Trump administration lays broad legal grounds for military strike on Iran (Washington Post) As it has contemplated military action against Iran, the Trump administration has opened the door to virtually every legal authority it might use to justify an attack, from tying Iran to al-Qaeda, to President Trump’s assertion that it would not involve American ground troops and “wouldn’t last very long.” Democrats and some Republicans have tried repeatedly to pin the administration down, including last week’s unsuccessful attempt to muster 60 Senate votes for an amendment requiring Trump to ask Congress before launching any military engagement. When asked directly about legal justification, senior administration officials have offered undetailed assurances that any action would “consistent with our Constitution,” as Secretary of State Mike Pompeo said last month, or they deferred to lawyers.

But on Wednesday, department officials told a federal judge in Maryland they believed there could be a way to meet Trump’s demands.

The recent demands of BLM have been met with derision by most reasonable people. Release all black criminals involved in drug offenses from prison? Decriminalise meth? There’s no black majority country with those laws - what do they have to do with being oppressed by whitey? But they never were sane, they just liked burning and looting, and were enabled by white liberals eager to assuage their “white guilt”. But not too eager. None of them gave up their mansions to let the poorest black people have them. But here’s the thing. There’s been many poor people around the globe. Some cultures can claw their way, generation after generation, to the top. Generally it is asian, indian and jewish people - people with long term generational goals rather than instant gratification, people who suffer and sacrifice for a better life for their kids, who believe in strong extended families. Whereas black american culture, and some other indigenous cultures are rife with single mothers, with a worship of gangsters, with a hatred of the educated and a demand that others pay for their dreams.
https://jewishbusinessnews.com/2016/06/29/asias-millionaires-control-the-most-wealth/ The vietnamese who came to Australia, the cambodians who fled the killing fields, they had nothing. They had to work from the bottom, and many had hard lives here. I talk to immigrants from hong kong sometimes. A few only speak a little english, but what they tell me is they don’t expect to be rich. They don’t expect their kids to be rich. They expect the kids will be better off than them, and their grandkids, and their great grandkids. They work sometimes six days a week, long hours, heavy or hot conditions, isolated from the main australian culture, and they dream of kids who can attend university and bring the family honour, of having a doctor, a lawyer, because once that happens the whole family starts to rise. I talk to Indian families sometimes where every one of the kids is some sort of doctor. Every one. Why? Do they want that? No. They sacrifice to help their families, and it works. They put in the hours from childhood rather than going and having fun ... and it works. What does BLM do? Put out its hands and say “you owe us stuff!” And every time they get free stuff, they squander it. Then it’s back to looting off the black people who did put in the hours, who did sacrifice for their kids, dragging them down into the gutter again.
The legacy of BLM is racism, destruction, and despair. https://www.newswars.com/minneapolis-blm-riot-housing-complex-under-construction-burned-to-the-ground/ Harvard’s discrimination against Asian Americans must end Thomas Sowell - The Economics of Race and Politics (Part 1) 1983

Hong Kongers with UK passports demand the right to live in Britain
IN IMPERIAL TIMES Britain governed a quarter of the world’s population. Until the 1960s those people shared a common British nationality and, in theory at least, the right to move within the empire, regardless of where they were born. Later, to control immigration, the government in London limited colonial and Commonwealth subjects’ rights to live and work in the mother country. Now one far-flung group of British nationals, in Hong Kong, is asking that those rights be restored.
Britain ruled Hong Kong from 1842 until 1997, when it passed the tiny territory, and its 6.5m inhabitants, to China. Before the handover Britain declined to turn all British nationals in Hong Kong into full British citizens, a legal distinction which would have given them more rights. Instead, after 1997 Hong Kongers of Chinese descent were offered Chinese citizenship and a new Hong Kong passport, while those who had been born in Hong Kong were also given the chance to apply for “British National (Overseas)” status. BNO passports, whose burgundy cover and golden coat of arms make them look like the ordinary British sort, give holders the right to British consular assistance abroad (though not in China), as well as the right to apply for certain restricted jobs in the British civil service and armed forces. But they provide no automatic right to live or work in Britain.

After six months of increasingly violent anti-government protests, and amid fears of a crackdown by the Chinese authorities, many in Hong Kong are considering their escape routes. More people are renewing their BNO passports. The number of holders rose from about 180,000 in December 2018 to 250,000 the following October. Yet without the right of abode, the document gives less protection than would, say, an Australian or Canadian passport.
