Holding U.S. flags and marching in orderly formation as they shouted "Reclaim America!" the 100 or so white nationalists who demonstrated in D.C. last Saturday wore matching hats, pants, jackets — and white face masks.
And it was that last sartorial choice that attracted attention on social media, where some people asked why the group — Patriot Front, an organization promoting "American Fascism" and deemed a hate group by the Southern Poverty Law Center — was able to get away with what seemed like a violation of D.C. law.
It's currently illegal in the city to wear a mask under a number of circumstances, notably to avoid identification while engaging in illegal activities. But the law, which dates back to 1982, also says mask-wearing is prohibited if the wearer intends to intimidate or threaten another person, or if they try to deprive someone of other rights guaranteed by law. Virginia has a similar law on the books, which was tested last month, when a single person was arrested during a large pro-gun demonstration in Richmond.
Still, there were no arrests at Saturday's white nationalist demonstration, which was escorted by a contingent of D.C. police officers. And that could largely be because many anti-mask laws rest on shaky legal foundations, often testing the careful balancing act between public safety and the First Amendment. Is a mask a means to threaten someone, or simply a tool to protect someone's identity when they have an unpopular opinion?
It isn't an easy question to answer, says Doron Ezickson, vice president for the Mid-Atlantic and Midwest with the Anti-Defamation League.
"The D.C. law hinges on intent, whether the person wearing the hood or mask is intended to cause another person to fear for his or her personal safety. That element of intent is very important from a constitutional standpoint," he says.
When the D.C. Council passed the law almost four decades ago, it did so specifically because of a reported uptick in Ku Klux Klan activity in the Maryland and Virginia suburbs around D.C., and a rise in incidents in the city itself. (The law also criminalized defacing public and private property with racist messages or images.)
"In April of 1982 both the Ohev Shalom Synagogue and the 19th Street Baptist Church were defaced with anti-Semitic graffiti, and during the same month a swastika was painted on Kesher Israel Synagogue," explained a Council report on the bill. "More recently many of the public refuse receptacles in the District of Columbia have been seen with the word 'nigger' painted on them."
Virginia's anti-mask law has similar foundations.
But D.C. Council member Mary Cheh (D-Ward 3), who also is a constitutional law professor, says that what the KKK was known for doing differs from the activities of groups like Patriot Front today. While they may spring from the same general ideology, the means of expressing it have so far been different.
"[The KKK] would go to African American homes and businesses and intimidate them. It was a threat of force put out there," she says.
While the legal landscape on anti-mask laws is mixed — some courts have ruled they can be used to stop racists protests, others have said the opposite — there is one Supreme Court ruling that Cheh says roughly lays out the guidelines for when laws can determine someone is being intimidated or threatened.
In the 2003 Virginia v. Black ruling, the court tossed out convictions against three defendants for violating the Virginia law criminalizing cross-burning. Writing for the majority, Justice Sandra Day O'Connor said that while some cross-burnings can be used to personally intimidate or threaten individuals, they can also more generically be used as "a statement of ideology" or "group solidarity." In those cases, cross-burning remains constitutionally protected.
That could broadly apply to mask-wearing, says Art Spitzer, the legal director for the ACLU of D.C. The Patriot Front march may have been offensive, but it wasn't intimidating or threatening in a specific way. "You can't threaten someone by expressing a view in a peaceful way," he says.
Had the group marched to a particular person's house or business the way the KKK used to, that could have run afoul of D.C.'s anti-mask law. But even in those circumstances, it matters less what is being said, and more how it's being said.
"If they just stood there or hold a sign saying 'White people are equal,' that would not be intimidating. If they were chanting some threatening phrase or holding signs with a threatening or intimidating phrase, then that could well cross the line," says Spitzer.
That distinction — protesting in a public place versus protesting at a specific person's home — did serve as the foundation for a law authored by Cheh and passed by the Council in 2010. It largely prohibits masked protests outside personal residences between the hours of 10 p.m. and 7 a.m., with only narrow exceptions if police are given advance notice. The law was inspired by complaints about animal rights activists, some masked, others not, loudly protesting in residential areas.
"The Supreme Court has said that jurisdictions can ban targeted picketing like that," says Cheh. "This was just an additional lever with respect to those particular demonstrations."
Cheh says that, to her knowledge, that new law hasn't yet been tested or challenged. As for the original anti-mask law, D.C. court records show that there have been fewer than three-dozen charges brought for mask-wearing over the last decade. And in many cases, the charge accompanied another criminal offense.
In Virginia, the longstanding anti-mask was amended in 2014 to reference intent, specifically. The changes were prompted by a case which critics said proves how anti-mask laws can go too far: a cyclist was stopped by police on a winter day for riding with a mask, which was technically against the law. The inclusion of intent in the anti-mask law also likely explains why police did not arrest any of the gun-toting and mask-wearing protesters in Richmond last month. (The sole arrest was not apparently linked to the pro-gun groups; the 21-year-old woman arrested faces a court date on Wednesday.)
Cheh says that from what she saw, the masked Patriot Front march didn't rise to that level of personal threats or intimidation, even if the group's members say they do want to "reclaim our nation's capital from Jews, Marxists, and anti-white enemies in government who want to see white Americans erased," as one leader told WUSA 9 reporter Mike Valerio in a written statement. "We seek to build a fascist homeland in the ashes of a failing democracy."
"I had understood that those white nationalists were marching, and even though they were saying awful things, the police were accompanying them. If they were wearing the masks to intimidate people, then the mask laws could apply," she says. "I think the police behaved with appropriate restraint."
Ezickson of the ADL says that balancing free speech rights and hateful speech can be difficult, especially for groups that are the targets of the speech. But he does draw a distinction — for now — between what Patriot Front members were doing in D.C. and what could at some point be illegal.
"It's an ideology of hate and unfortunately some of its members commit violence of ever more substantial impact. The speech is connected to conduct, but we have to understand that constitutionally speech is protected while the conduct is not," he says.
And Spitzer notes that lightly enforcing D.C.'s anti-mask law benefits groups from both sides of the political spectrum. During President Trump's inauguration, he says, many anarchist protesters wore masks. While there were arrests, those were largely for allegations of other offenses, like destroying property. (The prosecutions ultimately fell apart.)
"It's a messy world out there, and sometimes we have to suffer the outrages of people expressing views we detest," says Cheh.

He bullies his mom and sister (always has) and took his moms keys and her car from her and will not return it. I know we are legally responsible for him until he turns 18 which isn't too much longer BUT he is getting worse with everything, my husband has given up on him and just lets him come and go as he pleases and do what he wants (he claims he will kick him out on his bday but no one believes him b/c of many past threats not followed through and his kids know it so they continue to play him), I'm told to stay out of it because he isn't my son yet he is still on MY insurance and driving his mom's car while drinking and smoking pot and continuing not to follow the law with his restrictions either. I can't wait for this ungrateful punk to be out of my house. He constantly badmouths all of us with lies to everyone and blames us when things don't go his way. In late January, Sana Jaffery, a 19-year-old public policy student at UC Riverside, signed a lease to rent a private, off-campus apartment for the 2020-21 school year.
Jaffery was careful to reserve a room well before the September start of fall quarter.

“There’s a housing shortage everywhere,” she said. “So they tell us, ‘You need to get your housing locked and loaded so that you have a place to live.’”
Then the world flipped upside down.
The novel coronavirus struck. And, on March 13, Riverside County closed all schools, including universities.
Seven months later, the vast majority of UCR classes — 97% — are being taught online. It may be many more months before students return to the classroom.
Because of the pandemic, Jaffery no longer needs an apartment for classes she takes online from a laptop in her San Jose home. But when she tried to get out of her lease, Jaffery said she ran into a wall of resistance.
Hundreds of other UCR students have, too — and continue to.
It’s a problem occurring across California and elsewhere in the Inland Empire, though the biggest impact in the region appears to be at UCR.

