Page 13. ---- More rioting in Canadian penitentiaries, grave and determined in manner, makes imperative the Inquiry urged upon the government when the riots occurred at Portsmouth Inquiry was refused then, Mr. Guthrie taking the ground that it was merely a departmental matter and to be handled as such. Inquiry will not be refused now, if Mr. Guthrie has a spark of political wisdom.
The people of the Dominion are entitled to know what is happening and the reason for it, and they will not be content to take the word of a department official for either. Friday's outbreak at St. Vincent de Paul penitentiary was clearly, from the scattering and unsatisfactory reports available outside. the walls, a determined mutiny. Either there is there, as there was at Portsmouth, obvious weakness in the administration of the institution or there were real grievances cherished by the convicts. There is something wrong when unarmed men will revolt in the fare of armed authority - and no vague references to Communistic agitators or anything of the kind will take the mind of the Canadian people off that fact.
Until the recent outbreak at Kingston rioting has been practically unknown in Canadian penitentiaries. There have been references to an alleged outbreak at Stony Mountain last year, but that of course was not a riot in any sense of the word-simply an individual attack by two convicts on a guard in which the convicts as a body took no part. The first rioting was at Kingston, and it did a great deal to destroy the confidence of the people in their penal institutions. When it in so quickly followed by a mutiny in another penitentiary there is natural alarm.
Mr. Guthrie is proceeding as if it were merely a case of disciplining some penitentiary guard or minor official. He does not seem to understand that the criticism the people are formulating in their minds, and which they are by no means backward in expressing a directed against the department itself. It may be unjust criticism, but it will remain in their minds and it will grow in volume unless there is a full public inquiry clearing the administration of the penitentiaries of responsibility for the conditions which led to these three serious outbreaks of violence and mutiny. Such an enquiry was held in England a year or two ago into conditions in Dartmoor prison, following a somewhat similar out break there. There is excellent precedent for it, and there is assuredly every reason back of the demand. Something is wrong. It may be the preferred treatment accorded prison are at Collins Bay, as Eastern newspapers and some public men have strongly urged. It may be a lack of firmness in the departmental administration. It may be that unsuitable and unqualified men have been appointed to wardenships.
Whatever it is, more than a departmental inquiry will be required to satisfy the minds of the public. They are entitled to knew, and if Mr. Guthrie again refuses their reasonable request he will court the penalty that follows a defiance of strong public opinion.

ICE canola falls on vegoil weakness WINNIPEG, Nov 13 (Reuters) - ICE canola futures fell Wednesday, with sister vegoils pulling down on values after weeks of rallying. Traders said funds sold canola on weakness in Chicago Board of Trade soyoil BOv1, which fell 2.3%, and Malaysian palm oil futures FCPOc3, which fell more than 3%. January canola RSF5 settled down $9.30 at $649.10 per metric ton, or 1.4% lower, continuing its relative strength versus soyoil. March RSH5 fell $9.60 to $661.50. The nearby weakness in vegoil isn't a surprise, said trader and broker David Derwin of Ventum Financial. "We've made $100 a ton in the last few weeks. There's got to be a pullback at some point." The U.S. election victory of Donald Trump and the perceived lack of support for biofuels adds downward pressure to vegoil prices. Crude oil has been firmer than vegoils, but with U.S. crude below $70 per barrel CLc1, canola has felt pressure. Page 1. ----- For the first time in the recollection of Canadians the conduct of the Justice Department of their Government is being called seriously in question. For the time in the history of Canada men and women are declaring – openly and emphatically that, under the administration of Hon. Hugh Guthrie, the olden British tradition of ‘even-handed justice’ is being abandoned – that, in its stead, something is developed that gives the lie to the boast of Britons everywhere that all stand on equality before the law – that, for rich and poor alike, there is one, and only one, dispensation of justice.
It is a terrible and a traffic allegation – a matter of far greater importance and concern than any issue of partisan difference or discussion. It calls for the most serious and dispassionate attention of the Government and of Parliament. But is not – cannot be – must not be – a political issue.
A Judge – not a layman – spoke out at Winnipeg. What the Judge said seemed to need saying, and saying courageously. Instead of investigating the truth of what the Judge said, the Justice Department set out to investigate the Judge. A Commission has ben appointed – not to ascertain whether the facts are as stated from the Bench, but to determine whether the Judge has exceeded his authority in stating them.
The country cannot permit this sort of thing to go on. The use of the Collins Bay camp – designed for juvenile offenders – as the abode of privileged prisoners and the early release of influential inmates of the Provincial penitentiary are happenings which have filled the public mind with apprehension and alarm. If there is a just and logical explanation, it out to be given. If there is not, the Prime Minister, buys man though he be, should reorganize the department and restore and re-establish confidence in its administration. Canada cannot afford to slump into the morass which has made the ‘justice shops’ of her Southern neighbor a byword among the nations.
Fortunately there is at the head of our Government a man who has served in the long line of Canada’s distinguished Ministers of Justice and carried on the worthy tradition of British ideals and administration. It would seem that another important task crowds itself upon his attention.

ICE canola ends mixed in oils tug-of-war WINNIPEG, Manitoba, Nov 4 (Reuters) - ICE canola futures settled mixed on Monday as contradictory pressures from falling soyoil values and rising crude oil left canola in the middle. Most-traded January canola futures RSF5 settled down 90 cents at $645 per metric ton. November canola RSX4 also fell 90 cents to $630.30 per metric ton. May and July contracts both rose. Canola values are tightly connected to the relative values of vegoils, such as soyoil, and to energy commodities like crude oil. Canola oil can be used for both food products and in biofuels. On Monday, crude oil rose while soyoil fell. "It's definitely the two points: crude oil up and soyoil down. It's a tug-of-war," said futures and options broker David Derwin of Ventum Financial.