BNO passport holders are therefore urging Britain to extend their rights. Craig Choy, a lawyer and campaigner on BNO matters, says that letting in these British nationals would be a good way for the country to demonstrate its vaunted global openness after Brexit. Yet the government insists that to offer the right of abode to BNOs would breach the Sino-British Joint Declaration, the treaty which outlines how Hong Kong should be run. (BNO campaigners retort that citizenship is mentioned only in a memorandum tacked on to the end, not in the main document.)
Unsurprisingly, the issue did not feature much in Britain’s election—except in Esher and Walton, the foreign secretary’s constituency, where Hong Kong activists urged voters to back the Liberal Democrats, who promise more BNO rights. Polls suggest Britons would be open to the idea of admitting their fellow nationals. Yet for now, Hong Kongers joke that BNO really stands for “Britain says No”. ■

Importance of Skilled Migration of Canada and Australia
Skilled Migration VISA is one of the easiest ways that can help one to migrate to the country one desires to, in pursuit of better opportunities for growth in work and life. Many countries across the globe look for the right skilled professionals who can fill in the job vacancies open in the country. Of these, Canada, Australia and Hong Kong top the list which has defined amazing immigration programs to cater to every individual’s need to relocate to the country of his or her choice. Most of the countries that are looking for skilled professionals are providing permanent residency of the country in which ever path way the immigrant chooses to migrate.
Canada’s Express Entry system is one of the most proficient immigration systems defined. This system allows easing the process of immigration for both the immigrants and the authorities. The system was designed with an intention to help the authorities ease the process of filtering the profiles. To filter in the right manner, each profile is given points based on certain factors. On achieving Canada Express Entry Minimum Points, the profile will be taken into consideration for further processing. The factors that help in filtering the profiles include-
i. Age of the applicant
ii. Education
iii. Experience
iv. Adaptability
v. Language Efficiency
To help support the applicant’s information provided, the applicant will have to submit documents for the same. The right documents are what help the applicant the most. It is important to submit the application along with all the supporting documents in the right manner possible.
Canada’s immigration system is regulated. Just as their express entry system, they have a defined method of accepting profiles to be considered for immigration process. Although, Canada accepts direct submission of application into their Express Entry portal, it would be advisable to approach immigrations through a Regulated Canadian Immigration Consultant (RCIC), as RCICs will invariably be lawyers who are expert in the field of immigrations.
Just as Canada, Australia too provides opportunities to foreign skilled professionals to enter Australia through their Permanent Residency Australia programs. Australia portal is named Skill Select Portal. And it is into this portal that every applicant will have to submit their Expression of Interest to enter Australia. Again, just as Canada, Australia too has a number of immigration programs defined to help the skilled professionals to relocate to Australia in pursuit of better job opportunities in the country.
One of the most sought after Australia skilled immigration program is Sub Class 189 or Independent Skilled Visa Program. The major difference between Canada immigrations and Australia immigrations is the cost/fees for relocation. Australia is on a higher side in comparison to Canada. 189 VISA Cost could most probably be the highest among all the skilled immigration programs. However, it is one of the best modes to seek higher or greater opportunities. This being said, this program provides the utilizer of this program, the opportunity to become a permanent resident of Australia. The successful immigrant will have the right to sponsor all those qualified individuals to help them with their immigration to the country. The successful immigrant will be eligible for citizenship of Australia within 4 years of relocating to Australia. The Australian government provides the best living conditions for all the residents of the country.
One another program that is most famous to relocate to Australia is Australian VISA 491 or Skilled Worker Regional (Provisional) visa program. This program supports all those immigrants who would want to relocate to Australia with an intention to work and live in Regional areas of Australia. This is again a permanent residency program and it also requires that the profile is part of the Skill select portal. The profiles that are part of the Skill Select portal, will be scrutinized based on the points that the profiles score. These points are awarded based on the same 5 factors as mentioned earlier. Each these factors need proper documental evidence as back-up. Subclass 190 Australia too works in the same mode. However, it is applicable to all those foreign skilled professionals who have earned a nomination from either a state or an employer based in Australia.
There is a lot more to immigration process than what is mentioned above. It is important to approach any country’s immigration authorities through Registered Immigration Agents of that country. XIPHIAS is one of the top immigration firms in India which ensures that everything is done as per rules and regulations defined by the immigration authorities with which they work. Hence, we have registered ourselves as immigration consultants for all those countries. We help and guide our clients in the best manner possible.

