Either raise the enlistment age or lower the legal drinking age.

The ages of consent and enlistment, and drinking age should be defined by a panel of those with stellar expertise in the requisite fields within the healthcare community, not the judiciary.

The boards of education (federal and state) should be broken up by child developmental categories, each range headed by an panel of experts (without a heirarchy) within the education community
