what I can't understand about some reviewers on Google, is why, why aren't you more specific about your bad experiences?
are you afraid that they will come and tell you "but we told you!" and force you what? to feel ashamed that you didn't have a good time? you had a bad experience, you are entitled to write about it (you actually have to do it. and no, they didn't tell me, they just told me in an email that I could park my car in the discotheque parking lot, without specifying shit and they told me the day I arrived "we have a discotheque in front of us" which doesn't mean much if you don't also add that it's a frigging open air discotheque; they're not common so say it).
if someone had wrote something more about the discotheque in front for my first camping on the seaside that wasn't just "the discotheque on the front..." (yes, that's the review, with full stars) but like, I don't know, "the discotheque in front is the open air type and the music is so loud you can't sleep at night" I wouldn't have even considered that camping site, but the pictures on the website were nice, full of olive trees and I though "I guess I'll just hear the thump thump in the nights" (there were also a couple of good reviews that I can't understand, for the life o me, how could they have a good time, because ok, the bathrooms are very clean but also very very old and impractical).
nope. not only those tent plots no longer exists anymore, but it's impossible to sleep for the noise. there isn't a nice hill covered by olive trees anymore, it's a residence with dozens of little houses and you can pitch a tent in the spaces they weren't able to build on (and the tenants act like they're in their regular houses with no regards for other people necessity of not hearing all their discussions).
all of this to say that I just spent half an hour to rate very specifically both camping sites in that town (I ran away the next morning; in a haste) because I don't want anyone else to ever think that the first one not only is a good camping site, but it's a camping site.
I only wish I had taken photos of the first one because my description is pretty dreadful, but a picture would have tell it even better.

The diner Dante takes her to is the standard cop hangout. Every city has at least one, with an interior that hasnât been updated since the 1950s, a cook who knows everyone by name, and food and coffee that are remarkably good considering the otherwise outdated, somewhat grungy appearance the place has. Sitting in one of the corner booths that overlooks the busy street outside, Lir picks at her omelette, only half-interested in it and the crisp hashbrowns accompanying it. Some sort of jazz plays from a jukebox by the door, soft enough that conversations can be held easily yet loud enough that eavesdropping would be difficult. It reminds her of Sunday afternoons when her father was alive, how he and her mother would dance on the worn living room rug to Frank Sinatra or Billie Holiday or Duke Ellington, but that leads her back to her dream the night before, which is quite effective at dampening her already non-existent appetite.
In a lull while the record switches, Dante sets down his fork and reaches for his coffee, studying her over the rim. âHate to say it, but you look like hell. Rough night?â
âSomething like that,â she replies. When he opens his mouth, she shakes her head. âI donât want to get into it. Just bad dreams, nothing more than that.â
He gives an idle shrug. âSuit yourself. You gonna eat that?â
With a grimace, she pushes her plate over to him, and he swaps it for his own empty one before setting in on the omelette, which he slathers with ketchup. It makes her wince, but to each their own is what she tries to tell herself, taking a sip from her own coffee. Both of them have been beating around the bush since he picked her upâMiller, her behavior yesterdayâand she decides to put an end to it. âHow much shit am I in?â
Dante chews thoughtfully for a moment before swallowing. âWith Morrison? No more than you should be. Jobâs safe, and heâs not looking to put any marks on your record. Apparently the D.A. said that, even without the confession, thereâs enough evidence to nail Miller.â He pauses, then gives her a grin. âHonestly, I think Morrisonâs glad someone ripped into that sorry sack of shit.â
âYou think?â She tries to picture the gruff Chief being pleased about anything and finds that she canât.
âSure. Hell, he did himself when he was a detective, from what I heard.â He chuckles. âMight not seem like it now, but he used to be pretty wild, back in the day. Didnât really settle until he started climbing the ranks, and thatâs probably only because you canât let those higher-up pricks get under your skin.â
She supposes that it makes sense. Relaxing, Lir leans back in her seat, watching as he devours the rest of their breakfast at a speed that leaves her surprised he doesnât choke on it. âThanks.â
âHuh?â
âFor sticking up for me. I appreciate it.â
He looks a bit embarrassed as he rubs the tip of his nose. âAh, no thanks needed. Weâre partners, right? Gotta look out for each other. Besides, I wanted to throttle the guy myself. Your tongue-lashing just beat me to it.â She smiles, but the expression fades when he asks, âYou do that in Fortuna?â
âNo,â she says shortly.
Dante gives her a curious look. âYou know, I never did ask what led you to cominâ here.â At her frown, he adds, âDonât have to tell me if you donât want to. Iâm just askinâ.â
Lir mulls over the best way to answer, trying to figure out the short version of her life. âMy dad was a cop. Never really made it higher than a beat cop, but he liked his job and what he did. It got him killed eventually.â
âShit, Lir, Iâm sorry.â
She waves it off. âGuess thatâs what drove me to join the force, too. Thought I could make a difference, you know?â He nods. âAnyway, Fortuna was nice. But there was a lot of whispering about how a woman made detective, a lot of insinuations, a lot of . . . I dunno. Itâs a pretty old-school place. Women raise families, men work. I wanted to get out before I wound up dead-locked with people I couldnât stand.â
âWhy Red Grave?âÂ
âMy father was here a long time ago. We moved to Fortuna when I was . . . I must have been around six, I think.â Lir toys with her coffee mug. âOther than that, I donât have a real reason other than I liked the look of it the most.â Looking up at him, she asks, âWhat about you?â
âMe? Been here my whole life, born and raised.â He smiles, but it seems a little haunted, a little bitter. âMy olâ man was a real piece of shit. Joined the force to stop people like him.â
She opens her mouth to ask him how awful his father was. Wife beater? Drunk? Absent? Then she realizes that itâs, quite frankly, not her place, particularly as heâd done her the courtesy of not prying into her past, and she swallows the questions, feeling them burning in the back of her throat. âIâm sorry,â she murmurs.
Like her, he waves it off. âDoesnât matter now. âBout the only thing I got from him was my good looks, anyway.â Lir huffs a laugh without meaning to, and he winks at her before sobering up. âAnyway, Miller might be taken care of, but weâre still at a dead-end on Marsons. Got any ideas?â
âDid we get anything from the DMV?â
âNo, and itâs not lookinâ like we will. You know about their feud with the police?â She shakes her head. âAh, well. Lotta immigrants go there to get a license or permit or anythinâ that helps âem out, especially the ones who didnât go through legal channels. DMV wanted law enforcement to agree not to send info to the feds, our cityâs commissioner wouldnât agree, now weâre stuck.â
Lir swears loudly enough that a nearby table gives her disgruntled glares. âPerfect. Guess we need to set up a tip line.â
âYeah.â
âFuck.â She slumps down. Itâs a necessary step to take, and Lir knows that it is, but tip lines are the bane of almost all investigations. Once theyâre open, everyone calls in, some with information thatâs actually relevant, some who just want to nose around, some who want their fifteen seconds of fame, others with nothing more to offer than a conspiracy theory or a completely fabricated story that winds up wasting precious time and resources. Add in the sheer manpower needed to run them, and they move from being a hassle to a nuisance. âGuess Iâll bring it up to Morrison when we go in.â