How to Apply Online for a Zambia Visa (or E-Visa) – I am Aileen
There are a lot of places in Africa that should be high up on your travel bucket list, and I believe that Zambia should be one of them! After all, aside from the fact that you can find the famed Victoria Falls on its borders, you’ll also find a lush wilderness and a diverse wildlife that will fill you to the brim with awe. And if by chance you are worried about ease of entry, don’t fret because getting a Zambia visa is fairly easy — especially now that they offer the possibility of doing it online through an e-Visa application.
…But first, a disclaimer:
NO ONE can give you a guarantee on your Zambia visa’s approval — not even a lawyer, a consultant, a travel agent, or an embassy employee. Anyone who says otherwise is most likely going to be a scammer. That being said, what I can offer you here is a comprehensive guide with helpful tips to increase your chances of getting that Zambia tourist visa.

How to Apply for an Zambia Visa Online
1
Step 1: Determine if you are eligible for a Zambia Visa . .
As an alternative to visas issued at Zambia embassies, missions and ports of entry, it is now possible for all foreign nationals to apply online for a Zambia e-Visa through this link. This kind of Zambia visa will be valid for 3 months (90 days) from the approval date, and you must enter the country on any date within this period — failure to enter within this period renders the e-Visa invalid, and thus you will have to make a new application.
If you’re a national/citizen of any of the countries listed below, then you do NOT need to apply for a Zambia visa / e-Visa.
Angola Anguilla Antigua and Bermuda Australian Antarctic Territory Bahamas Barbados Belize Bermuda Botswana British Antarctic Territory British Indian Ocean Territory British Virgin Islands Cayman Islands Channel Islands Cyprus Dominica Falkland Islands
Falkland Islands Dependencies Fiji Islands Gilbraltar Grenada Hong Kong Ireland Isle of Man Jamaica Kenya Kiribati Lesotho Malawi Malaysia Maldives Malta Marshall Islands
Mauritius Montenegro Montserrat Mozambique Namibia Nauru Niue Norfolk Island Pitcairn Islands Romania Ross Dependency St. Helena St. Kitts and Nevis St. Lucia St. Vincent and Grenadines Samoa
Serbia Seychelles Singapore Solomon Islands South Africa Swaziland Tanzania Tokelau Tonga Trinidad and Tobago Tuvalu Turks and Caicos Island Uganda Vanuatu Western Samoa Zimbabwe
Naturally, if you do NOT find your country above, then you need to apply for a Zambia visa / e-Visa. Of course you can opt to apply through your local Zambia embassy, but if you want an easier and faster way, then getting an e-Visa online is far better.
To date, it is possible to apply for single entry, double entry, multiple entry, and transit e-Visa.
NOTES: – If you are visiting less than 24 hours only, Zambia can issue a ‘day trippers’ visa for $20 but this is only issued at a port of entry (Victoria Falls and Kazungula Border Controls). Take note that for this, you must also exit at that same port. This kind of visa also applies to tourists visiting Zambia and who also wish to visit a neighboring country and then re-enter Zambia again within 24 hours. . – If you plan to visit both Zimbabwe and Zambia for multiple times, you can apply for a KAZA Univisa ($50). You can check this link if you’re eligible for this. Take note that this visa is valid for up to 30 days as long as you remain within Zambia and Zimbabwe, and you can apply for it online or at certain ports of entry. It also covers those who visit Botswana for day-trips through Kazungula Borders.
2
Step 2: Prepare the required documents and information for your application . .
Before you lodge your Zambia visa application online, it’s best to prepare the following beforehand…
DOCUMENTS (In English)
Recent digital passport-sized photo that shows your full face (with white background)
The photo must be a .JPEG file.
Scanned bio page (first page) of your passport (showing photo and other details)
Ensure that your passport is valid for at least 6 months from the date that you intend to enter Zambia.
Your passport must also have at least 2 consecutive blank pages.
Cover letter
A signed document written by you, wherein you basically explain your reason for traveling to Zambia. This should be addressed to the Director General of Immigration. For a sample letter, you can see the one that I wrote here.
Hotel booking details (with address and contact number)
This is a document that is needed and which you must also upload for your online application.
TIP: See here for a list of the ‘best hotels in Zambia‘.
Flight reservation
In case you’re wondering where to look for the best flight deals, my go-to platform is Skyscanner. It always looks for the best fares and flight combinations possible across all airlines.
