SHE IS BACK! After a long hiatus from the public eye, lasting a year and more, the queen of pop & rnb is back and making headlines again. And we can all be sure, she’s got a lot to tell.

Via photo dump on her instagram account, the singer announced her highly anticipated return, sending shockwaves and creating chaos on platforms like Twitter, TikTok and Instagram. The singer also hinted at the arrival of new music, up roaring her entire devoted fan base.

She also announced the coming of two new songs — a collaborations with pop singer Ariana Grande as well as her own single.

Her sudden disappearance from the spotlight did not come unexpected after the whole cheating scandal with ex-boyfriend Evan Henderson. Humiliation and Defamation had pushed the 24 year old to leave the music business and take a very needed pause as it seems, reading from her instagram post.

The thought of Amara stepping back onto the stage has not only fans on the edge of their seats. Everyone who is someone in the music business is anticipating her return especially because of the big hole she left. And let’s not forget, that Imani did not contradict any statements her ex-boyfriend Evan Henderson had dropped about her. So the question is of course, whether she accepts those allegations made about her or whether this will turn into the next star he said - she said.

Last time Amara Imani dropped a single was over two years ago, so of course her whole fan base is awaiting her return with impatience. Whether those songs will be about her ex-boyfriend, stepping into the shoes of Taylor Swift and mentor Beyonce or about her own self-growth, only time will tell. BJP Announces First List of 44 Candidates for J&K Elections

