“Tell whomever it is that we’re in the middle of dinner, bärchen,” instructed Emma gently, although it was not the case.
The tablecloth was still in her hands, brittle and white and expensive beneath her touch, and she was still airing it out to drape over the grand dining room table that had been carved with larger dinner parties than five in mind. Over the kitchen stove, soup bubbled under the watchful eye on the family’s house elf; chicken was roasting in the oven and was not yet ready to be set out. But the scents of a hearty dinner already floated through the halls and – if they were behaving, which they did too often for their age – Hana and Emmett were already washing their faces and slipping into formal clothing for the meal.
It was Friday night, and that always meant a special dinner in the Vanity household.
Even when the Vanity household operated and existed within the bubble of what was physically Dolohov Manor. Emma liked to think of it as an illustrious, untouchable ecosystem that thrived within the trunk of an unbending, resisting tree. The tree had been planted and tended over the years by the stubborn Amirah Dolohov, but Emma had burned the bark and hollowed out the roots and would not cow to the influences of a dying outer world.
Gus shot his mother the apple-cheeked, infectious smile that transformed his face into something that looked nothing like his father’s. The sight of it – and the difference of it – was always enough to get Emma to smile back. Not that she needed any extra reasons to smile.
Augustin was a clever, amiable boy of sixteen. He’d grown into his father’s image but his mother’s war-warmed heart. He was at the top of his class, had been awarded a minted prefect’s badge half a year ago and, above all else, Emma loved him fiercely. Without complaint, he moved to answer the door and deflect whichever solicitor had decided supper to make their intrusion.
As he walked, he noted the sounds of the home he’d grown up in. Violin music drifted, just barely into the furthest reaches of the foyer. Hana would be dressed already, then, and putting her deft, mischievous fingers to rare, productive work. The floorboards on the second floor, above Gus’s head, creaked just loudly enough to make out if you were listening for it hard, which Gus always was. Emmett would be pacing, then. Probably trying to come up with an idea for his next short story, which he would deliver with equal parts excitement and bashfulness to his older brother after the weekend was spent.
Gus was dressed handsomely for dinner, in a tie and polished dress shoes. The house was still cold around him, though. He hated winter, especially in the cavernous mansion, and was already counting down the days until the lazy August days that would bring his next birthday and the sunbaked shouts of he and his friends taking reign of the house.
The home’s front door was old-fashioned and Gus always loved answering it. He’d been the man of the house since his toddler years, but getting to clear his throat and present himself to people was the only time he really felt his role. He took a moment to compose himself before he reached for the door, rolling his shoulders back and fixing a sly, curious smile onto his face.
Antonin, who was on the other side of the door, would see a mirror image of his younger self.
Augustin, who had to fight the alien urge to slam the door shut with all his might, saw something wild and terrible as a maimed deer. The eyes, too big, were wild. The hair was wiry and overgrown, too large and too dirty for the matted frame that sprung it worth. A hunched posture; an unpleasant aura; the smell of the ocean and moth-stale clothes greeted him unwelcomely.
Gus tried to open his mouth to speak. He slammed the door shut.
“Mum?” he called out, voice echoing best it could with all the strings inside of him pulled taut.
Emma had wandered into the kitchen, where her biggest worry was whether or not her dress was stained.
It wasn’t, the black material of her custom attire too dark to showcase the drop of soup spilled during a startling moment of her own. It had been much more mild; a rap at the window, sharp as a stone rutting against the glass. When she set down the mixing spoon to check on its origins, she saw a dappled grey owl she knew well perched on the sill. Sebastian’s communication method of choice, Owlbert, was a common and welcome sight at the Vanity home and Emma moved to relieve him of his message before the rain began.
She unrolled the message, already mentally planning to set another two places as the table as she guessed at the contents of the scroll. The Nott boys were famously hungry, and famously shameless about asking for a seat at her hearth. Emma was already smiling about it. She smile took a while to fade, frozen on her face as ice flooded through the rest of her.
The scroll was only three words long:
Antonin is out.
It seemed a cruel joke, but Sebastian was not a cruel man. On some level, Emma had been waiting for this day since the one Antonin was carried off by Aurors. She just hadn’t realized she’d been waiting until now. Her feet were stuck to the floor, heels heavy as lead. Her head, opposingly, was too light. It was only in thanks of her neck that it remained attached.
The list of what to do next came very quickly.
Secure the wards. Get Lucinda out of the country. Get all of them out of the country. Avoid Amirah. Call Sebastian – the muggle landline installed in the house existed for one reason, and one reason only. She’d laughed when it was installed, thinking it would never see use.
Emma tried to remember everything she needed to pack for a transition to the London apartment.
And then she remembered.
The knock at the door.
She had been an athlete once. Never had she moved so quickly as when she heard Gus’s voice calling for her.
Emma arrived in the foyer in a flurry of unsettling, intense calm. There was no use losing her grip now; not after all this time. She clenched and composed, like she’d been so adept at in her youth. She did not ask Gus who was at the door. There was no use and, besides, there was no time. Emma took her son’s place at the door and reached, delicately, for the handle. It felt like the handle to a shovel, in that moment. One she’d use to dig her own grave.
Gus hovered inches behind her, and Emma could feel the focused, concerned energy radiating off of him to melt into her own. If he was the angel on her shoulder, she knew that it truly did have to be his double outside, waiting to add weight to her burden under the pretense of balancing her out.
She could not refuse to answer the door.
It was his house, after all.
“Antonin,” said Emma smoothly, her voice serpentine and dripping with formality, as though she’d been expecting him all this time.
I had been. I had been.
