"Nasir Mansoor has spent 40 years fighting for Pakistan’s workers. Whether demanding compensation on behalf of the hundreds of people who died in a devastating 2012 factory fire in Karachi or demonstrating against Pakistani suppliers to global fashion brands violating minimum wage rules, he’s battled many of the country’s widespread labor injustices.

Yet so far, little has improved, said Mansoor, who heads Pakistan’s National Trade Union Federation in Karachi... Regulations and trade protocols look good on paper, but they rarely trickle down to the factory level. “Nobody cares,” Mansoor said. “Not the government who makes commitments, not the brands, and not the suppliers. The workers are suffering.”

Change on the Horizon

But change might finally be on the horizon after Germany’s new Supply Chain Act came into force last year. As Europe’s largest economy and importer of clothing, Germany now requires certain companies to put risk-management systems in place to prevent, minimize, and eliminate human rights violations for workers across their entire global value chains. Signed into law by German Chancellor Olaf Scholz in January 2023, the law covers issues such as forced labor, union-busting, and inadequate wages, for the first time giving legal power to protections that were previously based on voluntary commitments. Companies that violate the rules face fines of up to 8 million euros ($8.7 million)...

...As governments come to realize that a purely voluntary regimen produces limited results, there is now a growing global movement to ensure that companies are legally required to protect the people working at all stages of their supply chains.

The German law is just the latest example of these new due diligence rules—and it’s the one with the highest impact, given the size of the country’s market. A number of other Western countries have also adopted similar legislation in recent years, including France and Norway. A landmark European Union law that would mandate all member states to implement similar regulation is in the final stages of being greenlighted.

Although the United States has legislation to prevent forced labor in its global supply chains, such as the 2021 Uyghur Forced Labor Prevention Act, there are no federal laws that protect workers in other countries from abuses that fall short of forced labor. That said, a proposed New York state bill, the Fashion Act, would legally require most major U.S. and international brands to identify, prevent, and remediate human rights violations in their supply chain if passed, with noncompliance subject to fines. Since major fashion brands could hardly avoid selling their products in New York, the law would effectively put the United States on a similar legal level as Germany and France...

The Results So Far

As of January, Germany’s new law applies to any company with at least 1,000 employees in the country, which covers many of the world’s best-known fast fashion retailers, such as Zara and Primark. Since last January [Jan 2023], German authorities say they have received 71 complaints or notices of violations and conducted 650 of their own assessments, including evaluating companies’ risk management.

In Pakistan, the very existence of the German law was enough to spark action. Last year, Mansoor and other union representatives reached out to fashion brands that sourced some of their clothing in Pakistan to raise concerns about severe labor violations in garment factories. Just four months later, he and his colleagues found themselves in face-to-face meetings with several of those brands—a first in his 40-year career. “This is a big achievement,” he said. “Otherwise, [the brands] never sit with us. Even when the workers died in the factory fire, the brand never sat with us.” ...

With the help of Mansoor and Zehra Khan, the general secretary of the Home-Based Women Workers Federation, interviews with more than 350 garment workers revealed the severity of long-known issues.

Nearly all workers interviewed were paid less than a living wage, which was 67,200 Pakistan rupees (roughly $243) per month in 2022, according to the Asia Floor Wage Alliance. Nearly 30 percent were even paid below the legal minimum wage of 25,000 Pakistani rupees per month (roughly $90) for unskilled workers. Almost 100 percent had not been given a written employment contract, while more than three-quarters were either not registered with the social security system—a legal requirement—or didn’t know if they were.

When Mansoor, Khan, and some of the organizations raised the violations with seven global fashion brands implicated, they were pleasantly surprised. One German retailer reacted swiftly, asking its supplier where the violations had occurred to sign a 14-point memorandum of understanding to address the issues. (We’re unable to name the companies involved because negotiations are ongoing.) The factory complied, agreeing to respect minimum wages and provide contract letters, training on labor laws, and—for the first time—worker bonuses.