Leticia Gutierrez-Lopez, associate vice president of student health and wellbeing at Cal Poly Pomona, said about 50 Cal Poly students are in leases for off-campus private housing from which they have been unable to get out.
Cal State San Bernardino spokesman Joe Gutierrez said his university’s housing director wasn’t aware of similar problems there.
At the private La Sierra University in Riverside, spokeswoman Darla Martin Tucker said officials received a few reports about students renting private off-campus housing who “found it difficult or impossible to break their leases.”
Jaffery said some housing providers appear focused on the fact that students entered into rental contracts.
“Yes, we signed a contract,” she said.
But Jaffery said students could not have known a deadly disease would sweep the globe. She managed to get out of her 12-month lease the last week of July.
Since then, she has assisted 200 other UCR students locked in leases. Jaffery launched an online petition and a website — breakingucrent.com — to call attention to the issue.
Jaffery said students generally lease rooms in four main off-campus complexes: University Village Towers, The Palms on University, GrandMarc and Highlander at North Campus.
Apartments say they still have bills to pay
Operators of two of these complexes responded to requests for comment; two did not.
Keith Thompson, vice president of property operations for The Scion Group in Chicago, which manages The Palms on University, said his company is sensitive to students’ situation.
“In fact, as soon as we learned last summer that UCR would be primarily online this Fall, we invited any of our future residents whose plans had changed to contact us, so we could attempt to replace them and potentially release them from any obligation,” Thompson said via email.
Thompson wrote that The Palms, which primarily serves UCR students but is not exclusively reserved for them, isn’t “in a position to simply allow open cancellation” as it still must pay its mortgage, property taxes, payroll and utility bills.
He said the “vast majority” of student residents moved in and are studying online “from the relative comfort and safety of their homes in our community.”
Besides Jaffery’s efforts, Riverside Legal Aid and the Fair Housing Council of Riverside County have teamed up to try to solve problems for more than 60 students.
Legal Aid attorney Ernie Reguly said those students have complained about GrandMarc and University Village Towers and only a few have gotten out of leases.
Nathan Cieszynski, the council’s program manager, said, “It would be nice if we could get the property owners to come to the table to work with the students to find an equitable solution. But they really don’t seem to want to have those conversations.”
Students stuck in unpredictable situation
Cindy Finley, the community manager at University Village Towers, acknowledged “the unprecedented circumstances facing the student community” in an email. And she said her complex is exploring ways to “offer flexibility to our residents.”
“We are committed to working with each of our residents on an individual basis,” Finley wrote.
A person answering the phone at GrandMarc referred an inquiry to the corporate office of HH Red Stone Properties in Maryland, where an employee said the inquiry would need to be addressed to Kelley Brine, executive vice president. Multiple attempts to reach Brine were unsuccessful.
Highlander at North Campus did not respond to a request for comment.
In a statement, Joshua Howard, a spokesman for the Sacramento-based California Apartment Association, called the situation “an unfortunate consequence of the pandemic.”
The plight of students in private housing stands in contrast to the experience of those who reserved rooms in university-owned campus housing. UCR spokesman John Warren said the university refunded campus housing fees and canceled leases upon request.
“UCR does not have any legal leverage over matters involving non-university housing,” Warren said in an email.
But he said officials are trying to work with apartment complex owners and are “hopeful of a positive outcome.”
Problem adds to students’ stress
As for students with whom Jaffery has worked, she said some moved into apartments, figuring if they are going to pay they might as well live in the place they are paying for. Others elected to stay home, including Tammy Wang, 19, a second-year biology student who lives in the San Francisco Bay Area city of Los Gatos.
“I can’t afford $840 a month when I’m not even staying there,” Wang said by phone recently. “I never even picked up my key.”
Wang thought she had found someone to take over her University Village Towers lease. But she said the person “scammed” her out of incentive money she put up and didn’t take the apartment.
“I just really want out of the lease because that’s a lot of money down the drain,” she said. “I have been trying to find a replacement for so long, I don’t know what to do anymore.”
Reguly, the attorney, said housing companies are “abusing” students.
“These kids are stressed,” he said. “They are already dealing with a nonstandard school year.”
Howard, of the California Apartment Association, said operators of rental properties are facing financial challenges, too.
“As the pandemic lingers and vacancies rise, it’s becoming increasingly difficult – especially for mom-and-pop landlords – to pay their mortgages, payroll, property taxes, repair bills and other expenses,” Howard wrote.
The association urges members to “be flexible and try to come up with solutions,” Howard said, adding that the federal government should provide rent relief for student tenants and property owners.
Nicole Ryan, spokeswoman for the National Apartment Association in Arlington, Virginia, which has 85,000 members representing more than 10 million apartment homes nationwide, said the pandemic has been hard on the rental industry.
Ryan said by phone that vacancy rates are expected to peak in the fourth quarter at 7.2%, a more-than-3-percentage point increase from the fourth quarter of 2019. She said rent amounts are projected to slide down 8.1% during 2020.
‘Doubling up’ in rooms could end
Besides paying for unneeded housing, there is the concern about exposure to the virus.

Riverside City Councilman Andy Melendrez said the larger housing complexes typically assign four students to four separate single-occupancy rooms that share a common living room and kitchen area.
But, because of a student housing shortage, Melendrez said city ordinance lets up to 15% of those single-occupancy rooms be assigned to two people, which he said is unsafe.
Melendrez said he plans to ask the Riverside City Council to temporarily suspend the “doubling up” policy.

As for what students should do about their leases, there are differing opinions.
Scott Talkov, landlord/tenant attorney for the Associated Students of UCR’s legal clinic, said he counsels students to ask for lease termination on grounds the pandemic is an extraordinary emergency, and to be willing to withhold rent if they encounter resistance.
“It’s a game of chicken and the students need to learn how to play the game,” he said.
Talkov said he recently reviewed 122 cases involving apartment owners who rent to UCR students and found no evidence they have sued students over breach of contract. He said the risk involved in withholding rent is small.
But Cieszynski, the housing council manager, said owners don’t have to sue to send someone to collection, which would potentially ruin one’s credit for years.
“I will never, never advocate just walking away,” he said.

Since it only takes an hour in most instances to donate plasma, this is a quick and easy side hustle you can partake in between classes, after work, or on your days off.

The ten donation centers listed above are the largest companies with a multi-state presence. There are also independent donation centers–like ADMA BioCenters in metro Atlanta– across the country that pay you for plasma donations too.
The easiest way to find your closest plasma center is searching by the keyword, “highest paying plasma donation center near me.”
If you’re lucky, you’ll have more than one option and you can call both centers to compare payouts. When I performed the web search, I found two different centers in my city that pay for plasma donations.
Taking a few seconds to explore all your options can be well worth the effort as you can make double the amount at a donation center across town.
Donate at Your Local Red Cross Chapter
If you don’t live near a plasma donation center that pays, you can still demonstrate your giving spirit by donating to your local American Red Cross. You won’t get paid, but donating plasma is still a great way to “pay it forward” to help out a neighbor.
You’ll only be able to donate plasma once every 28 days or 13 times a year, but you can still donate whole blood and blood platelets during the waiting periods.
Helpful Tips to Become a Plasma Donor
Most people just can’t walk into a plasma center and make your donation because you might faint from lack of food or dehydration. Instead of being told to come back tomorrow, follow these tips to make sure you arrive prepared and you’re allowed to donate.
In most states, you must be at least 18 years old to donate plasma; the lone exception is Alabama where you need to be at least 19 years old.
Maintain a Balanced Diet
Eat a hearty meal and drink plenty of liquids before you donate
Avoid a fatty or high cholesterol foods
Don’t drink alcoholic or caffeinated beverages at least 72 hours before a donation
Getting into the habit of eating healthy might seem like a chore at first, but look at it another way; you’re getting paid to be healthy when you donate plasma.

