Usually, more than 120 million Hindu devotees participate in Kumbh Mela, making it one of the largest religious gatherings in the world. It is a central pilgrimage and festival of Hinduism, celebrated at four different Indian riverbank sites – the confluence of the Ganga, Yamuna and the mythical Saraswati rivers, and on the banks of the Ganga, the Godavari and the Shipra rivers – in a 12-year cycle. The main highlight of this event is the ritual dipping into or bathing in the water combined with a prayer. This is believed to liberate the devotee from the cycle of rebirths or result in atonement and penance for mistakes and sins committed. The motivations for bathing might be different, but the water quality of the rivers, especially the Ganges at Kanpur, India, is life-threatening due to discharge of untreated sewage, effluents, drainage, etc. into the Ganga River. River pollution on the rise In India, the majority of the rivers are absolutely filthy. According to a 2019 study issued by the Central Pollution Control Board, a statutory organization under the Indian Ministry of Environment, Forest and Climate Change, the number of polluted stretches in the rivers has increased from 301 to 351 in the past two years. The number of critically polluted ones has even risen from 34 to 45. Among them is also the largest river on the Indian subcontinent, the Ganga. It is considered the sixth-most polluted river in the world. Long-term cleaning attempts The disastrous water quality of the Ganga is, however, not a new issue. In the 1980s, the Ganga Action Plan was launched to clean the river. Sewage treatment plants were built in the three most populous provinces along the river, Uttar Pradesh, Bihar, and West Bengal. In a similar project, other sewage treatment plants were added along the river in the 1990s. Over the years, the population along the Ganges has rapidly increased, resulting in more sewage. In Kanpur, India, lots of tanneries producing tannery wastewater and effluents, which contain fibrous material such as fats, skin, hair, sewage, and the like, discharge this waste into the Ganges due to pumping issues with the old pumps they still have installed. Finally, a number of new governmental initiatives and programs were introduced to sustainably tackle this pollution issue over the past ten years. In 2009, the National Ganges River Basin Authority was founded to take a more holistic approach to cleaning the basin and maintaining free flow in the river. This authority was later disbanded and succeeded by the National Mission for Clean Ganges (NMCG) in October 2016. The aim is to clean the Ganges and its tributaries thoroughly and effectively. In 2014, the Namami Gange (meaning Salutations to Ganga) program was launched to clean the river. Additionally, the Ministry of Water Resources was renamed to the Ministry of Water Resources, River Development, and Ganges Rejuvenation to further underline the seriousness of intentions to improve the water quality there. In the Clean Ganga Mission for Kumbh Mela, the scope of supply consisted of four Andritz self-priming pumps from the AD series and eleven Andritz single-stage centrifugal pumps from the ACP series. In addition to these long-term programs, the Government Department of India for Uttar Pradesh strengthened the Clean Ganga Mission for Kumbh Mela well ahead of the religious event, which took place from January 15 to March 4, 2019. A major stimulus behind this initiative was a report by the Uttar Pradesh Pollution Control Board stating that the River Ganges at Prayagraj is unsafe for bathing both upstream and downstream. The report showed that the water contains extremely high levels of coliform bacteria, mostly fecal coliform. Large numbers of such coliform bacteria can lead to water-borne diseases such as diarrhea. To quickly improve this situation and ensure safe Ganges water for the devotees visiting Kumbh Mela 2019 at Prayagraj, the National Mission to Clean Ganga made additional funds available and the State Mission for Clean Ganga of Uttar Pradesh took various measures to treat the wastewater discharged into the river. These included release of extra water upstream at the Tehri dam in Uttarakhand on the one hand and the temporary closure of heavily polluting tanneries in Kanpur, a city located upstream of Prayagraj. On the other hand, the main target of this mission was to replace old pumps in the effluent pumping stations along the river in Kanpur. These pumps are not able to effectively handle today’s waste and thus, they break down regularly. To tackle this issue and prevent untreated wastewater from flowing into the Ganges, existing effluent pumping stations were renovated with new pumps. The award specifications for supply of