Noong 1572, ipinadala ni Haring Philip II si Kapitan Juan de Salcedo kasama ang isang maliit na grupo ng mga sundalo upang tuklasin ang baybayin ng Los Ilocanos. Naglayag sila mula sa Maynila noong Mayo 20, 1572 at nakarating sa Vigan noong Hunyo 12, 1572.

Bago dumating ang mga Espanyol, ang mga mangangalakal mula sa China ay naglayag sa Isla de Bigan upang makipagkalakal ng mga kalakal tulad ng ginto, waks, at iba pang produkto mula sa kabundukan ng Cordilleras. Brunay refers to the hand-crafted earthenware pots made from Vigan. Bantog clays these are called. Bigueños claim that these kinds of jars are much hardier than other terra cotta products found in the market. During colonial period, these are used for tea drinking; but now, it is regarded as an excellent container to ferment brown sugar, basi (sugarcane wine), sugarcane vinegar and isdang bagoong (fish sauce). They went further; claiming that products fermented using a burnay jar actually tastes better.

Vigan
Vigan is an island, which used to be detached from the mainland by three rivers – the great Abra River, the Mestizo River and the Govantes River. It is unique among the Philippine towns because it is the country’s most extensive and only surviving historic city that dates back to the 16th century Spanish colonial period. Vigan was an important coastal trading post in pre-colonial times. Long before the Spanish galleons, Chinese junks sailing from the South China Sea came to Isla de Bigan through the Mestizo River that surrounded the island. On board were sea-faring merchants that came to barter exotic goods from Asian kingdoms in exchange for gold, beeswax and other mountain products brought down by natives from the Cordilleras. Immigrants, mostly Chinese, settled in Vigan, intermarried with the natives and started the multi-cultural bloodline of the Bigueños. In the book, The Philippine Island, Vol. III, p. 276, Blair and Robertson, two letters of Governor General Guido de Lavezares to King Philip II of Spain mentions: “It seemed best to send Captain Juan de Salcedo with 70 or 80 soldiers to people the coast of Los Ilocano on the shores of the river called Bigan.” Salcedo then sailed from Manila on May 20, 1572 and arrived in Vigan on June 12, 1572. Thus, after the successful expedition and exploration of the North, Don Juan de Salcedo founded “Villa Fernandina de Vigan” in honor of King Philip II’s son, Prince Ferdinand who died at the tender age of four. From Vigan, Salcedo rounded the tip of Luzon and proceeded to pacify Camarines, Albay, and Catanduanes. As a reward for his services to the King, Salcedo was awarded the old province of Ylocos which then composed of the Ilocos Norte, Ilocos Sur, Abra, La Union and some part of Mountain Province as his Encomienda and was accorded the title as Justicia Mayor de esta Provincia de Ylocos. In January 1574, Salcedo returned to the capital of his Encomienda, Vigan, bringing with him some Augustian Missionaries to pioneer the evangelization of Ylocos and established a Spanish city, for the purpose of controlling the neighboring country. Governor General Gomez Perez Darmarinas, in his Account of Encomienda dated in Manila on May 31, 1591 states: “The town of Vigan called Villa Fernandina has five or six Spanish citizens with one priest, a Justice, one Alcalde Mayor (Governor) and a Deputy. The King collects 800 tributes (equivalent to 3,200 subjects). During this period, the old Vigan was composed of 19 barrios. In 1645-1660, Vigan was already divided into 21 Cavezas de Barangay as mentioned in the “Libro de Casamiento”, the oldest records of the parish house of Vigan found in its Archives. Separated from the naturales, the Chinese have their own place of settlement called pariancillo, “Los Sangleyes del parian” and the Spaniards were residents in a villa called “Los Españoles de la Villa”. How Vigan got its name is told from an anecdote carried by the tongue of generations, which tells of a Spaniard walking along the banks of the Mestizo River. There, he met a native of the place and stopped to inquire: “Como se Ilama usted de esta lugar?” Not understanding a word of Spanish, the native scratched his head and upon seeing that the Spaniard was pointing to a plant, exclaimed in Ilocano: “Bigaa Apo”. Bigaa being Alcasia Macroniza, a giant Taro plant belonging to the Gabi family which used to thrive at the bank of the Mestizo River. From the name of the plant – Bigaa, whence Vigan derived its name.

