When the Division of Student Affairs identified a need to support students living off campus in 2018, Paige Muehlenkamp-McHorse stepped in to lead the newly-created off-campus initiative. Through programs, events and resources, she educates students in several ways including getting to know Austin, local emergency resources and the housing marketplace. The Division is honoring her with a Texas Parents Staff Merit Award.
In her four and a half years, Muehlenkamp-McHorse has grown the initiative to include renter education, neighborhood and housing descriptions, and living off campus, finding a roommate and tips for creating a budget. The housing marketplace website, operated by a third-party, has listings from the surrounding area, filter options to search by price, rooms, location and bus stops, and allows for students to list their rooms for sublet for other students.

“Paige understood what students were looking for since she was the one to answer their calls during orientation when they were scrambling to find a place to live with their families. Now instead of just generally pointing them in the right direction, she teaches them how to use the marketplace and search to find the best option,” shared nominator Desiree Alva, director of student programs and assessment in New Student Services.
Affinity to one’s university has a lot to do with their school experience, but also the memories they have off campus. Muehlenkamp-McHorse saw a need to implement the aUsTinite Program to introduce students to Austin. It encourages and empowers students to get involved off campus, helping students feel at home during their time in Austin. Through participation in events, 1,800 students have developed skills to navigate the city, maintain connections to campus and give back to their community.

Recognizing the effectiveness of student-led programming, Muehlenkamp-McHorse hired Student Neighborhood Liaisons to assist with planning and events. For many of these student employees, this is their first "real job.” Through her mentorship, they learn marketable skills like time management, program planning, professionalism and teamwork.
“Our commitment to support each student to Live the Longhorn life extends beyond the Forty Acres. Paige has helped build the success of the off-campus from the ground up by listening to students and putting their needs at the core. This initiative focuses support on the student development and academic success of our students who live off campus,” said Vice President for Student Affairs and Dean of Students Soncia Reagins-Lilly.
Congratulations to Muehlenkamp-McHorse who was honored alongside two other recipients – Sara Kennedy and Bob Vargas – at the annual Team Appreciation and Celebration on Jan. 25.

The Weepy Voiced Killer

At Midnight on December 31st, 1980, police in St. Paul, Minnesota received a phone call detailing a murder. The voice was the first of many calls they would receive throughout the next few years, guiding them to Malberg Manufacturing Company machine shop because there was “a girl hurt there.” Upon police arrival, they found the body of 20-year-old, Karen Potack. The scene was grotesque in nature. She was lying naked in the snow and had been bludgeoned more than 10 times with a tire iron. She had been beaten to the point her skull was cracked open, exposing her brain; but she miraculously survived. Potack had apparently come into the city for a New Year’s Eve party with her sisters, leaving around midnight. She then wandered around the city intoxicated when she crossed paths with her assailant. Her injuries were so bad that she sustained multiple brain injuries and could not identify her attacker.

On June 3rd, 1981; a group of teenage boys found the body of 18-year-old, Kimberly Compton. The assailant later contacted Police in St. Paul again, pleading on the phone call: “God damn, will you find me? I just stabbed somebody with an ice pick. I can’t stop myself. I keep killing somebody.” His strange— almost weepy— voice in both calls, dubbed him the Weepy Voiced Killer in the media. Upon arriving at the scene, they discovered 18-year-old, Kimberly Compton. She was stabbed 61 times with the ice pick. Investigators were able to successfully trace the call to a pay phone across from a bar on the corner of St. Peter Street and the Bus Depot on 9th. Two days after the discovery of her body, police received another call; stating that he didn’t mean to kill Compton and that he would try not to kill anyone else. Part of the tape was released to the public in hopes that someone would be able to identify the voice. But the police lines were flooded with calls, which none seemed to be useful in identifying the man.

On July 21st, 1982, Carol Kellogg had driven to her best friend, Kathleen Greening’s, home in Roseville. They were scheduled to leave St. Paul on a vacation to Macinac Island. Carol had knocked on the door and let herself in when nobody answered the door. She called out for Kathleen and began to search room by room when there was no answer. Kellogg discovered Kathleen Greening’s body face up in the bathtub with her knees bent towards the front of the tub. Initially, her death was ruled as an accident. It wasn’t until years later, that her actual murdered would be linked to her case.