Pass a Medical Exam
Before each donation, you need to pass a basic medical exam that consists of questions about your general health, checking your blood pressure, and pricking your finger to check your iron and hemoglobin levels.
Maintaining a balanced diet also helps ensure your iron levels and blood pressure are adequate.
The testing center might prohibit you from donating in these circumstances:
Weigh less than 110 pounds
Insufficient iron or hemoglobin levels
Recent tattoos or piercings
Carry certain transmittable diseases
Take select prescription medications
Recently traveled outside the country
You will need to ask the center which illnesses and prescription medications disqualify you from becoming a donor.
If you have HIV, hepatitis, eczema on your arm in the donation site, diabetes controlled with medication, the donation center won’t let you donate. You also won’t be able to donate if you have been pregnant within the last six months.
If you are currently on prescription medication it may not be an automatic deal breaker, but you probably can’t donate if you take medication for acne, cold sores, infections, or vaccines and immunizations.
Never try donating plasma if you don’t feel 100% from allergies, the flu, or the common cold. You also won’t be able to donate if you currently have a sprain or stitches.
Bring Proper Documentation
You must be able to prove your identity for your first visit. In fact, the donation center staff won’t begin checking your vitals until you show you’re a legal citizen. Your individual center might have slightly different document requirements, but the most commonly required documents include:
Social Security Card or Border Crossing Card
Valid picture ID (driver’s license, student ID, or military ID)
Proof of residency (bank statement or bill issued within the last three months)
Bring what documentation you normally bring when you need to renew your driver’s license or apply for a passport. After the initial donation, you may only have to bring your regular photo id to verify your identity.
Does Donating Plasma Hurt?
With each donation, you don’t get pricked with a needle not once but twice. For your plasma to be used by another, you need to make your second donation within six months so you’ll technically get pricked four times.
If you’ve donated blood before or don’t mind having blood drawn for testing, donating plasma is a very similar experience. Many donors say the needle feels like a mild bee sting; it’s not as fun as relaxing at the beach but it’s for a worthy cause.
One of your fingertips will be pricked first to test your iron and hemoglobin levels. If they’re up to par, you’ll proceed to the donation area where you will get pricked the second time by a phlebotomist in your arm to begin donating blood.
If you feel discomfort while donating plasma, immediately speak with the phlebotomist who might only need a minor adjustment to the needle or plasmapheresis machine.
Because the plasma center is only collecting your blood plasma, the donation machine is actively separating your plasma from your blood and returns your blood with saline additive back into your body. This return process can give you a cold feeling, and it’s recommended you bring a jacket or light blanket to wear if you feel cold.
How Long Does It Take to Donate Plasma?
Your first ever plasma donation visit usually takes twice as long as your subsequent visits. One reason is all the paperwork you have to fill out before you can begin the actual donation. Until you find your groove while donating, it can also take a couple visits to acclimate to having a needle in your arm for an hour too.
Expect your first visit to take between 90 minutes and two hours, however the actual donation time will only consume an hour of that time.
For your future visits, you can expect the entire donation to last around an hour because you only have to complete a basic medical questionnaire to ensure nothing has changed since your last visit that only takes a couple minutes to complete.
Since it only takes an hour in most instances to donate plasma, this is a quick and easy side hustle you can partake in between classes, after work, or on your days off.
Can you set aside two hours of your week to potentially make $100? I can!
Bonus Hacks: How to Donate Plasma Faster
Plasma centers pay you a fixed rate based on how much you donate. It doesn’t matter if it takes you an hour or two hours, you’re only going to make $50. So do you want to make $50 or $25 an hour? If you want to make $50 an hour, you need to follow these hacks below on donation day.
Like other side hustles that pay a flat rate, how much time it takes to donate plasma is just as important as how much you make per donation. Centers pay you more when you go for your initial visits because of the extra time required, but you need to learn how to work smarter instead of harder to maximize your earnings for subsequent plasma donations.
Stay Hydrated
Not drinking enough water before you donate slows down your donation speed because your blood is “thicker” and it’s harder for the machine to collect your plasma. In fact, dehydration is one of the most common reasons for slow donations because blood plasma is 90% water.
Just remember that you only have a finite amount of time for each donation session and after a predetermined amount of time the phlebotomist will begin unhooking the collection equipment whether you’ve donated the daily limit or not.
If you’re hydrated, you can donate your full amount within the donation window but being dehydrated might only let you donate three-quarters of your donation limit and you get paid less as a result.
Remaining hydrated can be a double-edged sword. Drinking too much water can cause your blood iron levels to become too diluted and you’ll be disqualified when they check your iron and hemoglobin levels.
Squeeze a Stress Ball
Regularly squeezing your hand or a stress ball boosts circulation. The quicker your blood circulates, the sooner you donate enough plasma. Find what works best for you so you remain comfortable while donating so you don’t try to “force” the donation and actually end up donating less.
What happens if your blood doesn’t circulate quickly enough?
The machine sounds an alarm and the phlebotomist must make some quick adjustments to clear the blockage. If they can’t, you’re not able to donate plasma for the next six months!
While this scenario is the exception to the rule, don’t forget to squeeze your fists periodically during a donation to keep yourself out of the unemployment line.
Avoid Saturated Fat
Eating a greasy cheeseburger and fries before you donate can slow your plasma flow too much. This is because these two foods are high in saturated fat that clogs your veins and produce “cloudy” plasma that can clog the plasmapheresis machine. If your plasma flow is too slow, your donation session will end prematurely and you’ll be paid a reduced rate.
Avoid saturated fat at all costs by not eating these foods before you donate:

Instead, seek foods with unsaturated fat which can actually speed up your plasma flow and help you donate in a shorter period of time; 45 minutes instead of 60 minutes for example.