VIGAN CITY, Dec. 22 (PIA) – The city government of Vigan belied reports that the city will be placed under lockdown from December 23, 2020 to January 3, 2021 to contain the spread of the coronavirus disease (COVID-19). In its official Facebook page, the city government said that it has not announced the implementation of lockdown in the entire city on the said dates. “This Christmas Season is not the time to spread unverified or false news as this may cause misinformation, confusion, chaos and panic to the people,” it said in the Facebook post. It added, “We urge everyone to exercise caution and avoid sharing unofficial, unvalidated and unverified reports. People who spread fake news may face penalty or imprisonment for violating the Articles 154 of the Revised Penal Code in relation to Section 6 of Republic Act 10175 or the Anti-Cybercrime Law.” The city government urged the public, especially Bigueños, to follow its Facebook page: Vigan City PH for official announcements and guidelines. Meanwhile, City Mayor Juan Carlo Medina repeated his warning to everyone to exercise caution in the next coming days as the Holiday Season may bring an unexpected surge in COVID-19 cases. “We reiterate it again: more than ever, we plead – stay in your homes, go out only when necessary, avoid the crowds, wear your masks, practice physical distancing, eat healthy, get enough rest and sleep. The sacrifices you make today will determine what the next year will bring,” Mayor Medina said. He added, “The virus knows no holiday. It will kill, it will steal lives. After long hours of driving, sleeping, and chatting.We reached ILOCOS SUR! Vigan is a nice place. When you step here you can see its history easily.The ruins and remains of Spanish colonial is restored.You can see that Vigan is a busy place.Lots of tourist come here and enjoy the views. When we arrived at Vigan, we don't know where to go or what place to stay.We are all too excited for this trip and forgot to search and book a room for hotels.And it's summer, all of the hotels are full and accommodated.So with the help of my phone's GPS, we just take a tour first in the whole area of Vigan. (GPS is really useful.)We stopped in some of comfy and affordable hotels.I love the ambiance of a country style hotel.I don't know I just feel home with that ambiance.
estizo District is one of the major attraction in the city of Vigan.It is a four blocks of cobblestone streets lined with heritage houses of the families of the Filipino-Chinese traders who rose to prominence during that time of vigorous trading in abel cloth, indigo, gold, tobacco and other goods that were transported to Vigan from all over the North. This district is closed for vehicles due to the preservation of the place.It is filled with Spanish-style houses. The houses are simple and gives you a perfect picture.It assembles thick wooden walls, huge doors, high ceilings, and capiz shells windows. A walk through the district is really breath-taking and enjoying.You can find lots of stores or shops for souvenir's and Vigan's finest delicacies.
alesa riding is also famous here in Vigan.You can tour different attractions in Vigan by riding the kalesa.It is fun seriously!

The EO also mandated that only one individual per household is allowed to access basic necessities while members of the vulnerable sector, such as the elderly, pregnant women, and those with existing comorbidities are discouraged from doing so. The schedule of the shuttle loops is from 6a.m. to 3p.m. every Monday, Wednesday and Friday at Raois Loop, Camangaan Loop and Ayusan Loop and every Tuesday, Thursday and Saturday at Mindoro Loop, Pantay Loop and Salindeg Loop.
For purposes of public health and safety, the Vigan Public Market shall only have one entry and exit point – that area fronting the Partas Bus Terminal (between Module I and II). Individuals accessing basic necessities shall be ferried to and from this area. Market goers also undergo screening protocols before they could enter the market. SANTIAGO, Ilocos Sur, Apr. 8 (PIA) – Those who will discriminate health workers, overseas Filipino workers (OFWs), COVID-19 cases – whether confirmed or suspected, recovered or undergoing treatment, as well as patients under investigation (PUIs) and persons under monitoring (PUMs) will now be penalized in this municipality. Santiago Mayor Josefino Miranda issued Executive Order (EO) No. 14 s. of 2020 on Monday, April 6, after the Inter Agency Task Force on the coronavirus outbreak made a recommendation to denounce in the strongest of terms acts of discrimination inflicted upon healthcare workers, OFWs, COVID-19 cases, whether confirmed or suspected, recovered or undergoing treatment, as well as PUIs and PUMs. “Acts in furtherance of discrimination, such, but not limited to, coercion, libel, slander, physical injuries and the dishonor of contractual obligations such as contracts of lease or employment, shall be dealt with criminally, civilly, and/or administratively,” the EO reads. Those who will be caught violating the measure will have to pay a P5,000 fine or face imprisonment for up to six months, or both at the discretion of the court. In a press briefing over the weekend, Cabinet Secretary Karlo Nograles enjoined local government units (LGUs) to issue the necessary executive orders and ordinances prohibiting and penalizing these acts of discrimination. The said order on LGUs comes as reports of cases of discrimination against health workers were recorded in the past weeks. There are reports of health workers being evicted from their houses or rejected from establishments out of fear that they could infect others. There are also health workers who were harassed and rejected COVID-19 confirmed or suspected cases. Meanwhile in Vigan City, the 7th City Council enacted resolutions of honor and gratitude to all frontliners and their heroic efforts during the enhanced community quarantine in the fight against COVID-19, as well as to all Bigueño frontliners around the world for their selfless dedication, commitment and sacrifice in the fight against the pandemic. The said resolutions were authored by Sangguniang Panlungsod Members Janina Medina-Fariñas and Third Ranches and unanimously approved by the members of the City Council during their special session on March 28. “The City Government of Vigan applauds the service and heroic efforts of our Bigueño frontliners in the city and around the world and expresses our sincerest gratitude for their service to the people and to humanity in general,” the resolutions read.