In February [2024], the factory registered an additional 400 workers with the social security system (up from roughly 100) and will continue to enroll more, according to Khan. “That is a huge number for us,” she said.

It’s had a knock-on effect, too. Four of the German brand’s other Pakistani suppliers are also willing to sign the memorandum, Khan noted, which could impact another 2,000 workers or so. “The law is opening up space for [the unions] to negotiate, to be heard, and to be taken seriously,” said Miriam Saage-Maass, the legal director at ECCHR.

Looking Forward with the EU

...Last month [in March 2024], EU member states finally approved a due diligence directive after long delays, during which the original draft was watered down. As it moves to the next stage—a vote in the European Parliament—before taking effect, critics argue that the rules are now too diluted and cover too few companies to be truly effective. Still, the fact that the EU is acting at all has been described as an important moment, and unionists such as Mansoor and Khan wait thousands of miles away with bated breath for the final outcome.

Solidarity from Europe is important, Khan said, and could change the lives of Pakistan’s workers. “The eyes and the ears of the people are looking to [the brands],” Mansoor said. “And they are being made accountable for their mistakes.”"

Whenever Brock goes on deployment he takes the plushie you won at the Salute to the Summer Fair with him. He tucks it in his bag, bundled in his clothes so that it doesn’t get messed up during the travel between warzones. He always makes sure to hand the bag off to Davis because the one time he didn’t, it disappeared and he almost never saw it again.

That toy, it’s become his good luck charm, the thought of not having it near him gives him bad juju as Sonny would say.

“It looks just like Cerberus.” You’d smiled as you’d lifted the rifle to your shoulder and peered down the sight line. “I’m going to win it for you.”

It had been your first date and he’d invited you to the fair because he thought it was more your style than dinner at a fancy restaurant. The two of you have been in each other’s orbits a handful times over the past three years and it always ends with you fucking each other’s brains out. It’s only recently it had turned into more because you’re both stationed in Virginia Beach. You finally have a shot at something real.

“Nobody ever wins at these things.” He’d told you because he’s just spent ten bucks trying to do the exact same thing before he’d handed you the gun.

“You forget…” You’d murmured as your finger had come to rest on the trigger. “I’m one of the best snipers in the country.”

He smiles because if there’s one thing Brock never forgets it’s that. It’s the reason the two of you met. You’d been assigned to a mission he was on after Ray had injured his shoulder. Clay was still on medical leave recovering from the explosion that messed up his leg so they’d had to bring in an outsider because they only had one shot at taking down the target and that window was closing.

First active duty female sniper in the US Army, Brock had been fascinated by the legend that came with you. They’d all heard about it, it was big news at the time but they’d never laid eyes on you. As always came the challenges because a woman couldn’t possibly be better than a man. You had run circles around every single one of them.

At the booth you make every single one of those three shots and Brock goes home with a plushie that looks exactly like his best bud. It’s the first time a woman has ever given him a cuddly toy and the night he tells you he’s fallen in love with you.

It’s been a couple of years since then and now the two of you are living together in a small house with a backyard that Cerberus digs up whenever you’re going on deployment. In the weeks leading up to it there’s always a charge in the air, he thinks the dog picks up on that which is why he decides to steal your socks and bury them. It’s his way of trying to get you to stay.

Right now Brock’s laying on his bunk, the encrypted laptop resting on his chest as  he waits for your call. You left for deployment in Pakistan a week before he jumped a plane for Afghanistan. The countries are right next door to each other. In some ways it feels like your neighbours, ones with thousands of insurgents dividing the two of you.

His laptop starts to chime and he hits the button to accept the call, your face appearing in his view.

“Hey.” You say with that beautiful smile of yours and Cerberus’s ears twitch at the sound of your voice. “Are you missing me?”

Cerberus is on his feet in an instant, he jumps up, his front paws coming to rest on Brock’s arm as his handler tilts the screen so that the both of them are in view.

