South African and Nigerian travel regulations

Travel rules for Afghans and Indonesians
All travellers travelling to or transiting through Dubai must have a negative COVID19 Polymerase Chain Reaction (PCR) test certificate for a test taken no more than 48 hours before departure.
A QR code must be included on the test certificate. Passengers must also submit to COVID19 PCR testing upon arrival in Dubai.
Traveling from Bangladesh, India, Pakistan, and Sri Lanka has its own set of rules.
Members of diplomatic missions, holders of UAE golden visas, UAE nationals, travellers exempted and/or granted permission to enter the UAE by the competent authorities, and passengers travelling on a business trip with a valid COVID19 PCR test c will be the only passengers allowed to enter Dubai.
Passengers who have been exempted from the travel restriction must follow the following guidelines:
Within 48 hours of sample collection and scheduled aeroplane departure, passengers must obtain a valid COVID19 test certificate.
Only COVID19 PCR test reports issued by certified labs with a QR code that links to the original report will be accepted.
Passengers departing only from India must have a COVID19 Rapid Antigen or Rapid PCR test at the airport prior to departure.
Passengers must have COVID19 PCR testing performed upon arrival in Dubai, followed by two more PCR tests on the fourth and eighth days of their quarantine period.
Passengers must sign an indemnity document for a 10-day quarantine at home or in a hotel, beginning on the day of arrival.
Passengers must download the DXB COVID19 app and supply all required information upon arrival at Dubai airports.
Except for returning UAE nationals, all passengers who have travelled from or transited via India, Bangladesh, Pakistan, or Sri Lanka in the last 14 days shall not be accepted for travel to or transfer through Dubai from any other place.

Emirates has discontinued passenger service from Vietnam (Hanoi and Ho Chi Minh City) to Dubai, effective at 23:59 hours on June 5, 2021 (local time Dubai), until further notice, in accordance with UAE guidelines. Passengers who have spent the previous 14 days in Vietnam are not permitted to enter or transit through Dubai.
Passengers who wish to travel to Dubai must fall into one of the following categories:
Arriving from Vietnam are UAE nationals and their first-degree relatives.
Members of both nations' diplomatic missions
UAE Golden and Silver Visa holders
The appropriate authorities excused and/or granted permission to enter the UAE to officials and travellers.
COVID19 PCR testing is required for exempted travellers upon arrival in Dubai.
Ugandan travel regulations
Emirates has halted passenger service between Uganda and Dubai, effective June 12, 2021, and until further notice. Passengers who have spent the previous 14 days in Uganda are not permitted to enter or transit through Dubai. Only the passengers who fall into the following categories will be allowed to travel.
Arriving from Entebbe – EBB are UAE nationals and their first-degree relatives (Uganda).
Members of each countries' diplomatic missions.
UAE Golden and Silver Visa holders.
Officials and travellers who have been exempted or granted permission to enter the UAE by the relevant authorities.
COVID19 PCR testing is required for exempted travellers upon arrival in Dubai.
All passengers coming in Dubai must meet certain requirements.
Except for travel from Afghanistan, Bangladesh, Indonesia, India, Pakistan, and Sri Lanka, all passengers travelling to Dubai from any place of origin (including GCC nations) must have a negative COVID19 PCR test certificate for a test taken no more than 72 hours before departure (for which specific requirements are stated above).
Please review the list below for the criteria for travel from India.
A Polymerase Chain Reaction (PCR) test must be included in the certificate. Antibody tests and home testing kits are among the tests that are not approved in Dubai. To check in, travellers must present a printed certificate in English or Arabic - no SMS or digital certificates will be accepted. Other language PCR certificates are permitted if they can be authenticated in the country of origin.
An authorised facility in the passenger's departure country must issue COVID19 PCR test certificates. Certificates that have already been submitted for travel to another place, even though they are still valid, cannot be used for reentry.
The COVID19 PCR report must include a QR code linked to the original report for verification reasons for travellers arriving from the following countries. Upon arrival in Dubai airports, the QR code must be given at check-in and to representatives of the Dubai Health Authority (DHA): Bangladesh, India, Islamic Republic of Pakistan, Sudan, Sri Lanka, and Lebanon.

