fifth-ranked Buckeyes held off No. 9 Washington's thrilling comeback in the 105th Rose Bowl on Tuesday.
After the confetti flew in the north end zone, the Buckeyes gathered around Meyer for one last celebration of their coach. He is walking away after going 83-9 at Ohio State with one national championship, three Big Ten titles and this Rose Bowl victory, the Buckeyes' eighth overall in the Granddaddy of Them All.
"I'm a very blessed man," Meyer said. "I'm blessed because of my family, (but) this team, this year, I love this group as much as any I've ever had."
Parris Campbell, Johnnie Dixon and Rashod Berry caught TD passes in the first half for the Buckeyes (13-1), who took a 28-3 lead into the fourth and seemed to be cruising to a blowout.
But star running back Myles Gaskin threw a touchdown pass and rushed for two more scores for the Huskies (10-4), scoring from 2 yards out with 42 seconds left.
The Huskies got no closer, however. Defensive player of the game Brendon White intercepted Jake Browning's pass on the 2-point conversion attempt, and Dixon recovered Washington's onside kick.
"We're going down as one of three teams in Ohio State history to win 13 games," Buckeyes defensive end Chase Young said. "Legendary team. Legendary coach. We're all legendary right now."
Meyer cited his health last month in his decision to step down. A cyst in Meyer's brain causes severe headaches that are even worse for a man who says he gets not just nervous, but "deathly ill" before big games.
Meyer largely refused to reflect publicly on his career during the month since he announced his plans. After he shook Washington coach Chris Petersen's hand, raised the trophy and walked off the Rose Bowl turf, Meyer finally thought about the journey that brought him back to his home state for a stellar seven-year tenure capped by this late-breaking thriller.
"Every week, every yard, every down, when we recruited these players, I just wanted to make sure that we made the great state of Ohio proud," Meyer said. "And once again, we weren't perfect, but we did a lot of good things."
After Southern California's epic win over Penn State and Georgia's double-overtime thriller with Oklahoma over the past two years in Pasadena, the Rose Bowl got another matchup packed with late-game fireworks.
Browning passed for 313 yards and Gaskin rushed for 121 in the final game of the four-year starters' landmark careers at Washington, which has lost three straight New Year's Six bowl games.
But after three poor offensive quarters, the Pac-12 champions made it awfully interesting late. The Huskies racked up 170 yards of offense while making three strong drives in the fourth, but they had fallen too far behind in their first Rose Bowl game appearance in 18 years.
"It was too little, too late, but we're always going to keep swinging," Browning said. "That's how we are as a team. We're never out of it."
Petersen dropped to 1-4 in bowls during his otherwise remarkable tenure at Washington, including consecutive defeats in the Peach, Fiesta and Rose.
"Very frustrating when you start the first half like we started," Petersen said. "I have no idea why. It's on me. It's not these kids. ... We'll go back to the drawing board on how to prepare these guys better to come out of the gate a little bit faster. But I am proud of how hard these guys play, and I never doubt that."
While Petersen likely will get more chances for his first Rose Bowl win, Meyer insists his three-decade collegiate coaching career is over. After starting out as a graduate assistant at Ohio State, he has been a head coach since 2001, achieving huge success at Bowling Green, Utah and Florida before his stellar run in Columbus.
These Buckeyes are Meyer's eighth team to finish with one loss or fewer in his 17 seasons as a head coach.
"He's a really tough guy," said Ohio State running back Mike Weber, who rushed for 96 yards. "Sometimes you never really know what he's thinking. He really doesn't show a lot of emotion, but I felt him today. You could tell he was giving his all. It felt a little different."
Although Meyer's final season began with an embarrassing three-game suspension over his mismanagement of domestic abuse accusations against former assistant Zach Smith, he propelled the Buckeyes to another dominant regular season despite missing out on the College Football Playoff.
This game could be Haskins' farewell to Ohio State as well, if the sophomore goes pro. The offensive player of the game and Heisman Trophy finalist became the sixth FBS quarterback to throw 50 touchdown passes in a season while picking away at the vaunted Washington secondary minus injured Taylor Rapp, the second-team All-American safety.
Gaskin became the fourth running back in NCAA history with four 1,200-yard seasons during the third quarter, but Ohio State increased its lead with J.K. Dobbins' TD run.
The Huskies finally scored their first offensive touchdown since the Apple Cup when Gaskin threw a TD pass to Drew Sample with 12:17 to play.

Saturday’s matchup between No. 4 Ohio State and Michigan at Ohio Stadium in Columbus has been canceled, Michigan announced on Tuesday. The annual rivalry game between the Buckeyes and Wolverines will not be rescheduled. The cancellation also carries some potential College Football Playoff implications as the Buckeyes now will fall below the required six games to be played in order to gain eligibility into the Big Ten Championship Game on Dec. 19.
Michigan returned to the practice field in limited capacity on Monday after multiple positive COVID-19 cases and contact tracing forced a shutdown last week. However, coach Jim Harbaugh’s scheduled press conference slated for Tuesday was abruptly canceled by Michigan without an explanation as the cancellation was presumably in the works.
"The number of positive tests has continued to trend in an upward direction over the last seven days," said Michigan athletic director Warde Manuel. "We have not been cleared to participate in practice at this time. Unfortunately, we will not be able to field a team due to COVID-19 positives and the associated quarantining required of close-contact individuals. This decision is disappointing for our team and coaches but their health and safety is paramount, and it will always come first in our decision-making."
Ohio State coach Ryan Day pushed for contingency plans earlier in the day during his press conference on Tuesday — specifically requesting a path to become eligible for the Big Ten Championship Game. The third-year coach of the Buckeyes said that the conference should take a "hard look" at the six-game minimum to qualify for the game.

A man who enraged the party by leaving it behind may wind up bringing more help to the Democratic Party in 2020 than he could imagine.
That’s a big maybe surrounding Howard Schultz‘s announced presidential ambitions and his ongoing book tour. Conventional wisdom asserts a third-party candidate could doom efforts to defeat President Donald Trump, but Schultz has been firing back at suggestions that he could throw the race to Trump by siphoning votes from the eventual Democratic nominee. He’s also offered a series of harsh critiques of Democratic candidates’ plans on taxes, higher education and health care — even labeling Sen. Kamala Harris’ Medicare-for-all plan as “not American.”
“In order to run as a Democrat today, you have to fall in line with free Medicare for everybody, free — free college for everybody, a free job for everybody,” Schultz said on “The View.” “We can’t afford to do it free.”
The early part of the Democratic race has been devoid of major policy disagreements. That’s in large part because the major candidates have moved significantly to the left of where the party’s middle seemed to be just one election cycle ago.
Maybe that’s where Democrats want to or have to land in 2020. At least now, though, they have to talk about it — in part because Schultz is forcing the conversation.