The door opened widely, but she did not move to make room for him to enter. The paper from Sebastian was still clenched in her manicured hands. A wry smile twisted its way across her face and Emma tore the note cleanly in half. It was all she could do to keep the pieces from fluttering to the floor.
“We were just about to sit down to dinner.”

Once upon a time, Sebastian couldn’t have imagined ever feeling comfortable in the cavernous, untouchable splendor of Malfoy Manor. Now, with his head bowed close to Lucius – their voices lowered to whispers but still carrying high through the cathedral ceilings and laced with anticipation – it seemed remarkable that he could not remember the last time he had felt uncomfortable here. There was a thrum of expectation that seemed to pulse through the house like a heartbeat.
In the knowledge that he was about to face Antonin Dolohov, among others, for the first time in years left Sebastian feeling the way he had during the days of their initial friendship – days he’d thought of as ‘carefree’ until time and distance shifted the narrative, driven by relief. Like he was waiting for the other shoe to drop. Like the run under him only remained in place by the grace of someone else’s preoccupied hand.
There was comfort in sidling up to Lucius, in talking about their sons and the easier, pettier drama that had marked the passage of time for them. Their eyes were not haunted; their cheeks were not sunken. Sebastian was clad in his finest suit, but he’d slipped into it that morning without favoring it for that reason. It was just the comfortable skin he’d grown around himself now. His hair was shiny, his teeth while, his hand molded by muscle memory to shake other hands instead of shaking nervously inside the folds of his robe.
He’d won reelection to his office nigh on a year ago. The next reelection campaign needed planning now, even if he held an eight-year seat. Things never stopped, but that seemed alright to Sebastian – who actually liked what he was doing, now.
Two newspapers laid on the polished, mahogany dining table in front of him. One, the Daily Prophet, featured a rather large and handsome picture of himself – in these increasingly turbulent times, constituents take comfort in the steady hand of perpetually smiling political wunderkind Sebastian Nott, droned on the opening-line, as though it was Sebastian’s boyish charm and not his middle-thirties age that defined his success as remarkable.
The other, a smaller and less credible paper churned out by some conspiracy theorist, was the only one still discussing the mass breakout that had rocked Azkaban and returned Sebastian’s friends unto him. Even this one cited Sirius Black as a possible ringleader of the prison desertion, which would have been laughable if Sebastian didn’t think he’d now have to manage that fact reflected back on the once-proud faces of Antonin, Bellatrix, Rowle…
No one would be pleased about it.
Sebastian was not pleased about it – any of it.
Nobody would know that by looking at his face, however. There was the sound of footsteps and shadows began to fall across the doorway. Sebastian had been seated beside Lucius, at his right hand, but he raised to his feet with a blithe smile to greet the newcomers.
A scraggle of dark, matted hair caught his eye. Sebastian blinked, trying to place it. When he looked at Antonin again, he saw a face shaven, curls returned to their former shape – if not their shine. He was mixing up mugshots and reality again, though he hardly thought he should be blamed for it. Antonin’s eyes were as large as ever, but if they were registering Sebastian, he was not sure of it. He’d always used to be sure of it. There used to be no mistaking the hawkish glare that marked both halves of Antonin’s marriage bed. But Emma’s eyes had softened and Antonin’s had disappeared altogether.
Call on Emma later, Sebastian reminded himself. He did so, often, but that was to deliver Theo for a playdate with Gus, or to pick up Hana for a ferreting around the Ministry so she could decide where to suffer through her future internships. He and Emma did not talk about how she was the chief reason he’d avoided suspicion, avoided jail time, avoided answering for the crimes that now shackled his ankles and dragged him back underwater into this circle of ‘friends’.
They did not talk about the last war at all. They did not talk about the fact that it was all happening again, even though they’d just gotten their lives back. Or, at least, it felt like they just had.
Sebastian had to suppress a private laugh when he remembered that one of the further pages of the newspaper, immediately following the pages dedicated to his political success, speculated about his relationship with The Widow Vanity (she’d paid a reporter heartily to get that nickname started in the press, and it’d caught on like wildfire over the years). It featured pictures of them on outings together with their children; consorting at work; whispering private commentary on others, out of earshot. It hadn’t harmed him in the polls. Nobody was calling him The Widower Nott, but any association with a stable, gunning force like Emma Vanity was a boon for him.
Would it be for Antonin? Had he seen her? Would he tear down everything Emma had worked to build over the years, just as Sebastian was afraid for his own, budding, Real Life?
Sebastian leaned down low, to whisper something into Lucius’s ear with a smile and a laugh. Then he patted the peaky, blonde man on the shoulder and strode off across the room.
“Hello old friend,” Sebastian greeted Antonin with the charm that had bookended their teenage years. He was still some feet away, however. There was a difference between befriending the wild and walking directly into the jaws of a starved bear.
One step closer and he was near enough for a handshake. Flinching from hesitation for the first visible time, Sebastian made the move to do so – he held his hand out at an unnatural angle, needing to reach as he did. Reach through the feet between then. Reach through the years that had made all of them – these two men the most, in opposite directions – unrecognizable.
“There’s some time before we begin,” added Sebastian, acting the host and ever the pretender. He’d only gotten better at it with age but coming face-to-face with Antonin regressed him. He felt fourteen again, standing here trying to make his effortless face look unrecognizable. “Fancy a walk around the grounds?”
It was not an invitation. Sebastian was already taking a step toward the doorway to make it happen.
He’d learned that from Antonin himself, when he used to be…well, not this.
What was he? Calling him a ‘husk of a man’ seemed too cruel an irony, when he looked more husk than man.
Sebastian smiled again, like a Cheshire Cat deeply touched by the fateful return of the Antonin Dolohov they were all pretending didn’t set their already-frayed nerves over the edge.

