Our family has had State Farm for 70 years now, several generations, and in the last 10 years or so we have been progressively more & more disappointed in their caring and customer service. Maybe its just the 'assistants' that my local SF agent (who never talks to his clients any more) use, they both seem to have just horrible attitutudes, sarcastic, and act like you are a complete PITA every time you call. I even have an email from his main assistant that I asked her to forward to the actual agent because I was told he was the only one that could answer my question, and just today I was SHOCKED when I re-read the email, and saw in the forward of my email when his assistant sent it on to the actual SF agent, She said This guy will just not give up, he keeps haunting me about this issue! I couldn't freaking believe it. I was going to forward the email to SF headquarters in Bloomington IL, but then as I read more & more about state farm I saw they are completely independent agents in each office, and have literally NO ONE who is their boss or who can reprimand or correct them. This is unbelievable. If I treated my customers at my work place & gave them the rotten attitude treatment we get from our SF office here, I guarantee you I would lose my job. No one is in charge at state farm obviously. Back to my question - I recently bought a classic car I have been looking for a long time - getting it next week - it is 25 yrs old, all original & in perfect shape. My state (Maryland) lets me register the car as Historic if it is 20 yrs old or more. I plan to do this. I contacted my wonderful state farm office today, to get a quote on a new policy/binder for this collectors car. They apparently don't like insuring a vehicle as Historic, maybe the policy is too cheap & they do not make any money off it. The 'assistant' said the best they can do, even if I REGISTER this vehicle in Maryland as Historic & get an Historic tag, which I will do, she said the best she can do is insure it as part time, occasional pleasure use, under 7500 miles a year . Which of course is NOT an historic policy. You can get that on ANY extra car you have in your household even if it is a 2011 model !! She did say (and I understand this being required) that in order to have is classified as Antique/Classic/Historic, you have to have an appraisal done on the vehicle as if it just came off the show room floor -then the premiums would be much lower if you had full coverage on it, as historic/classic . So here we stand. Can someone out there please help me understand - am I being taken for a ride by my State Farm office? Should I shop around for insurance companies that just specialize in Classic/Historic auto insurance? And there are many deaths: Thailand had the world’s second-highest rate of road fatalities per capita, surpassed only by war-afflicted, lawless Libya, according to a 2015 report from the World Health Organisation (WHO). When it comes to per-capita motorcycle deaths, the country is number one. The government vowed at a United Nations forum in 2015 to halve the number of road traffic deaths by 2020. With less than one year to go before the deadline, however, Thailand is a long way from fulfilling that promise, its roads still ranking among the world’s 10 most dangerous, with more than 20,000 preventable fatalities a year. The country has seen a small dip in road deaths since 2015, and Thailand has in place many of the necessary laws to make its roads safer. When there are wide footpaths, they often overflow with street stalls and even motorcycle traffic, pushing people into the roads. The country’s economic disparity is not the only reason Thailand’s road deaths are not distributed equally. Justice, too, is handed out unevenly. For the super rich, or those in positions of authority, the rules of the road may not apply at all. They know they can speed with impunity and drink heavily before getting behind the wheel, with little fear of the consequences. In 2012, a young man in a Ferrari – the heir to the Red Bull energy drink fortune – allegedly ploughed into a policeman, dragging him to his death. The driver, Vorayuth Yoovidhya, was intoxicated, according to a test. Then, there is corruption. The rich or well-connected know a bribe can often see them on their way if they are nabbed breaking traffic laws. Bangkok’s 3,000 traffic police make an average of £500 a month for working in broiling heat, monsoonal downpours and suffocating smog, which can make even small payoffs highly appealing, and effective. Twice a year, during the Thai new year in April and the western new year in January, campaigns warn against drunken driving, complete with billboards of gory crashes. Arrests skyrocket during these periods, but then quickly fall off again. “If you eat vegetables twice a year and only eat ice cream for the rest of the year, your doctor will think you are crazy,” says Tairjing Siriphanich, the secretary-general of the Don’t Drive Drunk Foundation of Thailand. “But that’s what we are doing with road safety.” A ‘sabai sabai’ mindset When asked why so many people die on Thai roads, officials here ascribe it to a “sabai sabai” culture. Sabai sabai is one of those untranslatable phrases, but it denotes a kind of relaxed contentment. Sabai sabai is one reason Thailand is a great place for a beach holiday. But it’s not a helpful attitude when building national safety standards. “If police enforce the law, rather than just give a verbal warning, then Thai people are unhappy, and they complain that it’s not sabai sabai,” Jirasunt says. A prime example of the effect of the sabai sabai way of life on traffic safety is the approach to helmets. Many motorcyclists simply don’t bother. “People think air pollution is a threat, but they don’t think the same way about drunken driving or wearing helmets,” says Tairjing of the Don’t Drive Drunk Foundation. “We have failed to make people understand that they can save their own lives.” But the authorities can make a difference: in the districts where police are known to hand out fines, helmets are more common. No leader wants to do anything,” Tairjing says. “They just make promises to halve the number of road deaths even though they know it’s impossible. Maybe they think we’ll forget about the promises they made.” The question of who is at fault for Thailand’s lack of progress draws a lot of finger pointing by Thai officials. Chayatan Phromsorn, the deputy director-general of the Office of Transport and Traffic Policy and Planning, the agency that pledged to the United Nations to halve the number of road deaths, said he was not familiar with the document that detailed Thailand’s promise. (That English-language document was never made available online in Thai script.) The official who presented the paper to the United Nations in 2015 said she had done so only because her colleague was unable to attend the conference. In turn, that colleague, Usanisa Jikyong, said in an email that her office “is not responsible for a road safety initiative in the national level”. Usanisa suggested that another government agency, the department of disaster prevention and mitigation at the Ministry of Interior, was in charge of such matters. But Chayabol Thitisak, the department’s director general, shifted responsibility back to Usanisa’s office. Officials at both agencies said that the blame lay primarily with the police. “The big factor is law enforcement,” Chayabol said. “We have to make people realise that by violating the law they will face severe consequences.” But the police refuse to accept fault. “As police, there are many things we cannot do,” Jirasunt says. “We cannot build more roads and public transportation. We cannot change the number of cars on the road. We cannot change the attitudes of people so they have discipline.” The high human cost The World Bank estimated in a 2018 study that Thailand could lift its per-capita gross domestic product by 22 per cent by the year 2038 if it successfully halved its traffic fatalities. Despite that economic upside, the government – led by a retired military general since a 2014 coup – has done little to address the wealth gap that’s at the core of Thailand’s problem with road deaths. The country has made a few road-safety improvements. Schools have added road-safety lessons to their curriculums, and there has been some progress in setting new vehicle safety standards. The numbers do show a slight improvement: road deaths were 7 per cent lower in 2018, with 22,491 deaths compared with 24,237 in 2015. While the enormous macroeconomic cost of all these road deaths can be measured, what can’t be given a money figure is the personal toll inflicted on individuals by the inequality and impunity that menaces Thailand’s roads. The family of Orathai, the killed motorcyclist, has no lawyer to pursue a civil claim. It did not appeal the decision not to jail the officer. Can implicit bias training help cops overcome racism?