Restore full statehood to J&K and announce Assembly election: NC

The Newscraving Desk: Srinagar, Nov 5: The National Conference on Monday sought restoration of full statehood to J&K and announcement of Assembly election dates at an earliest. The NC unanimously re-elected Dr. Farooq Abdullah as the party president again in a delegate session held at the Qaid Mazar, Naseem Bagh, Hazratbal, Srinagar.  " Dr. Farooq Abdullah has been re-elected as the Party President in today's delegate session at Dargah Hazratbal. Party delegates from the three provinces of Jammu, Kashmir and Ladakh unanimously nominated only one name - Dr Farooq Sb to continue as Party President. His nomination was attested to by the Party Provincial Presidents Nasir Aslam Wani, Rattan Lal Gupta and Haji Qamar Ali Akhoon," the party said.  On the occasion the party delegates unanimously passed the political, economic resolution. A resolution on freedom of press was also passed. Political Resolution   Jammu & Kashmir National Conference has and will always strive to protect the rights and dignity of people of J&K. In spite of the large scale yearlong incarcerations of party rank and file following the rescinding of Articles 370 and 35 A, and the subsequent downgrading of J&K from one of the powerful states in the country to two Union territories on Aug 05 2019, party leadership is at the forefront fighting to get back what was illegally snatched from us.  It is now the third year since Articles 370, 35 A were illegally and unconstitutionally abrogated amidst promises of improved economic and security scenario, J&K has only seen worsening on both these fronts. Economic and security scenario continues to deteriorate, engulfing more and more people.  While JKNC is fighting a legal battle in the Hon’ble Supreme Court against the Aug 05 2019 decisions, people of J&K have, and are being disempowered in the largest democracy of the World. From June 2018 till date, J&K is reeling under the second longest spell of Governor’s rule.  Here is an erstwhile state where people are being denied to have their own government who listens to them, understands their concerns and acts accordingly. For people there is little to no access to the LG or his advisors. The basic essence of representation and accountability has long been rescinded in this part of the world where bureaucracy rules. In the All-Party meeting convened in 2021, Prime Minister Mr. Narendra Modi reiterated his government’s commitment to restoring J&K’s statehood. Then much to our disagreement and protests, GoI started the delimitation process which finally culminated with the release of updated voter lists for the newly redrawn 90 assembly segments of J&K. It was promised by the country's Home Minister that the much awaited assembly elections will be held after the delimitation process is over. Now that the process is complete and the final updated voter list is out, still there is no announcement for Assembly elections. Considering the political situation in J&K, this delegate session resolves: 1.   Articles 370, 35 A be restored to their original, undiluted form. 2.   Restore full statehood to J&K and announce Assembly Election dates at an earliest. 3.   We urge the people of India to rise to the occasion and ask the BJP led central government to remove injustices in J&K. 4.   In view of their great historical significance, Public holidays should be restored on the occasion of Martyr’s day and Sher e Kashmir’s birth anniversary i.e on 13 th  July and 05 December respectively. 5.   NHPC owned Power projects should be returned to J&K to address the electricity crisis.  6.   Prisoners lodged outside J&K should be brought back to Kashmir & prisoners who are not held for serious charges be released.  - JKNC is committed towards the upliftment and development of every weaker section of the society and welcome the steps taken for conferment of ST Status in favour of Paharis of Jammu and Kashmir. As assured, ST Status already conferred in favour of Gujjars and Bakarwals shall not be diluted is also a welcome step and it will bring harmony and brotherhood between the two communities. Economic Resolution The economy of the country is in a bad shape, so is the case with Jammu and Kashmir. This session of Jammu and Kashmir National Conference, therefore, expresses its dissatisfaction on the overall economic scenario in J&K. This important meeting demands that the Government should take urgent measures to improve these conditions, which have left the people gasping for succour and relief. As if the disturbed conditions of law and order and political turmoil and uncertainty were not enough, people have been left to grapple with a host of problems and also to encounter an unresponsive and unsympathetic administration. The flood of unemployment is raging unabated and lakhs of young girls and boys are knocking at the doors of the Government for employment. It is a matter of concern that the ranks of these luckless youngsters are becoming larger by the day and the people at the helm are witnessing this phenomenon with a stone hearted detachment and apathy. This session of JKNC is of the opinion that this state of affairs is not only depriving the society of the rich talent of this human resource but is also putting their poor parents to hardships, both financial and emotional.  This session feels that the continued non engagement of this tremendous work force can have sinister consequences. It can disturb the balance of our society and create a volatile situation. JKNC demands that this most urgent issue should receive the attention of the authorities at the highest level and they must come up with an expeditious plan to solve this problem. Another major issue confronting the people is the unprecedented price rise. The skyrocketing prices have broken the back of the common man. It is becoming difficult for him with each passing day to make both ends meet. Bringing food grains and other cereals in the GST net recently has added fuel to the fire. Needless to mention, these items were out of the tax net till this recent decision of the Government. According to the Department of Economic Affairs (DEA) monthly report of October 2022, along with an uncertain macroeconomic outlook, the year 2022 also brought to the fore the vulnerability and inter connectedness of the global food system to shocks. Russia and Ukraine being key suppliers of agricultural commodities, their conflict has choked the supply and fuelled food inflation, impacting overall food security. Heat waves and adverse climatic events in several countries have further impacted food production and restricted their supply to the world market. India’s grain availability was impacted by the untimely heat waves and deficiency of the southwest monsoon in the current year. There is one cause of concern as food inflation has contributed significantly to overall CPI inflation. During the first five months of 2022, food inflation was imported from elevating global prices of oils and fats. Since June 2022, however, domestic seasonal factors have been the major source of food inflation, mostly seen in the elevated prices of vegetables, cereals and their products.  The fruit industry in Jammu and Kashmir, which is the main source of income in the rural populace, is in doldrums. During the current year it faced a serious crisis as never before. Markets for the produce fell drastically causing huge losses to the growers. Mismanagement of transport required for the purpose was another cause of loss to the growers. Thousands of tons of fresh fruit were abandoned in the orchards because the cost involved in the process of harvesting and transportation would exceed the amount the growers would fetch on its sale. Instead of encouraging and helping the local growers, apple was imported from Iran and Turkey, further crushing the already distressed industry. It would be in the fitness of things to review the import policy in this regard. This session demands of the Government to assess the losses incurred by the distressed fruit growers and pay suitable compensation to them. The Union territory is without an elected government for the last more than four years. As such the people have no forum to take their grievances to. In these circumstances the claim of the Central Government that they strengthened democracy in the Union territory is absurd. The Panchayati Raj institutions, which they frequently make mention of, have failed to deliver. The DDC members elected by popular vote have been confined to hired hotel rooms. They are seldom permitted to visit their constituencies due to so called security reasons. This session of JKNC expresses its concern that inspite of a much inflated budget, the people of Jammu and Kashmir have to face financial crunch in their day to day life. They have to face difficulties in the fields of power supply, health care, insufficient teaching staff in educational institutions, damaged roads and by and large, poor infrastructure in every public service. A section of the bureaucracy, at the upper and lower levels, is not at all responsive to the needs of the common man and is indulging in its arrogant ways. This financial and departmental mismanagement is taking its toll. Many bills and claims are not getting cleared from the State treasuries and bureaucrats are callous to the legitimate needs and requests of the public. This session of JKNC draws the attention of the Government to the plight of the common man and demands that it must activate its machinery for the people’s welfare; and remove the bottlenecks which are coming in the ways of people getting their due from the huge investments of the Government. The session demands that the negligent officers/officials must be kept under constant scrutiny and should not be allowed to relapse into lethargy and neglect in their services to the common people. The session also expresses its deep anguish at the growing menace of corruption and corrupt practices at the various levels of administration. We demand that these culprits be given exemplary punishment and measures taken to stem the rot. In conclusion, this session of JKNC stresses upon the Government of Jammu and Kashmir to urgently attend the aforementioned and other grey areas of the economy, to ensure that the people of Jammu and Kashmir lead a happy, prosperous and stress free life. Press resolution The role of the Jammu and Kashmir National Conference for the freedom of the press platform and free journalism in Jammu and Kashmir cannot be ignored in any way. It was due to the unrelenting efforts and  sacrifices of Sher-e-Kashmir that the press platform was founded and safeguarded in Jammu and Kashmir. In order to ensure the freedom of the press, the Lion of Kashmir, Sheikh Muhammad Abdullah, suffered countless and unforgettable problems and difficulties. He also had to face incarcerations along with his companions. In 1996 the National Conference government led by Dr. Farooq Abdullah breathed new life into the freedom of the press platform by providing a free environment to the journalists and the flourishing of a truly free press.  With the passage of time, the field of journalism in Jammu and Kashmir has developed so much that a large number of young people here have started choosing journalism as their career. Journalists here have been associated with domestic and foreign institutions and have gained international fame and brought home hard-won laurels. But the way the journalism sector of Jammu and Kashmir has deteriorated over the past years is very regretful. In the current era, the free press has been totally suppressed. Something I’m thinking on now -- having seen a poet I follow get a “rejection” from a college mag he’d actually already been published in two years ago -- is how little I actually learned about the process from publishing in undergraduate mags (both creative and academic). In so many cases, I wasn’t kept up-to-date on anything, including release dates, and had to learn my article/piece had been published weeks after it happened. Further, a lot of concerns I’d bring up -- like multiple pieces in an issue being published under incorrect titles -- would be just... ignored. 