the pumps to the effluent treatment plants were quite strict: a tight delivery time of three months and the capability to handle fibrous liquids with a density of up to 1300 kg/m3. Thanks to its ability to ensure fast delivery and commissioning within the given period as well as fulfilling the pumps’ technical requirements, Andritz was awarded the contract to manufacture and supply 15 new pumps, including 4 self-priming pumps to seven pumping stations in Kanpur, Uttar Pradesh. The Andritz single-stage centrifugal pump from the ACP series is particularly versatile thanks to its highly wear-resistant, open impeller design, low axial thrust, and open channels. Depending on the impeller design, the pumps can convey slightly contaminated as well as heavily contaminated media containing some solids. Thus, these pumps are suitable for conveying many different media, allowing them to be installed as process pumps in a wide range of industrial applications from pulp and paper to water supply and wastewater treatment. These include 27 customized vertical volute pumps for three pumping stations belonging to the largest sub-project, Kaleshwaram, which is designed to store about 4.7 trillion liters of water in order to irrigate 740,000 hectares. In the Clean Ganga Mission for Kumbh Mela, the scope of supply consisted of four Andritz self-priming pumps from the AD series and eleven Andritz single-stage centrifugal pumps from the ACP series. The latter pump type is particularly versatile thanks to its highly wear-resistant, open impeller design, low axial thrust, and open channels. Depending on the impeller design, the pumps can convey slightly contaminated as well as heavily contaminated media containing some solids and with consistencies of up to 8 percent. Thus, these pumps are suitable for conveying many different media, allowing them to be installed as process pumps in a wide range of industrial applications from pulp and paper to water supply and wastewater treatment. A modular system ensures high availability, enables the use of proven components and reduces the number of spare parts to be held in stock. To round off the pumps order, Andritz self-priming pumps from the AD series achieve high priming and degassing performance thanks to their integrated vacuum pump. With its open impeller, the pump is designed for and insensitive to transporting high solids-containing media or even viscous media. The open impeller also provides better efficiencies with viscous media compared to closed impellers. The integrated vacuum pump prevents air from collecting at the impeller inlet and guarantees that the pump primes well, even with high gas content or unfavorable suction pipe arrangements. Thanks to these design features, the self-priming centrifugal pumps are perfectly suited for applications and processes in wastewater treatment. Completed within a record time of three months from award of the order to the pumps’ erection and commissioning, the hydraulic machines were installed at the most critical application in the process. They pump the tannery wastewater up to the effluent treatment plant. To perform this task reliably, the pumps are capable of handling fibrous liquids with a density of up to 1300 kg/m3. Since their start-up, all the pumps have been working successfully without any problems and to the customer’s full satisfaction. On the right path Most of the 150 million pilgrims attending the event reported that the water was much cleaner due to these special temporary and long-term efforts. However, making and keeping a river clean is a continuous process. The Clean Ganga Mission initiative for Kumbh Mela was another important step in the right direction as its mixture of both temporary and permanent measures, such as renewing the pumps in the sewage and effluent treatment plants, contributed to noticeably cleaner water in the downstream Ganges region, covering a 135-kilometer route from Allahabad. Hundreds of Indians attending a public meeting were shot dead by British troops in the northern Indian city of Amritsar in 1919. Historian Kim Wagner sifts fact from fiction as the UK House of Lords prepares to debate the massacre, including if Britain should apologise.
On 13 April 1919, Sergeant WJ Anderson witnessed first-hand the brutal massacre of hundreds of Indian civilians at Jallianwala Bagh, a public garden in Amritsar city.
“When fire was opened the whole crowd seemed to sink to the ground, a whole flutter of white garments, with however a spreading out towards the main gateway, and some individuals could be seen climbing the high wall,” Anderson later recalled.
“There was little movement, except for the climbers. The gateway would soon be jammed. I saw no sign of a rush towards the troops.”