Thirty police officers sat contemplating a deceptively simple question: at the scene of a car crash, why is it that the man dressed in a suit and driving a shiny BMW is usually more believable than the man wearing muddy jeans driving a pickup truck? It was late in 2018 at the New York Police Department, and under mandatory orders, they were there to learn about something lurking within everyone’s subconscious—racism.

While you may not show explicit signs of racism against any particular group, or even consciously think negative things about them, you probably still carry prejudice in the form of implicit bias. Implicit biases are a symptom of grouping, which is something our brains start doing shortly after we’re born. When someone says peanut butter, jelly comes to mind. Salt and pepper. Beaches and sand. Every day, we bathe ourselves in news reports, encounters with friends and co-workers, movies, books, and gossip. Each of these minuscule encounters accumulate and provide our brains with data about which people and things and adjectives tend to come bundled together, solidifying associations in our minds. That’s how we form implicit biases—whether we want them or not.

“We’re swimming around in this sea called culture, and we are creatures of that sea,” says Mahzarin Banaji, a professor of psychology at Harvard University. “Our bodies have become adapted to the salt water, and now this stuff is in us. True, I didn't put that stuff there, hey, I don't even want it there. But it is there.”

These associations are crucial in helping us fathom the world. In early childhood, babies begin crafting mental links between objects and their uses—for example, spoons are used for eating mashed veggies and fruit, and galoshes go with rainy walks. The connections become more nuanced and varied as we grow up to help our brains make sense of objects and scenarios we encounter. But as essential as these associations are, they also have serious consequences for our perception of other people, which in turn affects how we treat them. That can have disastrous effects on policing.

