Indian Government Cuts the Windfall Taxes on Crude, Export of Diesel and Aviation Turbine Fuel

Effective Thursday, the Indian Government reduced the windfall tax on diesel, crude, and aviation turbine to $52.60 or Rs. 4,350 per tonne from Rs. 5,050. The decline in tax was announced as Indian refiners have kept aside discounted Russian fuel for a while now because of an increase in people booking domestic flights. Thus, on 15 February, the government cut down the windfall tax on crude oil and exports of diesel as well as aviation turbine fuel.

Not only this, but the government also reduced the export tax drastically on aviation turbine fuel from Rs. 6 to Rs. 1.50 per litre. They also decreased the diesel export tax from Rs. 7.50 per litre to Rs. 2.50 as per the notification. In July, India imposed levies on the export of aviation fuel, diesel, and gasoline and a windfall tax on crude oil producers.

This decision was taken after the private refiners intended to generate gains from expanding the margins on refiners in the overseas market instead of selling the fuel at a lower price at home. Now with a cut in the said taxes, some respite may come for the Indian refiners and explorers whose profit margins were otherwise affected by the increased windfall taxes earlier.

Some of the affected firms were Vedanta Ltd., Reliance Industries, Petrochemicals Ltd, Oil India and Mangalore Refinery. These companies even saw their last quarterly results being impacted due to the taxes.

Galp avança com dois projetos de 650 milhões para descarbonizar Sines

A Galp anunciou que tomou a Decisão Final de Investimento sobre dois grandes projetos de descarbonização da refinaria de Sines, num investimento total de 650 milhões de euros, que deverá entrar em funcionamento em 2025.

"A Galp tomou a decisão final de investimento que permitirá o arranque de dois projetos de larga escala, determinantes para a descarbonização da refinaria de Sines e dos seus produtos energéticos; esses projetos incluem uma unidade de biocombustíveis avançados com capacidade de produção de 270 mil toneladas por ano, em parceria com a Mitsui, e a instalação de 100 MW de eletrolisadores para produção de hidrogénio verde", lê-se no comunicado enviado à Comissão do Mercado de Valores Mobiliários (CMVM).

Estes projetos, dois dos maiores desta natureza, segundo a empresa, representam um investimento global de 650 milhões de euros. "Trata-se de um contributo significativo para a transformação e o crescimento do setor industrial em Portugal, colocando a Galp na vanguarda do desenvolvimento de soluções de baixo carbono imprescindíveis para assegurar a transição energética", disse a presidente do Conselho de Administração da Galp, Paula Amorim, citada no comunicado.

"Estas decisões de investimento foram tomadas na expectativa de que a evolução do enquadramento fiscal e regulatório em Portugal não prejudique o sucesso destes projetos de grande dimensão, garantindo que as nossas operações industriais se mantenham competitivas a longo prazo num contexto global", acrescentou a 'chairman' da petrolífera.

Na explicação dos projetos, a Galp anuncia, assim, ter juntado esforços com a Mitsui, que detém 25% da nova unidade de biocombustíveis avançados, "para produzir e comercializar biocombustíveis avançados numa unidade adjacente à refinaria de Sines, com capacidade para 270 mil toneladas por ano".

Esta nova unidade "produzirá diesel renovável (hydrotreated vegetable oil - HVO) e combustível sustentável para a aviação (Sustainable AviationFuel - SAF) a partir de resíduos usados, permitindo uma redução das emissões de gases com efeito estufa em cerca de 800 mil toneladas anuais (Scope 3, CO2e), comparativamente às alternativas fósseis disponíveis", num investimento total de cerca de 400 milhões de euros.

Além disso, a Galp anunciou também que vai ser construída "uma unidade de hidrogénio verde com a capacidade de 100 MW de eletrolise que produzirá até 15 mil toneladas de hidrogénio renovável por ano", que permitirá substituir "cerca de 20% do consumo atual de hidrogénio cinzento e poderá representar uma redução das emissões de gases com efeito estufa de aproximadamente 110 mil toneladas por ano (Scope 1 e 2, CO2e)".

Os eletrolisadores serão alimentados a eletricidade renovável, através de acordos de fornecimento de longo prazo, alavancados também pela capacidade de geração renovável da Galp, acrescenta a empresa, apontando ainda que por usar água industrial reciclada, "o consumo de água desta unidade deverá representar menos de 3% do consumo médio anual da refinaria".

O investimento total neste projeto de hidrogénio verde é estimado em cerca de 250 milhões, afirma-se ainda no comunicado.