Having to wear a suit ranks fairly high on Lirâs list of uncomfortable experiences. Even tailored wellâwhich hers is, something that had cost her a pretty penny due to her short statureâit is stiff, itchy, and the tie at her throat feels choking. Her only solace is that Dante looks equally put out, though sheâs got a suspicion that it has more to do with the cameras, as sheâs never seen him in casual clothes. At the podium is Morrison, telling the city that there is a killer, that caution must be exercised in all things, and that they are opening up a tip line for anyone who might have seen something or knows someone who has. Lir had insisted that they not ask for people who saw the perpetrator; itâs too hard, she had argued, for someone to view their neighbor as a potential murderer. But a witness? They could spin that story all day, and they were more likely to get relevant information from it.
âIn short,â Morrison says, âwe have found ourselves, in the wake of this tragedy, seeking any information that will aid us. Please call the number at the bottom of your screens if you think that you know something, no matter how big or small it might be.â He takes a deep breath. âWeâll take your questions now.â
A reporter at the front sticks up his hand. âDoes this have any relation to the Devilâs Knight case?â
Dante tenses, and Lir looks at him curiously as Morrison replies, âWeâve found nothing to lead us to believe so, no.â
âBut wasnât there religious paraphernalia found with the victim?â the reporter persists.
âIâm afraid I canât answer that.â When the reporter opens his mouth again, Morrison smiles thinly. âThe Devilâs Knight case, as you called it, occurred twenty years ago, and the perpetrator of those crimes died while incarcerated. We canât rule out a copycat, if thatâs what youâre implying, but weâve found no evidence to support that theory.â
A woman lifts her arm. âI have a question for Detective Thorne.â Lir blinks, but steps up to the podium when Morrison beckons her forward, a dull wariness throbbing behind her temples. âDetective, witnesses saw you chasing a man across Fifth Street and Broad Avenue. Is he a suspect in this case?â
Lir clears her throat. âItâs possible, yes.â
âAre any efforts being made to find him?â
âAs Chief Morrison explained, weââ
âBecause it seems to me,â the woman continues, âas though the Red Grave police have no leads, no evidence, no suspects, and no hope of finding Sophie Marsonsâ killer before he strikes again.â
Anger throbs behind her temples, yet Lir does her best to keep her face and voice neutral. âThe perpetrator in this crime was meticulous, but it doesnât mean heâs infallible. Someone out there knows him, or has seen him, or can help us build a better picture of Marsonsâ life. Thatâs why weâre asking for your help.âÂ
(âMake it personal,â Morrison says, lighting a cigar. âTheyâll single you out, Thorne, because youâre a woman. When they do, you keep the focus on Marsons. You plead for information. Make them want to help.â)
Lir takes a deep breath. âWhat happened to Sophie was a tragedy,â she declares. âIt was senseless, it was violent, it was deplorable. She was, from what little we know of her, a bright, friendly young woman with her entire life ahead of her, someone who liked frozen margaritas with salt on the rim, who was interested in law. And all of that was brutally taken away.â Morrison touches her elbow, a sign to close her statement. âWe . . . No, I want to catch the one who did this. I donât want to see another victim. So, please, if you knew Sophie, if you saw her that night, call us. Or come in to speak with us. Thank you.â
She steps away, ignoring the clamoring of the press as she returns to her original spot next to Dante. As Morrison brings the press conference to a close, Dante leans closer to murmur, âGood speech.â
âThanks,â she mutters back.
By the time the press has dispersed and sheâs been allowed to change back into more comfortable clothing, the phones in the precinct are ringing off the hook. Dante spots her coming out of the locker room and grimaces, one pressed to his ear. Simmons is fumbling reassurances to someone on a different line. Everywhere, cops are speaking, passing notes, scrawling hurriedly to catch whatever information they can before moving on to the next tip. Lir takes in the chaos and the undercurrent of tension in the air, and then she heads to her desk, on which the phone rings shrilly. She answers, cradling the headset against her shoulder as she hunts for a pad of paper and a pen. âDetective Thorne.â
âDid you enjoy the spotlight, Detective?âÂ
The voice, distorted as it is by some sort of device, sends a shiver down her spine. Her heart pounds in her chest as she stares blankly into a drawer, the bitter taste of fear coating her throat. She doesnât know how, but she knows without a shadow of a doubt that this is their killer, that he, like so many others, now wants to make himself known. She grabs blindly and tosses what turns out to be a pack of staples at Dante, who startles and glares at her, only for his eyes to widen when she gestures to the phone and mouths wordlessly, itâs him.
âYou seemed . . . uncomfortable,â the man on the other end of the line continues. âQuite unlike your father. He loved the spotlight.â
Dante rushes into Morrisonâs office, and the two emerge after a quick conversation, Morrison gesturing for everyone else to stop talking. An eerie silence descends over the precinct as Lir asks, âMy father?â
Morrison presses the speaker button, and that garbled voice fills the room. âYes,â he replies. âI knew him, though, perhaps, not as well as you.â Thereâs a pause, and then a grisly noise: wet and visceral, it sounds not unlike a butcher carving meat from a bone, and thereâs a hopeless sort of despair in her that she sees on Danteâs face, along with fury, because it is the sound of another victim being claimed. âTick tock, Detective,â the man intones, and then the line clicks and the phone goes dead in her hand.