Try to buy fresh ingredients including raw fruits and vegetables instead of pre-made items you get from the grocery store or restaurant. They’re healthier overall and cheaper.
What Happens During a Plasma Donation?
If you’ve donated blood before, the entire plasma donation process is very similar.
In a nutshell, here’s how it works:
Arrive at the donation center
Pass the iron and hemoglobin test
Phlebotomist connects the plasmapheresis machine to begin the donation
Finish the donation and schedule your follow-up donation time
From start to finish, you should expect to be at the center for 60-90 minutes depending on how long it takes you to complete the paperwork and donate your plasma. The most skilled donors only need 45 minutes to make the actual donation after checking their iron and hemoglobin levels.
When donating plasma, you’re sitting in one place for about an hour. The donation center is paying you for your time, but is it possible to “double dip” and make more money?
Most centers play movies and let you watch tv, so it can be an opportune time to rest, but many centers now offer free public wifi that you can use to stream your own content, read great books, study for an exam or promotion.
Another option to increase your hourly rate is taking paid online surveys. Since the average online survey takes 15 minutes, you can complete four surveys during a single donation.
How Often Can You Donate Plasma?
You can donate plasma twice a week, but you must wait 24 to 48 hours between donations. This rest interval gives your body time to replace your plasma count. Drinking plenty of water ensures your plasma levels quickly return to their normal levels and you’ll maintain a high energy level too because coffee, tea, and soft drinks dehydrate you further.
Donating plasma isn’t as intense as donating blood because the plasmapheresis machine puts saline back into your body, but your body still has to replace the plasma you donate.
In between donations, remember to avoid junk food and sugary drinks too. And, you still need to avoid alcoholic and caffeinated beverages for at least 72 hours before your second donation as well. While you shouldn’t go hog wild after your second weekly donation, you can relax your eating habits a little more afterwards.
Like you should drink plenty of water to avoid the negative effects of dehydration, eating healthy food provides multiple benefits besides faster donation times.
When Can I Donate Plasma?
Most donation centers are open every day of the week from 7am to 7pm during the weekdays and through mid-afternoon on weekends.
You can pick the day and time that works best with your schedule whether it’s before work, after class, or during your lunch break. Some centers also provide free childcare so you can donate plasma if you bring your children along too.
Your donation center might have designated time slots for first-time donors because of the additional time required to complete the additional paperwork. Afterwards, you can pick the donation time that works best for you because you only need to set aside an hour to donate the plasma since your name’s in the computer system.
Make a Second Plasma Donation to Get Paid
There are many similarities between blood and plasma donations, but one of the largest differences is that you don’t get paid until your second plasma donation is collected.
That means you must donate plasma twice before the donation center hands you a prepaid debit card loaded with cash. In most cases, you have six months to make your second sample.
Donation centers don’t do this to be mean, but they need two separate plasma donations before your plasma is usable. Holding payment until the second donation prevents ill-intentioned hustlers from donating once and running away with the cash while the center is stuck with a useless donation.
Think of your first donation as a “security deposit” and the second donation as your monthly rent payment; you make rent each month and your landlord is kind enough to let you stay for another month.
If you earn $50 per donation, the donation center will pay you a $100 lump sum payment; $50 for the first donation and $50 for the second donation.
Remember in order to receive the new donor bonuses–$50 per donation compared to the usual $40 donation payment–you usually have to complete each donation within the first two months.

What Can I Do If I Am Rejected as a Plasma Donor?
Maybe you want to donate plasma but can’t at the moment because of a current medical condition, you’re pregnant, or you recently got a tattoo or piercing. Whether you’re waiting a few months to become an eligible donor or donating plasma just isn’t your cup of tea, there’s no need to worry.
Temporary Deferrals
Maybe the center gave you a temporary deferral because you don’t feel well, are still recovering from a recent medical procedure, or your iron counts were too low. Whatever the reason, follow the center’s advice on how long you should wait and if there’s anything you can do to help speed up the waiting process.
If your iron count is low, you can start consuming more iron-rich foods to boost your count. It might take a couple days, but don’t give up hope if you have a temporary deferral. Your opportunity to donate will arrive sooner than you think.
Permanent Deferrals
Maybe you’ll never be able to donate plasma because of a certain medical condition that can harm your body or the plasma recipient.
If you believe the donation assigned a permanent deferral in error, you can try to overturn the deferral by getting a second medical opinion and following the center’s appeal process. It’s worth a shot if you’re serious about donating plasma.
Alternatives to Donating Plasma
Maybe you’ve decided plasma donation isn’t for you or you need to pursue an additional side hustle on the days you aren’t donating plasma.
Thankfully, there are many different options that won’t affect your donor status.
Flexible Side Hustles
Donating plasma might sound appealing because of the flexible donation times. All you have to do is set aside two hours a week that are most convenient for you; those are the best side hustle options because you name your own hours.

Husband Vocation (Post 66) 12-10-14
I have been thinking quite a bit about husband vocations over the last several weeks. My Uncle Stacy, a wonderful husband and father, passed away a couple months ago. I had hoped to attend the ceremony to commemorate his life in Colorado Springs just before Thanksgiving, but was unable. Whenever I think of Stacy I think of his father, Carl Bragg, my grandfather, who was an excellent husband to his wife Doris for many years. Stacy inspired me to join the military while Carl, a newspaper owner and editor during the depression, inspired me to write. I owe them both quite a bit.
I spent a good deal of time with my grandparents while I was away from home in Ohio attending a high school north of Boston. They would drive down from New Hampshire and visit me on Sundays especially during my senior year at Andover. That year I was all by myself for the first time as my older brother had graduated the year before. Some weekends and over holidays that were too short to fly home to Ohio, the Braggs would pick me up and bring me to Hampton so that I could avoid the loneliness of the empty dorm.
I enjoyed my time with them as Grammie Bragg was an excellent cook, accomplished artist in watercolors and knowledgeable about politics from the level of the local dog catcher on up through the presidency. Grampie Bragg was a reserved, pipe-smoking, master carpenter with a razor wit. I relished their company and delighted in hearing their opinions, but also loved to observe their interaction. In the years after my mother and uncle had moved away, the couple had spent so much time with just the two of them in the house that they seemed to have divided each task into two complementary components: he carved ducks which she painted; if she painted a picture, he framed it; she roasted the meat and he carved it. In her childhood Grammie had learned the viola so late in life Grampie taught himself the recorder so that they could play duets. They ran an antique store as a team for years: he repaired and refinished what they bought; she decorated the shop and used her accounting degree to balance the books.
I never saw my grandparents at odds with each other, but surely they argued occasionally. What I observed were two people who had intertwined the trunks of their souls together like a decorative shrubbery. They had achieved one flesh, not through constant physical touching but by attentively serving each other. My parents and other relatives had good relationships as well, but I have always considered the relationship of Doris and Carl Bragg to be the ideal. I chose the complementarity of their relationship as the goal for my marriage with Pam. Although neither of us were musically inclined nor were we folk artists, I hoped to one day achieve the level of closeness that I saw in the relationship that my grandparents had crafted over sixty plus years.
After we were married, Pam and I didn’t encounter the Braggs as many times as I would have hoped. We saw them at my sister’s graduation from college, but their age and infirmity prevented them from traveling to family weddings in Ohio and Maryland. For our part, with my work and our growing family, Pam and I made only one trip to New England with the kids and it was a sad one. We stopped and had a visit with my grandparents in their house paneled in warm pine on a summer trip about twelve years ago. Unfortunately, Grammie was under hospice care at the time so the visit was pretty bittersweet. We had planned on staying overnight in Hampton, but a short visit was all my grandparents were able to accommodate. It was difficult to see my grandmother in that condition, but I am glad that Stephen, Abby and Nicholas got to meet at least two of their great grandparents.
The next time I saw my grandfather was several months later when I flew out from Fort Wayne for Grammie Bragg’s funeral. It was a difficult several days for all of us. Carl Bragg had suffered what C.S. Lewis describes as a spiritual amputation in his book A Grief Observed. Carl’s situation was slightly different from Lewis’, though, as all grief situations are unique. C.S. Lewis had developed a high level of intimacy with his wife over a comparatively short number of years. In her absence he survived less that five years. Carl Bragg had intertwined his soul with Doris Bragg’s for well over a half century. For the several days of my visit I could see that he had become like a marionette with half the control strings severed trying to dance with another puppet that had been returned to the box. I reached out to him with letters upon my return to the Midwest. Like the true Yankee he was, he rejected my sentimental overture. (When I say Yankee, please understand that I mean that in the sense that he was a conservative patriot with an overwhelming New Hampshire accent that bordered on a brogue. Of course he was a Red Sox fan and detested the New York Yankees.)
I considered my grandparents relationship from a different perspective during Jesse Romero speech at IHM last Thursday night. Jesse announced to all the present parishioners, “Marriage is a vocation not a vacation.” Certainly the last several years of Doris’ life were no vacation for Carl Bragg, but he helped her cross the finish line. He encouraged her, held her hand and, as necessary, Carl performed Doris’ parts of the domestic duet that they had crafted.
After the work of his vocation was done, Carl Bragg also passed quickly. I haven’t checked the dates. He may have lasted a full year, but if that was the case it wasn’t by much. I think he tarried only to iron out some final details before he passed one night at home in his sleep. An independent soul, leaving loose ends for others to resolve was just not possible for him. He painted his own house into his eighties, one of the four sides every year. I think that is why Grammie picked a single story house for their retirement abode. She knew he wouldn’t hire anyone to do work he could do himself and she definitely didn’t want him on a ladder.
Carl died one night after refusing to be admitted to the hospital, officially of one medical condition or another. He was old. I expect that if Doris had been alive and needed him, Carl would have found a way to stay alive as well. With his work done, I imagine Carl didn’t feel bad about packing up his lunch box and heading to his true home in heaven. At his talk in Concord on Saturday, Jesse Romero explained to the gathering that a husband’s purpose in not to make his wife happy. Only Jesus can make a person happy. A husband’s vocation is to get his wife to heaven. I smiled at Jesse’s words. Carl Bragg and I have both fulfilled our husbandly vocations.
As I have written before, my life after Pam is like being on cruise in the navy. The joy and excitement of a naval deployment is greatly exaggerated in recruiting videos and literature. Mostly sailors with families try to keep busy on the ship with work, television or reading to protect against loneliness. There is enjoyment ashore for short periods of distraction, but mostly deployment is full of daily drudgery that shrinks the calendar.
Certainly, my grandfather was engaged in calendar shrinking in his last year and I find myself doing that as well. I work long hours, involve myself in everything at church that is available and do chores. Sometimes I goof off and distract my mind. Still, I’m not sure that the deployment attitude is unique to widowers. Jesse Romero reiterated to us on Saturday that we are not made for this world and can only be truly happy in heaven. Christ’s Body on earth is the Pilgrim Church or the Church Militant. Christ’s Body in heaven is the Church Triumphant. As a Catholic on earth I try to help who I can, love as I can and accomplish what I am able. While I am mortal, though, I no longer expect to shed the feeling that I reside in a plane terminal waiting for a connection flight to true home. I think that feeling has always been there and is just more acute now that Pam is gone.
The end of my vocation did not bring only melancholy thoughts, though. As Jesse pointed out, my vocation was completed successfully. Pam made it to heaven. Job done.