On August 6th, 1982, another body was found by a newspaper carrier on his route along the Mississippi River and 29th Street. She had been stabbed to death, and was identified as 40-year-old, Barbara Simons. The night before she had been at a bar called, the Hexagon. Simons apparently had offered a man she had met at the bar a cigarette and had told the waitress, “He’s cute. I hope he’s nice, since he’s giving me a ride home.” Again, the police received a call from the weepy voiced man, saying; “Please don’t talk, just listen… I’m sorry I killed that girl, I stabbed her 40 times. Kimberly Compton was the first, over in St. Paul.” Police wanted to talk to the man that had given Barbara a ride home the night before (August 5th, 1982). Witnesses described him as being in his 40’s, around 6 feet tall and 185 pounds. He was also said to have a dark complexion and receding black hair.

As police attempted to track the man down, another victim was attacked. On August 21st, 1982, 21-year-old, sex worker, Denise Williams was approached by an unidentified man and the two arranged a price for her services. Denise then hopped into his car, she recalls him finishing very quickly and thinking that he may want to do something else after a few moments. She had noticed the man had turned onto a dead-end road, driving through a dark and suburban area, and realized her life was in danger. She says that she then began to look around after realizing that she did not have a weapon with her. She saw a glass bottle lying at her feet and thought she would use that if he tried anything. The man lunged at her with a screwdriver and stabbed her a total of 15 times before she was able to process what was happening. William’s then reached for the glass bottle lying on the floor of the car and smashed the man over the head with it, causing him cuts to the hand and face. Which undoubtedly saved her life as she was able to flee his car. Denise’s screams drew the attention of a nearby man who was able to wrestle with him, but ultimately caused the man to flee the scene. The man then returned to his apartment and decided his wound needed medical attention. He phones the St. Paul fire department, who discovered “aural similarities” to the man who had been calling police about the killings in the area.

The man was identified as 37-year-old, Paul Michael Stephani. He grew up in Austin, Minnesota and moved to St. Paul in the 60’s. He had worked as a hospital janitor and a shipping clerk. He was not able to keep a job and blamed his epilepsy, which he apparently suffered from an older job. After losing his employment at Malberg, he returned to the area around the site full of anger. This is where he met Karen Potack. Stephani said, “When I picked her up, she had no jacket and I thought I’d take her for a cup of coffee. I just wanted to warm her up and I guess my mind snapped or something.” Stephani was arrested and charged with attempted second-degree assault and with the murder of Barbara Simons. There was not enough evidence to charge him to the other murders. During the trial of Simons’ muder case, Stephani's ex-wife, sister, and a woman who lived with him testified that they believed the hysterical caller revealing the attacks was Stephani. Those observations, alone, were not enough to identify Stephani as the Weepy-Voiced Killer since the hysterical crying distorted the voice. He was sentenced to 40 years in prison.

In 1997, years after his arrest, Paul Stephani confessed to the murder of Kim Compton after discovering he only had a year to live due to skin cancer. He also confessed to the murders of Barbara Simons and Kathleen Greening. Although he was charged in Simons murder, he had never outrightly confessed to it. He was also never a suspect in Kathleen’s killing, but he was able to provide intimate details of the murder that only the killer would know. Furthermore, they were able to find the name, “Paul S.” in Kathleen’s address book with Stephani’s number. He also confessed to the beating of Karen Potack in 1980.