The president last week ended the record-long partial shutdown by agreeing with Democrats to let a congressional team get to work to reconcile party differences over spending on a wall or any other possible border improvements.

When Sen. Sherrod Brown won reelection by more than 6 points in Ohio last November, Democrats immediately eyed the senator — then perhaps best known for the frequency by which he is labeled “rumpled” — as the potential solution to their Midwest problem.
In 2016, Trump won Michigan and Wisconsin each by less than a point and the Buckeye State by more than 8 points — three states and fewer than 400,000 total votes that could’ve tipped the election to Hillary Clinton.
It’s fitting then that Brown, who is now considering a presidential run, will launch a listening tour in Cleveland on Wednesday, focused on the blue-collar issues central to winning over the Rust Belt.

Ohio State Tops Washington 28-23 in Meyer's Rose Bowl Finale
PASADENA, Calif. (AP) — Urban Meyer says he decided to end his remarkable coaching career at Ohio State partly because of the stress inherent in this high-intensity job.
After his Buckeyes blew most of a 25-point lead in the fourth quarter and had to recover a last-minute onside kick to win the Rose Bowl, anybody could understand why this 54-year-old coach can't wait to retire.
But the stress is over. Meyer is going out at the top of his profession. And for the first time, he is a Rose Bowl champion.
Dwayne Haskins passed for 251 yards and three touchdowns, and Meyer headed into retirement with a 28-23 victory after the fifth-ranked Buckeyes held off No. 9 Washington's thrilling comeback in the 105th Rose Bowl on Tuesday.
After the confetti flew in the north end zone, the Buckeyes gathered around Meyer for one last celebration of their coach. He is walking away after going 83-9 at Ohio State with one national championship, three Big Ten titles and this Rose Bowl victory, the Buckeyes' eighth overall in the Granddaddy of Them All.
"I'm a very blessed man," Meyer said. "I'm blessed because of my family, (but) this team, this year, I love this group as much as any I've ever had."
Parris Campbell, Johnnie Dixon and Rashod Berry caught TD passes in the first half for the Buckeyes (13-1), who took a 28-3 lead into the fourth and seemed to be cruising to a blowout.
But star running back Myles Gaskin threw a touchdown pass and rushed for two more scores for the Huskies (10-4), scoring from 2 yards out with 42 seconds left.
The Huskies got no closer, however: The Buckeyes intercepted Jake Browning's pass on the 2-point conversion attempt and then recovered Washington's onside kick.
"We're going down as one of three teams in Ohio State history to win 13 games," Buckeyes defensive end Chase Young said. "Legendary team. Legendary coach. We're all legendary right now."
Meyer cited his health last month in his decision to step down. A cyst in Meyer's brain causes severe headaches that are even worse for a man who says he gets not just nervous, but "deathly ill" before big games.
Meyer largely refused to reflect publicly on his career during the month since he announced his plans. After he shook Washington coach Chris Petersen's hand, raised the trophy and walked off the Rose Bowl turf, Meyer finally thought about the journey that brought him back to his home state for a stellar seven-year tenure capped by this late-breaking thriller.
"Every week, every yard, every down, when we recruited these players, I just wanted to make sure that we made the great state of Ohio proud," Meyer said. "And once again, we weren't perfect, but we did a lot of good things."
After Southern California's epic win over Penn State and Georgia's double-overtime thriller with Oklahoma over the past two years in Pasadena, the Rose Bowl got another matchup packed with late-game fireworks.
Browning passed for 313 yards and Gaskin rushed for 121 in the final game of the four-year starters' landmark careers at Washington, which has lost three straight New Year's Six bowl games.
But after three poor offensive quarters, the Pac-12 champions made it awfully interesting late. The Huskies racked up 266 yards of offense in the fourth, but they had fallen too far behind in their first Rose Bowl game appearance in 18 years.
"It was too little, too late, but we're always going to keep swinging," Browning said. "That's how we are as a team. We're never out of it."
Petersen dropped to 1-4 in bowls during his otherwise remarkable tenure at Washington, including consecutive defeats in the Peach, Fiesta and Rose.
"Very frustrating when you start the first half like we started," Petersen said. "I have no idea why. It's on me. It's not these kids. ... We'll go back to the drawing board on how to prepare these guys better to come out of the gate a little bit faster. But I am proud of how hard these guys play, and I never doubt that."
While Petersen likely will get more chances for his first Rose Bowl win, Meyer insists his three-decade collegiate coaching career is over. After starting out as a graduate assistant at Ohio State, he has been a head coach since 2001, achieving huge success at Bowling Green, Utah and Florida before his stellar run in Columbus.
These Buckeyes are Meyer's eighth team to finish with one loss or fewer in his 17 seasons as a head coach.
"He's a really tough guy," said Ohio State running back Mike Weber, who rushed for 96 yards. "Sometimes you never really know what he's thinking. He really doesn't show a lot of emotion, but I felt him today. You could tell he was giving his all. It felt a little different."
Although Meyer's final season began with an embarrassing three-game suspension over his mismanagement of domestic abuse accusations against former assistant Zach Smith, he propelled the Buckeyes to another dominant regular season despite missing out on the College Football Playoff.
This game could be Haskins' farewell to Ohio State as well, if the sophomore goes pro. The Heisman Trophy finalist threw his 50th TD pass while picking away at the vaunted Washington secondary minus injured Taylor Rapp, the second-team All-American safety.
Gaskin became the fourth running back in NCAA history with four 1,200-yard seasons during the third quarter, but Ohio State increased its lead with J.K. Dobbins' TD run.
The Huskies finally scored their first offensive touchdown since the Apple Cup when Gaskin threw a TD pass to Drew Sample with 12:17 to play.

