Raj Thackeray leads MNS rally against ‘Bangladeshi and Pakistani infiltrators’ in Mumbai - mumbai news
A much-hyped rally by Raj Thackeray’s Maharashtra Navnirman Sena (MNS) demanding the expulsion of Bangladeshi and Pakistani infiltrators began Sunday afternoon from the Hindu Gymkhana in South Mumbai, three hours behind schedule.It is the first rally by Thackeray after he steered the MNS towards a hardline Hindutva and changed the party flag. Thousands of party workers have come to city from outside Mumabi for the rally.Before joining the march, Thackeray first visited Siddhivinayak temple at Prabhadevi after stepping out from his Dadar residence. He joined the party workers waiting at the Gymkhana since noon, the scheduled time of the commencement of the rally. Thousands of the MNS workers started gathering from 11 am to take part in the rally. The workers have come from areas like Kalyan, Thane and some from Pune and Nashik, about 180 km from Mumbai. The march will culminate in a rally at Azad Maidan, about 1.8-kms from the Gymkhana. The rally is a show of strength by the MNS which has sought the eviction of Bangladeshi and Pakistani infiltrators from India. Thackeray recently has turned to Hindutva and has adopted a saffron flag.According to MNS spokesperson Sandeep Deshpande, the response to this march has been overwhelming. “People are fed up of these Bangladeshi and Pakistani infiltrators and want them out at any cost. We are getting good response,” said Deshpande. The MNS has launched its high profile campaign in recent days highlighting the aim of the agitation. It called the infiltrators as enemies who needed to be thrown out of the country. But political analysts say the agitation will hardly benefit Thackeray politically. “The BJP will no doubt lend its help for the morcha but then Thackeray’s rallies have always been successful till date,” said political analyst Hemant Desai. However, he said the topic raised by Thackeray is not very attractive. “Pakistani and Bangladeshi infiltrators are not the burning issues concerning the state and hence there is not much enthusiasm among the people about this topic,” said Desai. After the recent drubbing in the assembly elections and the ascendency of his cousin and bitter rival Uddhav Thackeray to power as Chief Minister, Raj Thackeray has virtually made a u-turn. Thackeray who was critical of BJP and especially of Prime Minister Modi was seen getting close to the later. He recently even praised Modi.Mumbai Police have strengthened security for the rally from Hindu Gymkhana to Vardhaman Chowk till Azad Maidan as hundreds of policemen kept an eye on the march.Officials have said they will use drones and closed-circuit television (CCTV) cameras to keep an eye on the rally.They will also press into action service officers and police constables from the region, while combat teams such as Quick Response Team, Riot Control team, Bomb Detection and Disposal Squad (BDDS) will be kept on stand-by.“Parking arrangements have been made at the BEST bus depot and Parsi Gymkhana,” said Mumbai Police spokesperson Pranay Ashok. Here's how the events unfolded throughout the day. Amid high drama and media frenzy, Bollywood star Kangana Ranaut, who has been involved in a spat with Shiv Sena over her recent remarks comparing Mumbai with PoK, returned to the city even as the Bombay High Court stayed the demolition process initiated by the BMC for alleged illegal construction at the actor’s Pali Hill office. Upon her arrival from her hometown in Himachal Pradesh, Kangana, who has been given Y-plus category security from the Centre, fired a fresh salvo at Maharashtra Chief Minister Uddhav Thackeray, saying his “ego will be destroyed” the way her Bandra home was demolished. “Uddhav Thackeray tujhe kya lagta hai? (what do you think?) My home was demolished today, your arrogance will crumble tomorrow. Thus is the wheel of time, it keeps changing,” she said in video message. Kangana Ranaut and Shiv Sena leader Sanjay Raut have been involved in a war of words after the actress had earlier compared “Mumbai to Pakistan-occupied-Kashmir (PoK)” and said she “feared Mumbai Police more than the movie mafia”. Earlier in the day, a Brihanmumbai Municipal Corporation (BMC) team demolished “illegal alterations” at the actress’ bungalow at Pali Hill in Bandra with a bulldozer and excavators. However, the HC expressed displeasure and stayed the demolition process after Ranaut moved the court challenging the notice issued by the Mumbai civic body. Ranaut had purchased the bungalow in 2017 and had renovated it in January this year. The BMC on Tuesday had issued a “stop-work” notice to Ranaut for alleged illegal construction, under section 354(A) of the Mumbai Municipal Corporation (MMC) Act, to stop the ongoing work inside the premises and produce the permissions for the illegal constructions. Reactions from political leaders in support and opposition of the actor kept pouring in. Here’s how the events unfolded throughout the day: BMC starts demolition, then stops The BMC began demolition work shortly after 11 am. A BMC team reached the bungalow at Pali Hill in Bandra with bulldozer and excavators and demolished alterations made sans the civic body’s approval. BMC officials arrived this morning to demolish portions of her bungalow even as the actor was on her way to Mumbai. (Express photo by Amit Chakravarty) Soon after, Ranaut tweeted, “I am never wrong and my enemies prove again and again this is why my Mumbai is POK now.” She also posted photos of BMC staff engaged in the demolition work at the bungalow, which she had purchased for Rs 20 crore in 2017. Before the demolition work on Wednesday, the BMC posted a second notice outside her bungalow, informing her of the action being taken by the civic body, an official told PTI. Bombay HC stays demolition Kangana then moved the Bombay High Court, challenging the notice issued by the Mumbai civic body for “illegal construction” at her bungalow and sought a stay on the demolition process. Later in the day, a division bench of Justices S J Kathawalla and R I Chagla stayed the demolition process and directed the civic body to file an affidavit in response to the plea. The court posted the matter for hearing on Thursday. “We cannot help but mention here that if the MCGM would act with similar swiftness qua the numerous unauthorized constructions, the City would be a completely different place to live in,” the bench said. “The corporation appears to have overnight woken up from its slumber, issued notice to the petitioner (Ranaut), that too when she is out of the state, directing her to respond within 24 hours, and not granting her any further time, despite written request, and proceeding to demolish the said Premises upon completion of 24 hours…though the manner in which the BMC has proceeded to commence demolition work of the said premises, prima facie does not appear to be bonafide and smacks of malafide,” the bench said. But there was support too from workers of the RPI(A) and Karni Sena, who also gathered at the airport. BMC action creates doubts, says Sharad Pawar Amid a row over BMC demolishing parts of Ranaut’s Pali Hill office, NCP supremo Sharad Pawar Wednesday said illegal construction in Mumbai was not a new thing and the action by the civic body in view of the present situation “gives space for creating doubts in the minds of people”. “I do not have much information on the action taken by the BMC. However, illegal construction in Mumbai is not a new thing. In view of the present situation, taking action gives space for creating doubts in the minds of people. The BMC has its own rules and officers may have taken action as per what they felt was right,” Pawar, whose party is part of the ruling alliance with the Shiv Sena in Maharashtra, said. Without naming the Bollywood actress, Pawar also said undue importance was being attached to the statements made by Ranaut, claiming people were not taking her remarks seriously. “We give undue importance to people who make such statements. We need to see the impact of such statements. In my opinion, people do not take such comments seriously. The people of Mumbai and Maharashtra know the efficiency of the Mumbai Police,” he said. “If someone talks about equivalence with Pakistan, there is no need to take the person seriously and no need to pay heed to such