The Pitfalls of “Charismatic Archaeology” - Part One: What’s in a Name?
All right, as promised, we’re going to take a look at the phenomenon of “charismatic archaeology” (Munawar 2017, 41) as it applies to the so-called Arch of Triumph in Palmyra, which was destroyed by Islamic State militants in 2015 and whose modern cultural context has seemingly superseded its archaeological context in the years since. Because there’s a lot to go over here, I’m going to have to split this up into a few parts. But the main takeaway of this series is that this arch—or tripylon—is still fascinating, even if it isn’t necessarily as ‘Roman’ as we are led to believe and that branding it as such does a disservice to the local Palmyrene builders responsible for its innovative construction in the late second to early third centuries AD (but more on that in later installments).
We already encounter an issue with the classification of this monument as a triumphal arch. Once it was torn down by the Islamic State in October 2015, the tripylon was introduced to the public on a global scale. In their reporting, numerous international news outlets used this term to describe the structure. However, this inaccurate classification pre-dates the arch’s destruction: my thesis advisor told me that when she last visited Palmyra in 2005, the archaeological park guided tourists to the monument and the adjacent section of the city’s Great Colonnade with a sign that read “Triumph Arc (sic) and the Long Street.” That said, the vast majority of the archaeological literature that was written prior to 2015 more accurately designates it as simply a monumental arch or, more commonly in the German-speaking world, a tripylon.
Other common misattributions the monumental arch is given are those of “Hadrian’s Arch/Gate” and the “Arch of Septimius Severus,” though the former is more often a fixture in the German-speaking world (where it’s called the Hadrian Bogen or Hadrianstor). In AD 129/130, Hadrian did himself travel to Palmyra, and during his stay, he granted the city his name (Hadriana Palmyra; Browning 1979, 27). And while it is true that there was an uptick in monumental civic construction and ‘Romanization’ in the city afterwards, the tripylon had not begun to be built until roughly the late Antonine period, around AD 175/180 (Barański 1995, Fig. 1; Tabaczek 2001, 128), so it could not have feasibly been built for Hadrian (in contrast to Hadrian’s Arch in Gerasa, Jordan). Similarly, this start date places its chronology too early to have been built for Septimius Severus, either, as his reign lasted from AD 193–211. That said, a number of scholars do date its construction to his reign or to post-212 more broadly (e.g. Browning 1979, 88; Burns 2017, 245; or Will 1983, 74). However, in doing so, they fail to take into consideration that a structure as large and complicated as the tripylon (more on that later) would have taken years and years to complete, and it was most likely finished sometime in the late Severan period (Tabaczek 2001, 38. 130). Therefore, any commemorative/honorific purpose for this arch is called into question (though statues to Odenathus and his family were placed in niches in the central passageway well after its initial construction in the mid-late 3rd century AD; Burns 2017, 245).
The monument’s designation as a ‘triumphal’ arch or the Arch of Hadrian/Septimius Severus immediately brings it firmly into the realm of ‘Roman’ archaeology, but naming it as such ignores the tripylon’s indigenous Palmyrene context, which in itself tells a much richer story than its apparent association with the Roman Empire. It should be stressed that the term ‘triumphal arch’ was seldom used in antiquity (Cassibry 2018, 246) and that scholars from over a century ago had even expressed the need to use caution when defining these monuments as such (Densmore Curtis 1908, 27). Not only does this term signal the ‘Romanness’ of these structures, but it tends to evoke a sense of particular importance or gravitas to the modern layperson on account of how modern Western powers have adapted the architectural form and used it to express their own “cultural statement,” whether at home or abroad in colonized territories (e.g. the Arc de Triomphe in Paris or the Gateway of India in Mumbai; Ball 2016, 286).
In reality, the eastern Roman territories of Syria and Provincia Arabia have no known ‘true’ triumphal arches, such as those that we’d associate with the city of Rome itself (e.g. the Arch of Septimius Severus or the Arch of Constantine; Ball 2016, 286), but there are three known commemorative/honorific arches to the emperors Trajan (Dura Europos) and Hadrian (Jerusalem and Gerasa; Segal 1997, 131). The point of such monuments was to serve as imperial propaganda “in Wort und Bild” (“in word and image”; Kader 1996, 184). As we will see in later parts of this series, this was not necessarily the case where Palmyra’s tripylon is concerned.
Speaking of cultural statements and propaganda, it is also possible that the concept of triumph was used to the advantage of the Institute for Digital Archaeology of Oxford and Harvard Universities when it decided to use digital methodologies to create a physical reconstruction of the tripylon in 2016 (and believe me, there will be an entire separate post about everything that was wrong with this replica). The IDA’s branding of the tripylon as such in the wake of the Islamic State’s retreat from Palmyra may have delivered a different kind of political message in the sense that the arch and its subsequent reconstruction could represent a triumph of the Syrian people and their cultural heritage over the militants and their wanton destruction of it—perhaps as a 21st-century parallel to Zenobia’s liberation of Palmyra from the Roman Empire (Munawar 2019, 152). Whatever the reason, the emphasis on the monument’s charismatic ‘triumphal’ nature obfuscates its ancient urbanistic context, which will be discussed more in detail in the next part of this series.

The house was familiar. The halls intimately so. The portrait on the wall of his - his his his - study even moreso.
It was Antonin Dolohov’s face looking back at him; painted, stately, eyes a shade of green that surely had to have been magically mixed to achieve.
Antonin Dolohov stared back. It was him, but it wasn’t. At the same time. His head was cocked to the side, studying the piece, roving the sharp lines and angles. His hand came up, steady fingers tracing the path of a cheekbone, down a jagged jawline, through a knotted beard.
The boy in the portrait was clean shaven.