Morrison sends her home with an escort that remains parked on the curb outside of her apartment. Having someone babysit her is irritating at best and infuriating at worstâDante is also equally at risk, but no one is batting an eye over his safetyâbut Lir understands the need for it. The killer had called her, had mentioned knowing her father, and her face had just been broadcast on live television. So, the idea that he might choose to come after her next isn't entirely unfounded. Still, as she opens the curtains and peers out, watching one of the officers lean on the door of his cruiser and smoke, she wishes that she had some true peace.
Yet she doesn't want to be alone, either.
Moving to her sofa, she grabs her phone from a cushion and scrolls through her scarce contact list. Joan's number sits comfortable below Dante's and above Morrison's, and Lir dials it, listening to the beeping and waiting for an answer. It comes just before the call would have gone to voicemail. "Hello?"
"Hi. Joan?" Lir clears her throat. "This is Detective Thorne."
There's a pause. Then, "I remember you! You came in asking about Sophie. Sorry, sugar, as pretty as your face is, I've seen a lot since then. What can I do for you?"
"I was wondering if your offer for company still stands?" She winces as the words leave her mouth. They're too stilted, too formal, and she's too out of practice for this.
To her relief, Joan's reply this time is immediate. "Of course! Are you comin' to the bar?"
"No, I, uh . . ." She glances at the window. "I'm under surveillance right now. Because of the press conference. But I can give you my address?"
"Sure. Just let me find a pen."
Lir waits for the go ahead to rattle it off, along with instructions for which buzzer to press and what to say to the officers if they try to stop her. With that done, she calls the officers next, letting them know she has a guest coming over and what Joan looks like, agreeing when they tell her they'll still have to check her I.D. and frisk her as a precaution. Then there is nothing else to do but wait.
She tidies up her apartment, washing her few dishes and sweeping and making the bed, and she finds two bottles of wine and the meat and cheese tray the department had given her as a house-warming present a few days ago. Lir has just gotten the cellophane off when her buzzer goes off, and she hurries to let Joan inside.
The bartender arrives dressed like a knock-out, which is strange considering how casual her clothes are. From her dark turtle-neck sweater to her lightly distressed jeans, they imply comfort, but on her they look better than they ever would on the runway. Lir stumbles over her greeting as Joan hangs up her coat, and her nerves don't lessen until Joan leans over and gives her a kiss on the cheek. "I'm glad you called," she says, smiling warmly. "I was starting to think you never would."
"I'm sorry. Between work and unpacking . . ." Lir starts to say, but Joan merely shakes her head, so she changes the topic. "I have wine. Why don't you settle in and I'll get us glasses? Do you prefer red or white?"
"White, please." Joan sits on the couch while Lir heads to the kitchen, looking around curiously. "Gotta say, this is the first apartment I've been in that belongs to a detective. It's nice."
"Thanks."
Lir locates the corkscrew hiding in one of the drawers and carries the bottle of moscato and two glasses to Joan. She takes one, holding it out as Lir fills it, and while Lir prepares her own, she says, "I saw the conference. The press are some miserable bastards, huh?"
"I suppose so," Lir agrees.
"And to bring up the Devilâs Knight case," Joan continues. "It's like they want the whole city on edge. Probably do, now that I think about it. How else will they sell papers?"
"What was that case, anyway?"
Joan gives her a look of pure surprise. "You mean you don't know?"
"I mean, I've heard of it, I think, but . . ."
"Well." Joan takes a long drink of her wine. "Where to begin? You have to understand, I was a kid when it all went down, so you'll have to find the file to know more, but there was this guy who thought he was the modern day Jack the Ripper. Went around murdering women, leaving them in alleys like trash. Usually there'd be some sort of . . . Bible verse or somethin' similar with the bodies when they were found."
"That's horrible," Lir murmurs.
Joan nods her agreement. "It was. Women didn't go anywhere alone, 'cause he wasn't picky, other than them all being blondes. I think. Anyway, eventually he got caught and went to jail, where I guess he died. It's sort of become this . . . trademark of Red Grave, I guess. Not on any tours, but people still talk, and there's a vigil held every year for the victims."
"What was his name?" Lir leans forward, propping her head on the back of the couch. "The guy."
"I dunno. He had surviving family, so the name was kept outta the papers, even during the trial. Kids, I think."
"Mm." Lir closes her eyes, her brows pinched. Something about this feels familiar, but she can't put her finger on why. Had someone said something to her during her academy days? Or had she simply read about it at some point and tucked it away with all of the other things she doesn't need?
A hand on her thigh breaks her from her thoughts, and she blinks her eyes open to see Joan leaning towards her, her lips curled in a little smile. "But I say enough about murderers. Let's talk about us."
"Us?" Lir asks.
Then Joan kisses her, her mouth warm and tasting wine-sweet, and Lir lets thoughts of the case slip from her mind.

