‘Agnipath’: Concessions Planned, Not Fallout Of Protests, Says Centre
A large number of soldiers were in their 30s and this age factor had become worrisome, Lieutenant General Anil Puri told reporters today
NEW DELHI
A defence tri-service briefing today looked to clear doubts about the new military recruitment scheme ‘Agnipath’ and explained why the country needs this policy for mass entry to the armed forces.
A large number of soldiers were in their 30s and this age factor had become worrisome, Lieutenant General Anil Puri told reporters today, citing a report by a committee on the 1999 Kargil War.
Lt. General Puri also said the centre did not give concessions in the ‘Agnipath’ scheme because of protests and arson, but that those were already in the works. He said the ‘Agnipath’ planners did not anticipate the protests because the armed forces stand for discipline and only disciplined applicants join the former.
The top military officer said the COVID-19 pandemic and the long lockdown allowed the planners to finally make the move to the ‘Agnipath’ scheme. “There could have been no better time to implement the Agnipath scheme. This was the least painful time (for the switch),” he said.
“We had lengthy discussions on how to make our forces young. We studied foreign forces too. We want young people. Youth are risk takers, they have passion, josh aur hosh in equal proportions,” said Lt. General Puri, who is the Additional Secretary in the Department of Military Affairs.
Lieutenant General C Bansi Ponnappa said the rallies for army recruitment will start in the first half of August and the first lot of ‘Agniveers’ will come in by December first week. The second lot will come by February. The officer said the army will hold 83 recruitment rallies and touch “every village” in the country.
For the navy, the first lot of ‘Agniveers’ will reach INS Chilka in Odisha for training by November 21.
The air force will enrol the first batch of ‘Agniveers’ by December this year and training will begin the same month.
Lieutenant General Puri said any candidate who faces a police case cannot apply for‘Agnipath’. “The Agnipath scheme will not be rolled back. Why should it be rolled back?” he said.
The protests, meanwhile, continues in some states, the most intense being in Uttar Pradesh, Telangana and Bihar. The centre has announced several concessions amid the protests. There will be a 10 per cent quota in Defence Ministry jobs, spread across the Coast Guard and defence civilian posts, and all the 16 defence public sector undertakings. This reservation would be in addition to existing reservation for ex-servicemen.
On top of all this, the government announced 10 per cent reservation for ‘Agniveers’ in the Central Armed Police Forces, or CAPFs, and the Assam Rifles, which comes under the Defence Ministry.

One killed, trains torched as Agnipath protests spread across India
One person was killed in police firing in Secunderabad, the first casualty of protests against the Agnipath defence recruitment scheme that raged through several states for the third day on Friday with trains torched, public property vandalised and many thousands blocking tracks and highways.
At least 200 trains were affected, 35 cancelled and 13 short-terminated, railway officials said.
As angry crowds, some armed with brickbats and stones, fanned out across large parts of India, from Uttar Pradesh to Telangana and Bihar to Madhya Pradesh, Union Home Minister Amit Shah and Army chief Gen Manoj Pande were among those who stepped in to assuage concerns.
The Army chief said the government's decision to raise the upper age limit to 23 years from 21 under the scheme in 2022 will provide an opportunity to youths who were preparing to join the force but couldn't in the last two years.
The Centre's decision to increase the upper age limit will benefit a large number of youth, Shah said. He added that the recruitment process in the Army had been affected for the last two years due to the Covid pandemic and Prime Minister Narendra Modi took a sensitive decision by showing concern for the youth of the country.