people,” Pawar said. BJP, Shiv Sena react to Bombay HC order BJP MLA Ashish Shelar said the Shiv Sena-controlled BMC showed promptness in demolishing parts of the actress bungalow. “The action has been taken out of revenge,” PTI quoted him as saying. He asked the BMC why action was not taken last year when the structure was built, if it is illegal. “This shows you will be saved if you come with us (the ruling party). Action will be taken, if you dont. That is their approach. The MVA government led by Thackeray is playing politics of vendetta,” Shelar alleged. He further said illegal constructions have come up some metres away from the chief ministers residence. “But we cant see action being taken there. It is unfortunate that action is being taken only selectively. This is an egoistic government,” he said. Senior BJP leader Subramanian Swamy tweeted, “Tell Kangana to keep the faith. We are with her in this struggle.” Maharashtra NCP president and Irrigation Minister Jayant Patil tweeted that some ‘people’ comparing “this great city and our police force to that of Pakistan is outlandish” and it is just to “gain publicity and limelight”. “It is painful to come across people who are not grateful to what Mumbai and Maharashtra has to offer – in terms of the opportunities, women safety and tolerance,” he said. “Mumbai is the mother that does not discriminate. Speaking in State Assembly, Thakur said his government has provided security at Ranaut’s Manali residence and 11 CRPF commandos would accompany her wherever she would go in the country as part of the Y-plus security provided by the Centre. Himachal Pradesh will do its best to ensure her security, he added. “Kangana is a daughter of Himachal Pradesh and she has brought laurels not only to the state but to the entire country,” he said in the assembly, adding she should get proper atmosphere to work in her field. Kangana’s lawyer says BMC lying about illegal construction Kangana’s lawyer Rizwan Siddiqui claimed the BMC was lying about illegal construction at the bungalow. “The BMC is lying. It’s lying on record (about illegal construction at the bungalow). They said they have given stop-work notice. But such notice is given when the construction process is underway,” PTI quoted him as saying. “There is no construction going on at the place. It was over about one-and-a-half years ago,” he added. States extend lockdowns Maharashtra extended till 30 June the lockdown in the entire state, and announced easing of restrictions and phase-wise resumption of activities under the "Mission Begin Again". As per the revised guidelines issued on Sunday, all markets, market areas and shops, except malls, will be allowed to functionfrom June 5 on odd-even basis. While all private offices can operate with up to 10 per cent their employee strength as per the requirement from June 8 with others working from home. This will exclude COVID-19 containment zones, the guidelines said. Under ''Mission Begin Again'', outdoor physical activities like morning walks, cycling will be allowed. Self employed persons like plumbers, electricians, pest control staff and technicians will be allowed to work, but they will have to follow social distancing norms. Garages can also function and customers can visit them with prior appointment. These activities will be permitted in the red zones of Mumbai Metropolitan Region (MMR), including Mumbai, as well as Solapur, Pune, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon, Akola, Amravati, Nagpur. However, such activities will not resume in COVID-19 containment zones, it said. In Madhya Pradesh, the lockdown in containment areas will remain in place till 30 June 30 but people won't need e-passes for intra-state and inter-state travel in personal vehicles from Monday, Chief Minister Shivraj Singh Chouhan has said. The decision to re-start inter-state public transport will be taken on June 7, he added in a televised address on Sunday night. The chief minister said a decision to re-open schools, colleges, coaching centres will be taken in July after a dialogue with stakeholders. However, he said, schools will be opened for Class XII board exams. Public movement on streets will remain completely banned between 9 pm and 5 am, while the ban earlier was between 7 pm to 7 am. In Delhi, opening of salons, shops in malls on an odd-even basis and religious places are among the activities the state government is likely to allow in the coming days. The Delhi government may extend the lockdown in containment zones till June 30, an official told PTI, adding that the city administration will permit all activities, including in religious places, allowed by the Centre in a phase-wise relaxation plan. A decision on opening of cinema halls and gymnasium may be taken later. However, measures for maintaining social-distancing like 20 passengers in a bus, two people, excluding the driver, in four wheelers and one person in an autorickshaw will continue to be in place. Sources said that neighbourhood religious places are likely to be allowed to open even as famous ones which witness large footfall will remain closed for some more days. The government will come up with detailed guidelines for the next phase of relaxations on Monday. The government is likely to prohibit people''s movement from 9 pm to 5 am during which all non-essential activities will not be allowed. At present, the timing is from 7 pm to 7 am. Fourth phase of lockdown accounts for nearly half of total cases The fourth phase of the coronavirus-triggered lockdown, which began on May 18, saw 85,974 COVID-19 cases till 8 am on Sunday, which is nearly half of the total cases reported in the country so far. Lockdown 4.0, which will end on May 31 midnight, has accounted for47.20 percent of the total coronavirus infection cases, number crunching from the Union Health Ministry data reveals. The lockdown, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases. The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May. Two persons were killed in Mangaluru, Karnataka and one person died in Lucknow, Uttar Pradesh, due to gunshot wounds sustained during nationwide protests held against the Citizenship Amendment Act (CAA) and the proposed pan-India National Register of Citizens (NRC) on Thursday.Jaleel (49) and Nausheen (23) died after receiving firearm injuries, as the police sought to control protests that took place across multiple cities in Karnataka, including Mangaluru. In Lucknow, Mohd Wakeel, a resident of Hussainabad, died as police cracked down on protesters in the capital city of UP. The Director General of Police however said that the police has nothing to do with Wakeel’s death, and that an investigation will be carried out in this matter.Protests were held across 56 cities in 24 states and Union Territories on December 19, leading to the imposition of Section 144 — which prevents the gathering of four or more persons in a given place as a riot-prevention measure — in many parts of the country, including Delhi, several cities of Karnataka such as Bengaluru, Mangaluru, and Mysuru, as well as all the districts of Assam. Mobile services, voice calls and internet services were suspended in parts of the country, including in the Northeast. Chhattisgarh reports 8 new COVID-19 cases
Eight more people, seven of them migrant workers, tested coronavirus positive in Chhattisgarh on Wednesday, taking the state's tally of patients to 369, a health official said. Of the new cases, five were reported from Jashpur district, while one case each came from Bilaspur, Balodabazar and Bastar districts, he said.
Bastar district recorded its first case of coronavirus after a 24-year-old student, who recently travelled from Delhi to Jagdalpur, tested positive for the infection, he said. The student was studying in Rajasthan, he said. The other new patients were migrant workers, who recently returned to their native villages from different states of the country and were staying in quarantine centres, he said.
Earlier in the day, four patients were discharged from the AIIMS Raipur following their recovery, he said. At present, the state has 286 COVID-19 activecases as 83 patients have recovered so far, the official said. Chhattisgarh's COVID-19 figures are as follows: positive cases: 369, new cases: eight, deaths: zero, discharged: 83, active cases: 286, people tested so far: 59,230.