INVITED BY SOMEONE IN ZAMBIA…? (Prepare the following too)
Cover letter from host/sponsor in Zambia
This should be signed and addressed to the Director General of Immigration by your host.
It must also include the full physical address and telephone number of your host.
Status of host
i.e. copy of NRC/ Zambia Immigration Permit.
Note that persons on Study, Visiting, Temporary Employment Permit and Temporal Permits CANNOT invite visitors or act as hosts for a Zambia visa application.
OTHER INFORMATION (Vital info needed when filling up the your e-Visa application online)
Entry and exit date of your travel in Zambia
Debit card or credit card
***Depending on your nationality, type of visa desired, and purpose of visit, there may be additional requirements that will be needed from you (which is not listed above). Rest assured, you will be informed of these requirements after you select your country, type of visa, and travel dates on the online portal for the Zambia e-Visa.
3
Step 3: Process your Zambia Visa application online . .
To finally initiate your Zambia visa application, simply go to this website and click the green button that says “Apply” under the first white box titled ‘✓ 1. Apply’.
The next pages will be very easy and self-explanatory as it asks for important information regarding you and your intended Zambia trip.
I will NOT go into so much detail on this because every section will be pretty straightforward and easy to understand when you’re filling it up.
NOTE: Enter an active email address that you use because they will be communicating with you through it.
4
Step 4: Do the visa fee payment . .
Once you’re done filling in the required details of your e-Visa application, the website will then proceed to the payment page. Below are the fees required (in USD currency) as per the type of Zambia tourist visa/e-Visa that you are applying for…
Single Entry = $50
Double Entry = $80
Multiple Entry = $80
This is issued only by the Headquarters through the e-Visa online facility.
NOTE: Single, double and multiple entry visas are valid for ninety (90) days or 3 months from the date of issuance, with the exception of nationals from the United States of America (since multiple entry visas issued to them have a validity of three (3) years, on reciprocal basis).
Transit Visa = $50
For those who are transiting through Zambia using land transport, and it will be valid for a maximum period of seven (7) days.
WHAT IS THE METHOD OF PAYMENT? You can pay the visa fee via debit or credit card on the online portal.
Once this visa fee payment is made, your application will be instantly submitted for processing and you will also receive an email that indicates your reference no. (which you can use later on to track the status of your application). In a separate email, you will also receive a receipt of your visa fee payment and you must print this and present it when you enter Zambia.
!!! IMPORTANT: In this email, they will also be sending a confirmation link which you need to click in order to verify your email address and activate your Zambia visa application. If you do not confirm within 1 hour, your application will be cancelled — so make sure that you click it.
5
Step 5: Wait for the results of your E-Visa application . .
Within 3 or 5 working days — as dependent on your visa category — you can expect to receive a feedback regarding your Zambia visa application via the email that you registered on the e-Visa online portal.
If you want to, you can track the progress of your application by going to this link. Just enter your reference no. and passport no to check the status.
For my case, I got my approval letter in just 3 working days! If your application is successful, your Zambia e-Visa authorization / approval letter will be attached in the email that will be sent to you (you can also download it from this link).
Simply print out this letter and then present it together with your passport and visa fee payment receipt upon arrival in Zambia. Immigration officers at ports of entry can verify your e-Visa on their system; but remember that as is the case with all visas, it is their right and discretion to deny you entry even if you have an e-Visa authorization / approval letter.
But rest assured, as long as you have all your documents ready, you should be fine!
IMPORTANT: If you are arriving from or have transited through a yellow fever zone (for more than 12 hours), you must carry a yellow fever vaccination card since it may be required of you at the port of entry. For a list of the countries that are deemed at a risk for yellow fever, go to this link. For a more updated list, you can inquire with your local Zambia embassy.

Would the Last Foreign Company in China Please Turn Off the Lights: A Sort of Part 2
Oh, baby this town rips the bones from your back It’s a death trap, it’s a suicide rap We gotta get out while we’re young Cause tramps like us, baby we were born to run
From Born to Run, by Bruce Springsteen
About a month ago, I wrote what I will now call Part 1 of this series: Would the Last Company Manufacturing in China Please Turn Off the Lights. After reading James Areddy’s excellent Wall Street Journal article, Wall Street Journal article, American Entrepreneurs Who Flocked to China Are Heading Home, Disillusioned, I feel compelled to write part 2.