“The most common [example] is the black-hyphen-crime association,” says Lorie Fridell, a professor of criminology at the University of Florida. Many Americans grow up watching a disproportionate number of Black people getting arrested on television. According to a report published by Media Matters in 2015, between August 18 and December 31 of 2015, the evening news programs for WCBS, WNBC, WABC, and WNYW identified Black people as suspects in 68 percent of reports on murder, 80 percent on thefts, and 72 percent on assaults, although the actual statistics throughout 2015 were significantly lower, at 62.8, 69.2, and 52.4 percent, respectively.

Research suggests that most people carry an unconscious sense that Black people are more closely linked to crime than those of other races, which is likely at least partly to blame for the outsize danger Black individuals face when encountering law enforcement.

How implicit bias training works

Police brutality in the United States is on the rise, with 1,004 people dying at the hands of police in 2019, 23.4 percent of whom identified as Black. To combat this, police departments in New York, Austin, Los Angeles, Miami, Milwaukee, and Minneapolis have contracted with a company called Fair and Impartial Policing over the last few years, spending millions of dollars for courses that claim to help cops shake off unconscious prejudice. In 2018, the NYPD spent $4.5 million to train all 36,000 New York-based officers and commanders for around two years, using a mandatory eight-hour module that aims to help the police understand their biases based on conversations about their own experiences in the field, and implement unbiased, controlled responses to emergencies. But experts say these interventions are often poorly received, and applying the science of implicit bias is far from straightforward.

“When they walk into the classroom, the officers are somewhere between defensive and downright hostile,” says Fridell. “They think we’re gonna shake our fingers at them and call them racist.” The first step in the training process is to get over that “defensiveness hump,” she says, and guide the officers to confront the ways their biases may have controlled their previous actions. Beyond that, a series of lectures and group discussions led by the instructor—always a former member of the force—aim to teach attendees that conquering implicit bias can lead to fair and effective policing of communities. Classes for sergeants and commanders focus on fostering a positive culture within their departments, weeding out explicitly racist individuals during the recruitment process, and helping subordinates avoid situations where implicit bias may get the better of them, such as pulling over ‘suspicious’ vehicles to search for drugs.

Fridell says that officers’ attitudes, knowledge, and skills tend to shift after training, at least in the short term. But detecting a course’s impact is difficult. “It’s hard to track what cases of excessive force or complaint didn’t happen because we had this training,” says Fridell. So how do we know if it works at all?

A heated debate

Mahzarin Banaji stumbled across the idea of implicit bias as a grad student in psychology at Yale University in 1990. Along with Tony Greenwald and Brian Nosek, she published a series of implicit attitude tests on Yale’s website in 1998. The tests measure the strength of associations between different concepts (black faces, white faces) and evaluations (good, bad) by asking test-takers to categorize words or images by pressing certain computer keys. The time taken to respond to various combinations reveals these users’ subconscious mental associations.

Banaji predicted they’d have data from 500 test results in one year. But in barely one month, they were overwhelmed with 45,000 submissions. “The Yale website would crash regularly in the first few days,” she says.

Over time, the team of three published other tests, which measured biases surrounding age, disability, religion, gender, weight, and sexuality, among many others, creating not only a 20-year data pool, but a worldwide phenomenon that went viral, and stayed viral. The data shows that an overwhelming majority of test-takers exhibit implicit bias against Black people, but the trend has been slowly decreasing, especially from 2012 onwards, during the years of the Black Lives Matter protests.

Since 1998, implicit bias has become a household name, given a spotlight in hundreds of research papers and dissertations using Banaji’s enormous pool of IAT data, an episode of Oprah, and former President Barack Obama’s Task Force on 21st Century Policing Implementation Guide. The guide, published in 2015, recommends the undertaking of “trainings and organizational change that address procedural justice, implicit bias, and de-escalation/use of force” and officers’ use of body cams. The popularization of the concept has spawned numerous implicit bias police training sessions, which have led to dubious results.

Take Minneapolis. Since 2000, police there have killed 195 civilians. Former police chief Janeé Harteau, who served the city from 2012 through 2017, brought Fair and Impartial Policing to the MPD in 2014. “I think it’s important that people understand that police officers are humans, they have unconscious bias,” says Harteau. “Not because they’re police officers. We hire from society. If there’s a percentage of racism, there’s gonna be that percentage in the organization.” Harteau asserts that this kind of training is essential. Having grown up in Duluth, Minnesota, Harteau had very little exposure to the Black community as a child. When she moved to Minneapolis to become a police officer, she entered a completely new world of high crime and poverty rates. “Had I not had the character and mindset I did, I might have had a different way of thinking,” says Harteau. “Even today, we all have to check ourselves. We all have a bias of some sort.”