Inside Amritsar’s massacre gardens
He had served as the bodyguard of Brigadier General RH Dyer, who had rushed to Amritsar a few days earlier to quell what he believed to be a major uprising.
The crowd of more than 20,000 people, however, were not armed rebels. They were local residents and villagers from the surrounding countryside who had come to listen to political speeches or simply to spend a few hours in the gardens.
The crowd comprised Hindus, Muslims and Sikhs. Most were men and young boys, including some infants; only a few women were present.

When Gen Dyer ordered his troops to cease firing, Jallianwala Bagh resembled a battlefield strewn with corpses. Between 500 and 600 people were killed, and probably three times as many wounded. The exact numbers will never be known for certain but the official death count, reached months later, was just 379.
In recent years, much of the public debate has focused on calls for a formal British apology – the demand has been led by, among others, Indian politician and author Shashi Tharoor.
Amritsar massacre families: Cameron ‘should have said sorry’
Queen Elizabeth II visited the memorial at Jallianwala Bagh in 1997 and then Prime Minister David Cameron visited in 2013 – both showed their respect yet carefully avoided making an actual apology.
In December 2017, the Mayor of London, Sadiq Khan, nevertheless urged the British government to make just such a gesture during his own visit to Amritsar.
“I am clear that the government should now apologise, especially as we reach the centenary of the massacre. This is about properly acknowledging what happened here and giving the people of Amritsar and India the closure they need through a formal apology,” he said.

Exactly what happened at Jallianwala Bagh, however, remains unclear, and a century later, the actual circumstances of the massacre are still shrouded in myth and misconceptions.
There are, for instance, people, often with a nostalgic attachment to the Empire, who still insist that Gen Dyer only opened fire as a final resort when the crowd ignored his warning to disperse – even though the general himself was quite clear that he gave no such warning.
Similarly, the idea that the shooting was necessary and prevented much worse violence conveniently ignores the fact that Indian riots in April 1919 were in each and every case precipitated by British actions.
Do Indians care about the British any more?
Factual inaccuracies are also to be found at the Jallianwala Bagh memorial today. Among other things, a sign claims that 120 bodies of the victims of the massacre were recovered from what has become known as the Martyrs’ Well. It’s believed that many people jumped into the well to escape the bullets.
But there is no evidence for this story, which appears to be based on a mix-up with the infamous well at Kanpur city, where the bodies of British women and children were disposed after a massacre in 1857.
Visual depictions of the Jallianwala Bagh massacre also show machine guns being used, when the historical record is quite clear that the shooting was carried out by 50 Gurkha and Baluchi troops armed with rifles.
Gen Dyer also did not orchestrate the massacre, and deliberately trap the crowd inside the gardens, as some popular accounts have it.

In fact, it was British panic and misreading of the political turmoil in India that was at the root of the violence.
While Indian nationalists were looking forward to political reforms and greater self-determination after the end of World War One, the British were still haunted by the spectre of the 1857 “mutiny”, an uprising that is often referred to as India’s first war of independence.
So, when riots broke out in Amritsar on 10 April – and five Europeans and dozens of Indians were killed – the authorities responded with immediate and indiscriminate force. Three days later, Gen Dyer entered what he mistakenly perceived to be a war zone.
Sadiq Khan says UK must apologise for India massacre
Where popular depictions show a peaceful crowd of locals quietly listening to a political speech, Gen Dyer instead perceived a defiant and murderous mob, which had only days before run rampant through Amritsar. When he ordered his troops to open fire, it was an act of fear, spurred on by a disastrously flawed threat assessment.
None of this exonerates Gen Dyer or detracts from the sheer brutality of the massacre – nor does it justify the subsequent torture and humiliation of Indians under martial law. The indisputable violence of the Jallianwala Bagh massacre hardly requires any embellishment. Nevertheless, facts matter if we are to pay our respect to those who died rather than simply perpetuate politically convenient fiction. And to understand is not the same as to condone.

Apologies and centenaries, which are essentially about the present rather than the past, are rarely conducive to an honest and nuanced reckoning with history.
An apology from a British government in the throes of Brexit, at the moment, seems highly unlikely. It it indeed doubtful whether an official acknowledgement of the massacre would be construed as more than an act of political expediency.
The question thus remains whether an apology without a genuine understanding of the past can ever provide the “closure” that so many seek.