Then of course there was the undergrad journal that gave my thesis over 370 individual edits. Much to think about on that one.

In the Name of Thy Father

        Imagine if Mary had a last name— or a choice for that matter—, was she ever in a dilemma to take Joseph’s name after marriage?

        It is common for women, especially Filipina women, to drop their maiden names and assume her new husband’s last name. It has been the tradition, they say. It’s a show of fidelity, of love and devotion, and of undying commitment a woman bestows upon her husband. How romantic… however, history has a different story.

        Laurie Scheuble (as cited by Berman, 2017), a sociologist at Penn State University, shared that this tradition of adopting the husband’s surname dates back to a time where women were treated as properties. The change of name simply implied the change of proprietor: from the father to the husband— much like how a sack of rice or a cow changes hands from the seller to the buyer.  With the change of name, also comes the change of the woman. She is no longer herself alone, she sheds her youth, her happiness and perhaps her beauty only to be swallowed in the abyss that is marriage and motherhood. These sentiments are beautifully expressed in Phillip Larkins poem, Maiden Name:

        Larkin’s poem, however beautifully executed, shows the sad metamorphosis a woman has to go through as demanded by society. It expresses how a woman has lost her vivacity along with her maiden name, how it now lies lost among old memories of the past, all because she married. Why has her maiden name become “scentless, weightless, strengthless, wholly untruthful”?