The house was quiet; it was large enough to not necessarily be odd for it, but three teenagers - was Patrik a teenager? What was his name, again? Emmett? The boy looked more like Emma - surely weren’t typically this quiet. If he strained he could hear soft whispers, the sort of quiet clinking and careful movement that made it clear that great pains were being taken to make the house so silent.
It was deafening. Antonin continued to stare. Slowly he rolled his shoulders, felt the gravel-crack of his joints popping, clicking into painful place. The escape from Azkaban had been long, arduous; he’d nearly splinched himself attempting to apparate for the first time in over a decade. But he’d made it home - home - in one piece.
The Dark Mark on his arm itched. He imagined his Dark Lord was giving the devoted escapees a few nights to find home, to clean themselves up, to find him. He had always been gracious that way.
“I’m surprised,” Antonin said suddenly; his voice soft in volume, hoarse and uneven in shape. He’d heard the subtle shift in air behind him, the gentle slide of a body lightly against doorway. His voice was his own but wrecked from years of near disuse; he’d heard it upon arrival, and it had taken a moment to place as his own. His lips flickered into a broken smile; freedom would take some getting used to, as would all its pieces fitting back into place.
He didn’t turn to face her, not yet. He wasn’t quite done studying the portrait - it was one Amirah had had made of him, soon after graduation. What a vainglorious display of pride, of perceived immortality, to hang it in his own office. An office, it seemed, that was shockingly more or less the same as he last remembered it.
(He’d been standing here, hadn’t he, when the Aurors came. The blood on his hands, still there if he looked hard enough, always there, had stained his fingers despite his best scouring attempts. Antonin had laughed when they arrived, asked if they knew any good cleaning charms as they placed him in handcuffs.)
“I... thought you might have rearranged in here.” He finally finished, head quirked to the side. Emma was still behind him. He’d gotten used to knowing when silent, watchful things were behind him: real or not. “It looks the same.”

All nine people on board a White House support plane were killed late Saturday (10:48 pm MDT), when it crashed into Sheep Mountain (also known as Sleeping Indian Mountain) near Jackson Hole Wyoming. The aircraft was en route from Jackson Hole to John F. Kennedy International airport. The Air Force Lockheed Martin C-130 Hercules transport aircraft was carrying a presidential vehicle and many pieces of luggage, all related to the president’s vacation (50th birthday celebration in the Grand Tetons). President Clinton said Sunday afternoon that he was told the pilot was attempting to return to the Jackson Hole airport when it crashed (CNN news report). The Air Force reported finding no evidence of an in-flight mechanical emergency after examining the flight data and flight voice recorders and could not find evidence that the pilot radioed mechanical trouble be fore crashing into the mountainside as reported by the White House. The victims included 8 crew members and one Secret Service agent. The aircraft and crew were stationed out of Dyess Air Force Base.

Who’s on the U.S. Coronavirus Task Force
President Trump formed a coronavirus task force in late January, and members have been meeting regularly. But as the virus began to spread around the globe and infections were confirmed in the United States, Mr. Trump named Vice President Mike Pence as his point person at the end of February, and more administration officials were added to the panel. Among them are internationally known AIDS experts; a former drug executive; infectious disease doctors; and the former attorney general of Virginia. DR. DEBORAH L. BIRX The new coronavirus response coordinator for the White House, Dr. Deborah L. Birx, also holds the rank of ambassador as the State Department’s global AIDS director. An experienced scientist and physician, Dr. Birx will report to Vice President Pence, though White House officials did not specify how her duties will differ from those of Mr. Pence or Alex M. Azar II, the secretary of health and human services who is the chairman of the nation’s coronavirus task force. Nominated by President Obama in 2014 to the State post, Dr. Birx has spent more than three decades working on HIV/AIDS immunology, vaccine research and global health. For the past six years, Dr. Birx, a former Army colonel, has been in charge of the President’s Emergency Plan for AIDS Relief and America’s participation in the Global Fund to Fight AIDS, Tuberculosis and Malaria. From 2005 to 2014, she also was director of the division for Global HIV/AIDS at the Centers for Disease Control and Prevention. How do I keep myself and others safe? Washing your hands frequently is the most important thing you can do, along with staying at home when you’re sick. What if I’m traveling? The C.D.C. has warned older and at-risk travelers to avoid Japan, Italy and Iran. The agency also has advised against all nonessential travel to South Korea and China. Where has the virus spread? The virus, which originated in Wuhan, China, has sickened more than 80,000 people in at least 33 countries, including Italy, Iran and South Korea. How contagious is the virus? According to preliminary research, it seems moderately infectious, similar to SARS, and is probably transmitted through sneezes, coughs and contaminated surfaces. Scientists have estimated that each infected person could spread it to somewhere between 1.5 and 3.5 people without effective containment measures. Who is working to contain the virus? World Health Organization officials have been working with officials in China, where growth has slowed. But this week, as confirmed cases spiked on two continents, experts warned that the world was not ready for a major outbreak. He replaced Mr. Trump’s initial pick for the job, Tom Price, who had resigned in September 2017 in the face of multiple federal inquiries into his use of private and government planes for travel. Mr. Azar, a former top executive at Eli Lilly, has navigated a series of high-profile issues since taking the job, from attempting to scale back the Affordable Care Act to overseeing the shelters that have housed the thousands of unaccompanied minors separated from their parents during border crossings or who entered the United States alone. He has also sought to address rising drug prices and public health initiatives such as improving the care of people with chronic kidney disease, although many of those policies have not come to fruition. And he has clashed with top health officials, including with Seema Verma, the administrator of the Centers for Medicare and Medicaid Services, in a power struggle