The Law of Unintended Consequences states that sometimes there are unforeseen outcomes from otherwise well-intentioned actions. You might be trying to effect some good thing in one manner, only to have a bad thing happen elsewhere.
Such is the case with e-commerce, which currently accounts for about 10% of all retail sales, but is causing a huge spike in cardboard waste. Worse yet, recycling rates are dropping across the nation, with corrugated cardboard the leading culprit. While Amazon and Walmart shipments are surging, more and more of those cardboard shipping containers are finding their way to the landfill. All of the ease of shopping online has resulted in a lot of boxes taking up space in our landfills.
This is especially problematic in places like Amarillo and Canyon, where there is no city-wide curbside collection of recyclables, and people must either pay private companies to pick up their trash, or, worse yet, have to drive it around town to those company’s locations.
More than likely, though, most people are just tossing the cardboard in their handy dumpster in the alley.
With e-commerce predicted to account for 25% of all retail sales by 2025, the problem is only going to get worse. True, Amazon has been proactive in trying to reduce waste with recyclable packaging, but the overall trend is not favorable for landfills. Making matters more complicated are numerous communities requiring residents not only to flatten but cut boxes into smaller pieces, thus taking more time. Furthermore, China, our biggest buyer of scrap products, has become more picky and will not accept contaminated cardboard (remember that last piece of pizza you left in the box?).
The problem is not with the companies using more cardboard. It is also not with the cities that do not have recycling, or have onerous requirements. The problem is and always will be with consumers who shirk their responsibilities. It’s not like we should expect payments or “attaboys” for being good stewards of our resources. We must all do our part to do whatever it takes to use less and recycle more.
While our household is far from perfect, we recycle aluminum and plastic, and my wife, who is an active eBay seller, reuses practically every Amazon shipping container that comes in the house. I am also starting to sell my photographic prints, and I reuse all of the packaging I receive from my supplier. At the same time, though, it often looks like our eBay room is a cluttered mess of mismatched boxes.
The Law of Unintended Consequences caught us by surprise once again, but this one is manageable, folks. It just takes a little more effort to erase the after-effects of all that shipping we are doing these days. Canada may have its Boxing Day the day after Christmas each year, but we need to make that happen the other 364 days as well.
It’s either that or expect to see your hometown Mount Trashmore keep getting a little wider and taller each year. As much as I abhor seeing Canyon’s growing landfill every time we drive to town, I sure as hell don’t want to leave behind an entire mountain range of man-made waste. Let’s focus curing an unintended consequence for a change.

Why Mexico drew the line on including aluminum in tougher auto rules under new NAFTA
Mexico refused to include aluminum in tighter auto requirements under the new North American trade agreement because it “could not compete” with Canada and the United States in supplying the metal, according to the country’s ambassador. A last minute “melt and pour” provision for steel used in auto production has emerged as one of the final irritants to the deal’s ratification in Canada — drawing criticism from Bloc Leader Yves-François Blanchet for failing to provide equal protection for Quebec’s aluminum industry. Though Mexico accepted the steel clause, set to phase in after seven years, a lack of any primary smelting ability meant the country had to draw a red line under the addition of aluminum, said Juan José Gómez Camacho, Mexico’s envoy in Ottawa. “In the last phase of the negotiation, we just could not accept the melting and mixing because our industry doesn’t have any capacity now to compete and it would take years for them to develop it,” Gomez Comacho said in an interview. “In aluminum it’s just not there.” Under the pact, 70 per cent of the steel and aluminum used in auto production must be purchased in North America. The melt-and-pour provision, added to an amended deal ultimately agreed by all three countries, further stipulates that the steel must be produced by North American firms in order to receive preferential tariff treatment. While aluminum didn’t get the same boost as steel under the added provision, the purchasing requirement in itself is a boon to Canada’s industry, Gomez Comacho said. “I understand aluminum producers, as in any industry, want to maximize benefit,” he said. “But we moved from zero to 70 per cent, which is an enormous burden and we couldn’t go further.” We just could not accept the melting and mixing because our industry doesn’t have any capacity now to compete Juan José Gómez Camacho Canada is the fourth-largest aluminum producer in the world and the biggest supplier to the United States, providing 2.8 million tonnes, or just over half of all aluminum consumed south of the border. Nearly all of that comes from Quebec, home to 8 of Canada’s 9 smelters. By contrast, Mexico has no aluminum smelting capacity and relies on imported scrap and billets, which it melts and recasts into auto parts. Critics say that system allows Mexico’s powerful auto industry to keep costs down. “You can get Chinese aluminum extremely cheap on the markets,” said Mark Rowlinson, assistant national director for the United Steelworkers union representing the majority of aluminum workers in Quebec. “That’s what auto parts makers in Mexico want and what Mexico wants to protect.” The Bloc’s opposition is not expected to scuttle ratification of the new NAFTA, currently winding its way through the approval process in Parliament. And Quebec Premier François Legault has joined all other premiers in calling for swift ratification of the deal. The pact has already survived significant opposition from Democrats controlling the U.S. Congress — who ultimately approved it only after Mexico agreed to a massive overhaul of its labour laws and sharper enforcement provisions. Under the final agreement, Mexico is required to end employer interference in unions and create a system of independent labour courts to handle disputes. Those reforms, despite requiring significant change, are viewed as an opportunity by the Mexican government, Gomez Camacho insists.