        Dropping your maiden name is an archaic attempt at subduing women. Fortunately, times have changed, and women are enjoying the rights her predecessors shed blood and tears for. Article 370 of the Civil Code of the Philippines has recommended three options for a married woman:

        (1) Her maiden first name and surname and add her husband’s surname, or

        (2) Her maiden first name and her husband’s surname or

        (3) Her husband’s full name, but prefixing a word indicating that she is his       wife, such as “Mrs.”

         Moreover, the Memorandum Circular No. 2016-07: Allowing Married Women to Retain and Use their Maiden Name in lieu of their Husband’s Surname in accordance to Existing Laws and Pertinent Jurisprudence, released October 12, 2016, puts emphasis on the fact that women have “the same personal rights as husband and wife, including the right to choose a family name, a profession and an occupation” (CEDAW, Art. 16).

         Despite these laws, many remain ignorant. I, for one, have long decided to keep my maiden name regardless of who I marry. I was faced with puzzled looks when I expressed it openly. My aunt asked, “wouldn’t that offend your husband?”. Others commented on how I am disrespecting my partner and his family by “rejecting” their family name. For me, it is of sentimental value. I treat my maiden name as a wonderful gift from my parents. If there is no need to give it up, then why bother? Fortunately, I am blessed with a secure and open-minded partner. But more often than not, it is the ones from the older generations that question this move.

         Changing your maiden name after marriage might seem not of a big deal. After all, it is just a few letters on a piece of paper. Mind you, though, the change of surnames is symbolic, as having his surname connotes that you belong to him, and all that you are is his, at least that is what tradition made us believe. History was not shy at showing how women were unjustly treated. Stories of witch-hunts, of women stoned to death for the slightest of misdemeanors, of women forced to marry their rapists in order to save face still scar the pages of history books. Though not as harsh, women still face all sorts of discrimination.

         Remember Anastasia Steele, the fictional character from E.L. James’ trilogy, Fifty Shades of Grey? She married an egotistical and ravishingly handsome man with a scarred past. There were a lot of toxic masculinity elements in the film that was romanticized but one scene stuck in my mind. After their whirlwind marriage, Ana Steele was back in her office checking her emails when she noticed an unfamiliar name: Anastasia Grey. It was not discussed. It was not consulted. It was not even hyphenated. Suddenly, all because she was married, it was decided that she would change her name— without her knowledge. Although it was a given that her charmingly manipulative husband had a penchant for dominance and sadism, still… it was HER name and HE has NO RIGHT, not even if he is the boss and the husband. Other similar situations I have read like Camyl Besinga’s (first published on Cosmopolitan Magazine’s website) encounter with the Social Security System share a similar theme. She had gone to their office to update her civil status from single to married, with an attached affidavit that she will not change her name. They did not bother to read the affidavit and went ahead with changing her name.

       Now, imagine if such a small and trivial element could be ignored, how much more the bigger issues like women’s health, education and career growth? Limiting women does not start and end with her surname. Other discriminatory laws such as requiring the husband’s approval before a woman is able to avail of tubal ligation, or requiring the husband’s passport before she gets her own are still  nods on the should-be obsolete notion that a wife is her husband’s property, a mere shadow to his glory. How can a woman be a woman when men are given the privilege—no, the right— to decide for her, about her body, her mind and her will? Let us dispel the notion that Eve came from Adam’s rib. MEN came out of their mothers’ wombs, a fact backed by science. Let us not play a game of who’s who. We are all capable, regardless of our gender. If we cannot respect the fact that women have rights, even the most basic—being able to keep her name, how can we respect her as an independent entity, fully capable of deciding for herself? How can we defend her from harassment, violence and shame when we cannot even protect her name?