5 die in Kanpur hospital ICU; kin allege AC failure, hospital denies
Five elderly patients died in the ICU of a state-run hospital here during the last two days, with their attendants alleging that AC plant failure was the reason for their deaths, a charge denied by hospital authorities.
The incident brought back memories of the Gorakhpur hospital deaths last year allegedly due to shortage of oxygen.
While the attendants of patients alleged that the AC plant in the ICU of Lala Lajpat Rai Hospital was not working for the past several days leading to their deaths, the principal of the Ganesh Shankar Vidyarthi Medical College, under which the hospital functions, said the patients died due to serious illness and not because of any AC failure.
"There were problems in the AC plant yesterday. The problems were fixed, but they again cropped up," Principal Navneet Kumar admitted but emphatically denied the charge that the patients died due to air conditioning problem.
"The ICU has serious patients but none died due to AC failure," he told reporters here.
He said technicians have been asked to rectify the problem in the AC plant at the earliest and a probe has been instituted into the matter.
The deceased patients were identified as Indrapal (75) of Nurwal, Ganga Prasad Yadav (75) of Budhi-Khera Unnao, Rasool Baksh (62) of Sandeela Hardoi, Murari Lal (65) of Azamgarh and another person whose identity could not be established immediately.
Accepting that there were certain air conditioning problems, ICU in-charge Saurav Agarwal said the AC plant of the medicine department's ICU had shut down just two days back.
"Superintending in-charge of LLR Hospital, chief medical superintendent, power department officials and the agency concerned were informed and the problem was rectified. But the compressor again got burnt yesterday," Agrawal said.
"Although it was hot inside, life-saving machines like ventilators and monitors were not affected and were working properly. Only the AC became defective," he said.
An attendant of a patient said that the LLR Hospital staff tried to provide relief to patients by opening windows and doors of the ICU, but it could not be of much help due to the blazing summer.
He said attendants had to use hand fans to bring some respite to restless patients.
On getting the news about the deaths, senior officials including district magistrate and additional district magistrate (ADM) rushed to the hospital for making on-the-spot assessment.
Last year several deaths took place in a state-run hospital in Gorakhpur allegedly due to shortage of oxygen.
More than 60 children, mostly infants, had died at the Baba Raghav Das Medical College there within the span of a week in August 2017, triggering a massive outrage.
There were allegations that the deaths occurred due to disruption in oxygen supply over unpaid bills to the vendor, a charge denied by the state government.

KANPUR, India (Reuters) – In the world’s most polluted city, Kanpur in northern India, the biggest hospital is so overcrowded with patients with respiratory ailments that they are often bedded in the ophthalmology ward.

Kanpur, home to 3 million people, is followed by 13 other Indian cities in a list of the places with the worst air in the world, according to rankings released this month by the World Health Organisation (WHO).
Prem Singh, head of the department of medicine in Kanpur’s Ganesh Shankar Vidyarthi Memorial Medical College, said the number of patients the hospital receives with respiratory illnesses has more than tripled over the past five years to 600 a month, most of them children and people over 50 years old.
“Every week a lung cancer patient walks in; earlier we would get one in three months,” said Singh.
“Problems from air pollution are on the rise and leading to multiple diseases such as bronchial asthma, chronic obstructive pulmonary disease and pneumonia.”
In the adjoining room, a 45-year old man lay gasping as his family members circled around him amid the stench and dust. A doctor attending to him said the man was suffering from chronic respiratory disease, partly due to air pollution, that had destroyed one of his lungs.
The corridors of the hospital, one of the biggest in the country’s most populous state of Uttar Pradesh, are packed with patients and their families, laid on mats or squatting in groups.
The WHO ranking is based on 2016 data from the Central Pollution Control Board on the amount of particulate matter (PM) under 2.5 micrograms – the smallest, most dangerous particles that can lodge deep in the lungs – found in every cubic meter of air.
The WHO says globally about 7 million people die every year from breathing polluted air that can lead to heart disease, stroke and lung cancer. Most of the deaths happen in poor Asian and African countries.
Kanpur’s chief pollution officer, Kuldeep Misra, rejected the tag of the world’s most polluted city.
“If the situation was as bad as the WHO describes, we would have been dead by now,” he said in an interview in his office.

