I think the main reason they got rid of vortex is because the company that build it, ArrowDynamic, went under, and so pieces were hard and expensive to replace.

But there's still plenty of Arrows in operation. A different manufacturer makes arrow parts now which let's them stay in operation. Vortex wasn't even their only arrow. It was probably moreso technical issues that it had but idk

Blue is the color most used for research, time, space, divination...I mean, our literal Divination card is a Blue one. Psychic is a type associated with the mind and space, and Steel is also associated with space through Pokemon like Celesteela. And, well, the divination school is pretty self-explanatory.