Qilai Shen/Bloomberg files “We don’t want to be seen as a cheap labour country,” he said. “On the contrary, what we want is to keep improving the conditions of our workers, to keep raising their incomes, their salaries, their living conditions. Competition based on high quality, and not on cheap labour.” The original NAFTA, the first to include an agreement on labour issues, “didn’t do enough” to address gaps in working standards in the country, he said. By comparison, the new trilateral pact is “very good for us because it creates conditions, incentives and rules to keep changing internally. It wasn’t that we had to accept these rules, not at all. It’s a very powerful vehicle for us, for the private sector, for the trade unions to keep improving, to keep modernizing.” Like Canada, Mexico has pursued a range of free trade agreements and is currently revamping an existing deal with the European Union to “mirror” the Comprehensive Economic Trade Agreement (CETA) — Canada’s deal with the EU. Mexico has also announced an ambitious US$44-billion infrastructure plan to be underwritten by the private sector, covering a range of transportation and other public works projects. Chinese investors have already started bidding on some of those initiatives, Gomez Camacho said. We don’t want to be seen as a cheap labour country Juan José Gómez Camacho Despite wariness in Washington — which has warned its allies against adopting Chinese telecom operator Huawei’s 5G technology for instance — Mexico is eager to continue drawing Chinese investment, he added. “We have very strong relations with China,” Gomez Comacho said. The “China clause” in the new NAFTA — requiring countries to notify one another if they enter free trade talks with a non-market economy — has been widely interpreted as a possible attempt by Washington to interfere in the trade agendas of its NAFTA partners. “We’ll see,” Gomez Comacho said when asked about the clause. “The idea is to consult which I think is a fair idea since we are strengthening regional content in NAFTA. The idea is to strengthen NAFTA trade, to strengthen NAFTA value chains, to create more value amid the three countries. It is only rational and fair to consult each other. We will see how it goes. ‘Bad policy’: U.S. aluminum bosses say tariffs aren’t working, quotas are risky
Top executives from the U.S. aluminum industry say substituting quotas for import tariffs will squeeze supply of the metal, making it “harder, even impossible” for American companies to grow and invest.
The United States has been pushing Canada and Mexico to accept quotas in exchange for lifting the tariffs on steel and aluminum imposed by U.S. President Donald Trump last year.
That strategy — which Mexico City and Ottawa have resisted — risks creating shortages that disrupt supply chains and tie up funds that would otherwise be used for business investment, said Jean-Marc Germain, chief executive of Amsterdam-based Constellium N.V. which operates a number of facilities in the U.S.