The department’s 1,000 officers spent six or seven months undergoing training, resulting in “good feedback from rank and file,” according to Harteau. However, in the years following 2014, Minnesota only saw an increase in police brutality. On May 25, 2020, Officer Derek Chauvin killed George Floyd on Chicago Avenue by kneeling on Floyd’s neck for nearly nine minutes—the agonizing spark that gave rise to ongoing anti-police brutality protests across all 50 states.

“People are saying, ‘if Officer Chauvin had implicit bias training, why did this happen?’” says Harteau. “It’s hard to prove or track the crimes you prevented.” But she maintains that the training is necessary.

Many people think otherwise. Calvin Lai, assistant professor of psychological & brain sciences at Washington University, views the results of implicit bias training as inconclusive. “We simply do not know. There has been no published research on implicit bias training in police departments.” The results can vary, according to Lai—it can help certain individuals, but it can also completely backfire, especially in situations when officers are forced to attend, which tends to make them defensive. Dave Bicking, a volunteer and leader at Communities United Against Police Brutality in Minneapolis, looks upon this training with distrust. “Implicit bias was one of a whole package of reforms that was meant to look good without changing anything fundamental,” says Bicking.

Bicking, who has spent years fighting for dramatic police department reform in Minneapolis, sees explicit racism as more of a modern problem than cities might like to admit. “You can see it, hear it in their language, see it in statistics in how many Blacks versus whites are victims,” says Bicking. Implicit bias training won’t improve the behavior of cops who are consciously aware of—perhaps even perfectly comfortable with—their racial prejudices. And mandated attendance could feed a sense of conflict they feel against the communities they patrol. Another one of Bicking’s reforms targets the police training system, and how it exacerbates the “us vs. them mentality.” In one 2018 study, researchers claimed they saw this mindset grow more acute with each stage of police training.

Long Island-based civil rights attorney Frederick Brewington points out that police training is not just inadequate—it’s also alarmingly brief. “They get six months and they’re handed a gun,” says Brewington. “If we’re putting issues of life and death into the hands of certain individuals, why do we only give them six months of training in an academy?” In Minneapolis, the police academy takes between three and four months. The lack of consistent psychological profiling of officers is another dangerous issue, according to Brewington. Officers see “some of the worst things that humans can do”' but only receive one mental evaluation before they enter the police force. “The way we do policing in America, we’re at a point where we can't do it patchwork,” he says. “We’ve gotta disassemble the process and recalibrate.”

How can we improve implicit bias training?

Implicit bias training may not be an easy panacea, Banaji says, but it shouldn’t be scrapped entirely. There are several key opportunities for improvement—especially when it comes to making the process more palatable to participating officers.

First, the training should not be mandatory. Eugene Borgida, a professor of psychology and law at the University of Minnesota, claims that forced participation tends to make participants defensive and untrusting, which makes for a less effective program. Slowly gaining the respect and interest of a few officers at a time may be a better strategy than mandating the process for an entire department.

In 2019, Banaji personally oversaw the voluntary implicit bias training of officers in Cambridge, Massachusetts, by inviting more than 300 to her class. Just a third of them chose to show up. Banaji started the session with an open, vulnerable admittance—that she showed signs of racial bias on her own implicit attitude test. “This is the least I can do, to show them that we are speaking about something that is true of all humans,” Banaji says. “I gave them hands-on experiences and data. I gave them optimism at the end about change, and let them go.”

Two weeks later, Banaji picked up a phone call from the Deputy Superintendent at the Cambridge Police Department. Based on positive feedback from those who had attended the first session, the other 200 officers now wanted to participate. After five meetings, Banaji surveyed the attendees on the helpfulness of the course. She found that, on a scale from 1 to 5, scores increased from 1 to 4.5 throughout their time together. Banaji stands by these trainings, claiming that methodology rooted in her research on bias can help improve efficacy. “It can be done right, if you root it in the science,” she says. She adds that research on the subject is more essential than ever, especially as the Minneapolis city council has announced its plans to defund and dismantle the city’s police department. The restructuring of these systems should be informed by careful reasoning and research.