that required the intervention of the White House. From 2012 to early 2017, Mr. Azar was president of Lilly USA, a unit of Eli Lilly and Company, a major producer of insulin. That history as a drug company executive came under criticism during his Senate confirmation, when Democrats questioned whether he would take the industry’s side on the issue of rising drug prices. Republicans cited that experience as an asset, arguing that it would help him better understand the problems. Mr. Azar, 52, was a law clerk for Supreme Court Justice Antonin Scalia. He joined the administration of President George W. Bush as general counsel of H.H.S. in 2001 and became deputy secretary four years later. While there, he helped carry out a 2003 law that added a prescription drug benefit to Medicare, one of the most significant changes in the history of the program. Mr. Azar graduated from Yale Law School and grew up in Maryland, where his father was an ophthalmologist and his mother a registered nurse. — Katie Thomas DR. ROBERT R. REDFIELD A longtime AIDS researcher, Dr. Robert R. Redfield has served since March 2018 as the director of the Centers for Disease Control and Prevention and administrator of the Agency for Toxic Substances and Disease Registry. As such, he is the nation’s chief public health officer, overseeing government response to crises like the opioid epidemic or Ebola, and has had primary responsibility for supervising the federal response to the coronavirus cases in the United States, reporting to Mr. Azar. Dr. Redfield has already been the target of criticism for some of the C.D.C.’s decisions — including testing protocols that may have missed infections, flawed testing kits for the virus and the repatriation of infected patients from the Diamond Princess cruise ship — although it is not clear whether his was the final word on these and related actions. Before taking his post, Dr. Redfield was a professor at the University of Maryland School of Medicine, where he co-founded the Institute of Human Virology, and served as chief of infectious diseases. The institute provided treatment for H.I.V., the human immunodeficiency virus, to more than 6,000 patients in the Baltimore-Washington area and more than 1 million people in Africa and the Caribbean. Earlier in his research career, Dr. Redfield advocated broad testing for H.I.V. and the screening of military personnel for the virus — and faced renewed criticism for those views when he was nominated to the C.D.C. post. A native of Chicago, Dr. Redfield grew up in Bethesda, Md., where both of his parents worked at the National Institutes of Health. He graduated from Georgetown University and its School of Medicine, and did his residency at Walter Reed Army Medical Center, then continued as a researcher there, focusing on AIDS. He launched the virology institute with Dr. Robert C. Gallo, who developed the blood test for H.I.V. in 1996. — Sheila Kaplan As head of the National Institute of Allergy and Infectious Diseases at the National Institutes of Health since 1984, Dr. Anthony S. Fauci has played a central role in research of disease outbreaks, and the search for cures, since the emergence of HIV/AIDs — as he is doing now with the coronavirus. He testifies regularly to Congress about the threat of emerging diseases and has been one of the most prominent leaders of the government’s front line on public health. Behind the scenes, though, is where Dr. Fauci is considered most influential: He helps shape the decisions about where research should be directed in search of a response or cure. Overall, Dr. Fauci oversees an agency with a budget of $5.9 billion for 2020. Dr. Fauci grew up in Brooklyn. His father was a pharmacist. attended Holy Cross College and was graduated from Cornell University Medical College in 1966. His life shifted significantly in 1981, when he was working at the N.I.H. and gay men began showing up with devastated immune systems. Dr. Fauci, while certainly not known in popular culture circles, carries a kind of celebrity status among scientists. That might stem in part from the amount of research money he controls but also because of his ease with communicating deep science both with nuance and accessibility, making him a translator of sorts during times of crisis. Kenneth T. Cuccinelli II, one of the top immigration officials in the United States, has brought his firebrand approach to Mr. Trump’s coronavirus task force. He leads the United States Citizenship and Immigration Services, the agency overseeing legal immigration, while simultaneously working as acting deputy secretary of the Department of Homeland Security. In nine months, the former attorney general of Virginia has gone from defending Mr. Trump’s aggressive immigration policies on Fox News to representing the Homeland Security Department on virus response. Mr. Cuccinelli coordinates the screening of travelers at airports, and land and maritime ports, and has overseen the monitoring of people who have recently traveled to China or shown signs of illness. In his short time with the Homeland Security department, Mr. Cuccinelli has irked other agency leaders with his aggressive communication to the public — including when he said the sonnet on the Statue of Liberty poem referred to “people coming from Europe.” Mr. Cuccinelli was similarly criticized on Monday afternoon when he complained on Twitter that he could not gain access to a Johns Hopkins University map of the spreading coronavirus outbreak. “I’m sure it’s jarring to the public to see a very high ranking federal official sending out an S.O.S. on Twitter,” said January Contreras, who was a senior adviser to Janet Napolitano, his predecessor at the homeland security agency. After Senator Chuck Schumer, the Democratic leader from New York, said Mr. Cuccinelli’s appointment to the task force showed how “hollowed out” federal agencies are, Mr. Cuccinelli pointed the finger at Mr. Schumer for not attending a briefing on the virus. In an interview with The New York Times earlier this month, Mr. Cuccinelli said he spent much of his time since being appointed to the task force calling hundreds of local politicians to coordinate their responses to the virus. Challenges to Muslim Ban
President trump’s announcement of the Muslim travel ban on the 27th set off wide-spread protests at airports over the weekend all across the country. Taxi drivers in New York City, organized by the New York Taxi Workers Alliance staged a one-hour strike on fares heading to and from JFK Airport in a show of solidarity. Uber faced harsh criticism over the next week - and thousands of people deleting their app and vowing to boycott the ride service- for choosing to accept the fares. There was also an organized effort which succeeded on Thursday of getting Uber CEO Travis Kalanick to quit trump’s economic advisory council.