Despite Issue 1's overwhelming defeat, Ohio leaders still talking optimistically about state criminal justice reforms
I have been worried that this week's overwhelming defeat of the interesting and intricate drug sentencing and prison reform initiative on the November 2018 ballot in Ohio, known as Issue 1, could mean that long-stalled major reform efforts in Ohio would remain stalled.  But this local article, headlined "After Issue 1 fails, state leaders vow to take up criminal justice reform," provides an encouraging outlook on the prospects of reform in the Buckeye state through the usual legislative channels. Here are excerpts:
After voters statewide rejected Issue 1 this week, state lawmakers are ready to move forward on criminal justice reforms, legislative leaders said Thursday.
Ohio’s “big three” political leaders — Senate President Larry Obhof, House Speaker Ryan Smith, and Gov.-elect Mike DeWine — each applauded the failure of State Issue 1, a proposed constitutional amendment that would have changed criminal sentences. Voters rejected it 36.6 percent to 63.4 percent, according to unofficial results. Judges and elected Republicans largely opposed Issue 1, saying it was a flawed proposal that didn’t belong in the Ohio Constitution.
Obhof, R-Medina, said Thursday he will introduce a bill in the upcoming weeks that calls for reducing low-level drug felony offenses to misdemeanors; install a presumption for probation over prison if the offender agrees to drug treatment; allow people currently incarcerated for certain drug crimes to petition the court to be re-sentenced.
The bill will be based on a proposal developed by Franklin County Prosecutor Ron O’Brien, a Republican, and Columbus City Attorney Zach Klein, a Democrat. The two ran against one another in 2016.
Obhof wants to take quick action on the bill, before Gov. John Kasich leaves office and the current legislative session ends. However, if it doesn’t get through by the end of the year, he plans to bring it back next year.
DeWine said criminal justice reform would be a priority for his administration, which starts in January, but he did not provide details of how that might take shape.
For the past year, policy leaders have been doing a deep dive into Ohio’s interconnected criminal justice issues: prison overcrowding, the opiate crisis, mental health treatment, falling crime rates, rising murder and assault rates, recidivism rates and more. A final report will make recommendations for lawmakers to consider in 2019.
Nearly 60 percent of all felony sentences in Ohio are for drug and property crimes, according to the Council of State Governments analysis of Ohio Bureau of Criminal Investigation and Identification data.
And while Ohio’s recidivism rate — those returning to prison within three years of release — is lower than the national rate, it crept up 1.5 percentage points to 30.73 percent, according to the Ohio Department of Rehabilitation and Correction. “That concerns me but it’s good that we’re still substantially better than the national average. I still think that our prison population is too high,” Obhof said.

Despite not scoring a goal in his home debut, Cristiano Ronaldo’s first appearance for Juventus in Turin delivered on the hype. On the ground in the Northern Italian city, the pristine cobbled streets were painted with black and white No. 7 jerseys in anticipation of the match versus Lazio, which finished in a 2-0 win for the hosts. In Piazza Vittorio Veneto, the city’s main square, a massive advertisement was painted across the entire façade of a building to celebrate Ronaldo’s arrival at Juventus. The ad, put up by Nike and written in Italian, lists all of CR7’s career accomplishments in bold black letters before finally stating in gold print: “Now forget everything, and start again.” Ronaldo earned Man of the Match honors for his efforts on the pitch, creating numerous chances and nearly scoring on multiple occasions. The nearly-sold out Allianz Arena – the only section with open seats was the one allocated specifically to Lazio fans – got its first glimpse at the special talent that Ronaldo is, though fans will have to wait at least one more week to see Ronaldo net his first goal for the seven-time defending Italian champions. And Serie A has now taken one more step in elevating its brand on par with the EPL and La Liga.
The USTA is going to extreme lengths to promote the upcoming U.S. Open, including the recent streaming of the first ever tennis match played in space. According to USA Today, the 50th anniversary of the tournament is being commemorated as a spectacular “three-week festival with plans to keep that extended profile into the future.” The new promotional campaign helped draw attention to the week before the main event, calling it “Fan Week” with all activities free and open to the public at the Billie Jean National Tennis Center and the U.S. Open Experience at Brookfield Place in Manhattan. The traditionally less popular qualifying tournament, where lower ranked players vie for the final 16 spots in the men’s and women’s fields, is now being played up as a “not-to-miss tournament” before the main event. To keep fans engaged during the actual three-week push, “former champions (27 men and 23 women) will be honored in a variety of ways.” Anniversaries are terrific marketing platforms, and you can bet that the USTA will hold serve on this one.
On its 50th anniversary, the U.S. Open also commemorates the completion of a massive renovation and the opening of the new Armstrong stadium, complete with a roof. The USTA will oversee $53 million in prize money paid out in Flushing Meadows this year, but that impressive sum is just a fraction of the $600 million, five-year campus overhaul helping to raise the international profile of the USTA Billie Jean King National Tennis Center. The new state-of-the-art Armstrong comprises a 14,000 seat arena with shade, loads of new concessions, and a large terrace and bar overlooking the grounds. The new stadium will also host nighttime matches, adding to the gate and providing added insurance for compelling TV viewing, especially if it rains. As the New York Times noted, the Open today “has become a vast moneymaking corporate playground and high end shopping mall
if most major sporting events these days are generally better experienced on television, this one remains a singular joy to attend, a two-week bingeathon for tennis lovers, not least because in almost every meaningful way the renovations have improved the bottom-line experience of watching the matches.” Of course, they’ve also improved the USTA’s bottom line.
The total tennis economy grew 1.1% in 2017 to $6.06 billion. The total value of the U.S. tennis economy grew by just over 1% last year, crossing the $6 billion threshold for the first time. The data is from the Tennis Industry Association’s annual “Economic Index,” created to evaluate the total worth of the U.S. tennis industry to the overall economy. The 2017 index value measured 110, the highest since the Tennis Economic Index value was first released in 2008. The $6.06 billion total value of the tennis economy is calculated by measuring various segments in tennis, including participation, facility revenue, program delivery and lesson/clinic revenue, equipment sales, media, and revenue from the professional tours. Despite decreases in recreational tennis participation and sales of tennis equipment to consumers, gains were realized in facility and lesson revenue, sponsorships, and ad revenue, which led to the overall 1.1% gain in the tennis economy. In fact, the total U.S. Tennis Economic Index has seen steady growth since 2008. While fewer people may be playing, more are watching – equally as important to the sport’s long term health.
As college football kicks off in earnest this week, the sport is experiencing a dramatic rise in naming rights deals. The value of college football stadium naming rights deals has skyrocketed over the last three years, with the average annual fee now exceeding $1 million, according to JohnWallStreet. American Airlines started the trend in 2015, agreeing to a 10-year $41 million pact with the University of Washington (Husky Stadium). United Airlines followed, agreeing to a 16-year deal worth $69 million, to put its name on the USC Trojans’ L.A. Coliseum. And in May 2017, Kentucky became the first SEC school to add a naming rights sponsor on a football stadium, agreeing to a 12-year $22 million deal with Kroger. The shifting landscape has programs across the country considering adopting corporate names for their athletic buildings. University of Colorado Chief Revenue Officer Matt Biggers noted that his school had explored naming rights sponsorships in the past, but said for the first time there now seems a universal understanding (from administrators and alumni) “from a cost and revenue standpoint” that “we have to generate revenue to compete.” College football is in an arms race, and naming rights are just one revenue stream that allows athletic departments to stockpile ammunition.
Just ahead of the new college football season, Ohio State Head Coach Urban Meyer has been suspended for the Buckeyes’ first three games. According to the Columbus Dispatch, university Athletic Director Gene Smith has also been suspended for the poor handling of domestic-abuse accusations against former assistant coach Zach Smith. The Board of Trustees handed down the punishment for the two men after interviewing more than 40 witnesses, some multiple times, while also reviewing “more than 60,000 emails and 10,000 text messages in addition to other relevant information.” The investigation ultimately found that both Smith and Meyer “failed to adhere to the precise requirements of their contracts when they concluded that they needed to await a law enforcement determination to file charges before reporting the accusations of Courtney Smith against Zack Smith.” Both Meyer and Smith will be able to keep their jobs on the basis that they acted in good faith, though they did not do enough. Moreover, Meyer’s decision to not report red flags shows that college football’s threshold for action in such cases is way too low.