“Not just me.” He tells you, the edges of his mouth tipping up into a smile. “We can’t wait to get back home and unbury those socks.”

Hi, I'm really interested in traditional winter clothing of both men and women from areas around pakistan and afghanistan. A lot of the clothing that we see is often tailored towards the hot summers but I've been thinking about how night and winters just arent that hot and then there are significant populations and distinct cultures who have adapted to life in the mountainous regions.

I've done some light research and asked some family and the only thing I've found is the Chitral coat. I'd be really interested in anything you might know about this. Thanks 😊

Hi! I don't know too much, but I can share a bit.

Winter clothing is mostly made of wool (in contrast to summer clothing, which is made of cotton, linen, and silk). Some examples are woolen shawls (worn by both men and women), the men's pakol hat (which also originated in Chitral but is popular in almost every region now), sheepskin coats with thick wool lining, and I guess for special occasions they use heavier fabrics like velvet. I'm assuming there's also more layering of clothing in general.

I believe there is also the Uzbek chapan but I don't know too much about it, except that it's usually made of silk, wool, and/or cotton.

I don't really know anything about winter footwear but my best guess was leather boots cuz it made the most sense. Your question got me curious though cuz I literally never thought about it before, so I looked it up and found some of these:

I also read on the Bata shoe museum that people would usually wear long "leather boot socks" (below) which were meant to be worn with normal shoes and function as boots outdoors, and when coming indoors you could remove the shoes and continue wearing the "boot-socks".

That's pretty much it! I guess overall, just lots of leather and wool and basically heavier versions of regular clothing.

Quill, I have been going insane about elven clothing and am going to share some thoughts with you, whether you like it or not

Okay, so the whole "multi-layered outfits" make sense for elves who live in a place like Dex's house, which is canonically in a colder places. They need layers to live comfortably, and that makes sense. So I will give Dex a pass on not wearing shorts or short sleeved clothing.

But then I remember the Foxfire uniform and I am full of rage.

They. Are. In. A. DESERT.

Why are they wearing a uniform with a cape (yes I know the cape is decorative but still it is making them warmer)? I have worn American style clothing in Pakistan, which is similar temps to Foxfire, and it is not very comfortable. How are they not sweating buckets? I personally would have them wearing light clothing to help counteract the heat. (Sheer clothing would not be a good idea tho due to the risk of sunburns.)

Also, they really should have embroidery on their clothes! America might not have very decorated clothes, but if you look at a lot Asian clothing, especially more traditional styles, there is so much embroidery and detail in them. That is what I think of when I think of elven clothes, because they should be nicer than our normal clothing.

So like Shannon should have probably used clothes to make a point about show not tell but what can we do about it? Anyway, apologies for rambling, I just had thoughts.

Well lucky for you, I do like it! You make some excellent points--though your comment about Dex living in a colder climate does make me think. Sure, he lives in a colder climate, but how much time does he spend there?

You know how when Della goes shopping for Sophie, she thinks "Was she going to be wearing five outfits a day?" (p. 126). Since the elves can and do move so rapidly from climate to climate, it's gotta be near impossible to have one outfit suited to the entire day--at least the way the kotlcrew are living life. Maybe when Dex gets dressed at home the layers make sense, but if he's immediately going to somewhere hot like Foxfire, he'll be overdressed. My point in referencing that quote is maybe instead of having so many clothes as part of their wealth, it's instead because they change frequently throughout the day when they go somewhere new.

You're very right about the Foxfire uniforms though--tight, black clothing in layers has got to be one of the worst possible options for the climate. Loose, light colors and material would be best--perhaps we can add back some color in the embroidery; each level decorated in their corresponding color. And yes, sheer fabric wouldn't work well here, but perhaps could be found more commonly in elven garb in less extreme climates. They'd either need something like that or Foxfire has some killer air conditioning

There's a lot of possibilities! Different ways to interpret and tackle "loose, light clothes with embroidery", which makes it a never ending interesting convo :)