France, Italy and Belgium acted to halt the use of hydroxychloroquine to treat patients suffering from the novel coronavirus infection amid questions about the safety of the generic anti-malaria drug.
France on Wednesday cancelled a decree allowing hospital doctors to dispense the medicine, while the Italian Medicine Agency (AIFA) suspended authorization to use hydroxychloroquine for Covid-19 outside clinical trials.
Belgium's medicine agency warned against using the drug to treat the virus any more except within ongoing clinical registered trials. It said trials aiming to evaluate the drug should also take potential risks into consideration.

Two migrants die in Mumbai-Varanasi shramik special train
Two migrants were found dead in a special shramik train at a Varanasi railway station on Wednesday morning. North Eastern Railway spokesperson Ashok Kumar said the train had arrived at the Manduadih station of Varanasi from Mumbai''s Lokmanya Tilak Terminus at 8.21 am.
They were found dead by the Government Railway Police, he added. He said during a medical examination, it was found that both suffered from serious health issues.
One of them, identified as Dashrath Prajapati (30), was a resident of UP''s Jaunpur. He was differently abled and getting treatment for a kidney-related problem in Mumbai.
The other victim was identified as Ram Ratan (63), a resident of Azamgarh district. A relative of Dashrath, who was travelling with him, said he had complained of some health problem when they reached Allahabad and then slept.
He did not wake up when they reached Varanasi.

The district administration of Bhopal on Wednesday declared Madhya Pradesh Raj Bhavan, the residence of the state Governor, as a COVID-19 containment zone after six persons living in the campus tested positive for the infection.
District Collector Tarun Pithode issued an order to this effect on Wednesday. Raj Bhavan sources said that after the first case of COVID-19 was found at the Raj Bhavan a couple of days back, the sample of Governor Lalji Tadon was also collected for testing.
The collector's order said that six COVID-19 cases were found in the employees' quarters inside the Raj Bhavan, which is located under Jahangirabad police station area.

Study says social distancing norms of 6 feet insufficient, virus can travel nearly 20 feet
Scientists have modelled the spread of infectious droplets from coughing, sneezing, and breathing under different atmospheric conditions, and found that the novel coronavirus can spread up to three times further in cold and humid weather.
According to the researchers, including those from the University of California (UC) Santa Barbara in the US, droplets carrying the virus can travel up to 20 feet, making the current social distancing norms of six feet insufficient to contain its spread.

