my best guess is that pla takes place in the 1860s-1870s cause thats when sapporo was founded which i think is what jubilife city is based on and thats the time when the japanese started to settle down all over hokkaido and not just southern most part, the meiji government was also the ones changing the name from aynu mosir (what it was called by the ainu, the meiji government called it ezochi/ezo-ga-shima) to hokkaido
This makes me feel better cuz my tentative guess literally just based on the technology I was seeing and the two or three more western style buildings was 1850 so I'll probably just go with 1865 and call it good.
If I'm remembering correctly that is a little early for electric lighting, even if only one building has it(it seems like the brick/western style buildings have it, or at least the main hall because there are light bulbs in the lamps on the ceiling, while the villagers houses don't seem to have power) but then again it's a video game set in a different world so it absolutely does not have to be 100% historically accurate.
(Though it does make me wonder what the huge chimneys on top of the main building are being used for. Like is it just heating/cooking or do they have some sort of steam generator powering the few buildings that have electricity?? I mean again it doesn't matter and at the end of the day I just like the semi-steampunk vibes they have, but it's still fun to think about.)