Haj Scams: What some Muslims will do to get to Mecca

Some Muslims are apparently ready to go to any lengths to participate in the Haj, the annual pilgrimage to Mecca. Strict quotas and expensive travel have pushed some pilgrims to smuggle drugs, forge passports and paperwork, and, in some cases, enter Saudi Arabia illegally.
In August, 177 Indonesians were arrested after attempting to use fake Philippine passports to travel to Medina by means of a massive passport scam. It was also reported that another 500-700 Indonesians managed to enter Saudi Arabia using forged Philippine passports. A further 229 Indonesians were detained by the Saudis for not having proper permits. And, a Nigerian woman was found guilty of attempting to smuggle cocaine in order to pay for her Haj.
“The Haj is one of the five pillars of Islam and every Muslim has to fulfill this duty once in his or her life,” Stephan Rosiny, a research fellow at the German Institute of Global and Area studies told The Media Line. “Saudi Arabia controls the Haj because it takes place in its territory and the Saudi king calls himself the protector of the two holy sites, Mecca and Medina.
While this journey is only required for all able-bodied and financially stable Muslims, it is not only expensive, but nearly impossible to perform unless a pilgrim goes through a travel agency. Travelers to the kingdom are required to apply for special Haj visas and each country has a quota of pilgrims it may send.
“You have something like 1.5 billion Muslims nowadays and you cannot allow all Muslims to take part each year. Each country has a fixed quota of people who can come every year,” Rosiny said. “It is a major source of income for Saudi Arabia. The pilgrimage and Haj have always been connected to business.”
The quotas limit the number of Muslims allowed to enter Saudi Arabia because the country does not have the infrastructure or resources to support the massive amount of people who wish to perform the Haj. Not having proper documentation to travel to Mecca can result in imprisonment and exile.
With approximately 250 million Muslims, Indonesia has the largest population of Islamic devotees in the world, comprising over 12 percent of the world’s Muslims. However, the Saudi government has capped their quota at 168,000. The Indonesian waiting list to go to Mecca for the Haj is 15 years.
Historically, Saudi Arabia and Indonesia have a fraught relationship due to competing views on Islam.
“It’s a complicated relationship in terms of how they (Saudi Arabia and Indonesia) each view their own hierarchy. Saudi Arabia does not think Indonesia is very high in terms of other Muslim countries and Indonesia has a self-consciousness about that,” Aaron Connelly, research fellow at the Sydney-based Lowy Institute for International Policy told The Media Line. “The important thing about the relationship with Saudi Arabia is that many Saudis don’t really consider most Indonesians to be good Muslims.”
Many Saudis also see Indonesians as domestic workers, which contributes to the contentious relationship, Connelly added.
While many of the pilgrims go through third party syndicates to help them get to Saudi Arabia, others resort to illegal activities.
Binuyo Basari Iyabo, a 55-year-old mother of three, was arrested at the international airport in Abuja, Nigeria by the National Drug Law Enforcement Agency for smuggling cocaine. Iyabo, who excreted some 82 cocaine pellets, was taken into custody while trying to board an Emirates flight on her way to Saudi Arabia as a Haj pilgrim.
According to Vanguard, a Nigerian newspaper, Iyabo admitted to trafficking the narcotics to help cover her trip to Saudi Arabia.
“I wanted to expand my cosmetic business but I have no money. My sponsor offered to foot my expenses to Saudi on pilgrimage. This was how I got involved in the act. I was excited until the issue of drugs was introduced,” Iyabo said in an interrogation.
Not only is the pilgrimage expensive, but it can be dangerous as well. Last year, there was a stampede that killed some 2,236 pilgrims.
“Mecca gets really, really crowded,” Shahed Khaled, a Saudi medical student told The Media Line. “People die yearly because of that. It is, however, very organized if you stay calm and follow the rules.”
The Haj began on Friday, September 9 and ended September 14.

“However, we want the U.S. government not to create the impression that it is endorsing one candidate over the other,” he said. “But now, they have been accusing them of putting a strange man in the presidency, why haven’t they come out to say ‘No, this is who we have’. They are making all sorts of stupid excuses and diverting from the issues”, he said.