U.S. President Joe Biden and leaders from Canada, France, Germany, Italy and Japan are arriving for three days of talks starting Friday at the tiny village of Carbis Bay, near St. Ives in Cornwall. The region is a popular holiday destination in the southwestern tip of England. First and foremost: Don’t target Russia or friendly states. It’s even hard-wired into the malware, including coding to prevent hacks on Moscow’s ally Syria, according to cybersecurity experts who have analyzed the malware’s digital fingerprints. They say the reasons appear clear. “In the West you say, ‘Don’t . . . where you eat,’ ” said Dmitry Smilyanets, a former Russia-based hacker who is now an intelligence analyst at Recorded Future, a cybersecurity company with offices in Washington and other cities around the world. “It’s a red line.” Targeting Russia could mean a knock on the door from state security agents, he said. But attacking Western enterprises is unlikely to trigger a crackdown. I speak freely to you,” said the monk named Lhakpa, speaking from a courtyard overlooked by security cameras and government observers. “The posters [of Xi] coincide with a massive political education programme which is called ‘feeling gratitude to the party’ education,” said Robert Barnett, a Tibetan studies veteran scholar at the University of London’s School of Oriental and African Studies.
Long overlooked, Israel’s Arab citizens are increasingly asserting their Palestinian identity (Washington Post) Growing up in an Arab village in northern Israel in the 1990s, Mahmoud Abo Arisheh was sure of at least two things: He was Israeli, and he was not allowed to talk politics. “Be careful, or the Shin Bet will get you,” his parents told him, referring to Israel’s domestic security service. Decades later, much has changed: Abo Arisheh is a lawyer, a poet and a theater director in Jaffa. He attends protests and talks politics freely—in Arabic, Hebrew and English. And while his citizenship may remain Israeli, the identity most dear to him is that of a Palestinian. “I didn’t know anything about being Palestinian,” said the 32-year-old, “but then I opened my eyes.” And now, it seems, so are many others. In just the past month, Palestinian citizens of Israel—also known as Israeli Arabs—have risen up in mass, nationwide demonstrations to protest Israeli evictions and police raids. Nigerian police fire tear gas to break up protests over rising insecurity (Reuters) Police fired tear gas and detained several demonstrators in the Nigerian cities of Lagos and Abuja on Saturday during protests over the country’s worsening security situation, Reuters witnesses said. Anger over mass kidnappings-for-ransom, a decade-long Islamist insurgency and a crackdown on protesters in Lagos last October has fueled demands for the government of President Muhammadu Buhari to do more to tackle violence and insecurity. Reuters witnesses in Lagos and Abuja saw police shooting their guns into the air and firing tear gas into the crowds to disperse the demonstrators, who held placards and chanted “Buhari must go”. Officers were also seen smashing mobile phones confiscated from protesters, who also denounced the country’s 33.3% unemployment rate.

Hub Fans Bid Summer Welcome
Summer is inevitable.
It does not care if we are ready for it. The progression of time measured in hours, days, weeks, and months or other markers leads to its arrival. 
And here it is, bright and hot.
Every year I find that its presence is felt a bit more acutely.
When I woke up on my trip across the country 25 years ago, I always wondered what each summer day would bring. There was so much to do, so many new sidewalks, and the hope of new conversations.
I still feel that excitement, even if it does take me a bit longer to get up, aided by the promise of coffee to help shake things loose.
In that spirit of shared urban experiences, I recently asked a few Boston friends to tell me about what they like to do in the summer.
Their words inspire me as my own work continues this summer on my book.

Stroll on the Greenway - Running between Chinatown and the North End the Greenway includes lots of fun spots in between. Take in the changing plantings, what’s blooming, what’s about to. Find your new favorite art. Watch the clever birds flocking in the trees around this “Harbor Fog” sculpture. They‘ve figured out the cool fog is motion-activated. On hot days, they await the next walkers and then swoop down through the cool mist.
At the North End, grab lunch at the Boston Public Market (buck a shuck or lobster rolls at Red’s Best, Ramen at Noodle Lab two faves) and eat in or picnic in the park.
Speaking of the North End, grab a sandwich at Monica’s on Salem St and maybe even a split of wine along the way for an impromptu picnic. Don’t forget the best cannoli from Maria’s.
At the other end, Chinatown holds many delicious treats, too. Relax in the garden, and take a photo safari capturing the iconic images like the paifang or gate, the fountain, the roast ducks hanging in the windows, or numerous murals. Harbor Walk is the bright point in the Seaport development boom. Enjoy the fire pit while watching the sailboats on the harbor.
The ICA has a beautiful view, and built in steps. Summer Thursdays it’s the place to be for free music concerts.