Violence In Bihar Over 'Agnipath' Scheme, Protests Spread To Other States
Patna: Protests against Agnipath, a radical recruitment plan for the armed forces, turned violent today as Army aspirants disrupted rail and road traffic in several parts of Bihar for the second consecutive day. Baton-wielding protestors smashed glass windows of the intercity express train at Bhabhua Road railway station and set one coach on fire. Holding a banner saying "Indian Army lovers," they raised slogans rejecting the new recruitment scheme.
At the railway station in Arrah, police had to resort to tear gas shelling to disperse a huge crowd of protestors who pelted stones at the police. Visuals showed railway staff using fire extinguishers to put out a fire caused by protesters throwing furniture on the tracks and setting them alight.
In Jehanabad, students pelted stones injuring several people including cops who chased them away to clear the railway tracks where they had camped to disrupt rail traffic. Dramatic visuals from the railway station showed the police and protesting students pelting stones at each other. The cops also pointed their guns at the protesters to scare them away.
In Nawada, groups of young men burnt tyres at a public crossing and raised slogans demanding the rollback of the tour of duty scheme. They also blocked the railway tracks at the Nawada station and burnt tyres on the track. Visuals from the spot show a huge crowd damaging railway property and shouting expletives at PM Modi. Many can be seen doing pushups on the railway tracks while the police try to appeal for peace through a handheld public address system.
Agnipath, the tour of duty scheme, proposes the recruitment of jawans on a contractual basis for a four-year period followed by compulsory retirement for most without gratuity and pension benefits. The new recruitment plan aims to cut down the government's massive salary and pension bills and free up funds for arms procurement.
In Saharsa, students flocked to the railway station and pelted stones when the police tried to chase them away to prevent rail traffic disruption.
Violent mobs could also be seen in Chapra, carrying heavy wooden sticks and smashing state roadways buses in protest.
Protests have been reported from several parts of neighbouring Uttar Pradesh as well.
Yesterday, protests broke out in Bihar's Muzaffarpur and Buxar with the protesters asking what they will do after four years.
Under the Agnipath scheme, about 45,000 people between the age of 17.5 years and 21 years will be inducted into the services for a four-year tenure. During this period, they will be paid a monthly salary between Rs 30,000-40,000 plus allowances. They will also be entitled to medical and insurance benefits.
After four years, only 25 per cent of these soldiers will be retained and they will go on to serve for a full 15 years in non-officer ranks. The remaining will exit the services with a package between Rs 11 lakh - ₹ 12 lakh, but won't be eligible for pension benefits.
Under the old system, youths aged between 16.5 and 21 years were selected for a minimum of 15 years of service and used to get a pension after retirement.
The new policy has drawn criticism and questions from several quarters, including a section of veterans. Critics have argued that a four-year tenure will hit fighting spirit in the ranks and make them risk-averse.
Among the veterans, Major General BS Dhanoa (retired) tweeted, "Two serious recommendations to the just-announced recruitment policy for the armed forces; a. Increase the service period of new recruits to a min of seven years b. Make the retention of those keen to serve longer at least 50 per cent."

The Jammu and Kashmir Police has busted a terror finance network of Lashkar-e-Taiba (LeT) with the arrest of as many as six persons in Jammu district.
During a joint operation by the Indian Army and a Special Operations Group (SOG) team of Jammu Police on July 19, Mubashir Farooq Batt, a resident of Doda who’s doing a Bachelors course in nursing from a Kharar institute in Punjab, was apprehended with consignment of Rs 1.5 lakh concealed in a tiffin box.
The police said that during the investigation of the case, the SOG Jammu apprehended five more suspects involved in a much larger than anticipated teror module. The arrested were identified as Toqeer Ahmad Batt (a moulvi at Masjid Shimal, Doda), Asif Batt (a surrendered terrorist and Ex-SPO in J&K Police), Khalid Latief Batt (a contractor), Gazi Iqbal (a shop worker in Jammu) and Tariq Hussain Mir (a shop owner at Tanta, Doda).
The police said that during the questioning of the six arrested persons, it has surfaced that they received money amounting to Rs 12,19,704 from their handlers across the border through different means on many occasions as part of this module.
“All the accused are in contact with a Pakistani handler named Haroon alias Khubaib (Mohd Amin Batt) who remained as a district commander of LeT in Doda and exfiltrated to Pakistan in 2007,” the police said.
All members of this module were tasked with identifying the gullible youth in the valley for recruitment in terror ranks. They also provided logistical support to the LeT cadre in the region and strengthened it. Besides distributing money among the families of active and deceased militants, all accused shared information about presence of security forces to their handlers in Pakistan and also transported arms and ammunition to different locations.
These men were also instrumental in recruiting LeT terrorists Abid Ahmed Bhat who was killed and Jamal Din who has surrendered.
The police said that on August 5 on the disclosure of Tariq Hussain Mir, the SOG Jammu recovered three more tiffin boxes from his house, including Indian currency worth Rs 40,700 which he received as consignment on different occasions from Pakistani handlers as part of this module.
“In continuation to the investigation of the above mentioned terror financing case, the involvement of four accused from Kashmir has surfaced. Moreover, it has come to notice that the module has its links in Maharashtra, Uttar Pradesh and Punjab as well,” the police said.