Lawyers of various specialties were also grouping in airports over the weekend, offering their services for free to the immigrants and refugees caught in the tangle. The ACLU worked quickly to win a temporary stay on the order within 24-hours of it going into effect. The ruling by Judge Ann Donnelly of the federal district court in Brooklyn protected the travelers already in the country from being deported, but couldn’t release them from being detained at airports.
In support of their efforts, the ACLU brought in over $24 million in online donations in two days.
Finally, on Friday, US District Judge James Robart of Seattle issued a temporary restraining order on the ban, pending full review. This ruling means that anyone with a valid green card or visa must be allowed entry into the country, and anyone traveling from the seven countries included in the ban cannot be denied passage based on their country of origin. "The constitution prevailed today," Washington’s Attorney General Bob Ferguson said of the ruling. "No one is above the law, not even the president.”
One of the youngest victims of the ban was four month old Fatemah of Iran. She was scheduled to have heart surgery in Oregon on February 5th, but her family was denied entry into the country. Thankfully, New York Governor Cuomo issued them a waiver and arranged for doctors at Mt. Sinai Hospital in New York City to perform her critical surgery for free.
Seeing the horrible mess of trump’s Islamophobic policy, Republican Senators John McCain (who ran against Obama in 2008) and Lindsey Graham, issued a joint statement criticizing the ban and saying that it would ultimately cause more harm than good.
“Such a hasty process risks harmful results. We should not stop green-card holders from returning to the country they call home. We should not stop those who have served as interpreters for our military and diplomats from seeking refuge in the country they risked their lives to help. And we should not turn our backs on those refugees who have been shown through extensive vetting to pose no demonstrable threat to our nation, and who have suffered unspeakable horrors, most of them women and children. Ultimately, we fear this executive order will become a self-inflicted wound in the fight against terrorism.”
While I wouldn’t say that this indicates any feeling of solidarity between the Senators and Muslim immigrants and refugees (Graham called for a “time out” on accepting Syrian refuges after a 2015 terrorist attack in Paris) it may suggest that trump cannot proceed on all fronts completely unchecked by the legislative branch of our government. Maybe. We’ll see.
Steve Bannon and the National Security Council
One move trump is absolutely seeing bipartisan opposition to is his executive order, signed on Saturday, to reshape the National Security Council (NSC) to include his chief advisor Steve Bannon, a known white supremacist. His order also limited the role and influence within the NSC of the Director of National Intelligence and the Chairman of the Joint Chiefs of Staff. This makes no sense to anyone, as these positions (historically) help shape a president’s military and intelligence policy, which you’d think would be relevant to national security.
A former Chairman of the Joint Chiefs of Staff (2007-2011) retired Admiral Michael G. Mullen, described the function of the NSC this way, in a New York Times op-ed: “At N.S.C. meetings, representatives from the State Department, the Pentagon, the Treasury Department, the intelligence community and other agencies speak freely and critically about the full breadth of options available to the United States.” Senator John McCain, for one, has called trump’s changes a “radical departure” from precedent.
And the controversy doesn’t end there. Reporting was leaked that trump was not fully briefed on what was included in the executive order. Whether that would have made any difference is debatable, but we know that Bannon and Stephen Miller, the White House Policy Director, had him sign it without telling him what it was. The New York Times reports that, once he found out, it turned into “a greater source of frustration to the president than the fallout from the travel ban.”
The Firing of Attorney General Sally Yates
Speaking of the ban, on Monday, interim Attorney General Sally Yates announced in a memo to the Justice Department that she would not be defending legal challenges to trump’s Muslim ban in court.
“My responsibility,” she explained, “is to ensure that the position of the Department of Justice is not only legally defensible, but is informed by our best view of what the law is after consideration of all the facts. In addition, I am responsible for ensuring that the positions we take in court remain consistent with this institution’s solemn obligation to always seek justice and stand for what is right. At present, I am not convinced that the defense of the Executive Order is consistent with these responsibilities nor am I convinced that the Executive Order is lawful.”
Within hours, she was delivered a one-line note from the White House saying she had been fired. In a quickly issued press release, the White House accused Yates of betrayal and appointed Dana Boente to take her place until Jeff Sessions could be confirmed by the Senate. It is, needless to say, extremely unsettling to watch a president so quickly get rid of the people who question the legality of his actions.
Announcement of Neil Gorsuch as SCOTUS Nominee
The following evening, on live prime-time TV, trump announced his nominee to fill the vacancy on the Supreme Court left by the late Justice Antonin Scalia. “Was that a surprise? Was it?” he asked the press gathered. Neil Gorsuch, currently serving on the Federal Appeals Court in Denver, is what is referred to as an “originalist” or “textualist,” when it comes to interpreting the Constitution, meaning that instead of interpreting the Constitution within a modern context, he prefers to interpret our laws within a late-18th century context. This makes women, people of color, and LGBT folks, among others, understandably concerned. Ms. Magazine summarized his opposition to abortion and birth control.
“In a 1996 amicus brief, Gorsuch declared that public hospitals and individual health care providers should be free to deny women abortion care based on their personal beliefs. While serving on the 10th Circuit, he repeatedly ruled against the Affordable Care Act’s birth control benefit and in favor instead of so-called “religious liberty,” falsely framing coverage for critical reproductive health services as an infringement on the “conscience” of health care providers. Gorsuch ruled twice in favor of challenges to the ACA’s mandate, including the now-infamous challenge to the law brought by the craft store chain Hobby Lobby. He has multiple times relied on falsehoods spread by anti-abortion and anti-reproductive rights extremists…”
Black History Month Breakfast
To kick off Black History Month, trump hosted a breakfast on Wednesday, ostensibly as a listening session with black leaders. Who were those leaders? Not anyone from the NAACP, the National Urban League, or the Chairman of the Congressional Black Caucus. Guests did include, however, Ben Carson (trump’s nominee for the Secretary of Housing and Urban Development), Omarosa Manigault (former Apprentice candidate and current Director of Communications for the White House Office of Public Liason), and Pastor Darrell Scott of Chicago (who campaigned for trump and, as he put it, recently met with “top gang thugs” to address gun violence in the “inner city”).