Taking a walk along the Charles or in the Public Garden. Bring your phone or camera and snap some IG ready or postcard shots. Check the fountain commemorating the advent of ether. Imagine the early days of surgery? Yikes.
It’s a beautiful fountain and a nice corner of the park. (Arlington and Marlborough, in case you did not know)
Admission is free to the BPL and the BPL offers discounted and free passes to many museums in the city (plan ahead). The Gardner is free on some days and many discounts apply (is your name Isabella? You get in free! Is it your birthday? Free!) check both sites for more details.
Jacqueline Church, is the founder of Boston Chinatown Tours. She can be found Between Dumplings, strolling the Greenway, the harbor  walk, or otherwise eating and drinking her way around the city.
A concert by the Landmarks Orchestra on a Wednesday evening at the Hatch Shell on the Charles River Esplanade in July or August. These free concerts are a great treasure in our city and they are an excellent way to spend an evening. It is beautiful to watch the sun go down over the Charles River as well while listening to some excellent music.  
Another great summer activity is the Dewey Square Thursday evening block parties on the Greenway.  Admission is free and the beer and wine is cheap and the setting is energetic.  
It's a nice way to end the day or start the night.

You can buy snacks aboard the Harbor Islands ferries, but that’s a rookie move.
Varsity level is this: stop for your favorite bagel along the way, arrive at Long Wharf early enough to snag a copy of Spare Change News and lounge in one of the Adirondack chairs inexplicably placed seaside.
The bagel is for once you’re on the boat, watching the skyline shrink as you approach Spectacle Island. But it never goes away.
There’s plenty to see on the island - the sea glass, the nature trails - but the city’s most peaceful summer moment is to be found laying afloat in the harbor, partially submerged, watching that skyline and heading only waves, feeling both relaxed and energized, linked to both the modern city and the timeless ocean, at once a part of the city and refreshingly apart from it.

My grandfather used to say that South Boston was the city’s best kept secret.  The neighborhood is surrounded by Boston Harbor, we are close to downtown, and it’s rich in history, making it one of the best neighborhoods around.
Taking a walk on Day Boulevard along the beaches is a simple summer joy. Start at Carson Beach and walk your way along the beach line all the way out to Castle Island.  I always plan to stop at Sullivan’s for some fried clams or an ice cream.
On Thursday evenings in the summer you can enjoy a sunset tour of Fort Independence.  Free tours are also available on Saturdays and Sundays from 12pm-3pm. Another Southie summer bucket list item for me is to to head to Coppersmith’s Airdeck.
This gorgeous spot has a view of the city skyline, tasty food, and pitchers of red and white Sangria served via a vintage Airstream trailer-turned-full service bar. It’s a bit of heaven right here in Southie.

The best place in Boston for families to be in the summer is Castle Island. It seems like everyone in the city knows this fact already: The cars routinely back up all the way to the Farragut statue on a nice weekend day.
What’s the appeal?
Well, there’s the inexpensive food at the Sully’s snack stand, for one. My go-to choice is the baked haddock. Not quite Legal Sea Foods, but better than most restaurants in Southie, and half the price.
There’s no better vantage point in the city to watch the various jets and boats come in and out of Boston’s port. Every foot of the 2-plus mile loop around Pleasure Bay offers great views for cyclists, runners and walkers. (The grilling/picnic area is also unlike any other in the city – it’s why so many parties get held there.) The causeway barriers help ensure deep enough water for swimming, even if the tide is low. If you’re lucky, you’ll find hermit crabs hanging out just below the surface.
And this is all in the shadow of a 19th century granite fort. (If you time it right, you can get a free tour of the spooky corridors behind those walls.) Getting there can be challenging, given the traffic. Best to park by the statue on or near Farragut Road and walk the boardwalk to the island. (Several Southie bus lines also swing down Farragut). Or show up later in the day, as sun-weary visitors make their departures, opening up parking spots.

Boston and I first met on an idyllic family trip, many summers ago. 
We sank into the sunny days, savoring the luxury of a week away from work and school and predictable pursuits. Adventure, please! 
We hiked the Big Dig-era Freedom Trail, toured museums, marveled at the Aquarium. The city skyline, a silver streak rising from the sea, dazzled without being showy. The red cobblestones and black lanterns of Beacon Hill held magic, like an old stage set we’d stumbled across from another century. 
Tired but ready to keep going, we refueled with fresh ice cream on Newbury Street, a jaunt through the long-lost fairy-and-griffin shop, and an afternoon race through the Coop’s tall fortress of books.  There were fried clam rolls loaded high and quiet, calmer moments in Old North Church. For a week, it seemed like early American history held still enough for us to see it. Click!
Every year, as the swan boats begin their stately circuit in the Public Garden, I smile over that summer. For, a little lighter after the students’ exodus, Boston still has many charms. 
Take the newly renovated central Public Library, which opened in 1895 as “a palace for the people.” Sun-dappled pockets of shade set off the courtyard, a favorite reading nook. Murals by John Singer Sargent, Puvis de Chavannes, and Edwin Austin Abbey share real estate with shifting art exhibits, live concerts, miles of manuscripts, and plenty of books. 
Walk through worlds at the Norman B. Leventhal Map Center. Page through President John Adams’ personal library. Dig into transcribing anti-slavery archives. A lunch hour spent in the Boston Public Library, lost between the lions, can make your summer sing.