Nitin Gadkari says states should contribute Rs 20 lakh crore to fight COVID-19 disruptions
More liquidity is needed to boost economic activity following the coronavirus pandemic and states should come forward with Rs 20 lakh crore, while another Rs 10 lakh crore can be harnessed from public-private investment to fight the COVID-19 disruptions, Union Minister Nitin Gadkari said on Wednesday.
Gadkari said the economy is facing serious problems, businesses are being closed and unemployment is growing. All sections of the society, whether migrants, media, business persons or employees, are facing problems, but ultimately “we will win the economic war” and the “corona war”, he said.
“More liquidity needs to be pumped in the market to boost the coronavirus-hit economy and states should come forward with Rs 20 lakh crore, while another Rs 10 lakh crore can be harnessed from public-private investment,” said Gadkari, who is the Road Transport, Highways and MSME minister.

Class 10,12 sudents can appear for pending exams in native state, says Centre
Union HRD minister Ramesh Pokhriyal said that students of class 10 and 12 who have moved to a different state or district in view of the coronavirus lockdown, can appear for pending board exams in the state they are.
"Class 10 and 12 students who have to appear in pending board exams but have moved to different state or district during the lockdown when schools were closed, will be able to appear for exams at their present place only. They will not be required to travel back. The CBSE will issue a notification in this regard and modalities for registration of such requests," he said.

The COVID-19 pandemic and subsequent lockdown has severely hit the wedding industry in Gujarat, which has witnessed approximately 30,000 cancellations and postponements in the last two months. At least 30,000 weddings planned across the state have been called off or postponed in the last two months in light of the ongoing health crisis, said spokesperson of Hotel and Restaurant Association (Gujarat) Abhijit Deshmukh.
March and April are considered the peak season, when the maximum number of weddings take place in the state, he said. Giving the idea of a big fat Indian wedding a miss, some couples have chosen to tie a knot in the presence of eight to 10 close relatives, wedding planner Devang Shah said.

Coronavirus Outbreak LATEST Updates: A junior assistant at the office of Delhi Lieutenant Governor Anil Baijal has tested positive for COVID-19, prompting authorities to conduct coronavirus tests on around 40 staff members, PTI reported.
The Brihanmumbai Municipal Corporation (BMC) on Wednesday issued revised testing guidelines for COVID-19. The statement said, "COVID-19 test not mandatory for emergency surgery, pregnant women (even asymptomatic) who are likely to deliver in next five days to be tested, and COVID-19 test not mandatory for treating Hemodialysis patients."
Two migrants were found dead in a special shramik train at a Varanasi railway station on Wednesday morning. North Eastern Railway spokesperson Ashok Kumar said the train had arrived at the Manduadih station of Varanasi from Mumbai''s Lokmanya Tilak Terminus at 8.21 am.
They were found dead by the Government Railway Police, he added. He said during a medical examination, it was found that both suffered from serious health issues.
One of them, identified as Dashrath Prajapati (30), was a resident of UP''s Jaunpur. He was differently abled and getting treatment for a kidney-related problem in Mumbai.
The other victim was identified as Ram Ratan (63), a resident of Azamgarh district. A relative of Dashrath, who was travelling with him, said he had complained of some health problem when they reached Allahabad and then slept.
He did not wake up when they reached Varanasi.
The Tamil Nadu governemnt said that 817 people tested positive for coronavirus in the state on Wednesday, and six deaths were also reported. Additionally, 567 people have been discharged on Wednesday.
The total number of cases in the state stands at 18,545, including 133 deaths and 9,909 discharged.
Kerala chief minister Pinarayi Vijayan said that 40 new coronavirus cases reported in the state on Wednesday. Of these, nine returned from abroad, 16 returned from Maharashtra, five from Tamil Nadu and three from Delhi.
The total number of cases in the state are 1,004, of which 445 are active cases.
He added that till Tuesday, 173 Keralites have died due to COVID-19 in various countries.
"With people returning to the state, Kerala has entered the next phase of COVID-19 prevention and containment. There is a spike in the number of cases," he said.

Amid escalating tensions between India and China over a border dispute, Sun Weidong, Chinese envoy to India said that the two countries were fighting coronavirus pandemic "together".
"China and India are fighting together against COVID-19 and we have an important task to consolidate relations. Our youth should realise the relation between China and India, the two countries are opportunities for each other and pose no threat.
"We should never let differences overshadow our relations. We should resolve differences through communication."
West Bengal chief minister Mamata Banerjee said that the state government had not been informed about 36 trains that are set to arrive in the state from Mumbai.
"Without our knowledge, 36 trains are coming from Mumbai. I spoke with Maharashtra, they also got the information late. Railways is planning it on their own," she said. This came a day after Kerala chief minister Pinarayi Vijayan also said that two trains from Mumbai and Delhi had arrived in Kerala without the state government being informed.
The Goa Cabinet decided to make COVID-19 test compulsory for every person entering the state if they are unable to produce a 'COVID negative' certificate, said chief minister Pramod Sawant on Wednesday.
"The 14-day home quarantine option will be no longer available. Either you bring the negative certificate or have to take the test," said the chief minister.
The move comes amid the state losing its green zone tag recently when people from neighbouring Maharashtra entered the border and tested positive for the disease.
Madhya Pradesh chief minister Shivraj Singh Chouhan has said the doubling rate of COVID-19 cases in the state was at 21 days.
Speaking at a review meeting on Tuesday, Chouhan had said that the state's COVID-19 recovery rate has gone up to 53 percent, while the national average was 41.8 percent, the official said.
Similarly, the doubling rate of COVID-19 cases was at 21 days in Madhya Pradesh, while the average in the country was 15.4 days, the Chief Minister said in the meeting.
Eighteen more individuals, including one passenger who landed in Guwahati from Ahmedabad, tested positive in Assam, tweeted health minister Himanta Biswa Sarma on Wednesday.
Of the 17 other COVID-19 cases, 14 were reported in Golaghat alone, two in Karbi Anglong while one in Lakhimpur.
Maharashtra Home Minister Anil Deshmukh on Wednesday dismissed the rumours of Mumbai and Pune going under military lockdown for 10 days. He clarified that that there was no proposal for Army deployment in the two cities.
Deshmukh strongly denied the messages which went viral on social media on Army deployment and appealed the people not to believe in it. He added that Maharashtra cyber cell has initiated action against those spreading the rumour.

