With investments into research and development projects and safety standards over the past few years, NATE has taken a leadership position to address tower climber fall protection for safe access and proper work practices on telecom towers.

It is commonly known that the climb facilities on most telecommunication antenna supporting structures are unlike any other industry for climber access to work at heights. These unique access means include, but are not limited to: step bolts on self-supporting structures with climb legs, monopoles with step bolt climbs and/or rung bale steps, guyed towers with an integral climb face on crossmembers, lightweight towers with formed wire steps, and/ or structures with no defined climb facilities at all. Although most of these climb facilities provide a suitable personnel load rated TIA means of access, they are generally unregulated for shape, size, and spacing as defined by traditional OSHA/ANSI fixed ladder standards. The variation of these climbs is one of the major reasons for the implementation and use of safe climb systems with PPE tie-off anchor points for 100% fall protection connection on a tower.

NATE has looked into a number of climber safety issues based upon these unique, real life telecom work situations.

Thereof these initiatives have been supported by an unprecedented outreach and collaboration with industry partners, including ANSI/ ASSP, OSHA, TIA, TIRAP, NWSA, WIA, etc. This industry outreach has been overwhelmingly adopted by the NATE membership with added assistance from other industry experts  from Vertical Real-Estate Owners, Safety Equipment Manufacturers and Distributors to Tower Manufacturers. Everyone involved is in support of NATE’s concern for the tower technicians fall protection safety by addressing our special telecom structure access and work at heights situations.

It has been my honor to be associated with a few of these progressive programs, including:

• Step Bolt Test and Evaluation - A series of tests were performed to qualify most all types of step bolts in service as a safe means of tower access per TIA, OSHA and ANSI standards reference. The information was presented to the telecom industry to educate the climber that the typical step bolt is alright for climbing but not designed for fall protection lanyard tie-off without a certified anchor bracket attachment. This program resolved several tower myths for safe access on structures using step bolts for climb facilities.

• A10.48 Standard, Criteria for Safety Practices with Construction, Demolition, Modification and Maintenance of Communication Structures - This document covers the specific “safe work practices and training for personnel performing work on communication structures.” Remember the A10.48 covers a wide variety of tower specific work means and methods for baseline applications with multiple industry standards referenced. There is a lot of great information included.

• 2020 Safety Equipment Manufacturer Committee (SEMC) - Evaluation of Wire Rope Safe Climb Systems with Safety Sleeves. A baseline design criteria was detailed along with installation, maintenance and inspection information for the telecom tower industry reference. Thereafter a series of leading-edge test scenarios were performed on various safe climbs to evaluate their use on telecom structures that included tower specific situations above and beyond existing ANSI and OSHA standards. A few of these important items addressed the following special issues, including: effects of wire rope tension on safety sleeve; dynamic drops with a 310 lb. torso using a sternal d-ring; forward and lateral climbs effects; thin film ice climbs; corrosion issues; climber in motion and safety climb use for rescue after a fall, etc.

These tests were recently standardized with formal procedures and processed for evaluation by NATE. A detailed report will be released in the near future. Be sure to attend this educational session at NATE UNITE 2022 in Las Vegas, Nevada.

We should all applaud the NATE leadership for their dedication to telecom tower safety. Unlike no other member supported organization of its size or type, NATE’s commitment to tower safety has made a substantial impact on climber fall protection that is far and above the existing OSHA and ANSI standards. Through their proactive efforts, it is highly likely that the performance requirements for future fall protection compliance standards will be upgraded to embrace NATE’s test findings and protocol for work at heights in many other industries.

The term “NATE UNITE” sums it up. It is not just a good name for a trade show. It is a great motto that defines the philosophy of the organization. North America’s telecom safety is worlds ahead of the first meeting between Bill Carlson and the founding NATE members over 25 years ago. The rigging and fall protection programs that were developed and supported by the NATE membership have resulted in a safer workplace for all involved from the individual tower technician to the multinational tower owner.

You as a NATE member have access to a wealth of information that was developed in conjunction with some of the best telecommunication industry experts in the world!

The old school telecom tribal knowledge derived from past tower field experience coupled with updated technical tower engineering protocol is a degree that no universities can provide.