Banaji regularly thinks back to a lecture Martin Luther King, Jr gave to the American Psychological Association just weeks before his assassination in 1967. “He said, ‘you aren’t making policy. But what you can do to help the movement is by telling it like it is,’” says Banaji. “We cannot do everything. We cannot make policy or organize communities or dismantle any department. But what we can do is reveal who we are, how distant our behavior is from our own values, and then hope that this disparity will shape who people will choose to become.”

In 2004, I saw a car that I wanted to buy at a Nissan car dealership and I took out a loan. At the time I didn't know anything about insurance. It was all greek to me. I was very young and had no one to help me out. Anyway, I went to American Family Insurance and the agent seemed very nice. I told him that I wanted to buy this car and before I could finalize everything I had to show proof that I had full coverage on the vehicle. He told me that I most definitely had to get full coverage and I signed the paperwork, gave him a check and my insurance coverage started. I NEVER CHANGED MY COVERAGE!! (Let me make that clear). So 1.5 years later my car slid on the ice and another lady thought she could speed to get around me and she instead hit me. The officer stated that none of us were at fault because I was sliding when I should have been in control of my car and she should have never tried to pass me so we would each be responsible for our own damage. Right away I called my agent and he later called me back and stated I didn't have collision coverage and I would have to pay out of pocket for my damage. Again, I didn't know anything about insurance and I had totally forgotten that collision was required so I believed this guy. I left it at that but was very upset with him because he stated that I didn't have collision coverage and I told him that as a professional insurance agent, he should have told me that I needed full coverage on this practically new car!!! So, 6 months later, it was still bothering me and I left him. The car wasn't drive-able (I had to pay $600 just to fix something with the wheel mount) and then it was drive-able but there are dents in the car and damage that equals $2,000 to fix. That may sound cheap to some of you but it isn't to me. Just 3 days ago, I was telling this story to someone and they told me that I should have had full coverage on the vehicle and I should look into this. I called American Family and a lady is doing some investigating because she could see I had insurance on my car in 2004 but didn't know what kind. But, she confirmed that my car was under a lien and the insurance agent would be required to put me on a full coverage in the state of Wisconsin. So, this lady stated she would call me back on Saturday. In a perfect world, she could state either 1). You had collision coverage at that time and your car will be fixed at our expense or 2.) Your agent never put you on full coverage. Come Saturday, what if she says that it turns out my agent never put me on full coverage? Isnt he at fault? Everyone (including their own company) states he should have known to put me on full coverage! So, can I try suing the company? Im thinking even though the lady was really nice and told me that my insurance agent should have known better that Ill hear something from them stating that their computer system shows that I was a client in 2004, but they dont know what type of coverage I was on. Why is a Chicago suburb punishing teens that vape?

Laws vary, but most municipalities don’t punish kids who vape or smoke. Usually the most severe penalties go to the retailers who sell adult products to minors. Face it, you’d have to be a really bored cop in a really boring city to spend your day arresting teenage vapers and smokers.

Welcome to Park Ridge, Illinois.

The police department in Park Ridge urged the City Council to create penalties for possession and use of vapes, according to the Chicago Tribune. The police said students bringing e-cigs to school had “become problematic.”

So Park Ridge passed a law in July providing for punishment of minors in possession of an “electronic smoking device.” According to the Tribune, vapers under 18 can be ticketed and made to appear at a hearing. There they can receive a $500 fine — or they can be sentenced to the ultimate punishment: mandatory attendance at a two-hour “diversion and education program” with their parents.

Face it, you’d have to be a really bored cop in a really boring city to spend your day arresting teenage vapers and smokers.

Park Ridge is a northwest Chicago suburb near O’Hare Airport. The population of the Cook County city is about 37,000. Park Ridge is the hometown of Hillary Rodham Clinton and actor Harrison Ford. Harrison probably never did anything as awful as vaping when he was a teenager.

Eight teens have been ticketed by the Park Ridge Police Department since the law passed. Police Chief Frank Kaminski told the Tribune that the tickets do not result in criminal records for the teenage scofflaws. All the tickets were issued at local high schools, and all eight violators appeared at a hearing on Oct. 10.

City officials said that all eight were given the boring lecture “education” program as punishment.

The first education class was held in late October, led by Teri Collins, executive director of the Maine Community Youth Assistance Foundation, described by the Tribune as “an organization that aims to curb youth substance abuse.” Three of the delinquent teens attended the class, along with their parents.

