This person you see is named Yuito Itsuki, a common S rank unit designated number 8595.

I should explain a bit more... Unlike elite ranked units, common ranked units are not separated by ranks only, they are separated by a designated number and a rank to indicate their performance.

This is to ensure that you don't have to keep track of who is ranked what because there are way too many common units and their rank changes extremely rapidly, while elite units only ever change ranks in several years at most with some being in a permanent rank spot like sensei Toshi, the elite 1st unit.

As for what Itsuki did...

I am not entirely sure... It has something to do with the fact that Itsuki has caused major harm to many people within the organization, which has sent some of our higher ranking members into the hospital, as well as a major violation of safety guidelines that were ignored when engaging in a fight against criminals.

But! If sensei Toshi wants me to stop them, even to the point of allowing me permission to... Kill... Then their crimes must be much worse than just that! It has to be pretty severe and not just violations that are already very horrible.

B- but I will not kill! Even if killing is allowed!

I would rather risk being hurt...