The president also received flack for his comment on Frederick Douglass, which made some question if trump knew Douglas had died over 120 years ago, or had any knowledge of black leadership outside of names commonly taught in elementary schools. "Frederick Douglass is an example of somebody who's done an amazing job and is being recognized more and more, I noticed. Harriett Tubman, Rosa Parks and millions more black Americans that made America what it is today. Big impact.” In parody, one blogger put together a list of satirical tweets, as though written by Frederick Douglas, such as “@realFrederickDouglass: Appreciate @realDonaldDrumpf congrats on AMAZING job I did to secretly educate myself and other slaves while still living under slavery in Maryland. My work is finally being recognized!” and “@realFrederickDouglass: My keynote speech at Emancipation Memorial was highest rated speech with biggest crowd ever! DISHONEST CNN chose not to cover it. TERRIBLE!”
Holocaust Remembrance Day
Another commemorative date trump drew broad criticism over was his statement on Holocaust Remembrance Day, which made no mention of Jewish people. The White House stood by the statement, pointing out that people of Jewish faith were not the only minority targeted by the Nazis, which, while true, does nothing to amend the clear erasure of the genocide they faced in the name of anti-Semitism.
It’s especially concerning, considering the powerful (and some would say manipulative) influence that trump’s chief advisor, Steve Bannon (who formerly ran the anti-Semitic, conservative propaganda website Breitbart) has over the president. A “Saturday Night Live” skit on the 4th ended with Bannon, dressed as the Grim Reaper, taking over trump’s desk in the Oval Office, relegating the president to a child-size table covered in toys to distract him.
Phone Call with Australian Prime Minister Turnbull
The skit was based on calls to leaders of various countries that trump had made this week, including Prime Minister Malcolm Turnbull of Australia. A few months ago, President Obama promised to welcome in 1,250 refugees currently being detained in Australia, but in speaking with Prime Minister Turnbull, trump reneged on the deal, saying it was “the worst deal ever,” and that accepting the refugees would kill him politically. He even had the audacity to accuse Australia of trying to send us “the next Boston bomber.” (Who was an American citizen, by the way.) Before ending the call, he described the conversation, (which was scheduled to last an hour, but ended with trump hanging up on Turnbull after 25 minutes) as “the worst call by far.”
Final Thoughts
If trump has learned anything from his second week as President, it’s that nothing will come easily. He has faced incredible resistance at every turn, and the cracks in his administration are becoming more apparent. For someone who loves to be on the attack, he has incredibly thin skin; a fact which is being taken full advantage of. Whether it’s through mass protests, creative acts of resistance, sharp satire, or legal challenges, the message is clear. This is not “trump’s America.” It’s still ours.

Can Someone Be Fired for Being Gay? The Supreme Court Will Decide
In more than half the states, someone can still be fired for being gay under the assumption that the Title VII of the Civil Rights Act banning sexual discrimination does not apply to gays, only male/female distinction. What would you do if you were a manager and another manager said s/he was going to fire someone because s/he didn’t like gays: (1) nothing, (2) intervene on behalf of the gay employee (if so, how?)? What are the ethics underlying your decision?
The Supreme Court has delivered a remarkable series of victories to the gay rights movement over the last two decades, culminating in a ruling that established a constitutional right to same-sex marriage. But in more than half the states, someone can still be fired for being gay.
Early in its new term, on Oct. 8, the court will consider whether an existing federal law, Title VII of the Civil Rights Act of 1964, guarantees nationwide protection from workplace discrimination to gay and transgender people, even in states that offer no protections right now.
It will be the court’s first case on L.G.B.T. rights since the retirement last year of Justice Anthony M. Kennedy, who wrote the majority opinions in all four of the court’s major gay rights decisions. And without Justice Kennedy, who joined four liberals in the 5-to-4 ruling in the marriage case, the workers who sued their employers in the three cases before the court may face an uphill fight.
“Now that we don’t have Kennedy on the court, it would be a stretch to find a fifth vote in favor of any of these claims that are coming to the court,” said Katherine Franke, a law professor at Columbia and the author of “Wedlocked: The Perils of Marriage Equality.”
She added that lawyers working to expand gay rights might have focused too narrowly on the right to marry. “The gay rights movement became the marriage rights movement,” she said, “and we lost sight of the larger dynamics and structures of homophobia.”
Other experts said the court should have little trouble ruling for the plaintiffs.
“Lesbian, gay, bisexual and transgender Americans continue to face widespread job discrimination because of their same-sex attraction or sex identities,” said William N. Eskridge Jr., a law professor at Yale and the author of an article in The Yale Law Journal on Title VII’s statutory history. “If the justices take seriously the text of Title VII and their own precedents, L.G.B.T. Americans will enjoy the same job protections as other groups.”
The Supreme Court’s earlier gay rights rulings were grounded in constitutional law. Romer v. Evans, in 1996, struck down a Colorado constitutional amendment that had banned laws protecting gay men and lesbians. Lawrence v. Texas, in 2003, struck down laws making gay sex a crime. United States v. Windsor, in 2013, overturned a ban on federal benefits for married same-sex couples.
And Obergefell v. Hodges, in 2015, struck down state bans on same-sex marriage, ruling that the Constitution guarantees a right to such unions.