BSP president Mayawati on Wednesday termed as most unfortunate the continued sufferings of the migrants amid an ongoing dispute between the Centre and the Maharashtra government. With four more individuals testing positive for the novel coronavirus in Assam, the total confirmed COVID-19 cases in the state climbed to 686 on Wednesday, said health minister Himanta Biswa Sarma.

Professor Johan Giesecke of the Karolinska Institute, Sweden, speaking to Congress' Rahul Gandhi on COVID-19 crisis in India said the country needed a graded exit plan from the lockdown to protect the economy.
Claiming that a severe lockdown may disrupt the economic growth, Giesecke on Wednesday said, "India has to ease restrictions one by one, it may however take months to completely come out of lockdown."
The Indian Council of Medical Research has removed the price cap of Rs 4,500 for the real-time polymerase chain reaction (RT-PCR) test used to detect COVID-19, asking states and UTs to negotiate with private labs to fix "mutually agreeable" rates for the test.
In a letter to the state chief secretaries on Monday, ICMR Director General (D-G) Dr Balram Bhargava said the COVID-19 diagnostic supplies are stabilising because of the indigenous production of the kits.
Of the total 1,51,767 confirmed COVID-19 cases, there are 83,004 active cases, according to the latest data released by Ministry of Health and Family Welfare on Wednesday.

This came on a day that the Supreme Court took note of the plight of migrants stranded due to the lockdown and issued notices to the Centre and all state governments.
State-wise numbers
Of the 146 deaths reported since Monday morning, 60 were in Maharashtra, 30 in Gujarat, 15 in Delhi, 10 in Madhya Pradesh, seven in Tamil Nadu, six in West Bengal, four each in Uttar Pradesh and Rajasthan, three in Telangana, two each in Himachal Pradesh, Jammu and Kashmir and Karnataka and one in Kerala.
Of the total 4,167 fatalities, Maharashtra tops the tally with 1,695 deaths followed by Gujarat with 888 deaths, Madhya Pradesh with 300, West Bengal with 278, Delhi with 276, Rajasthan with 167, Uttar Pradesh with 165, Tamil Nadu with 118 and Andhra Pradesh and Telangana with 56 deaths each.
The death toll reached 44 in Karnataka and 40 in Punjab.
Jammu and Kashmir has reported 23 fatalities due to the disease, Haryana has 16 deaths, while Bihar has registered 13 and Odisha has seven deaths.
Kerala and Himachal Pradesh have reported five deaths each so far, while Jharkhand and Assam have recorded four deaths each so far.
Chandigarh and Uttarakhand each have recorded three COVID-19 fatalities each, while Meghalaya has reported one fatality so far, data showed.
More than 70 percent of the deaths are due to comorbidities, authorities said.
According to the ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 52,667 followed by Tamil Nadu at 17,082, Gujarat at 14,460, Delhi at 14,053, Rajasthan at 7,300, Madhya Pradesh at 6,859 and Uttar Pradesh at 6,532.
The number of COVID-19 cases has gone up to 3,816 in West Bengal, 3,110 in Andhra Pradesh and 2,730 in Bihar. It has risen to 2,182 in Karnataka, 2,060 in Punjab, 1,920 in Telangana, 1,668 in Jammu and Kashmir and 1,438 in Odisha.
Haryana has reported 1,184 coronavirus infection cases so far, while Kerala has 896 cases. A total of 526 people have been infected with the virus in Assam and 377 in Jharkhand.
Uttarakhand has 349 cases, Chhattisgarh has 291, Chandigarh has reported 238 cases, Himachal Pradesh has 223, Tripura has 194 and Goa has registered 67 cases so far.