The gist of Areddy’s article is that American entrepreneurs are tired of China and leaving in droves and it cites a boatload of statistics backing this up. According to Areddy, “disillusion” has set in among expats in China, “fed by soaring costs, creeping taxation, tightening political control and capricious regulation that makes it ever tougher to maneuver the market and fend off new domestic competitors. All these signal to expat business owners their best days were in the past.” Yes, but this is just the half of it. The other half is the more visceral feelings of those who are fleeing and Areddy nicely captures that too, as reflected in the following quotes from the article:
“He lost the feeling ‘it’s all happening’ in Shanghai and will try Thailand.”
“It’s harder for them [foreign entrepreneurs] to live here now.”
“How can it be that those who know China best, work there, do business there, make money there, and have advocated for productive relations in the past, are among those now arguing for more confrontation?” former U.S. Treasury Secretary Henry Paulson asked at a November conference in Singapore.
“The label of ‘foreigner’ is always on your forehead.”
“China started to become less clear about what the endgame was for foreigners.”
The article notes how the climate for foreign businesses took a downward turn in around 2012 when Chinese government authorities “stepped up scrutiny of visas. . . ., reinforced China’s Great Firewall of internet controls. . . and [set up a situation where] big domestic tech firms thrived while laws excluded foreign rivals or pressured them to share technology.”
The international lawyers at my firm have heard some variation of all of the above countless times from our own clients, and not just Americans; we hear it from our Canadian and our European and our Australian clients in roughly the same proportion.
And yet, most of the China complaints we hear are from companies that intend to STAY in China because the economics for doing so are still there. These companies are calling us seeking help to stay in China. Some of them are downsizing and seeking help in dealing with China’s complex employee termination laws. Some are looking for employment benefit advice in an effort to keep their foreign employees who want to leave. Most are calling for advice on how to make things better/safer for them in China. I alone have gotten more than a dozen calls/emails since China threatened “grave consequences” against Canada over Meng Wanzhou’s arrest.
What will China do against Canadian and U.S. companies and personnel? Hard to say, but if past history is any predictor of future performance (and we all know that it is), you should expect China to (at minimum) continue to step up enforcement of its existing laws against all foreigners, but particularly against Americans and Canadians. If you are a regular reader of this blog, you know this sort of thing isn’t new as China has been stepping up its enforcement against foreign companies pretty much since we started this blog more than a decade ago. Way back in 2012, in a post entitled China’s Business Law Trends for 2013. we listed the following as the top three of four things to expect for 2013:
1. China will step up even further its crackdown on foreigners in China violating its visa/immigration laws. If you lack an employee visa, you are at risk. Yes, this is more likely to impact you if you are from Africa or the Middle East, but we are definitely hearing of increased problems for Americans and Europeans too.
2. China will increase its efforts to root out and shut down illegal and unregistered foreign businesses. China has especially stepped up its enforcement against American and European companies that operate in China but have an entity in Hong Kong without one in the PRC. We have seen such an increase in this over the last six months that we are wondering if maybe the PRC is using a Hong Kong list. Providing jobs to Chinese citizens does not let you off the hook on this one. Trust me on that.
3. China will increase its tax collection efforts. This has been going on for years now and if you are doing business in China already I am guessing that your response to this is “yeah, so.” In particular, China has stepped up its transfer pricing efforts and so if your China operations are not making a healthy profit, be prepared for the government to impute healthy profits to it. If you do not already have a good China accountant, get one. Now.
If you are a regular reader you also know that our advice to avoid China’s stepped up enforcement against foreigners is to do whatever you can to make sure neither you or your company become low hanging fruit for such enforcement. What does that mean for right now? It means the following, in a way that has become more pressing than ever before:
1. If you are doing business in China without a Chinese company (and by China, I most emphatically do not mean a Hong Kong or a Taiwan company), you had better be damn sure you do not need a company, especially since the odds are that you do. Doing Business in China Without a WFOE: Will the Defendant Please Rise.
2. It means paying whatever taxes you or your company might owe. See China Taxes, Getting Legal, and Some Good News.
3. It means having your visa and the visas of all of your employees in good order. See China Visa FAQs.
4. It means not deciding you are operating legally in China based on some crap you’ve read on the Internet that feeds into your desire to believe that you are. See China Law Online: It’s All Wrong.
5. It means protecting your company from your China employees because the odds are good it will be one of your China employees who leads to your downfall either by reporting you to the authorities or by suing you and thereby exposing something you are doing that you should not be doing. Trust us on this one. Please. See China Employer Audits: The FAQs.