         Sometimes oppression, abuse and control is not seen through bruises or black eyes. It is not heard through shouts and curses. Sometimes it is heard in the name of thy father… or husband.

I am against gender violence but believe that big things start from small things. Bypassing a woman’s say on the matter is discrimination, even if it is just a name. Because we look down on something or someone, we tend to be abusive. Through this write-up, i would like to raise awareness that VAW and GBV are rooted in the belief that one is superior over the other. Let us stop that right now. Women have a voice. It starts with her name.

Don’t Forget, Tesla Has a Big Bitcoin Charge Coming This Week.

Tesla TSLA +3.64%  has been buffeted by concerns over Elon Musk’s battle with Twitter, its high valuation, China’s Covid lockdowns, and the market’s recent disdain for high valuation growth stocks. Now, investors can add bitcoin to that list of woe. Barclay’s Brian Johnson said recently that Tesla’s (ticker: TSLA) bitcoin holdings could result in a $460 million hit to second-quarter earnings. Tesla invested $1.5 billion in Bitcoin back in January 2021. Bitcoin was north of $30,000 back then. After a few gains and losses, Tesla’s carrying value on the roughly 42,000 coins held was about $1.26 billion at the end of the first quarter of 2022. Bitcoin ended the second quarter at $18,731.30, giving the automaker a loss of roughly $11,270 a coin or $460 million in aggregate. When bitcoin falls below its holding value, just like many other assets, companies are required to take a charge. Accounting rules require companies to hold many assets at the lower of the value they purchased them at, or the market value. That is the category bitcoin falls into. Tesla investors, of course, know what’s been going on with bitcoin lately so there shouldn’t be any surprise. Still, investors should be ready to see a bigger than usual difference between adjusted earnings and earnings based on generally accepted accounting principles, or GAAP. Wall Street currently expects Tesla to report second-quarter adjusted earnings per share of about $1.80, down from EPS of $3.20 reported in the first quarter of 2022. Covid lockdowns in China constrained production. Tesla delivered about 255,000 units in the second quarter, down from about 310,000 units in the first quarter. Tesla is due to report second-quarter numbers on Wednesday, July 20. A conference call will follow the release at 4:30 p.m. eastern time. Coming into Monday trading, Tesla stock is down about 32% year to date. The bitcoin charge isn’t impacting the stock Monday. Shares are up about 2.1% in premarket trading. Johnson actually took his target price to $380 from $370 a share. He still rates Tesla shares Sell. Deutsche Bank analyst Emmanuel Rosner also put a “catalyst call: buy idea” on Tesla stock to start the week. That means it’s a timely buy call because he expects the stock to move higher in the coming days or weeks. Rosner rates Tesla stock Buy and has a $1,125 price target. Since time immemorial, philosophers and scholars have contemplated the beginning of time and even tried to determine when all things began. It’s only been in the age of modern astronomy that we’ve come close to answering that question with a fair degree of certainty.

According to the most widely-accepted cosmological models, the Universe began with the Bang Bang roughly 13.8 billion years ago.

Even so, astronomers are still uncertain about what the early Universe looked like since this period coincided with the cosmic “Dark Ages”. Therefore, astronomers keep pushing the limits of their instruments to see when the earliest galaxies formed.

Thanks to new research by an international team of astronomers, the oldest and most distant galaxy observed in our Universe to date (GN-z11) has been identified.

The team, whose research was recently published in the journal Nature Astronomy, was led by Linhua Jiang of the Kavli Institute for Astronomy and Astrophysics and Prof. Nobunari Kashikawa of the University of Tokyo.

They were joined by researchers from the Observatories of the Carnegie Institution for Science, the Steward Observatory, the Geneva Observatory, Peking University, and the University of Tokyo.

Simply put, the cosmic Dark Ages began about 370 thousand years after the Big Bang and continued for another 1 billion years.