The new cases, by contrast, concern statutory interpretation, not constitutional law.
The question for the justices is whether the landmark 1964 law’s prohibition of sex discrimination encompasses discrimination based on sexual orientation or gender identity. Lawyers for the gay and transgender plaintiffs say it does. Lawyers for the defendants and the Trump administration, which has filed briefs supporting the employers, say it does not.
The common understanding of sex discrimination in 1964 was bias against women or men, Solicitor General Noel J. Francisco wrote. It did not encompass discrimination based on sexual orientation and gender identity.
“The ordinary meaning of ‘sex’ is biologically male or female,” he wrote. “It does not include sexual orientation.”
In response, lawyers for one of the plaintiffs, Gerald Bostock, wrote that “a person’s sexual orientation is a sex-based classification because it cannot be defined without reference to his sex.”
Mr. Bostock, who spent a decade building a government program to help neglected and abused children in Clayton County, Ga., just south of Atlanta, said his story illustrated the gaps in protection for gay workers.
“Everything was going amazingly,” he said in an interview in his home. “Then I decided to join a gay recreational softball league.”
He played catcher and first base for his team, the Honey Badgers, in the Hotlanta Softball League. A few months later, the county fired him for “conduct unbecoming a county employee.”
Mr. Bostock’s case is at an early stage, and the reason for his dismissal is contested. His former employer has said it fired him after an audit indicated he had misused county funds, which Mr. Bostock denies.
In an email, Jack R. Hancock, a lawyer for the county, said, “Mr. Bostock’s sexual orientation had nothing to do with his termination.”
The justices will decide whether Mr. Bostock is entitled to try to make his case to a jury. The county insists that Title VII allows it to fire workers for being gay, meaning that the case should be dismissed at the outset.
“When Congress prohibited sex discrimination in employment approximately 55 years ago,” Mr. Hancock wrote in a brief, “it did not simultaneously prohibit discrimination on the basis of sexual orientation.”
Mr. Bostock, 55, grew up in southern Georgia, where he said he “learned the three F’s very quickly: family, faith and football.” But he found his own calling, he said, when he was assigned to recruit volunteers to represent children from troubled homes in juvenile court.
“It was my passion,” he said. “My employer loved the job I was doing. I got favorable performance reviews. We had great success.”
Things took a turn, he said, when he became more open about his sexual orientation.
“When I joined the gay softball league in January of 2013, that’s when my life changed,” he said. “Within months of that, there were negative comments about my sexual orientation.” In particular, he said, he was criticized for recruiting volunteers for the program from the gay community in Atlanta.
Mr. Bostock said he would attend the Supreme Court arguments in his case, Bostock v. Clayton County, No. 17-1618. “I hope they give me the right to have my day in court, to come back to Georgia and clear my name and have the truth come out,” he said.
The justices will also hear a companion case, Altitude Express v. Zarda, No. 17-1623. It was brought by a skydiving instructor, Donald Zarda, who said he was fired because he was gay. His dismissal followed a complaint from a female customer who had expressed concerns about being strapped to Mr. Zarda during a tandem dive. Mr. Zarda, hoping to reassure the customer, told her that he was “100 percent gay.”
Mr. Zarda sued under Title VII and lost the initial rounds. He died in a 2014 skydiving accident, and his estate pursued his case. His lawyers told the justices that the case could be decided “without ever using the term ‘sexual orientation’ or ‘gay.’”
“The claim could accurately be framed entirely in terms of sex and nothing else: Zarda was fired for being a man attracted to men,” they wrote. “That is sex discrimination pure and simple.”
Most federal appeals courts have interpreted Title VII to exclude sexual orientation discrimination. But two of them, in New York and Chicago, have ruled that discrimination against gay men and lesbians is a form of sex discrimination.
Last year, a divided 13-judge panel of the United States Court of Appeals for the Second Circuit, in New York, allowed Mr. Zarda’s lawsuit to proceed. Writing for the majority, Chief Judge Robert A. Katzmann concluded that “sexual orientation discrimination is motivated, at least in part, by sex and is thus a subset of sex discrimination.”
Mr. Hancock, in his brief for Clayton County in Mr. Bostock’s case, urged the justices to be wary of what he called a novel interpretation of an old law. “One would expect that, if Congress intended to enact a statute of such magnitude — socially, culturally, politically and policy-wise — as one prohibiting employment discrimination on the basis of sexual orientation,” he wrote, “Congress specifically would have so stated in the text of Title VII.”
The Supreme Court has ruled that it is race discrimination to fire a worker for being a member of an interracial couple. Lawyers for Mr. Zarda said the same principle should apply to same-sex couples.
“Just as firing a white employee for being married to an African-American person constitutes discrimination because of race,” they wrote, “so firing a male employee for being married to another man constitutes sex discrimination.”
Mr. Francisco, in his brief for the administration, wrote that the analogy did not hold.
“An employer who refuses to hire an applicant in an interracial relationship would rightly be branded a racist,” he wrote. “But no ordinary speaker of English would call an employer who refuses to hire an applicant in a same-sex relationship a sexist.”
At bottom, the cases may turn on whether the justices focus on the words of the statute or their sense of what the lawmakers who voted for it in 1964 understood they were doing. In a 1998 decision in a Title VII case, Justice Antonin Scalia wrote that it was the words that matter.
“Statutory prohibitions,” he wrote, “often go beyond the principal evil to cover reasonably comparable evils, and it is ultimately the provisions of our laws rather than the principal concerns of our legislators by which we are governed.”
If nothing else, Professor Franke said, the cases will explore divisive and difficult issues. “Sex,” she said, “is a confounding term in our culture, in our language and certainly in the law.”