“THIS WAS COMING”
In an article for the British medical journal The Lancet, experts from more than 100 institutions including the Indian Council of Medical Research and the Institute for Health Metrics and Evaluation at the University of Washington, said that Uttar Pradesh had the second highest disease burden linked directly to air pollution among all Indian states as of 2016. The neighboring desert state of Rajasthan topped the list.
But, like most other Indian cities, Kanpur does not have the infrastructure to fight air pollution, federal environment ministry officials say.
Only a handful of the country’s 100 most polluted cities have action plans to combat air pollution, despite being asked by the federal government to do so in 2015.
In Kanpur, the industrial hub of Uttar Pradesh, particulate matter such as dust and soot accounted for around 76 percent of air pollution during the winter months, according to a 2015 report by the government-run Indian Institute of Technology (IIT) in the city. Biomass burning accounted for around 15 percent and emissions from vehicles about 8 percent in Kanpur, around 475 km (295 miles) southeast of Delhi on India’s northern plains.
In summer, particulate matter and vehicles emissions were equal contributors to air pollution, at around 35 percent each.
“The state government does not have the mechanism to understand the sources of air pollution, how will they tackle it?” asked Sachchida Nand Tripathi, a professor in IIT Kanpur, who is working with the federal environment ministry to track particulate matter in real time.
“The state needs to act. This was very much coming.”
Big cities such as Kanpur need at least five stations to monitor PM 2.5 polluting the air and take remedial measures, a federal environment ministry official said, declining to be identified.

Chief Pollution officer Misra said Kanpur was taking action.
Misra said the city has just one station to monitor PM 2.5, and only started tracking the metric actively in 2015. His office has asked the state’s pollution control headquarters to buy four more such monitors, he said.
He said the local government planned to build new roads and set up an urban train service to cut car pollution. It would also plant more trees and promote battery-operated transport, he said, declining to give any deadlines for the cited actions.
He acknowledged that Kanpur’s air exceeded government-set safe limits, based on the concentration of larger pollutants such as PM 10 over the past few years, but added that the city’s own data showed pollution in general had not spiked despite higher industrial activity.
NO FREE CLEAN AIR?
In Kanpur, coal burned by industry, emissions from vehicles plying mostly unpaved roads and proliferating tanneries combine to produce a toxic cocktail of airborne pollution.
In one suburban neighbourhood on the banks of the Ganges, a river considered holy by Hindus, sewage and leather scraps flowed into the water, turning it black and slimy. A $3 billion national plan to clean the river is running behind schedule.
Kanpur’s lone station tracking PM 2.5 is located in a bustling marketplace in the city’s center.
“We have been asked to track only PM 2.5. I just have one machine to either track PM 2.5 or PM 10,” said operator Rajesh Gupta, standing by a jumble of machines and wires, idols of Hindu gods placed nearby. On a terrace above the two-room station, a large display showed live pollution data.

A senior environment ministry official, who declined to be named citing government policy, said states and municipalities should now budget for air like they do for water.
“The time for free clean air may be over,” he said.

KANPUR, India (Reuters) – In the world’s most polluted city, Kanpur in northern India, the biggest hospital is so overcrowded with patients with respiratory ailments that they are often bedded in the ophthalmology ward.

Kanpur, home to 3 million people, is followed by 13 other Indian cities in a list of the places with the worst air in the world, according to rankings released this month by the World Health Organisation (WHO).
Prem Singh, head of the department of medicine in Kanpur’s Ganesh Shankar Vidyarthi Memorial Medical College, said the number of patients the hospital receives with respiratory illnesses has more than tripled over the past five years to 600 a month, most of them children and people over 50 years old.
“Every week a lung cancer patient walks in; earlier we would get one in three months,” said Singh.
“Problems from air pollution are on the rise and leading to multiple diseases such as bronchial asthma, chronic obstructive pulmonary disease and pneumonia.”
In the adjoining room, a 45-year old man lay gasping as his family members circled around him amid the stench and dust. A doctor attending to him said the man was suffering from chronic respiratory disease, partly due to air pollution, that had destroyed one of his lungs.
The corridors of the hospital, one of the biggest in the country’s most populous state of Uttar Pradesh, are packed with patients and their families, laid on mats or squatting in groups.
The WHO ranking is based on 2016 data from the Central Pollution Control Board on the amount of particulate matter (PM) under 2.5 micrograms – the smallest, most dangerous particles that can lodge deep in the lungs – found in every cubic meter of air.
The WHO says globally about 7 million people die every year from breathing polluted air that can lead to heart disease, stroke and lung cancer. Most of the deaths happen in poor Asian and African countries.
Kanpur’s chief pollution officer, Kuldeep Misra, rejected the tag of the world’s most polluted city.
“If the situation was as bad as the WHO describes, we would have been dead by now,” he said in an interview in his office.