“We know aluminum regularly crosses the border multiple times before reaching an end user as a finished product,” Germain told reporters following a spring meeting of the U.S. Aluminum Association, representing aluminum firms including Alcoa, JW Aluminum, and Scepter Inc. “Under a hard quota system, that metal could end up stuck at one side of the border after the quota has been filled.”
Speaking on behalf of the association, Germain called on Trump to scrap the tariffs, arguing they represent “bad policy” and have done little to stop the “trade distorting behaviour” of China while increasing costs for downstream producers who represent 97 per cent of the jobs in the sector.
A recent study by the Organisation for Economic Co-operation and Development found China provided its aluminum industry with subsidies in excess of US$70 billion between 2013 and 2017 — 85 per cent of which went to five firms. The overcapacity has been blamed for depressing prices and pulling production away from U.S. producers.
“The real issue on the world stage with aluminum and fair competition is China,” Germain said. “The rest of the world is by and large playing by the rules. … That’s why we’re saying a targeted action against those players in China who don’t play by the global rules is the solution to our problems. “
While antidumping and countervailing duties — which target unfair trade in specific products from individual countries — have proven successful in thwarting dumped goods, the same cannot be said of the tariffs, the association maintains. China’s primary aluminum capacity rose by nearly 6 per cent in 2018 despite the levies and its production rose in the second quarter of 2018, around the time they were applied. Meantime, the levies boosted the cost of aluminum from Canada, the largest supplier to the U.S. market.
“What you have in the antidumping and countervailing duty tariffs is an ability to take that targeted approach versus the section 232 which is a much more blanket or broad approach and I think that’s where we would draw the distinction,” said Michelle O’Neill, senior vice president, global government affairs and sustainability for Alcoa.
The stated goal of the U.S. tariffs — issued on national security grounds under Section 232 of the 1962 Trade Expansion Act — is to increase America’s self sufficiency in steel and aluminum production by lifting capacity utilization above 80 per cent in both industries. Though the steel industry has now surpassed that marker, U.S. aluminum smelters are unlikely to move above 60 per cent this year, said John Mothersole, director of pricing and purchasing at IHS Markit in Washington.
By contrast, Canadian aluminum producers who supply 47 per cent of the metal consumed in the United States are currently operating at above 90 per cent capacity, despite the tariffs.
Analysts say investment south of the border remains hindered by the high cost of operating in U.S. currency and the challenges of competing with Quebec producers, who benefit from access to cheap hydroelectricity.
“The U.S. primary producers have lifted production somewhat but not as much as the administration would have liked,” Mothersole said, adding that U.S. aluminum prices are now the highest in the world. “If you make metal in the U.S., the tariffs can be good I guess but if you make things out of metal, not so much.”
The White House is facing mounting pressure from business groups and senior Republicans and Democrats to drop the tariffs before Congress considers ratification of the new NAFTA. Canada and Mexico have also said they will not ratify the deal with the tariffs in place.
“We remain very much opposed to quotas and tariffs because all that would do is hinder our growth by capping how much we can export to the U.S. which is our natural market,” said Jean Simard, president of the Aluminum Association of Canada. “Quotas micromanage trade and we won’t support that.”

OTTAWA (Reuters) – Canada is discussing changes to a multibillion-dollar fighter jet procurement process that could make it harder for a U.S. company to win the order as trade relations between the neighbors sour, two sources with direct knowledge of the discussions said.

Canada is considering whether to penalize companies from countries that have caused it economic damage, the sources said on Wednesday. While a final decision is not expected before next year and the threat could be posturing, the move shows how the Trump administration’s trade disputes are spilling over into other areas.
A spokeswoman for federal Procurement Minister Carla Qualtrough – who has overall responsibility for major purchases of military equipment – declined to comment. Sources declined to be identified as the discussions are confidential.
Boeing Co’s (BA.N) F-18 Super Hornet and Lockheed Martin Corp’s (LMT.N) F-35 fighter were among the favorites to capture the contract to supply 88 planes, worth between C$15 billion ($11.3 billion) and C$19 billion.
Defense sources have long said the Canadian air force would prefer an American-built jet, citing the importance of operating easily with U.S. armed forces.

But a change in procurement terms would give more of a chance to European suppliers: Airbus SE (AIR.PA), which makes the Eurofighter; Saab AB (SAABb.ST), which makes the Gripen; and Dassault Aviation (AVMD.PA), which makes the Rafale.
Defense sources, however, say the European jets are likely to become obsolete by around 2040, at which point they could no longer incorporate the latest technologies.
Canada has been trying unsuccessfully for almost a decade to buy replacements for its aging F-18 fighters, some of which are 40 years old. The former Conservative administration said in 2010 it would buy 65 F-35 jets but later scrapped the decision, triggering years of delays and reviews.
Ottawa has already said bids will be evaluated in part by examining whether firms competing for the order have caused any past economic damage to Canada. Officials said at the time this was aimed at Boeing, which last year launched a trade challenge against Canadian planemaker Bombardier Inc (BBDb.TO).
Government officials are now discussing whether Canada should also consider economic damage caused by governments, a clear reference to worsening relations with Washington, said the sources.
“Politically it’s hard to spend billions of dollars on contracts with a country that’s hurting you,” said one of the sources, who asked to remain anonymous given the extreme sensitivity of the situation.
However, the sources emphasized that the discussions are at an early stage and Ottawa could eventually decide to drop the proposed language.
Canada – which is due to release the exact specifications for the jets next year – has not yet finished work on the clause referring to economic damage caused by a single firm.
U.S. President Donald Trump last month slapped tariffs on Canadian steel and aluminum, prompting Canada to announce its own retaliatory measures. Trump has also threatened tariffs on Canadian autos, which could badly hurt the economy.
Ottawa froze talks with Boeing about the fighter jet contest but after the company’s trade challenge against Bombardier failed, Canadian officials made clear the firm would not be discriminated against if it chose to bid.