State dental associations see most women serving as presidents

In half of the 10 years Dr. Jennifer Enos served in the board of her local dental society in Arizona, she was — aside from staff — the only woman in the room.
“I started in dentistry in 1999 as an assistant,” she said. “I knew one female dentist and there was very little ethnic diversity.”
Fast forward to 2019.
When she volunteered at her local dental school’s Give Kids A Smile event in February, the diversity in the students was evident. And when attending her local dental society’s meetings, there are nearly as many female members as their male counterparts.
Come later this year, Dr. Enos will be one of 13 women serving as presidents in their state dental association — the most in the ADA’s 160-year history.
“The increase in diversity in our profession is fantastic,” said Dr. Enos, Arizona Dental Association president-elect. “It allows many opportunities for growth and innovation with the varying backgrounds and perspectives.”
Dr. Kristi M. Soileau, Louisiana Dental Association president-elect, added that variances in opinions and life stories only strengthens the core of any organization. Drs. Enos and Soileau were among the women presidents-elects last year, along with Drs. Maria de L. Castellvi Armas, Colegio de Cirujanos Dentistas de Puerto Rico; Cathy L. Harris, Delaware State Dental Society; Evis Babo, Georgia Dental Association; Marlene Shevenell, Maryland State Dental Association; Janis B. Moriarty, Massachusetts Dental Society; Margaret Gingrich, Michigan Dental Association; Barbara B. Mauldin, Mississippi Dental Association; Lindsey D. Jackson, New Hampshire Dental Society; Sharon K. Parsons, Ohio Dental Association; Terryl A. Propper, Tennessee Dental Association; and Elizabeth C. Reynolds, Virginia Dental Association.
However, more needs to be done to ensure more women are pursuing leadership roles in the local, state and national levels of organized dentistry, Dr. Soileau said.
“With many dental graduating classes being half female, we encourage them to step up to the plate through service to the profession and to the public,” she said.
More women in dental school Based on ADA data, there were a total of 81 women elected president at the state level from 1998 to 2014 — an average of 4.6 a year. Until this year, 2012 saw the most women serving as presidents-elect with 12. Three years prior, in 2009, there was only one.
“I am thrilled to hear that there will be 13 female presidents this year,” said Dr. Janis Moriarty, Massachusetts Dental Society president-elect. “And I expect that number to continue to rise [in the coming years].”
According to the ADA Health Policy Institute, 49 percent of U.S. dental school graduates in 2017 were women. That’s up from 37 percent in 1997. Forty years ago, only 7 percent of graduates were women.
The increasing number of women pursuing dentistry is shifting the demographic makeup of the dental workforce. In 2018, 32 percent of all dentists were women, up from 16 percent in 2001.
By 2037, female dentists are expected to make up 46 percent of the dental workforce, according to HPI data. At Tufts University School of Dental Medicine, the graduating classes of 2019 and 2020 are anticipated to be 58 percent female.
“However, our leadership doesn’t match those percentages,” Dr. Moriarty said. “People want to see people that look like themselves in leadership role.” More women leaders can also continue to shine a spotlight on issues unique to women, including motherhood and the gender wage gap.
According to HPI data on median net income of general practitioner dentists in private practice, female dentists earned $140,000 in 2017, compare to $180,000 for their male counterparts. That gap has closed somewhat. According to an April 2017 article in The Journal of the American Dental Association, male dentists earned nearly twice as much as female dentists in 1990. Male dentists had an average income of $143,874; female dentists earned $65,744.
Just ask In her first year out of periodontal residency, Dr. Soileau was approached by two local dental leaders to become editor of the New Orleans Dental Association, so the current editor could move up to the presidency.
“I was immediately stricken with a passion for organized dentistry,” she said. “[However], had I not been approached by someone needing my help, I don’t know that I would have come forward on my own.”
For Dr. Enos, a dentist told her she should run as a class representative for the American Student Dental Association.
“From the first meeting, I saw the actual value of organized dentistry, in ASDA and the ADA,” she said. “I was hooked and have been involved since.” Drs. Soileau’s and Enos’ experiences underscore a simple solution in diversifying leadership in organized dentistry: just ask. “It is truly as simple as that,” she said. “I always try to remember that we have to ask.”
Dr. Soileau said women leaders need to do their part in recruiting newer female graduates into organized dentistry through various professional and social events, considering that the number of women becoming ADA members are not as high as that of their male counterpart upon graduation. There is no question that female practitioners can be great leaders, Dr. Moriarty, a graduate of the 2017-18 ADA Institute for Diversity in Leadership. “By definition, we are expert multi-taskers, just ask anyone who has kids,” she said.
Dr. Moriarty said Massachusetts had created a Guest Board Member program over 15 years ago, giving members board experience (with all the privileges except for voting). She was part of the inaugural class. By 2006, she was elected as one of 13 trustees of the Massachusetts Dental Society.
“We must continue to cultivate, encourage and support women in leadership roles as the number of women dentists continues to increase,” Dr. Moriarty said.
Be ‘selfish’ Diversity in leadership only has benefits to the greater membership of an organization, Dr. Soileau said.
“As more women graduate and enter the field, their particular needs, such as balancing a career and family, are often understood by other women who have been in similar positions of duress,” she said.
Dr. Enos said there’s a multitude of reasons why women should pursue leadership roles in organized dentistry, including giving back to the profession through advocacy and improving public health.
“Truthfully though, I think they should do it to be selfish,” Dr. Enos said. “Seriously, the people you meet — the other amazingly talented, smart and strong women and men who really care — that you get the privilege to develop friendships with are truly the best people to be found anywhere.”
In addition, the opportunity to gain perspective and experience, along with meeting with legislators, participating in volunteer events and attending member events, are invaluable, Dr. Enos said.
“And ultimately, there’s the opportunity to continue to learn and grow,” she said. “I hope more women continue to take the opportunities.”