So, my family and I are planning a tour across the states visiting the most famous hero cities (once the Coronavirus passes, of course). Do you know of any tourist destinations in Gotham that had to do with Batman or the Batfamily in general? Is there a place where a famous fight happened or a museum of sorts?
(G very texted me very excitedly when we got this ask so Iâm going to let him take it, but I hope you and your family have fun on the trip and that you stay safe and healthy in the meantime dude! -W)Â
My time has come!
We have a whole post about food in Gotham that you can find here, but thereâs so much more!
We donât technically have any âofficialâ museums for hero fans, because NJ still classifies them as law breaking vigilantes, but there are some really cool local businesses that fill that hole.
Bat City- A family run place that showcases tools, costumes, and history all centered around the Batfamily. While the costumes are all replicas (high quality and based off picture and video), all their gadgets are real life ones that have been brought in by citizens or found by the family themselves. Itâs a great place to go to learn about our heroes and the impact theyâve had on our city over the last 25 years, and everyoneâs super nice! W took me there when I was starting out with this blog and it taught me so much. My favorite part was probably the batarang wall, because you can see how the design has changed over the years, tracking all the way back to the earliest found model from 1995.Â
The Rogues Gallery- The title is a pun, actually, because this is a community run art museum where people can submit works depicting Gothamâs heroes and villains. Thereâs some reeeaally cool stuff here, and itâs a good place to go if you want to browse and see some beautiful art. They accept everything from digital to paint to sculptures and you can sign up for art shows or put your stuff up for auction through their website. I havenât been much but itâs always cool.
The Eastside Bomb Museum- We actually have a few of these, but this is the only one thatâs technically⊠legal. It has models of explosives used in some of the most famous fights/heists in the cityâs history, including puzzle traps from when Riddler trapped the GCPD in their HQ, a bunch of laughing gas ones from various Joker crimes, etc. Itâs not my type of place but it does have a lot of scientific and historical info about the events surrounding each bomb. Of course none of them are real or functional, which is why itâs allowed, but if you want something more authentic it shouldnât be⊠too hard to find. Donât know if thatâs what youâre looking for though.
Sirons General Store & Pharmacy- Please go here. Oh my god. Itâs this teeny tiny shop next to a Safeway on 31st st. and itâs so good. You walk in and on one side there are stickers, socks, posters, and flowers, and on the other miniature building replicas, wigs spinning from the ceiling, masks, action figures, and ceramic tea pots. It also has like, candy and drinks and books, and if you go to the back it has a pharmacy counter. The whole building is an eclectic mix of what the fuck and itâs almost completely Bat and Rogue themed, with the most random exceptions. ALSO ITâS THE ONE PLACE THAT HAS ACTUAL GREY GHOST MERCH AND IâM SO HAPPY ABOUT THAT.
As far as other activities:
GCPD Tours- If you want to see how our law enforcement wants you to see them works, you can sign up for a tour of GCPD HQ where you get to meet detectives, the commissioner, and more while they talk about the changes the police force has gone through over the years. If you sign up for the higher class tours you can even get a ride in a police blimp!
Foot Tour- If you want to go on a stroll and see the sights, Iâd recommend the audio tour from gothamcitygargoyles.com. Itâs an official site that has a catalogue of every gargoyle in Gotham and their city assigned names. Itâs updated every now and then when a new building is put up, because yes, the city still puts gargoyles on everything and theyâre wonderful. The tour takes you by each one and peppers in little facts about their history and area. Personally my favorite is the one outside my window, his name is Bartholemew and he was added in 1854.
Fansites!- Iâve listed a lot of places I know because I live here, but if youâre a real batfamily stan, check some of the official fansites for past fight locations or places I mightâve missed.
Just a heads up, if youâre planning on staying here for more than a week Iâd definitely recommend picking up some masks and antivenom packs from a local store. Look for stuff with the Wayne Enterprises logo so you know you arenât getting some bootleg crap, and pay attention to the news! That way you can keep yourselves safe if we end up having a villain attack.Â

Microsoftâs iron cage: Prison surveillance and e-carceration
Fyodor Dostoyevsky, author of âCrime and Punishmentâ, once wrote, âThe degree of civilisation in a society is revealed by entering its prisons.â Updated for the 21st century, our âdegree of civilisationâ might be revealed by the technology used inside them.
For Microsoft, prisons represent a market. In recent years, the company and its business partners have started providing an array of surveillance and Big Data analytics solutions to prisons, courts and community supervision programmes.
This comes against a backdrop of global protests against police violence along with calls to defund the police and address institutional racism at every level of the criminal justice system.
In response to this, on June 23, Microsoft CEO Satya Nadella sent an email to his employees, assuring them the company is committed to âaddress racial injustice and inequity, and unequivocally believe that Black lives matter.â
The company claims that through their âjustice reform initiativeâ, Microsoft will supply digital technologies that increase police transparency and âdirect people into treatment alternatives instead of incarcerationâ.
But this is not the full picture of Microsoftâs relationship with criminal justice.
What the email did not mention was that for years, Microsoft has partnered with a company called Tribridge to build a corrections management suite â based on a flagship product, Offender 360 â which includes an inmate surveillance and risk scoring solution, a âyouth offenderâ management solution and risk assessment solutions for pretrial and the courts.
Microsoft has also worked on electronic monitoring solutions with partners for persons under âcommunity supervisionâ, and has its own Microsoft-branded âDigital Prison Management Solutionâ. Additionally, Microsoft partners with Morocco-based Netopia Solutions, which offers its own âPrison Management Solutionâ in Africa.
Taken together, Microsoft and its partnersâ carceral solutions cover the entire correctional pipeline, from âjuvenile delinquencyâ to pretrial and probation, into prison, and after inmates are released on parole.
Microsoftâs involvement in the carceral state reveals how tech corporations are expanding the scope of surveillance and high-tech tools that discipline and punish communities of colour and the poor. For Microsoft, incarceration is a lucrative opportunity, as âDigital transformation makes it possible to consider prison as a business.â

Microsoft has a little-known law enforcement-focused division, Public Safety and Justice, which provides integrations and services on its Azure cloud in partnership with independent software vendors operating away from public view. Microsoftâs primary business in criminal justice is carried out with its partners, and it largely generates revenue by licensing software and/or renting out storage capacity, servers and software running on cloud infrastructure.
In addition to an extensive partner ecosystem, Microsoft offers its own law enforcement solutions, such as its Domain Awareness System (DAS), called Microsoft Aware â a surveillance and analytics system first developed in tandem with the NYPD and unveiled publicly in 2012. Since then, Aware has been purchased by police forces in Atlanta, Washington, D.C., Singapore and Brazil.
With Aware, people are monitored by CCTV cameras and city sensor dragnets, subjected to facial recognition, video analytics, and surveillance-based police patrols, supplemented by Big Data analytics. As we will see later, Microsoft Aware forms the foundation for its own Digital Prison Management Software.
In response to a request for comment about the software in this article, Microsoft stated, âMicrosoft has nothing to shareâ.