At this time, the only light sources were either the photons released before – which is still detectable today as the Cosmic Microwave Background (CMB) – and those released by neutral hydrogen atoms. The light of these photons is so shifted due to the expansion of the Universe that they are invisible to us today.

This effect is known as “redshift,” where the wavelength of light is elongated (or “shift” towards the red end of the spectrum) as it passes through the ever-expanding cosmos on its way to reach us.

For objects moving closer to our galaxy, the effect is reversed, with the wavelength shortening and shifting towards the blue end of the spectrum (aka. “blueshift”).

For nearly a century, astronomers have used these effects to determine the distance of galaxies and the rate at which the Universe is expanding. In this case, the research team used the Keck I telescope at Maunakea, Hawaii, to measure the redshift of GN-z11 to determine its distance.

The results they obtained indicated that it is the farthest (and oldest) galaxy ever observed. As Kashikawa explained in a University of Tokyo press release: 

“From previous studies, the galaxy GN-z11 seems to be the farthest detectable galaxy from us, at 13.4 billion light years, or 134 nonillion kilometers (that’s 134 followed by 30 zeros). But measuring and verifying such a distance is not an easy task.”

Specifically, the team examined the carbon emissions lines coming from GN-z11, which were in the ultraviolet range when they left the galaxy and were shifted by a factor of 10 – to the infrared (0.2 micrometers) – by the time it reached Earth.

This level of redshift indicates that this galaxy existed as observed roughly 13.4 billion years ago – aka just 400 million years after the Big Bang.

At this distance, GN-z11 is so far that it defines the very boundary of the observable Universe itself! While this galaxy had been observed in the past (by Hubble), it took the resolving power and spectroscopic capabilities of the Keck Observatory to make accurate measurements.

This was performed as part of the Multi-Object Spectrograph for Infrared Exploration (MOSFIRE) survey, which captured the emission lines from GN-z11 in detail.

This allowed the team to produce distance estimates for this galaxy that were improved by a factor of 100 over any measurements that were previously made. Said Kashikawa:

“The Hubble Space Telescope detected the signature multiple times in the spectrum of GN-z11. However, even the Hubble cannot resolve ultraviolet emission lines to the degree we needed. So we turned to a more up-to-date ground-based spectrograph, an instrument to measure emission lines, called MOSFIRE, which is mounted to the Keck I telescope in Hawaii.”

If subsequent observations can confirm the results of this latest study, then the astronomers can say with certainty that GN-z11 is the farthest galaxy ever observed. Through the study of objects like this one, astronomers hope to be able to shed light on a period of cosmic history when the Universe was just a few hundred millions of years old.

This period coincides with the Universe was beginning to emerge from the “Dark Ages”, when the first stars and galaxies formed and filled the early Universe with visible light.

By studying these, astronomers hope to learn more about how the large-scale structures of the Universe subsequently evolved. This will be assisted by next-generation telescopes like the James Webb Space Telescope (JWST) – scheduled to launch on 31 October, 2021.

These instruments will even allow astronomers to be able to study the the “Dark Ages” itself, a time when the only non-CMB light was the spin line of neutral hydrogen – in the far microwave wavelength (21 cm).

To be able to probe the very beginnings of the Universe itself and watch as the first stars and galaxies form. What a time an exciting that will be!

The observations that made this research possible were conducted under the time exchange program between the Keck Observatory and the Subaru Telescope on Maunakea, Hawaii.

Push is about to come to shove for New York state’s budget.

A mid-year financial plan update released late last week by Robert Mujica, state budget director, shows the New York is officially looking at budget gaps of $8.7 billion in the 2022 fiscal year, $9.7 billion in the 2023 fiscal year and $9.4 billion in the 2024 fiscal year.

The projected budget gap for 2022 has increased by $370 million since Mujica’s first quarter update due mainly to health care enrollment and assumed expiration of the Federal Medical Assistance Percentage program on Dec. 31, 2020.

State revenues have decreased 15% this year when they were projected to increase 7% before the pandemic.