6. It means that if you are not 99.99% certain you are operating in China completely legally you either immediately do something to change that or you immediately leave the country and you take all of your foreign employees with you. And if for some reason you don’t care about one or more of your foreign employees getting into big trouble in China, note that people who go to jail for something that their company do have a tendency to sue their company.
7. If you are in a dispute with anyone in China regarding money, you should consider paying it and getting a valid and legally sound release in Chinese making clear that you paid it. See Maybe Owe Money To China? Don’t Go There. Or you should consider immediately leaving China.
Any other ideas, people?
Tomorrow, we will discuss some specific factors our China lawyers look at to determine the level of risk people and companies face in China. In the meantime, check out Ten Ways to Calculate Your China Legal Risks: Do You Feel Lucky?

Las Vegas gunman stockpiled weapons over decades
The Las Vegas gunman who killed 58 people and himself in the deadliest mass shooting in modern US history stockpiled weapons and ammunition over decades, and meticulously planned the attack, authorities believe.
But what led Stephen Paddock, 64, to unleash the carnage he did remains largely a mystery.
"What we know is that Stephen Paddock is a man who spent decades acquiring weapons and ammo and living a secret life, much of which will never be fully understood," Clark County Sheriff Joseph Lombardo said at a news briefing on Wednesday night.
Lombardo said he found it hard to believe that the arsenal of weapons, ammunition and explosives recovered by police in their investigation could have been assembled by Paddock completely on his own.
"You have to make an assumption that he had some help at some point," Lombardo said.
Some 489 people were also injured when Paddock strafed an outdoor concert with gunfire on Sunday night from his 32nd-floor suite of the Mandalay Bay hotel on the Las Vegas Strip. He then took his own life.
There is evidence that Paddock tried to survive and escape. He also may have scouted out the location, renting a room at the Ogden, a nearby hotel, during the Life is Beautiful festival a week earlier, Lombardo said.
Police recovered nearly 50 firearms from three locations they searched, nearly half of them from the hotel suite. Twelve of the rifles there were fitted with so-called bump stocks, officials said, allowing the guns to be fired almost as though they were automatic weapons.
Lombardo said investigators were examining the possibility Paddock's purchase of more than 30 guns in October 2016 may have been precipitated by some event in his life. He did not elaborate.
There remained no evidence as yet "to indicate terrorism" in the shooting spree, said Aaron Rouse, FBI special agent in charge of the Las Vegas field office.
Paddock's girlfriend Marilou Danley was questioned by the FBI on Wednesday and said in a statement she was unaware of the Paddock's plans.
"He never said anything to me or took any action that I was aware of that I understood in any way to be a warning that something horrible like this was going to happen," Danley, 62, said in a statement released by her lawyer Matt Lombard.
Danley returned late on Tuesday from a family visit to the Philippines. She is regarded by investigators as a "person of interest". Lombard said his client was cooperating fully with authorities.
A Federal Bureau of Investigation official in Las Vegas, meanwhile, said no one has been taken into custody.
Australian citizen
An Australian citizen of Filipino heritage, Danley said she flew back to the United States voluntarily "because I know that the FBI and Las Vegas Police Department wanted to talk to me, and I wanted to talk to them".
Danley, who was twice married before her relationship with Paddock, became a focus of the investigation for having shared his retirement community condo in Mesquite, Nevada, northeast ofLas Vegas, before leaving the United States for the Philippines in mid-September.
FBI agents met her plane at Los Angeles International Airport before interviewing her, two US officials briefed on the case told Reuters.
Investigators questioned her about Paddock's weapons purchases, a $100,000 wire transfer to a Philippine bank that appeared to be intended for her, and whether she saw any changes in his behaviour before she left the United States.
Danley said Paddock had bought her an airline ticket to visit her family and wired her money to purchase property there, leading her to worry he might be planning to break up with her.
Paddock's brother Eric told reporters the $100,000 transfer was evidence that "Steve took care of the people he loved", and that he probably wanted to protect Danley by sending her overseas before the attack.
She arrived in Manila on Sept. 15, flew to Hong Kong on Sept. 22, returned to Manila on Sept. 25 and was there until she flew to Los Angeles on Tuesday night, according to a Philippine immigration official.
Discerning Paddock's motive has proven especially baffling given the absence of the indicators typical in other mass shootings. He had no criminal record, no known history of mental illness and no outward signs of social disaffection, political discontent or extremist ideology, police said.
Earlier in the day, US President Donald Trump visited Las Vegas, marking the first time since taking office that he has had to confront a major mass shooting.