State-wise distribution is subject to further verification and reconciliation, it said.
SC takes suo motu cognisance of migrant crisis
The Supreme Court said there have been “inadequacies and certain lapses” by the Centre and the states, and asked them to provide transport, food and shelter immediately free of cost.
Referring to various media reports showing the “unfortunate and miserable conditions” of migrant labourers walking on foot and cycling long distances after the lockdown, the top court issued notices to the Centre, the states and Union territories and sought their replies by 28 May.
Although the Centre and the states have taken measures to provide relief to the migrants, the court said there have been “inadequacies and certain lapses”. Effective concentrated efforts are now required to redeem the situation, it added.
“The adequate transport arrangement, food and shelters are immediately to be provided by the Centre and State Governments free of cost,” said the court which took the suo motu (on its own) cognizance of the situation.
The order by the court came amid criticism by activists and lawyers that the judiciary was not doing enough in tackling the migrants crisis after the coronavirus lockdown and in making the executive accountable.
The national lockdown was imposed on 25 March leading to job losses and forcing lakhs of migrant workers to head to their faraway native states.
The apex court on 15 May observed that it is impossible for the courts to monitor or stop the movement of migrant workers across the country and it is for the government to take necessary action in this regard.
“We take suo motu cognizance of problems and miseries of migrant labourers who had been stranded in different parts of the country. The newspaper reports and the media reports have been continuously showing the unfortunate and miserable conditions of migrant labourers walking on-foot and cycles from long distances,” said a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah.
The top court added that “in the present situation of lockdown in the entire country, this section of the society (migrant labourers) needs succour and help by the concerned governments especially steps need to be taken by the Government of India, State Governments/ Union Territories in this difficult situation to extend helping hand to these migrant labourers”.
'COVID-19 fatality rate in India among lowest in the world'
The COVID-19 fatality rate in India is among the lowest in the world at 2.87 percent, the Union government said, attributing the timely lockdown, early detection and management of coronavirus infection cases as the main reasons for the low death toll.
From 3.38 percent in April, the fatality rate in the country has come down to 2.87 percent as against 6.4 percent globally.
The toll due to COVID-19 rose to 4,167 and the number of cases climbed to 1,45,380 in the country registering an increase of 146 deaths and 6,535 cases in a 24-hour span till Tuesday 8 am, according to the Union health ministry.
Responding to a question at a press briefing on why the country's death rate is one of the lowest in the word, ICMR DG Balram Bhargava said there is no substantiative factor behind it.
"We have surprisingly found a low fatality rate in India and which is a very good thing. Ultimately, we are interested in a patient surviving whether he gets COVID-19 or not.
"There are several hypothesis such as we are living in bad hygiene, have higher immunity and have been given certain vaccines like BCG and those for tuberculosis, but these all are hypothesis and we cannot say anything clearly on any factor. So long as the fatality rate is low it a good thing and I hope it continues," he said.
Joint secretary Lav Agarwal, however, said that the country's graded response to COVID-19 and timely identification of cases along with their clinical management played a major role in keeping the death rate low.
One of the main components of an infectious diseases is early identification, he said.
"We had started screening of passengers and activated our healthcare workers even 13 days before the WHO declared it a public health emergency of international concern. If cases are detected on time they do not turn serious and to the extent automatically the fatality rate will be low," he said.
France has a fatality rate of 19.9 percent followed by Belgium at 16.3, Italy at 14.3, UK at 14.2, Spain 12.2, Sweden 11.9, Canada 7.6, Brazil 6.3, the US at 6.0, China 5.5 and Germany at 4.6 percent.

NEW DELHI/BHOMADA, India: Narendra Modi swept India’s 2014 general election with the slogan “Achhe din (good days) are coming”.
Four years later, as Prime Minister Modi mobilizes to win re-election in May, he and his Bharatiya Janata Party (BJP) are being buffeted for a lack of jobs, falling farm prices and rural wages, a tax reform that led to unemployment and a demonetization exercise that sapped liquidity.
Despite high economic growth, the fall of the rupee currency to record lows this year has led to a surge in prices of largely imported fuel, which is feeding into inflation. Nationwide protests have broken out because of the price rise.
“There’s no improvement in our life – we eat two basic meals a day but struggle to save for soap and detergent,” Misri Lal, 52, said in Bhomada village in central India’s Madhya Pradesh state, where he earns $2 a day watching over a yellowish-green soybean farm.
In a series of interviews in India’s political heartland, the northern and central plains, many people said they had been disappointed by Modi’s government. But in a nation of 1.3 billion people, it was difficult to estimate how far the disillusionment had spread and how much it could affect Modi and the BJP at the next general election.