That equals a $14.9 billion decrease in revenues from February projections. Tax receipts alone are projected to decrease 15.3%, totaling $63 billion through 2024.

Local aid reductions continuing for the next three years are included in the budget gap projections, which Mujica wrote means the state Legislature will have to approve the continuation of the Reduction Authority or specific gap-closing actions, or both, in future years.

At the same time, Mujica has sent a two-page letter to state agency heads asking them to submit budget proposals for the coming year reducing spending in their departments by at least 5% and to limit new funding for capital projects. Those requests are due by Nov. 13.

“With this budget, New York state will chart a course forward, regardless of what action — or lack thereof — the federal government ultimately takes,” Mujica wrote.

Both Mujica’s letter to state agency heads and the mid-year financial plan update take aim at the federal government’s lack of agreement on a COVID-19 stimulus bill. Mitch McConnell, Senate majority leader, said Wednesday that Congress should approve a new coronavirus relief package before the end of the year, though it’s hard to tell when that legislation may be approved or potentially signed into law if it is approved.

While House Speaker Nancy Pelosi had reportedly agreed to a stimulus package that included $300 billion in state and local aid — which would have brought New York between $10 and $15 billion — Senate Republicans were against any new state and local aid on top of the CARES Act’s $150 billion state and local coronavirus relief fund and $31 billion in education aid, according to a recent Politico report.

New York state has been withholding 20% of most local aid payments since June as part of legislation approved with the state budget while also reviewing all planned payments for local aid, agency operations and capital projects. Through the end of September 2020, the state Division of Budget estimates that $2.4 billion in local aid payments were not made as budgeted.

“All or a portion of these budgeted payments may not be made during fiscal year 2021, depending on the size and timing of new federal aid, if any,” Mujica wrote.

ANOTHER DISCOURAGING SIGN

New York’s residents, too, are struggling through the pandemic.

Since reaching a high of 15.7% in April, Chautauqua County’s unemployment rate has dropped to 6.2% through September.

The news isn’t all good, though. The county’s labor force, which had reached an eight-month high of 55,500 workers in April, has dwindled to 51,900 as of September. Unemployment hasn’t dropped because people are finding jobs. Quite the contrary, the unemployment rate has dropped because fewer people are trying to find jobs in the midst of the COVID-19 pandemic.

“On closer inspection, it’s even worse. Assuming the number holds up in re-estimates, New York’s September labor force decline of 362,889 residents was the largest monthly drop on record in the state — exceeding even the decline in April, when most New Yorkers couldn’t seek work,” E.J. McMahon of the Empire Center for New York State Policy wrote in a recent blog post. “Excluding the pandemic period, the September change in New York’s estimated labor force was by far the largest decline on record– easily exceeding dropoffs in job seekers during severe recessions and months affected by severe weather– dating back to the start of the current statewide statistical series in 1976.”

Chautauqua County is far from alone, though. Statewide, New York’s unemployment rate dropped to 9.7% in September, marking the first time the rate has been below 10% since the beginning of the COVID-19 pandemic. The 2.8 percentage point improvement in the unemployment rate was the second largest among all states following only New Jersey’s 4.4 percentage point decline, according to state Comptroller Thomas DiNapoli.

“Unfortunately, a deeper dive into the Bureau of Labor Statistics data reveals troubling context: New York state’s workforce declined by nearly 363,000 last month, a 2.3% percentage point drop from August (based on preliminary figures), while the number of individuals officially considered unemployed declined by 302,000,” DiNapoli wrote in a recent report. “In short, the unemployment rate went down in large part because of the decline in New Yorkers counted as working or seeking employment. Such a decrease in the size of the workforce may indicate that individuals have ceased searching for a job actively.”

From March 1 through Oct. 23, the state Comptroller’s Office has approved payments for nearly $52.5 billion in unemployment benefits and related lost wages assistance supplements to workers in New York.

“The employment statistics for September could be revised in future reports,” McMahon wrote. “However, combined with slowing growth in the number of private payroll jobs based in the state, the data suggest a worrisome weakening in New York’s recovery.