“THIS WAS COMING”
In an article for the British medical journal The Lancet, experts from more than 100 institutions including the Indian Council of Medical Research and the Institute for Health Metrics and Evaluation at the University of Washington, said that Uttar Pradesh had the second highest disease burden linked directly to air pollution among all Indian states as of 2016. The neighboring desert state of Rajasthan topped the list.
But, like most other Indian cities, Kanpur does not have the infrastructure to fight air pollution, federal environment ministry officials say.
Only a handful of the country’s 100 most polluted cities have action plans to combat air pollution, despite being asked by the federal government to do so in 2015.
In Kanpur, the industrial hub of Uttar Pradesh, particulate matter such as dust and soot accounted for around 76 percent of air pollution during the winter months, according to a 2015 report by the government-run Indian Institute of Technology (IIT) in the city. Biomass burning accounted for around 15 percent and emissions from vehicles about 8 percent in Kanpur, around 475 km (295 miles) southeast of Delhi on India’s northern plains.
In summer, particulate matter and vehicles emissions were equal contributors to air pollution, at around 35 percent each.
“The state government does not have the mechanism to understand the sources of air pollution, how will they tackle it?” asked Sachchida Nand Tripathi, a professor in IIT Kanpur, who is working with the federal environment ministry to track particulate matter in real time.
“The state needs to act. This was very much coming.”
Big cities such as Kanpur need at least five stations to monitor PM 2.5 polluting the air and take remedial measures, a federal environment ministry official said, declining to be identified.

Chief Pollution officer Misra said Kanpur was taking action.
Misra said the city has just one station to monitor PM 2.5, and only started tracking the metric actively in 2015. His office has asked the state’s pollution control headquarters to buy four more such monitors, he said.
He said the local government planned to build new roads and set up an urban train service to cut car pollution. It would also plant more trees and promote battery-operated transport, he said, declining to give any deadlines for the cited actions.
He acknowledged that Kanpur’s air exceeded government-set safe limits, based on the concentration of larger pollutants such as PM 10 over the past few years, but added that the city’s own data showed pollution in general had not spiked despite higher industrial activity.
NO FREE CLEAN AIR?
In Kanpur, coal burned by industry, emissions from vehicles plying mostly unpaved roads and proliferating tanneries combine to produce a toxic cocktail of airborne pollution.
In one suburban neighbourhood on the banks of the Ganges, a river considered holy by Hindus, sewage and leather scraps flowed into the water, turning it black and slimy. A $3 billion national plan to clean the river is running behind schedule.
Kanpur’s lone station tracking PM 2.5 is located in a bustling marketplace in the city’s center.
“We have been asked to track only PM 2.5. I just have one machine to either track PM 2.5 or PM 10,” said operator Rajesh Gupta, standing by a jumble of machines and wires, idols of Hindu gods placed nearby. On a terrace above the two-room station, a large display showed live pollution data.

After the Uttar Pradesh Special Task Force unearthed the racket involved in short delivery of fuel at petrol stations in Lucknow. Narendra Mmodi government has said that all petrol pumps in Uttar Pradesh will be re-assessed. Earlier, Uttar Pradesh Special Task Force carried out raids at 11 petrol pumps on specific information regarding tampering with fuel calibration by use of electronic chips. Of these, electronic chips were found at 9 fuel stations, 3 of which belong to IOCL and the other 6 belong to BPCL. STF has arrested twenty-three persons and seven petrol pumps seized in the Lucknow after it busted a state-wide racket of pump owners who were using remote-controlled electronic chip in their dispensing machines to dupe consumers. During the probe it was revealed that the chips were manufactured in Kanpur and then taken to Delhi where they would attached with a remote and then installed in dispensing machines across the state to dupe consumers. Taking the note of the incidents, the central and state governments have decided to hold a meeting in Lucknow in light of the raids, which would be chaired by the Chief Secretary, Uttar Pradesh and will be attended by representatives of Ministry of Petroleum and Natural Gas and Oil Marketing Companies. Union Petroleum Minister Dharmendra Pradhan said that all fuel stations in Uttar Pradesh will be re-assessed by a team comprising of representatives from state’s Weight and Measures Department, Civil Supplies Department, Special Task Force and the Oil Marketing Company. At the same time, random surprise checks will be conducted all across the country at fuel stations. The instructions to this effect have been given to all concerned. Pradhan said that strict action will be taken against those found guilty of tampering with fuel calibration.