Countries Linked To 93 Percent Of U.S. Terrorism Not Included In Trump’s Travel Ban

On Friday, the world erupted in chaos after President Donald Trump signed an Executive Order suspending entry into the United States for people traveling from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.
These seven countries originally came from the Obama administration and were labeled as “countries of concern.”
“There were further travel restrictions already in place from those seven countries,” Sean Spicer said Sunday on ABC’s “This Week.” “What the president did was take the first step through this executive order of ensuring that we’re looking at the entire system of who’s coming in, refugees that are coming in, people who are coming in from places that have a history or that our intelligence suggests that we need to have further extreme vetting for.”
Trump is simply building off of restrictions the Obama administration already put in place in 2015 on certain travelers who had visited Iran, Iraq, Sudan, or Syria on or after March 1, 2011. Libya, Somalia, and Yemen were added to the list only months after the original limitations.
So, all Trump did was temporarily ban those countries instead of merely keeping the current restrictions.
Sounds reasonable, right? Well, if we look at the bigger picture, and the history of these seven countries — especially in regards to terrorism — something very fishy appears.
Those seven countries have never produced a terrorist in the United States who has ever caused the death of a single American. Yes, you read that correctly.
Only seven percent of all terrorist-related acts in the United States have originated from people in those countries, and not a single one of them has killed a US citizen. 
As the Daily Caller reports:
In 2006, Mohammed Reza Taheri-azar, a naturalized American citizen born in Tehran, Iran, plowed a Jeep into a crowd of people on the campus of the University of North Carolina at Chapel Hill “to punish the government of the United States.” No one died in the attack. Nine people were injured, but none of them seriously. Taheri-azar was arrested and now resides in prison.
In 2016, Somali refugee Abdul Razak Ali Artan injured 13 people — none critically — when he drove a Honda Civic into a group of people on the campus of Ohio State University. Artan then got out of his car and stabbed people with a butcher knife. Police on the scene then shot and killed him.
Also in 2016, Dahir Adan, a Kenya-born Somali immigrant and naturalized U.S. citizen, armed himself with a pair of steak knives and entered the Crossroads Center shopping mall in St. Cloud, Minnesota. Adan then stabbed — and punched — 10 people. Victims who were hospitalized were all released by the next day. An off-duty police officer shot and killed Adan inside a Macy’s store.
Taheri-azar, Artan and Adan are the only three Muslims from the seven nations covered by Trumps’ executive order to commit terrorist acts in the United States since September 2001.
Out of the 43 people who carried out terrorist attacks on US soil, only three of them came from the seven countries on Trump’s list — the other 40 terrorists came from countries who were not banned.
This handful of attacks on American soil hardly justifies restricting the travel from these countries once we look at the countries Trump did not ban — who are responsible for 93% of all terrorism in the United States causing death on a massive scale.
During the same period those three terrorists mentioned above attempted to cause harm to Americans, 40 terrorists from Saudi Arabia, Pakistan, Egypt, the United Arab Emirates, Kyrgyzstan, Kuwait, Nigeria, Afghanistan, Lebanon, and Guinea wreaked havoc in America.
However, people from those countries are still welcome to apply for U.S. visas and travel permits.
So why is it that all these other countries were left off the ban list when it is common knowledge that they are responsible for the overwhelming majority of the terrorism within the United States?
Well, if we zoom out again, we can a propose a potential reason for Trump conveniently leaving these known producers of terrorism off the list.
Trump, being the international businessman that he is, has business holdings worldwide. None of those holdings are in those seven banned countries. On the other hand, however, Trump holds major business stakes in several of the countries absent from this list.
As the Free Thought Project previously reported, during his campaign, Trump registered eight companies tied to hotel interests in Saudi Arabia alone. In case you’ve been under a rock for the last 17 years, the majority of hijackers on 9/11 came from Saudi Arabia. And, last year, the federal government declassified a 28-page report, detailing the fact that they covered up the Saudi Arabian government’s role in the attacks on 9/11.
Saudi Arabia is responsible for the death of 2,369 Americans — they are not on the list.
Trump also has holdings in Egypt, whose citizens killed a total of 162 Americans. Trump Marks Egypt and Trump Marks Egypt LLC are the President’s business dealings in this country, who, conveniently, is also absent from his list.
Another country, who is also absent from Trump’s list is the United Arab Emirates. Trump’s organization has a plethora of holdings in this country, including a licensing and management deal in Dubai for two golf courses and a whole neighborhood of luxury villas currently under construction.
A total of 314 Americans were killed by UAE citizens between 1975 and 2015, according to CATO.
Trump also does business in Turkey as he currently licenses his name to two luxury towers in Istanbul. As we’ve reported many times in the last year, Turkey has repeatedly been caught aiding the Islamic State through protecting their oil routes as well as providing them sanctuary and even training.