Tiger Woods and Phil Mickelson are set to battle head-to-head in Las Vegas like the heavyweights in the ring typically do. According to Variety, “The Match,” an 18-hole winner-take-all duel, is set to take place over Thanksgiving weekend in America’s gambling capital. With a pot of $9 million up for grabs, this is not the same payday that Floyd Mayweather and Manny Pacquiao are used to walking away with from Vegas, though it is still a significant sum of money for a golf match. The format of the event will be traditional match play, though Mickelson confirmed that there will be ‘in-play’ competitions like closest to the pin or longest drive scattered throughout; both players and their caddies will also be wearing microphones. Tuner has secured control of the pay-per-view rights, though a specific PPV price has not yet been confirmed. In addition to Turner’s involvement, “The Match” will be streamed live on Bleacher Report’s OTT platform. True to form, the trash talk has already started on both sides, and both hard core and casual golf fans anxiously await PPV pricing and availability info.
President Donald Trump continues his direct involvement with the national anthem issue plaguing the NFL. According to The Hill, President Trump has now started a petition urging his followers “to denounce ESPN’s spineless move to continue not airing the national anthem before ‘MNF’ games this season.” An email from the Trump Make America Great Again Committee was sent out following ESPN President Jimmy Pitaro’s announcement that his network would continue its traditional of not airing the anthem. “We generally have not broadcasted the anthem and I don’t think that will change this year,” said Pitaro. Most networks have traditionally not shown the anthem in years past, even before last year’s protests and hotly-contested debate on the issue, often electing for commercial breaks instead. FOX Sports, which owns more NFL media rights that ESPN, has decided only to show the anthem “during what it considers to be special broadcasts – including on Veterans Day and Thanksgiving and during the playoffs.” As serious indictments continue to be handed out to members of Trump’s inner circle, perhaps the President will be forced to focus on more pressing issues than policies in an industry in which he has no stake.
Nashville continues to forge ahead with its plan to build a soccer-specific MLS stadium, though everything still remains in jeopardy with a final vote one month away. According to the Tennessean, the expansion team’s $275 million stadium proposal “took a step forward in the Metropolitan Council” when it voted 24-7 to advance an ordinance calling for demolishing existing buildings at the fairgrounds site to clear way for a 30,500-seat stadium. The council’s positive vote now sets up a third and final vote on this specific and a few other ordinances involving the team, stadium construction, and revenue plans. The September 4 vote “needs 27 votes in the 40 member council for final approval.” Since the ordinance advanced with only 24 affirmatives votes, Nashville MLS Owner John Ingram and Mayor David Briley’s administration now need to pick up three additional votes from council members. What once seemed as a surefire deal is far from it now; the abrupt resignation of former Mayor Megan Barry, who spearheaded the project, has since cast a looming cloud of uncertainty over the team’s stadium plans.
Merely a week after La Liga announced a new long-term plan to play regular season matches abroad in the U.S., players from Spanish clubs are considering protesting the move. According to Marca, Spanish Footballers’ Association President David Aganzo noted the outrage among the players for not being included in talks to strike such a deal. The captains from the league’s 20 clubs, including Lionel Messi and Sergio Ramos, recently got together to discuss the recent development. “The players are outraged, very surprised and are all against it,” said Aganzo. “The players don’t want to play overseas. Things have to be done in a more coherent way and with common sense.” Aganzo went on to note that the players could go on strike if it comes to that. With so much initial excitement from fans across the United States, matters appear much more tense in Spain as players and clubs try to manage the actual logistics of making such matches work in their favor.
With the recent announcement of an official team name, Austin, Texas, appears likely to land an MLS team in the near future. According to the Austin American-Statesman, Austin FC could begin play as early as next spring should the Columbus Crew relocate south to Texas. The decision to go with a generic name “falls in line with the recent trend of MLS expansion clubs” like LAFC and Atlanta United. It also “pays tribute to the team being Austin's first in a major professional sports league.” Not all of the team’s details have been worked out yet, specifically where the planned $200 million, soccer-specific stadium would be built, but the club’s colors have been confirmed as green, black, and white with the name “Austin” placed above a pair of intertwined live oaks on the jersey badge. The vibrant and booming city in Texas seems worthy of a professional sports team, and this is the city’s best bet in landing an MLS, MLB, or NBA team.
MLB is reconfiguring next year’s schedule in an attempt to give players more rest in-season while also allowing for more chances to reschedule rained-out games. According to SportsBusiness Journal, next year will mark the league’s “earliest domestic start to a season ever,” with all 30 teams scheduled to be in action by Thursday, March 28. One week before that date, the Oakland A’s and Seattle Mariners will kick off the action in Tokyo, Japan, as part of a two-game session March 20-21. The new schedule is set to give each team three or four more days off throughout the season. In addition to these changes, the new season “will feature the most special-event games in a single year in league history, as the Japan matchups will joined by games in Omaha to tie into the College World Series, a two-game Red Sox-Yankees series in London and a third trip to Williamsport, Pennsylvania, for the Little League Classic.” Anything that MLB can do to generate excitement among casual fans during the regular season will be most welcome, as they generally don’t tune in until the postseason begins.
14.In the wake of the Supreme Court’s ruling the other month, every few weeks or so another state across the country crosses the line to legalize sports betting – this time it is West Virginia’s turn. According to John WallStreet, West Virginia is poised to become the fifth state, following Nevada, Delaware, New Jersey, and Mississippi, to legalize such activity when the sportsbook at Hollywood Casino at Charles Town Races opens on September 1. This appears to be the only casino that will have an open sportsbook in time for the upcoming college football season; “The Greenbrier, Mardi Gras Casino and Wheeling Island Casino have yet to announce when their sportsbooks will open.” A league integrity fee will be included for West Virginia sports gambling, as insisted by Governor Jim Justice. Despite his input, interestingly enough the law to legalize sports betting was actually passed without Justice’s signature – a clear indicator of the measure’s strong statewide support.
15.As the NFL regular season creeps closer and closer, sponsors continue to unveil their newest marketing engagements. According to SportsBusiness Journal, concessionaire Aramark will roll out its new “beer bikes” at 10 select stadium this year. The bikes, being branded as “Tour de Taps,” will be stocked with beer and able to travel around the stadium to deliver beverages to fans regardless of their location. The “BeerCycles” will be featured at stadiums in Philadelphia, Houston, Tampa Bay, Pittsburgh, Minneapolis, Chicago, Kansas City, Cleveland, Cincinnati, and Baltimore this season. The goal of these portable beer stands is to enhance fan engagement, providing stadium-goers with an even more interactive vending experience than ever before. “At the end of the day, it’s about finding new and innovative ways to not only reach fans, but deliver an enjoyable service experience,” said Aramark Sports & Entertainment Division President Carl Mittleman. Now that’s what I call rolling with the changes.