Despite its fitful performance on the economy, the BJP remains robustly Hindu nationalist, which plays well among many voters. Modi’s aides insist that the party will not suffer in the election next year and will repeat the 2014 performance.
They also say the BJP will do well in three big state elections due later in 2018, which could signal how things will go in the general election.

A cartoon widely distributed on Facebook’s WhatsApp messaging platform had a man looking through a telescope for “good days”. Another had Modi sitting in front of a spinning wheel weaving “achhe din” stories.
Some BJP officials privately say they are not quite sure of sentiment in the small towns and villages of rural India, where two-thirds of the people live.
Lal, the farm hand, said he was a long-time BJP supporter but it was time for change.
“We have always voted for them but people are angry now. It appears things will change this time around,” Lal said, his wife and two grandchildren looking on from near their tin shed in the middle of the unfenced soybean fields.
RURAL PAIN
The Modi administration has acknowledged that farmers are suffering in a country where agriculture is the biggest employer, engaging 263 million people or 55 percent of the total number of workers.
“Trends in inflation clearly show that farmers are under distress due to un-remunerative prices and need to be compensated appropriately,” India’s farm ministry said in a report sent to states last month and seen by Reuters.
Rural wages have weakened across India compared to a high growth period during the rule of the center-left Congress party which aggressively promoted a rural jobs scheme that guaranteed every citizen paid work for at least 100 days in a year. Economists say its impact has now leveled out.
A boom in the construction sector had sustained the growth in wages but that has since slowed down dramatically, dragged by Modi’s November 2016 move to suck high value currency notes out of the system to combat corruption and then a sweeping goods and services tax (GST) that businesses are struggling to adapt to.
Average inflation-adjusted growth in rural wages fell to 0.45 percent between 2015/16 and 2017/18, compared with 11.18 percent between 2012/13 and 2014/15, said India Ratings & Research, a unit of international agency Fitch.
The Reserve Bank of India says that high growth in rural wages from 2007/08 to 2012/13 was followed by a phase of “significant deceleration”.
“GST and demonetization have really depressed the construction industry. I get only 20 percent of the work I used to get before demonetization,” said Chotelal Rajput, a construction contractor in the Madhya Pradesh capital Bhopal, as he stopped by a busy roundabout where dozens of laborers gathered to be hired for daily wages.
In Wai, a small town south of Mumbai, migrant worker Mithilesh Yadav said he voted for Modi at the last election but would not do so again.
“The BJP was talking about bringing down inflation, bringing down petrol and diesel prices, but instead they are raising prices every day,” the 26-year-old said. “All tall claims made by Modi were just advertising and we fell for it. I won’t commit the mistake again.”
IT’S JOBS
Many political analysts say Modi’s failure to create tens of millions of jobs for the country’s youth – a promise which helped him secure the largest mandate in three decades in 2014 – would be the biggest threat to his bid for another term.
“No one here will vote for Modi,” said Rakesh Kumar, a college graduate in the town of Kasba Bonli in northern Rajasthan state who says he has worked as a house painter because he could not get any other employment.
Kumar said he finally found a job as a teacher in a private college last month but his paltry monthly salary of 8,000 rupees (about $111) meant his six brothers worked as manual laborers.
The town voted overwhelmingly for the BJP in 2014.
In Panipat, a town north of the capital Delhi, workers in textile mills said hundreds had been laid off because many small business owners could not cope with the complexities of the new GST regime and had shut shop.
Gopal Krishna Agarwal, a BJP spokesman, said the country could not expect the Modi government to resolve all its problems in so short a time.
“India has been independent for more than 70 years and we can’t say that problems that have persisted for around 65 years would go away in four and half years,” he said.
“We’re not saying every problem has been solved but our focus and direction are correct.”
The BJP is also confident about its prospects next year because of the fractured opposition. Rahul Gandhi of the Congress is Modi’s main opponent, but there are a host of regional parties that are likely to divide the opposition vote.
India Today news magazine published a survey last month predicting the BJP would lose seats compared to 2014, but retain just enough to form a government with allies if the opposition remained divided. It predicted the BJP would win 36 percent of the vote and Congress 31 percent, but said smaller parties would get 33 percent.
Gandhi told a group of journalists last month that a “robust opposition alliance” would be in place before the 2019 election and that a candidate of a unified opposition would go up against the BJP in each constituency.
“More damage has been done to India by this government than any in the past and everyone recognizes the over-riding need to thwart them,” Gandhi said, referring to the BJP’s Hindu nationalist agenda that critics say has targeted the country’s minorities.
Subhanshu Sethia, a college student in the northern town of Meerut, said Modi’s singular failure had been the lack of jobs.
“Achhe din is only for the rich, the businessmen who get fat contracts, for the rest of us it has been a let down,” he said.
“There is a war out there for jobs.”