Part of the punishment includes paying Collins’s organization $125 to attend the class. How many of the parents wished their rotten kids had just gotten the $500 fine after being forced to attend a two-hour class dedicated to the perils of vaping?

“When people are known to have goals, they are less likely to do alcohol or drugs or smoke.”

“It wouldn’t be successful if the parents didn’t come,” Collins told the paper. She explained that many parents are woefully ignorant of the dangers of vaping. Luckily Collins has a Ph.D. in organic chemistry, and “a background in prescription medication development, research, and education.”

The chemistry degree must come in handy when she explains “the chemical properties of nicotine and vaping oils” (which, chemically speaking, aren’t oils at all). Collins also explains the risks to the teenage brain of using nicotine — probably avoiding the truth that the supposed risks have been inferred based solely on rodent studies.

“Then we talk about goals,” Collins told the Tribune. “When people are known to have goals, they are less likely to do alcohol or drugs or smoke. That’s a research-proven fact.”

Another research-proven fact is that vaping isn’t smoking. Not smoking is a goal for some people.

When there are wide footpaths, they often overflow with street stalls and even motorcycle traffic, pushing people into the roads. The country’s economic disparity is not the only reason Thailand’s road deaths are not distributed equally. Justice, too, is handed out unevenly. For the super rich, or those in positions of authority, the rules of the road may not apply at all. They know they can speed with impunity and drink heavily before getting behind the wheel, with little fear of the consequences. In 2012, a young man in a Ferrari – the heir to the Red Bull energy drink fortune – allegedly ploughed into a policeman, dragging him to his death. The driver, Vorayuth Yoovidhya, was intoxicated, according to a test. Then, there is corruption. The rich or well-connected know a bribe can often see them on their way if they are nabbed breaking traffic laws. Bangkok’s 3,000 traffic police make an average of £500 a month for working in broiling heat, monsoonal downpours and suffocating smog, which can make even small payoffs highly appealing, and effective. Twice a year, during the Thai new year in April and the western new year in January, campaigns warn against drunken driving, complete with billboards of gory crashes. Arrests skyrocket during these periods, but then quickly fall off again. “If you eat vegetables twice a year and only eat ice cream for the rest of the year, your doctor will think you are crazy,” says Tairjing Siriphanich, the secretary-general of the Don’t Drive Drunk Foundation of Thailand. “But that’s what we are doing with road safety.” A ‘sabai sabai’ mindset When asked why so many people die on Thai roads, officials here ascribe it to a “sabai sabai” culture. Sabai sabai is one of those untranslatable phrases, but it denotes a kind of relaxed contentment. Sabai sabai is one reason Thailand is a great place for a beach holiday. But it’s not a helpful attitude when building national safety standards. “If police enforce the law, rather than just give a verbal warning, then Thai people are unhappy, and they complain that it’s not sabai sabai,” Jirasunt says. A prime example of the effect of the sabai sabai way of life on traffic safety is the approach to helmets. Many motorcyclists simply don’t bother. “People think air pollution is a threat, but they don’t think the same way about drunken driving or wearing helmets,” says Tairjing of the Don’t Drive Drunk Foundation. “We have failed to make people understand that they can save their own lives.” But the authorities can make a difference: in the districts where police are known to hand out fines, helmets are more common. No leader wants to do anything,” Tairjing says. “They just make promises to halve the number of road deaths even though they know it’s impossible. Maybe they think we’ll forget about the promises they made.” The question of who is at fault for Thailand’s lack of progress draws a lot of finger pointing by Thai officials. Chayatan Phromsorn, the deputy director-general of the Office of Transport and Traffic Policy and Planning, the agency that pledged to the United Nations to halve the number of road deaths, said he was not familiar with the document that detailed Thailand’s promise. (That English-language document was never made available online in Thai script.) The official who presented the paper to the United Nations in 2015 said she had done so only because her colleague was unable to attend the conference. In turn, that colleague, Usanisa Jikyong, said in an email that her office “is not responsible for a road safety initiative in the national level”. Usanisa suggested that another government agency, the department of disaster prevention and mitigation at the Ministry of Interior, was in charge of such matters. But Chayabol Thitisak, the department’s director general, shifted responsibility back to Usanisa’s office. Officials at both agencies said that the blame lay primarily with the police. “The big factor is law enforcement,” Chayabol said. “We have to make people realise that by violating the law they will face severe consequences.” But the police refuse to accept fault. “As police, there are many things we cannot do,” Jirasunt says. “We cannot build more roads and public transportation. We cannot change the number of cars on the road. We cannot change the attitudes of people so they have discipline.” The high human cost The World Bank estimated in a 2018 study that Thailand could lift its per-capita gross domestic product by 22 per cent by the year 2038 if it successfully halved its traffic fatalities. Despite that economic upside, the government – led by a retired military general since a 2014 coup – has done little to address the wealth gap that’s at the core of Thailand’s problem with road deaths. The country has made a few road-safety improvements. Schools have added road-safety lessons to their curriculums, and there has been some progress in setting new vehicle safety standards. The numbers do show a slight improvement: road deaths were 7 per cent lower in 2018, with 22,491 deaths compared with 24,237 in 2015. While the enormous macroeconomic cost of all these road deaths can be measured, what can’t be given a money figure is the personal toll inflicted on individuals by the inequality and impunity that menaces Thailand’s roads. The family of Orathai, the killed motorcyclist, has no lawyer to pursue a civil claim. It did not appeal the decision not to jail the officer. There is no further legal action to take. “In Thailand, the law does not matter,” says Chularat, her daughter. “People like us, how can we change anything? I recently just passed my driving test and a know car insurance isnt cheap. The cheapest i have been quoted is a little under 5000 on a 1.2 Vauxhal Corsa. I was hit by a woman in a parking lot. In Texas where I live, certain parking lots are no fault zones if they are private property. I was in one of these no fault zones. I was uninsured at the time. She had Uninsured Motorist Protection as part of her insurance policy. I suffered no damages to my vehicle or person. She suffered $1500 worth of vehicular damage. Her insurance company paid for her damages. I was backing out of a parking space and she came flying around the corner and messed up the entire passenger door of her car on my rear bumper. Like I said I received no damage to my vehicle since I was the one barely moving. She called the police immediately after this minor accident took place. I was not cited on the ticket I received for any accident, only for no insurance. The officer informed me verbally that the accident was my fault only because she had the right of way but that there was nothing they could do about it because of the no fault zone policy. Anyway, now her insurance company is coming after me to collect payment of the $1500 they paid for her damages. I have not agreed to pay this amount because it was a no fault zone and I don't feel I should pay for it. She should not have been going that fast in a busy parking lot with a car full of kids. Although the unofficial technicality states that I was at fault, legally no one was at fault. Her insurance company is also threatening to have my license suspended if I do not pay the amount specified. I did not think that they, as a private company, had the power to have that happen. I've never been in this situation before and need an answer as to whether or not the insurance company can do that or if its just some kind of scare tactic to jolt me into paying but really has no merit behind it. Progressive auto insurance problem !?