Offender 360: To surveil, predict and analyse the correctional pipeline
Microsoftâs first flagship product for correctional services dates back to around 2009, when the Illinois Department of Corrections (IDOC) embarked on a multi-phase, $30-million overhaul of its antiquated computer systems.
At the time, the IDOC managed 49,000 offenders in custody and 28,000 parolees across 28 facilities using more than 40 separate computer applications. Search inquiries required customisation and could take up to two weeks.
Microsoft and its partner Tribridge, a tech company that specialises in business applications and cloud solutions, Microsoft built the IDOC a searchable web-based solution called Offender 360 to centralise databases in the cloud and upgrade its prison management capabilities.
Then-Governor Patrick Quinn said at the time, Microsoftâs âcutting-edge technology will give Illinois one of the most advanced criminal justice information systems in the country.â
An early brochure listed a variety of features that would integrate, index, and expand every bit of data available about inmates for computer-based functionality and analytics:
Tracking capabilities include an inmateâs physical location â their movement history between specific locations, such as a prison, and within them â and identification by attributes such as height, weight, scars and marks (such as tattoos), religion, and known aliases.
Categorisation and classification features index attributes such as security characteristics (for example, aggression level and offender grade) and case and behavioural histories.
Search features allow prison authorities to locate inmates of interest and observe their profiles for ad-hoc queries and real-time data analysis. For example, prison authorities can search for âinmates under the age of 50 with a projected parole date within five yearsâ or inmates âclassified as highly aggressive, high escape risk, with known affiliations to one or many security threat groupsâ.
The constant stream of data collection becomes a form of behavioural surveillance that follows prisoners wherever they go.
Prisoner advocates fears surveillance of prisoners has expanded as new technologies have been introduced to prisons
Monica Cosby spent 20 years in Illinois prisons, and is now co-director of Organizing with Moms United Against Violence and Incarceration (MUAVI). She explained to me the problem with continuous prisoner profiling and its effects on the inmate population.
Everyone has a âMaster Fileâ kept by the IDOC âthat has all your info in it,â Cosby explained. This includes your behavioural history, staff assaults (which, Cosby notes, could include false accusations), medical records, inmate property â they monitor basically everything you have and do while in prison, she said.
The data collected can be used against the inmates. For example, the record of alleged inmate âmisbehaviourâ can be brought up at a parole hearing, and Big Data analytics can deem inmates as prone to violence or recidivism. However, the fine details about what is collected and evaluated by analytics are often not available to the public.
Cosby and other advocates fear the surveillance of prisoners has only expanded as new technologies, such as iPads used for education or entertainment, are introduced in the prison population.
Over time, each data point creates a record and with it a permanent chain to the past. âThere is an inherent narrative in the data and the presentation of that data ⊠that is always going to be held against Black, brown, and poor people ,â Cosby said.
Youth 360
In Illinois, the work of Microsoft and Tribridge was not limited to adult incarceration. The Youth 360 system was designed for the Illinois Department of Juvenile Justice (IDJJ), which manages the stateâs five juvenile correctional facilities.

Youth 360 is similar to Offender 360 in that ingests a wide range of data about its subjects. Youth 360 data can be linked to other data systems, such as school and public health systems, and it hosts Youth Assessment and Screening Instrument (YASI) data to profile âcriminogenic risks, needs, and strengths.â YASI is used for every youth put on probation.
For many youth â especially children of colour, disabled, lower-class and other marginalised groups â schools can be hostile sites of policing and surveillance. As a result, schools often become entry points into the carceral system, in what scholars and activists call the âschool-to-prison pipelineâ.
Jesse Hagopian, a Seattle-based activist, teacher and editor of the magazine Rethinking Schools, explained to me that young people of colour are disproportionately subjected to a âschool-to-prison nexusâ in which schools âincreasingly resemble jails themselves, so that you have metal detectors, and police, and random searches of students in the school building themselves, conditioning mostly BIPOC youth to accept a society that surveils them, that punishes them and that maintains gross inequalityâ.
âAnd then thereâs an overlapping system of the school-to-prison pipeline that sends them from schools that are increasingly resembling prisons themselves into actual jails â whether thatâs a youth jail for kids or getting them ready to go to an adult jail when they leave the school.â
The Seattle Times reports that in Seattle schools, racial disparities in youth discipline begin as early as the age of five. Over time, Black school children are suspended at four times the rate of white children, often for developmentally normal behaviours such as âdisobedienceâ or ârule-breakingâ. Nationwide, Black children are about five times more likely to be detained in juvenile justice facilities than white youngsters and are disproportionately sent from juvenile to adult court.
In Illinois, where Youth 360 is deployed, the racial dynamic is similar.

For Hagopian, tracking behaviour and creating risk scores for children is âabout naming and shamingâ.
â â1984â,â he added.
In response to a request for comments, the IDOC requested a list of questions. Once they were sent, it responded, âthe Department is declining participating in this interview.â
Pretrial360
A third system, called Pretrial360, offers case management and predictive analytics software for the courts. Rolled out in Weld County and Mesa County, Colorado, in 2015, it shifts pretrial management from a resource-based model (where the defendant pays for bail) to a risk-based bail decision where risk assessments provide judges with information about defendants and inform decisions about holding or releasing alleged offenders who were arrested and charged before their trial. It also manages the supervision process if defendants are released from the county detention facility. While the fine details about Pretrial360 are not publicly available, some of its metrics include âcriminal history tracking, mental illness, pending charges, past FTAs , and ability to track a monitoring deviceâ.
Pretrial360 centralises data from criminal records, jails, police departments, and other data sources, which speeds up data assessments for Mesa Countyâs Criminal Justice Service Department (CJSD).
Proponents of pretrial software claim it can be used to keep more people out of jail or prison, but critics argue that biased data and poorly designed software can lead to Black people being assigned a higher risk score than white people with the same characteristics
A variety of pretrial products are available on the market, such as Northpointe COMPAS and CorrectTech Pretrial. Proponents of pretrial software claim it can be used to keep more people out of jail or prison. When guided by algorithms, they argue, a court can quickly determine if a person is likely to skip trial or re-offend. Low-risk defendants can be promptly released back into the community and placed under the supervision of a probation officer. That officer can then use the pretrial software to manage the probation process, potentially adding more data points to the surveillance archives. Algorithms can also be used to calculate sentences.
But critics argue that for communities of colour â over-policed, discriminated against and disadvantaged by structural factors like inter-generational poverty and residential segregation â biased data and poorly designed software leads race-neutral algorithms to assign a higher risk score to Black people than white people with similar characteristics.
While judges often make the final decision about a defendant, and can override the softwareâs recommendations, evidence suggests the algorithms bias outcomes. In 2019, two academic studies found that Kentucky courts guided by pretrial algorithmic assessments produced outcomes more favourable to white than to Black defendants. A third study found that judges across the country guided by algorithms exhibit a class bias against the poor.
Risk assessment software is typically proprietary, so the âblack boxâ algorithms shaping criminal justice cannot be scrutinised by the public. Certain variables in an algorithm might serve as proxies for race, such as formal education level, employment status, or criminal record, and therefore re-inscribe race â and racial bias â in a âcriminal risk scoreâ. Without an ability to understand how the systems work, everyone is simply asked to âtrustâ the software is fair and just, including defendants.
Expanding the correctional surveillance web
Even if correctional software did not produce racially biased risk assessments, people from all walks of life are now being swept into a rapidly expanding surveillance net where personal histories are archived by the state and carried along with them through each stage of correctional supervision.
Living with a Master File collected by the state thus becomes an endless burden. Once you are caught in the correctional system, any mistake or perceived misdeed can be held against you.
Prison correctional officers (COs) assign âticketsâ to those they deem to be misbehaving. Yet âmisbehaviourâ is often in the eyes of the beholder, and COs face little accountability for potential abuse of the system.
MUAVIâs Monica Cosby said many of the âstaff assaultsâ recorded in the Master File are âBS, because the police ran into three different people, and her cane got knocked out of her hand because one of the people he bumped into bumped into her,â she explained.
When âticketsâ resulting from correctional bias or abuse of authority are recorded in an inmateâs Master File, it can have an effect on that inmateâs chance of getting parole. â âwe donât think youâre a good candidate for parole because you got a ticket 10 years ago that says âstaff assaultâ,â when really, the police ran past you and tripped over your wheelchair,â Cosby said.
Issues of staff abuse and even outright fabrication make data collection and analysis all the more problematic.