Manchester City renews partnership with robotics company. English soccer giant Manchester City has extended its global partnership with robotics company Ubtech. The agreement, which the club claims to be the only one of its kind in world sport, will see Ubtech Robotics continue as the Premier League champions’ official robot partner. Since the partnership first commenced in 2016, the robotics firm has produced a range of content, including the Alpha 2 robot ‘signing’ with Manchester City as a new squad member. The robots have also taken part in match day entertainment, both inside the Etihad Stadium and outside the grounds. The deal will also see Ubtech and City continue to work in the local community, offering educational programs to local children. During the 2017-2018 season, the partnership delivered coding lessons in Manchester schools. Following that success, Ubtech and the City Football Group will be expanding these classes into Melbourne and New York – the cities of City’s sister clubs.
UEFA uses blockchain for ticket distribution. UEFA, the governing body for soccer in Europe, has announced a successful test of a blockchain-powered mobile ticketing system for the recent Super Cup with plans to continue exploring the platform for future events. The mobile-housed system was used to distribute every ticket for the match between Spanish rivals Real Madrid and Atletico Madrid in an attempt to make its ticket sales process more simple and safe. UEFA says the new system is geared towards providing secure distribution which prevents the replication and duplication of tickets. The technology uses blockchain to guarantee the validity of mobile tickets, which are downloaded onto a user’s mobile device via an iOS or android app. Entry is then gained by presenting the mobile ticket with Bluetooth devices placed around the stadium. Using blockchain ticketing makes it harder for third parties to obtain as many tickets as possible with the intent of selling them for a profit. It also gives sports organizations more control over who gains access to the stadium, while it lowers the possibility of fans being tricked by fake sellers.
Overwatch League and Twitter sign content deal. The Overwatch League has announced a deal with Twitter to bring highlights and live streamed content to the social media platform. The multi-year agreement with the city-based franchise esports league will see real-time video highlights driven by Twitter. The collaboration was in place in time for the Overwatch League All-Star Weekend, taking place August 25-26 at the Blizzard Arena, Los Angeles. The partnership will also see highlights from Overwatch League season two broadcast on the social media site, with Twitter driving Overwatch League’s distribution of clips from every match of the Overwatch League regular season, playoffs, Grand Finals, and All-Star Weekend. The platform will also show a new weekly preview show, Watchpoint, which will be live streamed on the Overwatch League’s official account. The show will provide fans with statistics, predictions and analysis.
NBA 2K league adds four expansion teams for 2019. The NBA has announced that franchises owned by the Los Angeles Lakers, Brooklyn Nets, Atlanta Hawks, and Minnesota Timberwolves will join its NBA 2K League esports competition in 2019. The four expansion teams will join an existing roster of 17 NBA teams that participated in this year’s inaugural 2k League season, which just concluded with its first ever finals event August 25. According to ESPN, the price of an expansion franchise for the second 2K League season is $750,000 for three years of participation, which represents no increase on the previous campaign. The Hawks, Nets, Lakers, and Timberwolves will create affiliate brands that will look similar to their basketball franchises. The 2K League will host its expansion draft on September 28. "Welcoming these four world-class organizations and their passionate fanbases to the NBA 2K League is an exciting moment not only for the league, but for the entire 2K community," said NBA 2K League managing director Brendan Donohue.
Jacksonville Jaguars sign data-driven tech deal. Tech Mahindra, an Indian information technology and digital transformation company, has signed a deal with the Jacksonville Jaguars to become the franchise’s technology, analytics, and digital strategy partner. As part of the agreement, the IT provider will offer innovative digital technology expertise, including artificial intelligence and special analytics in order to enhance fan experience and increase front office efficiency. Besides their work directly with the club, Tech Mahindra has committed to partnering with the Jaguars in community work designed to improve the technological awareness and education of northeast Florida residents. A contribution towards local schools will also be made by both the Jaguars and the tech firm. Said Jaguars President Mark Lamping, “The Jaguars’ organization is powered by innovation. This strategic partnership with Tech Mahindra will fuel that pursuit with a data-driven and technologically advanced approach to a variety of challenges that face a growing NFL franchise. Special Olympics athletes tee up on PGA Tour. United Airlines, the official airline of the PGA Tour, flew nine top Special Olympics golfers to The Northern Trust for an inside-the-ropes, VIP experience with three PGA Tour players: Rafa Cabrera Bello, James Hahn, and J.J. Spaun. Through this unified day of play, United aligned its recently expanded relationship with Special Olympics and partnership with the PGA Tour as a part of its continued efforts to break down barriers and promote inclusion. The Special Olympics golfers received a true PGA Tour player experience. After VIP transportation to Ridgewood Country Club, the athletes were escorted to personal lockers and then participated in a skills clinic led by New Jersey PGA professionals. Each athlete was then officially announced on the first tee. Following three holes of play, the athletes and guests attended a reception in the United Airlines Fairway Club. Cincinnati Bengals Quarterback Andy Dalton and his wife, Jordan, wanted to find a way to show their appreciation for their newfound fans in Buffalo before the Bengals preseason game against the Bills on August 26. Jordan Dalton presented a donation to the pediatric department of the Roswell Park Comprehensive Cancer Center in Buffalo on behalf of the Andy and Jordan Dalton Foundation. The gesture is the culmination of a saga that began on December 31, 2017, when Dalton threw a 49-yard touchdown pass to Tyler Boyd on fourth-and-12 with 53 seconds left in a game against the Baltimore Ravens. Dalton and foundation board members were in attendance to present the donation before going to (716) Food & Sport in Buffalo to meet with Bills fans. Bills fans began making donations, mostly in increments of 17, to the Andy and Jordan Dalton Foundation and the charities of Tyler Boyd's choice as thanks. Fans raised more than $415,000.
Cyclists ride for charity. Hundreds of cyclists are expected to take part in the second Spoke Series cycle ride on Sunday September 16, taking them on a personal challenge through some of the most picturesque countryside and villages in Essex. British Cycling, the country’s largest cycling organization and national governing body for the sport, has approved the cycling event. Keen cyclist and Spoke Series organizer, James Lord, from Brentwood, said: “I’ve been cycling since the age of 11 and know the Essex countryside really well. I wanted to create a structured cycling event which is suitable for different abilities as well as being sociable and family-friendly. Spoke Series is also raising money for the Yellow Ball Foundation, a charity which exists to give disadvantaged children access to a brighter and healthier future.
James Harden hosts second annual charity basketball game. Houston Rockets superstar James Harden hosted his second annual celebrity basketball game to culminate a great weekend of charitable events. The first two days of the experience included a comedy show and a Saturday softball game. All of the proceeds raised from the weekend went to Harden’s 3 the Harden Way Foundation. “Whether it’s kids or adults, it’s about making positive impacts, said the 2018 NBA MVP. “We’re giving a lot of happiness to the city, that’s the reason we’re here.” In addition, ticket sales helped to “bridge the economic and education gaps in the Houston area by providing academic, financial support to high achieving students, who demonstrate leadership within communities facing economic hardship.” The NBA’s reigning scoring champ received some help from some of the biggest names in the NBA and Hip-Hop. Urban Meyer has a 73-8 record in five seasons at Ohio State.