I need an opinion on what should i do in this case. 3 weeks ago , as I was driving home , on the freeway , from the truck in front of me fell big peace of ice and hit my car from underneath. Less than 1 minute later i noticed blue smoke behind , luckily there was and exit with gas station right there. By the time i pulled up to the gas station car was barely moving. After staying parked for 20 min , it leaked oil and tranny fluid . I called towing , had them pick the car up , called progressive made the claim. All of that happened in WI near Milwaukee , before i used to leave in Chicago , so I never dealt with progressive from WI. After couple days adjuster came out and gave shop 1100$ to start the repairs , shop diagnosed everything and came to a conclusion that its the transmission leaking because of the damage inside. Adjuster was extremely slow to give shop any kind of approvals to do anything , So after 3 weeks they finally allowed them to take transmission apart , another adjuster came out took pictures , then shop owner want around , called me and said that he will call me next day. Next day shop owner calls me asking if I heard anything from progressive ? I call that guy back , but he went on vacation. Call my first adjuster , she says that the guy who went on vacation concluded that it wasn't related to impact , so they wont pay for anything and I owe 500 for taking down transmission. I called shop owner right away asking if its possible , not being related to impact , he says of course not , otherwise your car wouldn't break after impact. He also said some technical explanation what caused it to break , i just don't know what. he also said that no one ever called him and asked him what was the cause if that. I dealt with progressive in Chicago twice , when i lived there , and i had greatest experience ever , but it seems that in Milwaukee , they are playing games , making me pay , and not taking responsibilities. I figured somebody might know what should I do in this case , I just want them to do what they should do , especially when Im paying 200$ a month.""