Tribridgeâs three core products â Offender 360, Youth 360 and Pretrial360 â drastically expand data collection and analysis. The software brings together âseparate silosâ of information â be it from schools, medical systems, or disparate correctional databases â to give a complete â360-degree viewâ of each person. Individuals can then be compared against other people in the database as part of an ongoing (involuntary) human experiment said to identify traits like aggressiveness or predict behaviours, such as âescape riskâ or the likelihood of committing a crime.
Under the guise of âdata collectionâ and âbetter managementâ of people, Big Data systems are designed to keep tabs on people in increasingly fine detail â at a profit for tech corporations.
More counties
In October 2014, Cook County, Illinois, the second-most populous county in the US, added Offender 360 to its jails.
In July 2017, Microsoft partner DXC Technology, a Fortune 500 giant, acquired Tribridge and re-branded its Offender 360 software under the DXC label as âDXC Offender360â.
The following year, DXC pitched its software for use in Miami-Dade County â the seventh most populous county in the US.
The contract details a staggering variety of features. Capabilities include the ability to track the movement of inmates across facilities using barcode scanners, wristbands, mobile devices, or biometric readers; real-time âhead countsâ of inmates at all locations; and alerts for probation violation.

DXC also says its software can help track down and detain people for Immigration and Customs Enforcement (ICE).
Microsoft has come under fire in recent years for its contract servicing ICE, an agency within the Department of Homeland Security which detains and deports undocumented immigrants. Microsoftâs CEO, Satya Nadela, and its president, Brad Smith, defend the contract, stating that they support immigrants and that their company simply provides ICE with services for moving email, calendar, messaging and document management workloads.
Other counties that have inked contracts for Offender360âs correctional software include San Diego County, CA, Placer County, CA, Santa Clara County, CA, and Maricopa County, AZ (the fourth-most populous US county). Public records also indicate a launch in San Francisco, CA.
E-carceration
Over the past few decades, US prison populations dramatically expanded under the âwar on crimeâ that disproportionately targeted people of colour. Today, while the US has less than 5 percent of the worldâs population, it has at least 20 percent of the worldâs known prison population.
However, there is a second form of incarceration less spoken about, called âe-carcerationâ. As crime has dropped and prison populations in the US have modestly declined, the criminal justice system has increased the number of people released on probation (where courts order offenders to be supervised in their communities instead of sending them to prison) and parole (where prisoners are released under supervision after serving all or part of their sentence). Other supervised communities include those on pretrial release, juveniles, and immigrants awaiting the results of asylum or deportation cases.
Probation and parole are collectively known as âcommunity supervisionâ. When a person is put under community supervision, the courts generate a set of terms and conditions for the sentence. A person may be put in house arrest or given curfews. They may be allowed out of the house from 10 am to 4 pm only, Monday to Friday. They may have to undergo drug and alcohol tests â which can be demanded by an officer at any given time, without warning â and/or be required to obtain employment.

Probation and parole officers typically use technology like GPS-enabled ankle bracelets for electronic monitoring (EM). Human rights advocates have objected to the use of EM as a means to âreleaseâ people from correctional facilities, arguing that it instead creates âdigital prisonsâ that extend incarceration into the offenderâs own personal community.
James Kilgore is a research scholar at the University of Illinoisâs Center for African Studies in Champaign-Urbana. After spending six years in prison, he became a respected advocate for prison abolition, and has published high-profile works about incarceration and human rights.
Kilgore was under community corrections after he was released from prison in 2009, and was given an ankle monitor to make sure he was home during the hours set by the courts. Under EM, the GPS device must always be on, and supervision officers can show up to conduct searches at any time. He described the psychological effects.
âWhen I went to bed at night, I kept having to feel my parole agent was laying across the bottom of the bed under the covers,â he told me.
âItâs a sense of always being watched, never sure if youâre going to do the right thing. If the device has technical flaws, it might lose its charge or signal. If it lost signal, Iâd have to go and stand out in my front yard at two oâclock in the morning so the signal would pick up. You always feel something is going to go wrong and youâre going to get called in and sent back to prison simply because the device doesnât do the right thing.â
Kilgore added: âIt places huge stresses on your families because A) they have to worry about whether or not you make it back in time if you go out with them, they worry more than you do to get you back in time, and B) then they have to do things for you because you canât go out. If you need something, if you get a headache and need some aspirin, theyâve got to go do it for you⊠It becomes a burden.â
Many, he said, are âgoing to find it very difficult, if not impossible, to get work, because A) youâve got restrictions of your hours, and B) a lot of people donât want you working if you have this big, clunky thing on your leg. Or your parole agent can show up at your workplace to look around⊠They have a 24/7 search warrant for any place that you are.â
The result is that those under electronic monitoring who do find work tend to end up in âpart-time, precarious jobsâ, Kilgore said. âYour hours are not predictable, your days are not predictable, but you have to be predictable to your parole agent.â
DXC offers solutions for community supervision. Its Offender360 software for Miami-Dade County lists the Sentinel Omnilink GPS Trackable Ankle Monitor and Fleetmatics GPS fleet tracking software (acquired by Verizon) as software âinterfacesâ for the Offender360 application. Additionally, it offers the PUMA smartphone software for probation and parole.

