Many Americans resuming pre-virus activities (AP) Many Americans are relaxing precautions taken during the COVID-19 pandemic and resuming everyday activities, even as some worry that coronavirus-related restrictions were hastily lifted, a new poll shows. The poll from The Associated Press-NORC Center for Public Affairs Research finds that majorities of Americans who were regularly doing so before the pandemic say they are returning to bars or restaurants, traveling and attending events such as movies or sports. Andrea Moran, a 36-year-old freelance writer and mother of two boys, said she feels both relief and joy at the chance to resume “doing the little things,” such as having drinks on a restaurant patio with her husband. “Honestly, I almost cried,” Moran said. “It’s such a feeling of having been through the wringer, and we’re finally starting to come out of it.” Still, 34% of Americans think restrictions in their area have been lifted too quickly, while somewhat fewer—27%—say they were not lifted quickly enough. About 4 in 10 rate the pace of reopening about right.

A passionate base of voters and activists on both sides may be intensely dialed in on the issue, but a disengaged middle is baffled at the attention.

Trust in government (The Spectator) Since 1958, the Gallup polling organization has periodically asked Americans how much they trust the federal government to do what is right. In 1958, 73 percent said ‘always’ or ‘most of the time’. Trust hit its high point in 1964, when that figure stood at 77 percent. Then it began to fall. By 1980, only 27 percent trusted the government to do what is right. That percentage rebounded to the low forties during the Reagan years, then fell to a new low, 19 percent, in 1994. It rebounded again, hitting a short-lived high of 54 percent just after 9/11. Then it plunged again, hitting another new low, 15 percent, in 2011. It has been in the 15- to 20 percent range ever since. A government that is distrusted by more than 80 percent of the citizens has a bipartisan legitimacy problem.

‘There’s no water,’ says California farm manager (Reuters) Salvador Parra, the manager of Burford Ranch in California’s Central Valley agricultural breadbasket, is worried about the lack of water. California’s worst drought since 1977 has forced Parra to leave fallow 2,000 of his 6,000 acres and dig deep for water to save the crops already planted. “There’s not very much being grown out there, just because there’s no water. There’s literally no water,” said Parra. In a good year, the ranch grows everything from garlic, onions, tomatoes and alfalfa to cotton. This year, Parra needs emergency water sources just to bring a reduced crop to harvest.

Mexico City shuts down classes again, enters higher COVID-19 risk tier (Reuters) Mexico City schools that had just gone back to in-person classes will be closed again starting Monday as the sprawling capital climbs into a higher tier of coronavirus risk, education authorities said on Saturday. Mexico City officials had loosened restrictions on gatherings in schools, hotels, stores and restaurants just two weeks ago as the dense urban zone moved into the lowest risk tier of the government's four-level "traffic light" model. But the federal Health Ministry on Friday evening put Mexico City, home to more than 9 million people, a step higher on the scale for June 21 to July 4.

Peru ex-military stir election tensions with appeal to Armed Forces to “remedy” poll (Reuters) A group of retired officers has suggested Peru’s military should refuse to recognize socialist candidate Pedro Castillo if he is declared winner of the country’s presidential election if fraud allegations are not investigated, according to a letter circulated widely on social media on Friday. Interim president Francisco Sagasti confirmed the letter, which was posted on Twitter and Facebook, arrived at the general headquarters of the armed forces, bearing the names of at least 80 retired military personnel. Friday’s letter appealed to military chiefs to “act rigorously” and “remedy” the “demonstrated irregularities” that took place during the vote or risk having an “illegal and illegitimate” commander in chief at the helm of the country. The tight election has deeply divided citizens of the world’s second-largest copper producer. Protest marches by supporters of both candidates take place almost daily in downtown Lima, calling for a swift resolution and respect for the popular will.

Drought in Brazil (Financial Times) The worst drought in almost a century has left millions of Brazilians facing water shortages and the risk of power blackouts, complicating the country’s efforts to recover from the devastating impact of the coronavirus pandemic. The agricultural centers in São Paulo state and Mato Grosso do Sul have been worse affected, after the November-March rainy season produced the lowest level of rainfall in 20 years. Water levels in the Cantareira system of reservoirs, which serves about 7.5m people in São Paulo city, dropped to below one-tenth of its capacity this year. Brazil’s mines and energy ministry has called it country’s worst drought in 91 years.