Here are my thoughts on a good (possibly great) summer day in Boston.
For me, a good start to a summer day in Boston would be to get an egg & pepper omelette on a bulky roll from Sammy Carlo’s on Bennington Street in East Boston. Steve Schire and his family have owned the business for decades and it reminds me of the morning bustle I’ve found in other locales, including Chicago’s Valois (Cafeteria) and the long-gone Tio’s in Seattle.
Take that sandwich over to Constitution Beach and watch the planes take off from Logan Airport. Go stand on the pedestrian bridge over the Blue Line and think about “Where are they all going?”
After a time, you might say “Where I am going?”
Jump on the Blue Line at Orient Heights and take the train inbound to the Aquarium. You’ll pass under water, but you won’t get wet, which is always a treat. Up, up, up and away to the Long Wharf, which used to be much, much longer, but times change.
For a few bucks, you can get on the passenger ferry here to Charlestown and the shipyard where the USS Constitution resides. It’s the cheapest way to get on the water, short of jumping into Boston Harbor, which quite frankly, sure it’s clean these days, but yeah, no thanks.
The 15 minute ride lets you see the vertical expansion of East Boston writ large in upscale residences and a range of pleasure craft bobbing along. You can spend a few hours wandering above the shipyard, up and down and around Old Ironsides and around Dry Dock Number 2, which is just as good as Dry Dock Number 1 and do not left anyone tell you differently.
Even if you have been here before, you’ve never been here with the teeming throngs you’ll find that day, and if you listen closely, you’ll hear a new set of reactions to Boston, cities, and tourist locales that you’ve never heard before. People make stories about places through the stories they tell. And when we listen to those stories that they tell we have new stories.

The Black Panther Party for Self-Defense was a revolutionary black nationalist organization founded in 1966. 
In 1972, the Black Panther Party held three conferences for the black community in Oakland, California.

These "survival conferences" were organized with the goal of promoting the development of grassroots institutions to help an under-served population meet their own needs outside the municipal, state or federal systems.
During the first event from March 29-31, the Panthers conducted a voter registration drive, led drills for “panther cubs”, tested people for sickle cell anemia, and had free grocery distributions for thousands in attendance.

The next conference on May 13, 1972 championed the support of a new local political platform - with co-founder and chairman Bobby Seale for mayor of Oakland and fellow member Elaine Brown for Sixth District city council seat, who ran their campaigns on a "Community Survival Ticket".

When the curtains were drawn open at the second conference, 1,500 bags of groceries were revealed all laid out on the stage. These were distributed by the Black Panther Party during this Black Community Survival Conference at the Henry J. Kaiser Convention Center (also known as the Oakland Auditorium). The final conference would be held on June 24, 1972 at De Fremery Park, which was known to the Panthers and locals as "Lil Bobby Hutton" Park in honor of their first official member Bobby Hutton.

Although a single project on this scale was never done before, serving the community was nothing new for the Panthers.

This was just one of many proactive community initiatives of the organization. Party members continued to serve in other capacities such as police patrols, providing free clothing and shoes to people in need, providing free and relevant education at their elementary school (Oakland Community School, formerly the Intercommunal Youth Institute), providing free breakfast for children, providing transportation by bus for people to visit incarcerated friends and family, providing escorts for senior citizens to their medical appointments, providing an emergency ambulance service, establishing free health clinics (dental, blood testing, etc), establishing legal clinics, and much more.

The Black Panthers began their breakfast program  at St. Augustine's Church in January 1969, feeding poor and inner-city children. By the end of the year, their local project took on 10,000 children all over the country. They were soon serving full meals to 20,000 children on a daily basis.