Monica Cosby was placed under electronic monitoring for 60 days after she was released from prison and put on parole. Cosby told me, âthere are a gazillion rules to follow about where you can go, where you can live, who you can associate withâ, which is tied to your Master File.
This can lead to isolation, especially for communities of colour: âA lot of this â thatâs everybodyâ because so many people know people who are part of an alleged âgangâ, she said.
Moreover, âall of this data that is held actively targets peopleâ, Cosby said. With electronic monitoring, officers can show up to search parolees at any time. In effect, EM âbrings the prison to you, it makes your crib a satellite of the prisonâ. This âputs everyone in proximity to the policeâ, leading to further isolation from the community.
In response to a request for comments, DXC Technology asked for a list of questions. Once they were sent, it did not respond to further emails.
Microsoftâs carceral solutions in the UK
In addition to DXC, Microsoft has developed its own Azure solution for electronic monitoring, what it calls ânext generation offender trackingâ, powered by the Microsoft Internet of Things. The solution, created for UK authorities, strives to alert police and probation officers in real-time to parole violations.
In the UK, Microsoft is also advertising its controversial Domain Awareness System, the Microsoft Aware surveillance platform, as its very own Digital Prison Management Solution (DPMS) for prisons. A product that combines âMicrosoft technology with corrections operational knowledgeâ, the solution âempowers agencies and prison authorities to ingest and collaborate on data to respond to real-time threats and hazards whilst streamlining operations,â providing âa feature rich situational awareness platformâ for prison authorities.
For Microsoft, this was years in the making. In a 2016 blog post, âDigital Technology and the Prison of the Futureâ, Microsoft envisioned prisons monitored with CCTV, drones and IoT devices, including âfinger, face, and eye recognition to identify inmatesâ as well as RFID tagging and tracking bands.
Much like its New York City surveillance solution, the DPMS seeks to provide authorities with a 21st century God-like view of their human subjects. âLaw enforcement organisations and prison authorities,â Microsoft explains, âhave many powerful tools to provide insight regarding violent crime and terrorism, including real-time sensors (e.g., remote detectors, automated car registration plate readers, and closed-circuit television cameras) as well as traditional law enforcement data (such as âŠÂ police ⊠and national security records).â
Yet they face a problem: âThese tools are disconnected from each other, requiring enforcement staff to manually assemble a complete picture of a potential threat or crime.â Authorities require âa solution that can âfuseâ this disparate sensor and system data to help provide instant, comprehensive situational awareness and help investigative and response activitiesâ to keep both âprisoners and staff safe.â

âAfrica Partner of the Yearâ: Netopia Prison Management Solution
Microsoft has also expanded its footprint into African prisons. Its partner, Morocco-based Netopia Solutions, provides software called âPrison Management Solutionâ, or PMS. Netopia describes the solution as âa modern system dedicated to the management and monitoring of the prisoners, from their incarceration to their release.â The software is listed on Microsoftâs AppSource website, added in January 2019.
With Netopiaâs PMS, prisoner data is collected (sentence, health, social activities, education and other data) and is shared âbetween different institutions and playersâ. Software features include, among others, âelectronic agenda planning of internal and external movementsâ, inmate activities, as well as dashboard features, reports and statistics. Other prison solutions include acquisition and verification of biometric data, âautomatic sentence calculationâ and âescape managementâ.

In 2015, Amnesty International issued a report on Moroccan security forces torturing prisoners. Methods used include âbeatings, asphyxiation, simulated drowning, psychological and sexual violenceâ, and are directed at âprotesters, political or student activists, as well as people suspected of terrorism.â London-based NGO Adala UK also documented torture and abuse of Sahrawi political prisoners in Moroccan prisons. The Moroccan government condemns the use of torture, and claims to be reforming its prison system. However, it continues to imprison human rights activists, and stands accused of ongoing prison abuse.
Throughout sub-Saharan Africa, prisoners face overcrowding and extreme abuse. The systems are connected to the legacy of colonialism. Nigerian-born Biko Agozino, a professor of Criminology at Virginia Tech University, told me, âIn Africa, we managed to live for thousands of years without building a single prison⊠For Africa, the prison is a legacy of colonialism. All the prisons in Africa were built by colonisers â.
Netopia has been a partner to Microsoft since 2004. In 2017, Netopia was named a Microsoft âAfrica Partner of the Yearâ. In the press brief, Microsoft praised its software, explaining that: âTheir eGov suite called CIVIS includes biometric passport solutions, prison management and healthcare assistance modules being rapidly adopted. Recognised this year with the Microsoft eGov Innovation Grant, Microsoft Azure platform is the next generation platform helping Netopia scale their solutions across new markets. Netopia were successful in transforming their business model and now going to offer their solutions as managed IP.â
While it is not clear where exactly Netopia Prison Management Solution is deployed, Microsoft stated that âNetopia is in Morocco with a deep focus on transforming digitally, Government services in North and Central Africaâ.
Sohela Surajpal, a recent graduate of the Pretoria Centre for Human Rights who wrote her dissertation on prison abolition in Africa, told me that many Africans âget lost in the systemâ during pretrial, because âthe courts are overburdenedâ and those arrested are often poor and unable to afford legal assistance. In some countries, if their records get lost, âthey will now most likely spend the rest of their lives in the prison because nobody even knows they are thereâ. Software can help avoid these horrific problems, she remarked.
On the flip side, Surajpal said, Netopia describes a system that âcreates an expanded carceral state with a lot more power and control of the people in prisons.â In many African countries, âinmates can leave and go visit their family or walk around townâ, she said. âThis is the result of how these communities think about justice, and because there are not enough resources and will to control people.â This approach, âmay not be perfect, but is more humane than locking people away in cagesâ.
Surajpal said systems like Netopiaâs PMS âcould do a lot of damage to these kinds of open-air prisons.â When companies start to build in âescape probabilityâ and âmonitoring prisoners and their movement, we begin to cement prisons in the way that they exist in the USâ, she said.
Moreover, with the âshift towards more surveillance that weâre seeing in parts of the justice system ⊠if states the technology to surveil far more effectively, itâs only going to push this extreme surveillance attitude that is being adopted.â
Surajpal noted, âAfrica has its fair share of dictators or authoritarian governments, and very homophobic countries.â She worries with âtechnology which allows governments to track people more effectively, make projections about prisoner behaviour, and risks of re-offending ⊠you equip governments to use prisons more effectively to pursue this authoritarian, prejudicial mandate.â
Netopia Solutions did not respond to multiple email requests for comment.