Loving v. Virginia
Loving v. Virginia is today one of the most fascinating and egalitarian U.S. Supreme Court cases in American history. The case was resolved in 1967 when the Court delivered a unanimous decision in favor of Loving. Mildred and Richard Loving were an interracial couple. As a result the married were exiled from Virginia under penalty of imprisonment. Their fight and victory to simply be able to live together in their home state went on to have an unforeseen impact, nearly 50 years after the ruling. The case Loving v. Virginia was cited in the 2015 Supreme Court case Obergefell v.Hodges which made same sex marriage legal. Loving v.Virginia is remembered annually on Loving Day which is June 12.
Miscegenation is the marriage, cohabitation, procreation, or sex between people of different races. Anti-miscegenation laws have a long history in America, the first laws were enacted in the colonial era. In no small part due to their slave-holding societies, Virginia and Maryland were the first colonies to criminalize marriage and sexual relations between white and black people. When America declared Independence in 1776 seven of the original thirteen colonies had laws against interracial marriage. Most states didn't enact anti-miscegenation laws until the 19th Century, as America was adding new slave and free states. During this time one of the arguments against abolition was the fear that white and black people would get married, prompting even northern states of implement bans. Only nine states and the District of Columbia never enacted anti-miscegenation laws.
In the late 1800s and early 1900s there were proposals to amend the Constitution to make interracial marriage illegal. Those who were against interracial marriage predicted, correctly, that the Fourteenth Amendment would make anti-miscegenation laws unconstitutional. Until then, there were other Supreme Court decisions about miscegenation laws. In 1883 the Supreme Court decided Pace v. Alabama, in which a black man and a white woman were arrested in 1881for having a sexual relationship, in violation of the state's anti-miscegenation law. They were both sentenced to two years imprisonment. Their case ascended to the Supreme Court which ruled that the anti-miscegenation law was constitutional because they were both punished the same way. In 1964 the Supreme Court partially overturned Pace v. Alabama when they decided McLaughlin v. Florida. That case involved a Honduran man and a white woman which were living together. They were arrested under a Florida law that said black and white people could not cohabitate. The Supreme Court ruled against Florida while citing in the majority opinion that the law did not apply to them specifically and that it was wrong to have a law that only specified those two races. The decision did not overturn the actual Florida law though. All of the anti-miscegenation laws would not be overturned until 1967.
Loving v. Virginia centered on Mildred Jeter a black and Native American woman and Richard Loving a white man. Mildred had become pregnant and in June of 1958 she and Richard married in Washington, D.C. Virginia had passed the Racial Integrity Act in 1924 which made marriage between white people and nonwhite people illegal. It also made it a crime for interracial couples to marry in another state and then live in Virginia together. The law followed the “one drop rule” which defined a person as “colored” if they had any African or Native American ancestry. After the Lovings were married they moved to a small town in Virginia called Central Point. The police received an anonymous tip and raided the Loving home in the early morning of July 11, 1958. When the officers entered the home Mildred showed them their marriage certificate but they were told that it was not legal. Richard spent a night in jail and pregnant Mildred spent several nights in jail. The couple was charged with being married out of state and going back to Virginia and miscegenation which was a felony. They went to court on January 6, 1959 and pled guilty. They were sentenced to one year in prison but if they left Virginia and did not return for 25 years the sentence would be suspended. The couple decided to leave Virginia and live in Washington, D.C.
They lived in D.C. for five years but became increasingly frustrated. They wanted to be able to visit their family or to live near them. The Lovings were not political people they just wanted to be able to love each other and live together. Mildred said “I wasn't involved with the civil rights movement. We were trying to get back to Virginia. That was our goal.” Mildred wrote to the Attorney General Robert Kennedy for advice. He wrote back and said that he could not help them but referred her to the American Civil Liberties Union (ACLU). The ACLU assigned lawyers Bernard Cohen and Philip Hirschkop who filed a motion in the Caroline County Circuit Court. The motion requested that the court set aside the sentence on the grounds that the anti-miscegenation law went against the Equal Protection Clause in the Fourteenth Amendment. The original sentencing judge, Leon Bazile, upheld his decision and wrote “Almighty God created the races white, black, yellow, Malay and red, and he placed them on separate continents. And but for the interference with his arrangement there would be no cause for such marriages. The fact that he separated the races shows that he did not intend for the races to mix.”
The case ascended to the Virginia Supreme Court of Appeals which upheld the lower ruling. Justice Harry Carrico wrote an opinion for the case which held that the anti-miscegenation law was constitutional because both the white and nonwhite person were punished equally under the law. This was the same argument that was used in 1883 in Pace v. Alabama. Finally the case went to the United States Supreme Court which was heard on April 10, 1967. The Lovings did not attend the oral arguments in Washington. Cohen relayed a message to the justices that he had been given by Richard, “Mr. Cohen, tell the Court I love my wife, and it is just unfair that I can't live with her in Virginia.”
On June 12, 1967 the Supreme Court reached a unanimous decision to overturn the Loving's convictions and overturned the anti-miscegenation laws. The court ruled that Virginia's anti-miscegenation laws violated both the Due Process Clause and the Equal Protection Clause of the Fourteenth Amendment. Chief Justice Earl Warren's opinion stated, “Marriage is one of the 'basic civil rights of man', fundamental to our very existence and survival. To deny this fundamental freedom on so unsupportable a basis as the racial classifications embodied in these statutes, classifications so directly subversive for the principle of equality at the heart of the Fourteenth Amendment, is surely to deprive all the State's citizens of liberty without due process of law. The Fourteenth Amendment requires that the freedom of choice to marry not be restricted by invidious racial discrimination. Under our Constitution, the freedom to marry, or not marry, a person of another race resides with the individual and cannot be infringed by the State.”
Despite the court's decision anti-miscegenation laws remained the books in several states, although they were not enforceable. Judges in Alabama continued to enforce their anti-miscegenation law until they were forced to stop in 1970. Alabama was also the last state to take its anti-miscegenation law off the book in 2000 when 60% of voters voted to remove it via referendum.
Loving v. Virginia has had a tremendous lasting impression on American history not only for interracial marriage but also for same sex marriage. In June 2007, the 40th anniversary of the decision Mildred Loving issued a statement, “I believe all Americans, no matter their race, no matter their sex, no matter their sexual orientation, should have that same freedom to marry... I am still not a political person, but I am proud that Richard's and my name is on a court case that can help reinforce the love, the commitment, the fairness and the family that so many people, black or white, young or old, gay or straight, seek in life. I support the freedom to marry for all. That's what Loving, and loving, are all about.” And finally in 2015 the Supreme Court decided Obergefell v. Hodges which made same sex marriage legal in the US. The court used Loving v.Virginia as precedent and based their decision on the same principles of equality and the right to marry.
After their case was resolved the couple lived openly in Caroline County Virginia and raised their children quietly. Mildred refused most interview requests. Both Richard and Mildred Loving are gone, Richard died in a car accident in 1975 and Mildred died in 2008 of pneumonia but their memories live on.

