Ministra admite uso da Força Aérea no helitransporte de emergência médica

A ministra da Saúde revelou esta quarta-feira que o uso da Força Aérea no transporte de emergência médica não está excluído e que o relatório do grupo de trabalho que estuda esta possibilidade será entregue este mês.

Em agosto, o Tribunal de Contas aprovou um contrato por ajuste direto com a empresa Avincis, no valor de 12 milhões de euros e com a validade de um ano, para o fornecimento de helicópteros para o Instituto Nacional de Emergência Médica (INEM).

Ana Paula Martins, que está a ser esta quarta-feira ouvida na comissão parlamentar de Saúde, a pedido do PCP e do PS, sobre o INEM e o procedimento para aquisição de helicópteros de emergência médica, revelou que o ajuste direto está previsto para um ano e não para seis meses por exigência da empresa que ficou com o serviço.

Até final deste período, Ana Paula Martins disse estarem em cima da mesa três cenários: a abertura de concurso público internacional até final do ano; uma solução com as Forças Armadas (FA); e uma solução de concurso internacional em modelo híbrido, usando em parte meios das FA.

"Há um grupo técnico que entregará um relatório sobre este assunto ainda em outubro e que dirá se é ou não possível usar meios das Forças Armadas", esclareceu a ministra.

Questionada pelos deputados, Ana Paula Martins garantiu que, no máximo, até final do ano, será lançado um novo concurso internacional.

"Pedimos ao novo presidente INEM que estudasse a hipótese de outras empresas, fora da Europa, poderem aparecer a concurso. (...) Uma coisa garantimos: os portugueses e a emergência médica não vão ficar sem helitransporte. Mas queremos ter a certeza de que o interesse público será garantido", afirmou.

The companies will collaborate to explore opportunities for operating electric vertical take-off and landing (eVTOL) aircraft throughout Europe. Through the agreement, Airbus and Avincis will focus on defining the concept of operations for eVTOLs in Europe and beyond. INEM volta a contar com helicóptero em Macedo de Cavaleiros a partir de segunda-feira

O INEM vai voltar a contar na segunda-feira com um helicóptero de emergência médica na base de Macedo de Cavaleiros, uma semana após o acidente da aeronave no concelho de Mondim de Basto.

Em comunicado, o Instituto Nacional de Emergência Médica (INEM) referiu que o helicóptero vai estar disponível para operar 24 horas por dia e que durante os próximos dias essa cobertura horária será assegurada desde a base de Viseu, com o reforço do número de pilotos.

"Já a partir de hoje e até dia 9 de setembro, o operador do Serviço de Helicópteros de Emergência Médica, a empresa Avincis, vai colocar equipas de pilotos em Viseu de forma a garantir o funcionamento 24h/dia do helicóptero de emergência médica ali sediado", pode ler-se na nota divulgada, que acrescenta: "Desta forma assegura-se o funcionamento de duas aeronaves em período noturno até reposição total do serviço contratualizado".

O acidente ocorreu pelas 12h55 de segunda-feira, no momento em que a aeronave AW139 - sediada na base de Macedo de Cavaleiros - se preparava para aterrar em Mondim de Basto para socorrer um ferido num acidente de trabalho numa pedreira.

A bordo seguiam quatro tripulantes - piloto, copiloto, médico e enfermeiro -, que, segundo informações prestadas após o acidente pelo INEM, foram transportados para o Hospital de Vila Real por precaução e já tiveram alta hospitalar.

O INEM revelou noutro comunicado na terça-feira que não tinha havido ainda a substituição do equipamento, apesar de o contrato de locação, gestão e manutenção dos meios aéreos com a Avincis prever a substituição num prazo de 24 horas. Mais tarde, fonte oficial da empresa disse à Lusa que o helicóptero de substituição estava a ser sujeito a uma manutenção programada.

Nessa mesma nota, o INEM tinha anunciado o pedido de reforço das escalas de pilotos em Viseu junto da Avincis, algo que só agora se veio a confirmar.

O dispositivo de emergência médica contratualizado entre o INEM e a Avincis é constituído por dois helicópteros a operar em turnos de 24 horas - desde as bases de Macedo de Cavaleiros e Loulé - e outros dois helicópteros em turnos de 12 horas, sediados nas bases de Viseu e Évora.

Com este acidente, o socorro através de helicópteros do INEM ficou reduzido a três aeronaves e apenas uma em regime permanente, somente na região sul do país.