COLUMBUS, Ohio –  Ohio State closed ranks around the rollout of its football season as the university investigates whether coach Urban Meyer failed to report domestic abuse allegations, a scandal hitting a school already accused of not facing up to sexual misconduct allegations against a sports doctor.
The Buckeyes planned to open their first football practice Friday without Meyer, who was put on administrative leave during the probe and also suspended from an endorsement deal by restaurant chain Bob Evans. It’s not clear how restrictive the paid leave will be for the coach set to earn $7.6 million for the season after getting a raise this year.
Ohio State officials said Thursday that reporters would be barred from football practices until at least next week, and university trustees announced that a six-member committee will head up the investigation.
Co-offensive coordinator Ryan Day has been named acting head coach.
“Due to the ongoing investigation, football coaches and student-athletes will not be available for interviews until further notice and all practices will be closed,” Ohio State spokesman Jerry Emig said in an email.
Meyer’s future with one of the most storied programs in college football depends on how he managed allegations that Buckeyes assistant and recruiting coordinator Zach Smith abused his ex-wife, Courtney Smith — answering the questions of what Meyer knew and when.
Courtney Smith alleged Wednesday that she told Meyer’s wife, Shelley, about the abuse in text messages and phone conversations in 2015 and that Shelley Meyer indicated she would tell the head coach. Courtney Smith’s allegations — including the text messages — were reported by former ESPN reporter Brett McMurphy on his Facebook page and in a video interview with Smith.
“In 2015 I came forward with it,” Courtney Smith said in the interview. “I told Shelley, I sent her some pictures (of her injuries), I spoke to her on the phone.”
Meyer told reporters last week that he didn’t know anything about the 2015 incident. It is not clear what contact Meyer had, if any, with university officials about the situation until Smith was fired last month. Smith has never been criminally charged.
Separately, a court hearing for Zach Smith was postponed Thursday on a domestic protection order sought by his ex-wife. She asked for the order after a July 20 disagreement and the court action resulted in Zach Smith being fired from Ohio State, where he was set to make $340,000 for the 2018 season. The Smiths are due in court in September and their lawyers did not respond to messages seeking comment Thursday.
Ohio State is investigating Meyer while also facing three federal lawsuits about its response to allegations of groping, leering and other misconduct by a deceased athletic department doctor who treated wrestlers and other students for two decades. The lawsuits alleging sexual abuse by Dr. Richard Strauss say Ohio State facilitated the abuse by ignoring complaints.
Since Ohio State announced an independent investigation in April, more than 100 former students have come forward with accounts of sexual misconduct by Strauss. The allegations range from 1979 to 1997 and involve male athletes from 14 sports, as well as his work at the student health center and his off-campus medical office.
The questions confronting Meyer involve whether he vouched too strongly for a coach he’s considered family. The 34-year-old Zach Smith is the grandson of Meyer’s mentor and former Ohio State coach Earle Bruce. He played for Meyer as a walk-on at Bowling Green, worked for him at Florida and was hired as the wide receivers coach when Meyer came to Ohio State in 2012.
Meyer acknowledged last week that he had been aware of a 2009 domestic-abuse incident in Gainesville. He said he and Shelley counseled the couple and allowed Zach Smith to remain on his staff.
Meyer ended up as the Ohio State coach because of a previous football scandal. Coach Jim Tressel was fired in 2011 for lying to the NCAA and university of about rules violations committed by some of his players.
The Ohio State probe bears similarities to scandals past for other big-time college programs, centering on whether a team’s leader properly reported potential wrongdoing. The similarity prompted the son of late Penn State coach Joe Paterno to weigh in with his opinion about public response criticizing Meyer, comparing Meyer’s situation with the Jerry Sandusky child sex abuse scandal.
Jay Paterno, who was an assistant coach to his father and is currently an elected Penn State trustee, said in a blog post that “we should wait for facts” before calling for the Buckeyes coach to be fired.
Joe Paterno’s career four-decade career as Penn State coach ended when he was fired amid questions about how much he knew about Sandusky’s past crimes and whether he acted appropriately with allegations he was told of by an assistant coach.
“As Penn Staters, we’ve seen the forces of innuendo, implication and allegation damage the lives and careers of good innocent people,” Jay Paterno wrote, saying Americans should demand more.