Not quite independence, freedom or justice for all in America on this July 4th
Often, too often, we use independence and freedom interchangeably. Even dictionaries and thesauruses say the words each mean to some degree the power or right to act, speak, or think as one wants without hindrance or restraint (freedom) or the state of being free from the control or power of another (independence).
On this July 4, 2020, we are reevaluating what those definitions mean to us, our families, friends and neighbors, to people we don't know personally and to the United States as a whole.
The scrutiny of those definitions could fill library shelves nationwide where reference — and history — books now sit.
Freedom, but not for all: For my whole life, I have thought about July 4th as a celebratory birthday, commemorating the then-British colonists' desire to break free of England and exercise control of their and their descendants' lives as residents of a free, independent nation.
And it was and is. But only in part.
At that first and subsequent U.S. birthday parties, we've usually ignored how so many, either brought here by force from Africa or descendants of that cruel practice, in the fledging United States remained decidedly and brutally enslaved.
We didn't discuss how colonists, white immigrants from Europe, took land from the Native Americans who for generations have revered and lived on it.
And we ignored the often-ghastly treatment of other immigrant groups that came to our new and expanding country pre- and post-1776.
Still seeking founders' goals: Now I don't want to be the person who ruins the party, especially not America's 244th birthday bash. The still spreading coronavirus pandemic and the brutal police actions of this year have already dampened today quite enough.
But in order to fully comprehend the burgeoning, finally, civil rights movement of 2020 and what that means to the American dream for every single U.S. citizen, we must face our past and its ghosts. That includes some hard and ugly truths that we've literally white-washed for, well, more than 244 years.
Maybe in 365 more days, we'll be a better country. A more inclusive country. A more free and independent country. A place that once again can embrace and live up to the dreams enumerated in the document that officially launched our land:
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

But we still can appreciate the fiery rhetoric of one of an American who, for most of his life, did not get to enjoy the full meaning of freedom and independence, but who nonetheless helped push those ideals and dreams forward in our country.

Rodney E. Slater, vice chair of the National Archives Foundation Board of Directors, partner at the law firm Squire Patton Boggs and a former secretary of transportation recalls Douglass' words in an opinion piece for USA Today:
On July 5, 1852, almost 10 years prior to the Emancipation Proclamation, Frederick Douglass delivered perhaps his most fiery and eloquent denunciation of patriotic hypocrisy. In a speech given one day after the celebration of July Fourth — Independence Day — Douglass posed the heart-wrenching question, "What to the Slave is the Fourth of July?" Douglass went on to declare, "This Fourth (of) July is yours, not mine. You may rejoice, I must mourn."
This holiday weekend, both Slater's column and Douglass' speech easily earn Saturday Shout Out honors.
Better birthdays ahead: As you and yours celebrate July 4th, safely from both fireworks (if your area is allowing them) and health crisis perspectives, please consider the full meaning of freedom and independence for each and every one of us here in the United States of America.
Here's hoping that we all can work together in this coming and every ensuing year to turn our shared country into the original, but unfulfilled goal of a more perfect Union where there truly is Justice, domestic Tranquility, common defense, general Welfare, and Blessings of Liberty for all, forever.

Officials Seek To Shift Resources Away From Policing To Address Black ‘Public Health Crisis’
From Boston to San Bernardino, California, communities across the U.S. are declaring racism a public health crisis.
Fueled by the COVID-19 pandemic’s disproportionate impact on communities of color, as well as the killing of George Floyd in the custody of Minneapolis police, cities and counties are calling for more funding for health care and other public services, sometimes at the expense of the police budget.
It’s unclear whether the public health crisis declarations, which are mostly symbolic, will result in more money for programs that address health disparities rooted in racism. But officials in a few communities that made the declaration last year say it helped them anticipate the COVID-19 pandemic. “I’ve had a firm view [that] what hurts people or kills people is mine,” said Benjamin, a former state health officer in Maryland. “I may not have the authority to change it all by myself, but by being proactive, I can do something about that.”
While health officials have long recognized the impact of racial disparities on health, the surge of public support for the Black Lives Matter movement is spurring calls to move from talk to financial action.
In Boston, Mayor Martin J. Walsh declared racism a public health crisis on June 12 and a few days later submitted a budget that transferred 20% of the Boston Police Department’s overtime budget — $12 million — to services like public and mental health, housing and homelessness programs. The budget must be approved by the City Council.
In California, the San Bernardino County board on Tuesday unanimously adopted a resolution declaring racism a public health crisis. The board was spurred by a community coalition that is pushing mental health and substance abuse treatment as alternatives to incarceration. The coalition wants to remove police from schools and reduce the use of a gang database they say is flawed and unfairly affects the Black community.
The city of Columbus and Franklin County, Ohio, made similar declarations in June and May, respectively, while Ingham County, Michigan, passed a resolution June 9. All three mention the coronavirus pandemic’s disproportionate toll on minority residents.
Those localities follow in the footsteps of Milwaukee County, Wisconsin, which last year became the first jurisdiction in the country to declare racism a public health crisis, citing infant and maternal mortality rates among Blacks. The county’s focus on the issue primed officials to look for racial disparities in COVID-19, said Nicole Brookshire, executive director of the county’s Office on African American Affairs.
Milwaukee County was training employees in racial equity and had launched a long-term plan to reduce disparities in health when the pandemic hit. “It was right on our radar to know that having critical pieces of data would help shape what the story was,” said Brookshire.
She credits this focus for the county’s speedy publication of information showing that Black residents were becoming infected with and dying of COVID-19 at disproportionate rates.
Using data to tell the story of racial disparities “was ingrained” in staff, she said.
On March 27, the county launched an online dashboard containing race and ethnicity data for COVID-19 cases and began to reach out to minority communities with culturally relevant messaging about stay-at-home and social distancing measures. Los Angeles County and New York City did not publish their first racial disparity data until nearly two weeks later.
Declaring racism a public health crisis could motivate health officials to demand a seat at the table when municipalities make policing decisions, and eventually lead to greater spending on services for minorities, some public health experts say.
The public is pressuring officials to acknowledge that racism shortens lives, said Natalia Linos, executive director of Harvard’s Center for Health and Human Rights. Police are 2½ times as likely to kill a Black man as a white man, and research has shown that such deaths have ripple effects on mental health in the wider Black community, she said.
“Police brutality is racism and it kills immediately,” Linos said. “But racism also kills quietly and insidiously in terms of the higher rates of infant mortality, maternal mortality and higher rates of chronic diseases.”
The public health declarations, while symbolic, could help governments see policing in a new light, Linos said. If they treated police-involved killings the way they did COVID-19, health departments would get an automatic notification every time someone died in custody, she said. Currently, no official database tracks these deaths, although news outlets like The Washington Post and The Guardian do.
Reliable data would allow local governments to examine how many homeless or mentally ill people would be better served by social or public health workers than armed police, said Linos.
“Even symbolic declarations are important, especially if they’re accurately capturing public opinion,” said Linos, who is running to represent the 4th Congressional District of Massachusetts on a platform of health and equity. “They’re important for communities to feel like they’re being listened to, and they’re important as a way to begin conversations around budgeting and concrete steps.”
Derrell Slaughter, a district commissioner in Ingham County, Michigan, said he hopes his county’s declaration will lead to more funding for social and mental health as opposed to additional policing. Slaughter and his colleagues are attempting to create an advisory committee, with community participation, to make budget and policy recommendations to that end, he said.
Columbus City Council members coincidentally declared racism a public health crisis on May 25, the day Floyd died in Minneapolis. Four months earlier, the mayor had asked health commissioner Dr. Mysheika Roberts for recommendations to address health issues that stem from racism.
The recent protests against police brutality have made Roberts realize that public health officials need to take part in discussions about crowd control tactics like tear gas, pepper spray and wooden bullets, she said. However, she has reservations about giving the appearance that her office sanctions their use.
“That definitely is one of the cons,” she said, “but I think it’s better than not being there at all.”