The program was so effective that Jesse Andrews, California state treasurer, went so far as to say the Panthers were feeding more children than the United States Government.

In 1969, FBI Director J. Edgar Hoover, who sought to dismantle the organization through a massive counterintelligence operation, boomed his frustrations outright:
“The BCP (Breakfast for Children Program) promotes at least tacit support for the Black Panther Party among naive individuals and, what is more distressing, it provides the BPP with a ready audience composed of highly impressionable youths. Consequently, the BCP represents the best and most influential activity going for the BPP and, as such, is potentially the greatest threat to efforts by authorities to neutralize the BPP and destroy what it stands for. “

Police in Oakland, San Francisco, Baltimore, and Chicago spread lies to manipulate public opinion, conducted raids, harassed participants and children, and outright destroyed food and packaging in attempts to disrupt the party’s progress.
The media had their own take on Panther activities as well running articles with mixed perspectives on what the breakfast program meant for the Panthers and the communities they served.

As a result of the voter registration drive of 1972, thousands of black voters were registered. When Bobby Seale ran for mayor the next year after his release from prison (time served for his radical protests of the 1968 Democratic National Convention), he came in second to the incumbent mayor John Reading out of a total of nine candidates. In 1977, Lionel Wilson was elected the first black mayor of Oakland, California - thanks in part to the work of the Black Panthers.
Long after the activism of the Black Panther Party ended with the dismantling of the group in 1982, their services continued in other forms.
Inspired by the actions of the Black Panthers, the United States Department of Agriculture revisited and permanently implemented the School Breakfast Program for children in 1975, which had begun as a two-year pilot program the same year the Black Panther Party was established. It currently feeds over 13 million students across the nation every day.

In addition to this, more than half (53%) of the infants born in the U.S. participate in the USDA's Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which was another Black Panther initiative.

Ericka Huggins joined by her Black Panther friend and husband John Huggins at a “Free Huey” rally (John Huggins was gunned down by a member of the black nationalist US Organization at UCLA in 1969, part of a strategic operation by the FBI)
Ericka Huggins initially joined the Black Panther Party after seeing a photograph of Huey Newton on a hospital gurney bleeding profusely from a gunshot wound to the stomach as an Oakland police officer stood over him laughing.
The catalyst then for her interest was an emotional concern related to health.

In his book Revolutionary Suicide, Huey describes how police officers handcuffed him to a trolley and beat him after he had been critically wounded in a shootout with police. When he spat blood on them, they covered his face with a towel, and beat him some more. Huey wrote that a young man, Dr. Finch, committed suicide after Huey's first trial.
In later years, former members Angela Davis and Jonina Abron became involved in the National Black Women’s Health Project.
Seated with her fellow colleagues in 1989, Abron stated in an interview:
“You know, one of the points in the Black Panther Party’s program was ‘We demand decent healthcare for black people and I see my own involvement in the Black women’s health project as, you know, part of that continuum. I’m still, you know, in my own way trying to work on that particular part of the problem.”
The point she referenced was introduced on March 29, 1972 by Huey Newton to the official cannon of the Ten Point Program as a revised point number 6 - no doubt a result of the burgeoning health politics evident in the planning of the first survival conference. This demand for “COMPLETELY FREE HEALTH CARE FOR ALL BLACK AND OPPRESSED PEOPLE” read in full:
“We believe that the government must provide, free of charge , for the people, health facilities which will not only treat our illnesses, most of which have come about as a result of our oppression, but which will also develop preventative medical programs to guarantee our future survival. We believe that mass health education and research programs must be developed to give Black and oppressed people access to advanced scientific and medical information, so we may provide ourselves with proper medical attention and care.”
Clearly, the Black Panther Party was at times rife with controversy but they are still known for the positive impact they made on the communities they served.

The Black Community Survival Conferences were not limited to the location of the Black Panther’s center of influence in California. There is evidence that survival conferences were held in other cities across the United States as these flyers for programs in Houston, Texas and in Detroit, Michigan confirm.
So...how do black communities across the nation survive in the conditions of the 21st Century? What lessons can we apply to our current struggles across the globe? Like the Panthers did in their time, we, too must answer these questions for ourselves.