Portman: Simplifying & Reforming Broken Tax Code Will Create More Jobs & Increase Wages
Portman issued the following statement after House and Senate Republicans and the White House unveiled a unified framework to achieve pro-growth tax reform on Wednesday:
“This is a big day for our country, our economy, and our efforts to create more jobs and provide better wages for all Americans.  While our economy has been improving, not every American is feeling the effects of that improvement.  Too many Ohio families are facing the middle-class squeeze of stagnant wages and a higher cost of living.  They deserve relief, and a strong economy that enables them to live out their God-given potential.
“Our current tax code encourages U.S. companies to take jobs and investments overseas.  The United States is falling behind while other countries are attracting more investment and more jobs at our expense.  That is unacceptable.  Our reform effort will encourage more investment in America, bring jobs home, and give American workers a competitive advantage.
“I’ve been working with Leader McConnell, Speaker Ryan, Chairmen Hatch and Brady, my Finance Committee colleagues and the Trump Administration over the last nine months on this plan and I’d like to thank them for their hard work to get us to this point.  I’ve been very pleased to see President Trump talking about the urgency of this issue around the country, including again today in Indiana.  I’m optimistic about the prospects for getting tax reform signed into law this year.  Working together, we can simplify our tax code in a common-sense way to increase investment here in America, create more jobs & increase wages for American workers.”

Portman has been a leader in efforts to reform the tax code and protect taxpayer rights.  This year, Portman has hosted tax reform roundtables in Columbus and Dayton with local business leaders, in Cleveland with the Greater Cleveland Partnership, and in Cincinnati with the Cincinnati USA Regional Chamber.  Last Congress, three Portman-authored bills designed to help in this effort to stop IRS abuses were signed into law by then-President Barack Obama. He has been named a “Hero of Main Street” and “Fiscal Hero” for his work on these issues.

Senate Passes Bipartisan Portman Bill to Combat Harmful Algal Blooms
Portman announced that the Senate has passed bipartisan legislation he authored with Senators Bill Nelson (D- Florida) and Gary Peters (D-Michigan) – called the Harmful Algal Blooms and Hypoxia Research and Control Amendments Act.  This legislation would reauthorize the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA), which was first enacted in 1998. For almost two decades, the HABHRCA program has served as the federal government’s research and response toolkit for harmful algal blooms. Senator Portman worked with Senator Nelson to reauthorize the program in 2014 and negotiated a Great Lakes section that has ensured federal agencies prioritize monitoring and mitigation efforts in fresh water bodies such as Lake Erie.  He issued the following statement:
“This legislation takes critical steps toward protecting Lake Erie and other freshwater bodies throughout Ohio and the nation from toxic algae.  It is important that these water bodies are protected, as they supply drinking water to millions of Ohioans and are critical for Ohio’s tourism and fishing industries. I am pleased that this program has provided a toolkit and forecasts that help our communities prepare for and respond to the impact of HABs. For the first time, our legislation also allows funding to be potentially provided to communities with significant HAB outbreaks to help protect against environmental, economic, and public health risks. I look forward to working with my colleagues to get this important legislation to the president for his signature.”  
NOTE: Portman was recently named Co-Chair of the Senate Great Lakes Task Force.  Recent HABHRCA efforts include NOAA’s seasonal forecasts on the expected severity of HAB events in Lake Erie and a biweekly Lake Erie Harmful Algal Bloom bulletin issued by NOAA to provide forecasts of the movement and toxicity of HAB events in the lake. In addition, the HABHRCA program has provided a toolkit for communities with HAB outbreaks in freshwater bodies, such as Buckeye Lake or Grand Lake St. Marys, to help identify the cause of, monitor, and mitigate the HAB event.
The HABHRCA program has provided research on HABs, including the most recent report, “Harmful Algal Blooms and Hypoxia in the Great Lakes Research Plan and Action Strategy: An Interagency Report”, released in August 2017. A second report, “Harmful Algal Blooms and Hypoxia Comprehensive Research Plan and Action Strategy”, was completed in February 2016.
At Hearing, Portman Questions DHS About Puerto Rico Relief Efforts & Bipartisan STOP Act to Address Fentanyl Crisis
Portman questioned Acting Secretary of Homeland Security Elaine Duke during a Homeland Security and Governmental Affairs Committee hearing on threats to the homeland. He questioned Duke on steps being taken to help Puerto Rico in the aftermath of devastating hurricanes. Portman, who spoke Tuesday night on the Senate floor on our responsibility to respond quickly, said the federal government must play a pivotal role in their recovery efforts. Portman also questioned the department about his bipartisan Synthetics Trafficking & Overdose Prevention (STOP) Act, legislation designed to help stop dangerous synthetic drugs like fentanyl and carfentanil from being shipped through our borders to drug traffickers here in the United States

Portman: Tech Community Should Partner With Us to Stop Online Sex Trafficking
In a speech on the Senate floor, Portman discussed the significant momentum behind the Stop Enabling Sex Traffickers Act.  While noting the support of some in the tech community for this legislation, Portman expressed disappointment that others aren’t doing more to support this bipartisan effort to stop online sex trafficking, saying “They should be as concerned as anyone, if not more, because online, on the internet, this is taking place. They should want to support addressing this injustice where traffickers exploit women and children with immunity.”