Welcome to Pollapalooza, our weekly polling roundup.
Poll(s) of the week
On Wednesday, I wrote about what political science and polls about foreign policy can tell us about the impact of the current situation in Iran on both the primary and general election. But conspicuously missing from that analysis were any polls about how the American public feels about Iran. That’s largely because polling on Iran paints a fairly confusing picture, and surveys about this specific incident (which is also still evolving quickly) are still in the field. But in the first 2020 edition of Pollapalooza, I want to walk you through the polls we do have on Iran and military intervention there.
First, a HuffPost/YouGov survey conducted over the weekend found that Americans narrowly approved of the decision to kill Iranian General Qassem Soleimani (43 percent to 38 percent) — but they were skeptical of how the decision was made. For example, they said 43 percent to 35 percent that President Trump did not plan the airstrike carefully enough and said 44 percent to 34 percent that he should have gotten congressional authorization before ordering the airstrike. Overall, just 32 percent said they thought Trump has a clear strategy for dealing with Iran, while 47 percent said he doesn’t. A Jan. 5-7 poll from The Economist/YouGov found similar results: Americans approved of the Soleimani strike, 44 percent to 38 percent, but said 45 percent to 36 percent that it is more important to avoid war than to “confront Iranian aggression.”
Reuters/Ipsos also fielded a survey Jan. 3-6, finding that Americans disagreed with the idea that the U.S. should conduct a preemptive attack on Iranian military interests (27 percent supported such an attack, while 41 percent were opposed). However, that was a significantly more hawkish outlook than Americans took in the last Reuters/Ipsos poll that asked about a preemptive attack on Iran, back in May. At that time, 60 percent of Americans said they opposed a preemptive attack and 12 percent supported one. Finally, Ipsos paired with USA Today for a survey conducted Jan. 7-8, making it the only poll we have so far that includes some interviews taken after Iran’s retaliatory bombing of U.S. military bases in Iraq. That poll found that Americans supported the killing of Soleimani 42 percent to 33 percent, but a whopping 55 percent said the strike made the U.S. less safe (24 percent thought it made the U.S. more safe).
It’s important to note, however, that plenty of people in all four polls didn’t express an opinion one way or the other on Iran. This suggests that opinions on Iran are still in flux and could be swayed by politicians or the media. As I wrote on Wednesday, political scientists have consistently found that public opinion on foreign policy is driven by elites.
But that’s not to say that the public didn’t have opinions on military action against Iran before this month’s events. Several polls in recent months have asked Americans about the use of force against Iran before this latest scare, most of them framing the question around stopping Iran’s nuclear program. And as you can see in the polls below, there wasn’t exactly a clear consensus:
According to a Fox News poll from July, 53 percent of Americans favored military action against Iran to stop it from developing nuclear weapons, compared with 30 percent who did not.
But a Pew Research Center poll conducted the same month found that 49 percent of Americans felt it was more important to avoid a military conflict with Iran and 44 percent felt it was more important to take a “firm stand” against the nation’s nuclear efforts.
Other polls have found far less support for military intervention in Iran, including a University of Maryland survey from September that found that only 21 percent of Americans thought the U.S. should be prepared to go to war to achieve its foreign-policy goals vis-à-vis Iran, while 76 percent said that the U.S. goals in Iran did not warrant going to war.
Similarly, a Gallup survey from July found that 18 percent of Americans said the U.S. should take military action against Iran to shut down its nuclear program; 78 percent said the U.S. should rely mainly on economic and diplomatic efforts. But there’s an important caveat: Reading beyond the topline numbers, we see that 42 percent of those who prefer economic and diplomatic efforts said the U.S. should resort to military action if those efforts fail. In other words, about half of Gallup’s sample supported war in some circumstances.
And at the opposite end of the spectrum is a survey from the Chicago Council on Global Affairs conducted in June: A full 70 percent said they would support using American troops to stop Iran from getting nuclear weapons. However, the question was asked in the context of whether they would support using American troops against a variety of countries (e.g., China, Russia) in a variety of situations, which may have made the use of troops in Iran look like a comparatively appealing proposition.
Take all this data together, and a fuzzy picture emerges: Americans may be supportive of military action against Iran under the right conditions, such as as a last-ditch effort to prevent it from developing nuclear weapons. The killing of Soleimani also appears to be narrowly popular, although the public seems leery of its possible repercussions. But remember that plenty of Americans still don’t know what to think. Missing variables like whether this month’s events foreshadow a longer conflict and the evolving postures taken by Trump and top Democrats likely mean that this isn’t the last word on public opinion on Iran either.
Other polling bites
Gallup has tracked how many Americans identify with each political party since 1991. In 2019, the firm found that, on average, 47 percent of U.S. adults identified as Democrats and 42 percent identified as Republicans. Those numbers are actually quite steady — the percent of adults identifying as Democratic has not changed in the last four years, and the percent of Republicans has hovered at either 41 or 42 since 2012.
My colleague Geoffrey Skelley wrote this week about the tough intraparty challenge that the newest U.S. senator, Kelly Loeffler of Georgia, could face from close Trump ally Rep. Doug Collins in this year’s special election. A new poll of Georgia Republican primary voters from the Democratic firm Public Policy Polling suggests that Collins could have the upper hand. Republicans in the poll largely didn’t know enough about Loeffler to opine on her, with 20 percent viewing her favorably and 18 percent viewing her unfavorably. The same voters viewed Collins much more positively, as 65 percent had a favorable opinion and 6 percent had an unfavorable one.
According to Gonzales Research & Media Services, Maryland Gov. Larry Hogan has a 75 percent approval rating and just a 17 percent disapproval rating. What’s more, the Republican’s approval rating is practically identical among Republicans (77 percent), Democrats (73 percent) and independents (78 percent). The poll was conducted before a Washington Monthly article alleged that Hogan has advanced transportation projects as governor that profited his real-estate holdings, but for now, at least, Hogan remains overwhelmingly popular in the Old Line State.
Finally, some elusive Revolutionary War polling: A Monmouth poll released this week asked respondents which state first came to mind when they thought about America’s War of Independence. A 20 percent plurality said Massachusetts, 16 percent each said Virginia and New Jersey and 15 percent said Pennsylvania. (If New Jersey seems out of place on that list, consider that the poll was conducted among New Jersey residents, and Monmouth is based in the Garden State.)
Sunday’s Golden Globes ceremony was purportedly the last that Ricky Gervais will host, but he might want to reconsider after seeing these Morning Consult polling numbers: 64 percent of those who watched part or all of the awards thought he did an “excellent” or “good” job, while only 5 percent gave him “poor” marks.
Trump approval
According to FiveThirtyEight’s presidential approval tracker, 41.9 percent of Americans approve of the job Trump is doing as president, while 53.3 percent disapprove (a net approval rating of -11.4 points). At this time last week, 42.5 percent approved and 53.0 percent disapproved (for a net approval rating of -10.5 points). One month ago, Trump had an approval rating of 41.7 percent and a disapproval rating of 53.6 percent, for a net approval rating of -11.9 points.
Generic ballot
In our average of polls of the generic congressional ballot, Democrats currently lead by 6.6 percentage points (47.5 percent to 40.9 percent). A week ago, Democrats led Republicans by the same amount. At this time last month, voters preferred Democrats by 6.5 points (47.2 percent to 40.7 percent).