Lewis was arrested 45 times during the course of his life, and was sent to prison for using a âwhiteâ restroom in Jackson, Mississippi. At the Parchman prison, guards dehumanised Lewis and his comrades for resisting Jim Crow segregation.
Decades later, the cruel and inhumane conditions of prisons remain intact, in the United States, in Africa and elsewhere. For Dennis Childs, author of âSlaves of the State: Black Incarceration from the Chain Gang to the Penitentiaryâ, âthe represents a system of transferring public wealth over to powerful corporate and political interests that are wreaking harm on an unimaginable scale.â
In true capitalist form, Microsoft offers prisons its Aware Solution at a price per head: ÂŁ504 ($679) to ÂŁ2602.74 ($3,505.98) per person per day.

KAREN activity has been on one thousand lately as the nation has been protesting against police brutality and bringing awareness to racism in the media.
A heated exchange caught on video between a white couple and a black mother and daughter has the Internet seemingly torn. The white couple and the black mother-daughter duo came into contact with one another outside of an Oakland County Chipotle in Detroit. The mother â reportedly named Takelia Hill â claims the white woman bumped into her 15-year-old daughter before entering the restaurant. The daughter claims she asked the woman for an apology, but the white woman allegedly began yelling at her.
In the video that has gone viral, it begins with the white woman pointing her gun at the mother and daughter and screaming for them to back up as they tried to get her license plate number:

She did not see the flaw in her ways or apologize for her behavior. Jason Laska said he bought the pizza Saturday night in Brook Park and when he got home, his wife discovered the pepperoni had been arranged as a swastika - a symbol adopted by Adolf Hitler and was turned into a symbol of hatred.
â[My wife] turned and asked me, âBabe, did you order this, did they make it for you?â And I turned around and looked at it and I could see the shock on her face and then my jaw just dropped,â Laska told WJW-TV.
â[The employees] told him that it was supposed to be an internal joke that they were playing on each other and the other employee, and the pizza was never intended to go out,â Laska said.
The couple called the pizza restaurant and they were told that the employees put the symbol on the pizza as an "internal joke" on each other. The manager assured the couple the employees involved were terminated.
Little Caesars confirmed in a statement that the chain fired the employees involved in the offensive incident.
âWe have zero tolerance for racism and discrimination in any form, and these franchise store employees were immediately terminated,â a spokesperson told the outlet. âWeâre deeply disappointed that this happened, as this conduct is completely against our values.â

Yesterday, I posted a comment on a thread about how I have been actively fighting government corruption at a state agency in California for the last four years. I have been working on this battle in my very limited spare time. While my fight has been slow and frustrating, I AM making progress. I went on to say that the fortress of the Powers That Be is built on hollow bricks, and it wonât take much pushing to knock it down. There are many different areas of corruption, but each area is just a different segment of the same fortress wall. If each one of us picks one area of corruption, and devotes as much effort as we can to that one issue â even if it isnât much â as a unified force, we can completely knock down the wall.Someone asked for advice on how to pitch in. I think the answer is worthy of its own post:The first thing to do is to pick an issue that you think you could have the most impact on. There are a lot of corruption issues that people see and go "Issue Y is really messed up, but X is way worse." Yes, X may be worse, but if there are already a lot of people working on X, you will have far more impact by working on Y instead. Remember, we all need to push on different parts of the wall for it to collapse.You will usually have the most impact if you choose a local issue, something within your own city/county/state. The more you can get in the officialsâ faces, the harder it is to blow you off.Send regular updates to everyone up the food chain. I copied the governor, the State Agency's board of directors, several other state legislators, the FBI and the CA Auditor's office on many pieces of correspondence where I called them out on very strange accounting and unethical business practices to hide this strange accounting. I included a cover letter explaining exactly why these were suspicious/incriminating, and filling in any gaps in info that may not be self-evident. The legislators aren't all that bright -- they need things spelled out for them clearly and concisely to understand. The State Agency continually tried to ignore me altogether, but couldn't because the higher ups made them respond to me.Navigating government bureaucracy is MADDENING, and that is by design. They want you to get frustrated, give up and go away. It will take you a while to figure out how the system works in the first place. Ask a lot of people in the assorted government offices involved in the corruption (or are covering it up), because each person will give you slightly different info and you won't know the full picture without talking to several people/departments/agencies. Everyone will forget a piece of info, or not think its relevant, or whatever. Ask for the legal basis for all of these policies and practices.Once you understand how the system works, then you can push for the appropriate changes. You have to be tenacious. They have a vested interest in keeping things status quo, and they will try all sorts of tactics to get you to shut up and go away. Do not back down. Keep pushing back.They will try to smear your credibility and make you look like a raving lunatic who doesn't know what you are talking about. To give you one example, the agency that I am fighting send a letter that they copied to all the higher ups (mentioned above) in which they claimed I had been assessed fees because I "never responded to notices." The wording of their letter made me sound like a lazy dirt bag. In my lawsuit, I documented that I responded to notices 71 times.Another tactic to get you to go away is to misquote laws, or take laws out of context, or cherry pick words to make it appear that the laws say something different than they actually do. Make sure you get online to a law library and read the text of each law they cite you in full. Regular online browser searches usually don't pull up the sub-laws underneath the main law, and those sub-laws are often favorable for you. I asked several times about getting my hands on my information, and at first they refused to answer the questions. After a few complaint letters to the governor, board of directors, et all, they finally admitted I could have the internal notes and records. There were many, many smoking guns in those notes. I would have never been able to get so far in my fight without those notes... which is why they tried so hard to hide them from me.I hope this is enough for you to get started! At this point, it is clear that the government is trying to shore up complete power, so we all need to jump in and fight. It doesnât matter if you donât have much time, every bit helps.
