there's a lot of debate out there on the best way to get PLA 3D prints smooth, but for the teeth i used my good dear friend Rust-Oleum Automotive 2-in-1 Filler & Sandable Primer! i found it in the automotive section of my local Ace hardware.

basically, just spray your raw print with a nice thick layer of the primer, let it cure, sand it, then do the whole thing again several more times until you're satisfied! so really it just comes down to elbow grease and perseverance. you can also use regular pedestrian 1-in-1 boring normal sandable primer, but you have to use a lot more layers to fill in the ridges.
my acrylic paints are also kind of old and a little goopy, so they helped hide the layer lines a bit too. but your mileage may vary on that one!