Portman Calls on Senate HELP Committee to Save Perkins Loan Program
Senators Portman, Tammy Baldwin (D-WI), Bob Casey (D-PA) and Susan Collins (R-ME) wrote to leaders of the Health, Education, Labor and Pensions (HELP) Committee urging them to immediately act to save the Perkins Loan Program before it expires this Saturday, September 30th.
In the letter to HELP Committee Chairman Lamar Alexander (R-TN) and Ranking Member Patty Murray (D-WA), the Perkins Loan Program Extension Act lead cosponsors urge for the committee to take up and pass legislation to extend this popular and effective campus-based financial aid program.
“We strongly support the Perkins Loan Program and write to urge the Health, Education, Labor and Pensions Committee to act on its extension expeditiously and allow the full Senate to swiftly follow suit,” the Senators wrote. “We urge you to take up and pass the Perkins Loan Program Extension Act without delay. We thank you for your consideration and stand ready to work with you to advance this important legislation.”
Unless Congress acts, approximately 1,500 colleges and universities across the country will not be able to make these low-interest loans, leaving approximately 700,000 students without access to an important source of financial aid.
Senators Dick Durbin (D-IL), Dianne Feinstein (D-CA), Al Franken (D-MN), Kirsten Gillibrand (D-NY), Kamala Harris (D-CA), Maggie Hassan (D-NH), Ron Johnson (R-WI), Jack Reed (D-RI), Charles Schumer (D-NY) and Jeanne Shaheen (D-NH) have also cosponsored the legislation. U.S. Representatives Mark Pocan (D-WI) and Elise Stefanik (R-NY) introduced companion legislation in the House that has gained over 220 cosponsors.

Portman, Energy Secretary Perry Visit Portsmouth Gaseous Diffusion Plant
Portman and Secretary of Energy Rick Perry, as well as U.S. Representatives Bill Johnson (R-OH) and Brad Wenstrup (R-OH), visited the Portsmouth Gaseous Diffusion Plant and former American Centrifuge Project facility in Piketon. They toured the facilities, met with plant leadership and workers, and discussed the importance of this plant to the local economy and the United States’ national security.  
“I was proud to show Secretary Perry the top-notch infrastructure and highly-skilled workforce at Piketon’s biggest employer—the Portsmouth Gaseous Diffusion Plant. For decades, the workers here provided our military and our energy sector with critical natural resources, including enriched uranium for our country’s nuclear defense system. It now employs nearly 2,000 Ohioans through the cleanup effort, which, when finished, will provide the infrastructure and resources to employ thousands more,” said Portman. “Unfortunately, during the Obama administration, we had to fight every year just to keep these efforts funded and move the project forward. I am pleased that we now have an Energy Secretary and an administration that supports these hardworking Ohioans and their important work. The United States should get back to producing its own enriched uranium, and it is the workers here at Piketon that can make that happen. I will continue to work with Secretary Perry and my colleagues in Congress to advocate for the work happening at the facility as well as its capabilities, and the role it could continue to play in strengthening our national security.”
NOTE: Portman last visited the Portsmouth Gaseous Diffusion Plant in June. Earlier this year, Portman invited Secretary of Energy Rick Perry to come to Piketon to see firsthand the decontamination and decommissioning operations. During his confirmation hearing, Secretary Perry committed to Portman that he would visit the Portsmouth site. Perry has also agreed that having a domestic capability to enrich uranium is a national security issue and that he is willing to re-evaluate the Obama Administration’s decision to end the domestic uranium enrichment demonstration program. Portman has worked every year to secure the funding necessary to keep the cleanup project on track and to protect jobs. Previously, Portman grilled former Energy Secretary Ernest Moniz for his department’s failure to use funding provided by Congress and therefore causing layoffs in Piketon. Portman repeatedly called on the Obama Administration to uphold their promises to the Piketon community to provide adequate funding to avoid layoffs.

Key Portman Health Care Priorities Pass Senate as Part of CHRONIC Care Act
Portman announced that several of his health care priorities have unanimously passed the Senate as part of the Creating High-Quality Results and Outcomes Necessary to Improve Chronic (CHRONIC) Care Act. The bipartisan bill will improve health outcomes for Medicare beneficiaries living with chronic conditions.
“The CHRONIC Care Act will help strengthen our health care system by empowering patients with tools they need to better manage their health care and increasing the coordination of care to help patients and providers better manage chronic conditions,” said Portman.  “The bill also includes a number of priorities I have worked on, including ensuring that Medicare beneficiaries can receive high-quality, personalized care at home, incentivizing beneficiaries to receive preventive services and better manage their health care, and ensuring the Medicare Advantage program includes accurate quality measures to incentive plans to continue to care for low-income seniors.”
Following is more specifics on key Portman priorities passed as part of the CHRONIC Care Act:
Independence at Home Act (IAH) Extension. This bill would extend the IAH demonstration’s expiration date by two years (until September 30, 2019), increase the cap on the total number of participating beneficiaries from 10,000 to 15,000, and give practices three years to receive a shared savings payment.
“I have seen the benefits the Independence at Home program has provided for seniors in Northeast Ohio—it has reduced hospital readmissions, prevented costly hospital and nursing home admissions, and, most importantly, kept patients healthy and in their preferred care setting,” said Portman.  “I am pleased the committee included a two-year extension of this program in the CHRONIC Care Act to ensure beneficiaries in Ohio and across the country can continue to receive high-quality care in their preferred setting—at home.  I will continue to fight to make the Independence at Home program permanent.”
Better Health Rewards Program in the Accountable Care Organization (ACO) Setting.  The CHRONIC Care Act includes a new program called the ACO Beneficiary Incentive Program, which would allow ACOs to make incentive payments to their members who seek out preventive care or chronic disease management services.
“I am particularly pleased the Senate has passed a measure that draws on the idea of the Better Health Rewards bill I have worked on with Senator Wyden. This program will allow Medicare to engage seniors in their healthcare—incentivizing seniors to set goals and meet health targets,” said Portman.  “We should continue to promote programs that allow seniors the option to participate in programs that allow them to take control over their health care – enabling them to live better, healthier lives while also saving the Medicare system money without making cuts to benefits.”
Ensuring Medicare Advantage Quality Measures Account for the Most Vulnerable Population.  The bill includes a provision that builds on Portman’s work with Senator Casey to ensure the most vulnerable Medicare beneficiaries—including low-income, disabled, and dually-eligible seniors—are able to maintain access to high-quality Medicare Advantage plans.