The Brihanmumbai Municipal Corporation (BMC) on Wednesday issued revised testing guidelines for COVID-19. The statement said, "COVID-19 test not mandatory for emergency surgery, pregnant women (even asymptomatic) who are likely to deliver in next five days to be tested, and COVID-19 test not mandatory for treating Hemodialysis patients." Two migrants were found dead in a special shramik train at a Varanasi railway station on Wednesday morning. North Eastern Railway spokesperson Ashok Kumar said the train had arrived at the Manduadih station of Varanasi from Mumbai''s Lokmanya Tilak Terminus at 8.21 am. They were found dead by the Government Railway Police, he added. He said during a medical examination, it was found that both suffered from serious health issues. One of them, identified as Dashrath Prajapati (30), was a resident of UP''s Jaunpur. He was differently abled and getting treatment for a kidney-related problem in Mumbai. The other victim was identified as Ram Ratan (63), a resident of Azamgarh district. A relative of Dashrath, who was travelling with him, said he had complained of some health problem when they reached Allahabad and then slept. He did not wake up when they reached Varanasi. The Tamil Nadu governemnt said that 817 people tested positive for coronavirus in the state on Wednesday, and six deaths were also reported. Additionally, 567 people have been discharged on Wednesday. The total number of cases in the state stands at 18,545, including 133 deaths and 9,909 discharged. Kerala chief minister Pinarayi Vijayan said that 40 new coronavirus cases reported in the state on Wednesday. Amid escalating tensions between India and China over a border dispute, Sun Weidong, Chinese envoy to India said that the two countries were fighting coronavirus pandemic "together". West Bengal chief minister Mamata Banerjee said that the state government had not been informed about 36 trains that are set to arrive in the state from Mumbai. The Goa Cabinet decided to make COVID-19 test compulsory for every person entering the state if they are unable to produce a 'COVID negative' certificate, said chief minister Pramod Sawant on Wednesday. "The 14-day home quarantine option will be no longer available. Either you bring the negative certificate or have to take the test," said the chief minister. The move comes amid the state losing its green zone tag recently when people from neighbouring Maharashtra entered the border and tested positive for the disease. Madhya Pradesh chief minister Shivraj Singh Chouhan has said the doubling rate of COVID-19 cases in the state was at 21 days. Speaking at a review meeting on Tuesday, Chouhan had said that the state's COVID-19 recovery rate has gone up to 53 percent, while the national average was 41.8 percent, the official said. Similarly, the doubling rate of COVID-19 cases was at 21 days in Madhya Pradesh, while the average in the country was 15.4 days, the Chief Minister said in the meeting. Professor Johan Giesecke of the Karolinska Institute, Sweden, speaking to Congress' Rahul Gandhi on COVID-19 crisis in India said the country needed a graded exit plan from the lockdown to protect the economy. The Indian Council of Medical Research has removed the price cap of Rs 4,500 for the real-time polymerase chain reaction (RT-PCR) test used to detect COVID-19, asking states and UTs to negotiate with private labs to fix "mutually agreeable" rates for the test. In a letter to the state chief secretaries on Monday, ICMR Director General (D-G) Dr Balram Bhargava said the COVID-19 diagnostic supplies are stabilising because of the indigenous production of the kits. State-wise numbers Of the 146 deaths reported since Monday morning, 60 were in Maharashtra, 30 in Gujarat, 15 in Delhi, 10 in Madhya Pradesh, seven in Tamil Nadu, six in West Bengal, four each in Uttar Pradesh and Rajasthan, three in Telangana, two each in Himachal Pradesh, Jammu and Kashmir and Karnataka and one in Kerala. Of the total 4,167 fatalities, Maharashtra tops the tally with 1,695 deaths followed by Gujarat with 888 deaths, Madhya Pradesh with 300, West Bengal with 278, Delhi with 276, Rajasthan with 167, Uttar Pradesh with 165, Tamil Nadu with 118 and Andhra Pradesh and Telangana with 56 deaths each. The death toll reached 44 in Karnataka and 40 in Punjab. Jammu and Kashmir has reported 23 fatalities due to the disease, Haryana has 16 deaths, while Bihar has registered 13 and Odisha has seven deaths. Kerala and Himachal Pradesh have reported five deaths each so far, while Jharkhand and Assam have recorded four deaths each so far. Chandigarh and Uttarakhand each have recorded three COVID-19 fatalities each, while Meghalaya has reported one fatality so far, data showed. More than 70 percent of the deaths are due to comorbidities, authorities said. According to the ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 52,667 followed by Tamil Nadu at 17,082, Gujarat at 14,460, Delhi at 14,053, Rajasthan at 7,300, Madhya Pradesh at 6,859 and Uttar Pradesh at 6,532. The number of COVID-19 cases has gone up to 3,816 in West Bengal, 3,110 in Andhra Pradesh and 2,730 in Bihar. It has risen to 2,182 in Karnataka, 2,060 in Punjab, 1,920 in Telangana, 1,668 in Jammu and Kashmir and 1,438 in Odisha. Haryana has reported 1,184 coronavirus infection cases so far, while Kerala has 896 cases. A total of 526 people have been infected with the virus in Assam and 377 in Jharkhand. Uttarakhand has 349 cases, Chhattisgarh has 291, Chandigarh has reported 238 cases, Himachal Pradesh has 223, Tripura has 194 and Goa has registered 67 cases so far. Ladakh has reported 52 COVID-19 cases, Puducherry has 41 instances of the infection, Manipur has 39 while Andaman and Nicobar Islands has registered 33 infections Meghalaya has registered 14 cases. Nagaland has reported three cases of the infection, Dadra and Nagar Haveli and Arunachal Pradesh have reported two cases of the virus each, while Mizoram and Sikkim have reported a case each till how "2,970 cases are being reassigned to states," the ministry said on its website, adding, "Our figures are being reconciled with the ICMR." State-wise distribution is subject to further verification and reconciliation, it said. SC takes suo motu cognisance of migrant crisis The Supreme Court said there have been “inadequacies and certain lapses” by the Centre and the states, and asked them to provide transport, food and shelter immediately free of cost. Referring to various media reports showing the “unfortunate and miserable conditions” of migrant labourers walking on foot and cycling long distances after the lockdown, the top court issued notices to the Centre, the states and Union territories and sought their replies by 28 May. Although the Centre and the states have taken measures to provide relief to the migrants, the court said there have been “inadequacies and certain lapses”. Effective concentrated efforts are now required to redeem the situation, it added. “The adequate transport arrangement, food and shelters are immediately to be provided by the Centre and State Governments free of cost,” said the court which took the suo motu (on its own) cognizance of the situation. The order by the court came amid criticism by activists and lawyers that the judiciary was not doing enough in tackling the migrants crisis after the coronavirus lockdown and in making the executive accountable. The national lockdown was imposed on 25 March leading to job losses and forcing lakhs of migrant workers to head to their faraway native states. The apex court on 15 May observed that it is impossible for the courts to monitor or stop the movement of migrant workers across the country and it is for the government to take necessary action in this regard. “We take suo motu cognizance of problems and miseries of migrant labourers who had been stranded in different parts of the country. The newspaper reports and the media reports have been continuously showing the unfortunate and miserable conditions of migrant labourers walking on-foot and cycles from long distances,” said a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah. The top court added that “in the present situation of lockdown in the entire country, this section of the society (migrant labourers) needs succour and help by the concerned governments especially steps need to be taken by the Government of India, State Governments/ Union Territories in this difficult situation to extend helping hand to these migrant labourers”. 'COVID-19 fatality rate in India among lowest in the world' The COVID-19 fatality rate in India is among the lowest in the world at 2.87 percent, the Union government said, attributing the timely lockdown, early detection and management of coronavirus infection cases as the main reasons for the low death toll. From 3.38 percent in April, the fatality rate in the country has come down to 2.87 percent as against 6.4 percent globally. The toll due to COVID-19 rose to 4,167 and the number of cases climbed to 1,45,380 in the country registering an increase of 146 deaths and 6,535 cases in a 24-hour span till Tuesday 8 am, according to the Union health ministry. Responding to a question at a press briefing on why the country's death rate is one of the lowest in the word, ICMR DG Balram Bhargava said there is no substantiative factor behind it. "We have surprisingly found a low fatality rate in India and which is a very good thing. Ultimately, we are interested in a patient surviving whether he gets COVID-19 or not. "There are several hypothesis such as we are living in bad hygiene, have higher immunity and have been given certain vaccines like BCG and those for tuberculosis, but these all are hypothesis and we cannot say anything clearly on any factor. So long as the fatality rate is low it a good thing and I hope it continues," he said. Joint secretary Lav Agarwal, however, said that the country's graded response to COVID-19 and timely identification of cases along with their clinical management played a major role in keeping the death rate low. One of the main components of an infectious diseases is early identification, he said. "We had started screening of passengers and activated our healthcare workers even 13 days before the WHO declared it a public health emergency of international concern. If cases are detected on time they do not turn serious and to the extent automatically the fatality rate will be low," he said. France has a fatality rate of 19.9 percent followed by Belgium at 16.3, Italy at 14.3, UK at 14.2, Spain 12.2, Sweden 11.9, Canada 7.6, Brazil 6.3, the US at 6.0, China 5.5 and Germany at 4.6 percent.