Paris’ tough suburbs (AP) Violent rivalries have long been part of the policing geography in the rotting high-rises of tough Paris-region neighborhoods where inequalities and hardship are often more common than good jobs and opportunities. But police say that fighting over turf or differences of race, religion and cultures wasn’t always as savage as it increasingly is now. “It’s more and more violent,” the police major said as he worked to reconstruct this week’s chain of events, from a clash in a pipe-smoking bar to a full-blown brawl between opposing groups from Pakistani and North African communities. “In a fight that perhaps 20 years ago would have been sorted out with fists or kicks, we now see people being run over with cars,” he said. “The population is increasingly violent. It’s no longer simply fighting. They absolutely have to win, even if that means leaving someone in agony on the floor.” Police are also increasingly the targets of violence. Most recently, the murders of two police officials in April and May—one in a stabbing, the other in a shooting during a drug bust—reinforced officers’ concerns that enforcing the law in France is an increasingly perilous profession.

Chips, Taiwan, and China (WSJ/The Wire China) Taiwan Semiconductor Manufacturing Co. makes almost all of the world’s most sophisticated chips, and many of the simpler ones, too. They’re in billions of products with built-in electronics, including iPhones, personal computers and cars—all without any obvious sign they came from TSMC, which does the manufacturing for better-known companies that design them, like Apple and Qualcomm. TSMC has emerged over the past several years as the world’s most important semiconductor company, with enormous influence over the global economy. With a market cap of around $550 billion, it ranks as the world’s 11th most valuable company. Its dominance leaves the world in a vulnerable position, however. As more technologies require chips of mind-boggling complexity, more are coming from this one company, on an island that’s a focal point of tensions between the U.S. and China, which claims Taiwan as its own.

Hard-line judiciary head wins Iran presidency as turnout low (AP) Iran’s hard-line judiciary chief won the country’s presidential election in a landslide victory Saturday, propelling the supreme leader’s protégé into Tehran’s highest civilian position in a vote that appeared to see the lowest turnout in the Islamic Republic’s history. Initial results showed Ebrahim Raisi won 17.8 million votes in the contest, dwarfing those of the race’s sole moderate candidate. However, Raisi dominated the election only after a panel under the watch of Supreme Leader Ayatollah Ali Khamenei disqualified his strongest competition. His candidacy, and the sense the election served more as a coronation for him, sparked widespread apathy among eligible voters in the Islamic Republic, which has held up turnout as a sign of support for the theocracy since its 1979 Islamic Revolution.

Uganda tightening measures due to virus surge (AP) Uganda is tightening its lockdown measures to try and stem a surge in coronavirus infections in the East African country that is seeing an array of variants. The measures announced late Friday by President Yoweri Museveni include a ban on private and public transportation within and across districts, including in the capital Kampala. Only vehicles carrying cargo and those transporting the sick or essential workers are permitted to operate on the roads. The normally crowded shops in downtown Kampala have also been ordered shut. An ongoing nighttime curfew will stay in place. The new measures will last 42 days.

Who’ll Be Bernie Sanders’ Running Mate?

If nominated Bernie Sanders would act as a pallet cleanser for the big tent Democratic Party currently made up of poor, middle, working, upper, and professional class. While their Republican counterparts since the 1960’s have relied on disaffected white voters in the south, obvious vitriol for POCs. Regardless of how vile the Southern Strategy is, you can not deny it’s been a winner for the GOP. Sanders, a Democratic Socialist senator from the state of Vermont, doesn’t appeal to the wealthier brackets of voters. His call for raising taxes to facilitate his tentpole policies, like Medicare-For-All, Free College, and the Green New Deal, make the professional class uneasy. For those wishing for moderate reform and not a revolution, they flock to Massachusetts senator Elizabeth Warren after all of the Joe Biden alternatives faded off into obscurity.

We are beyond the stage of the race where we can say “It’s early.” It is no longer early. Though not a single state has voted you can assume the three names that’ll cling to relevancy until the Democrats convene in Milwaukee in July of 2020 is Biden, Sanders, and Warren. Thought to be hopefuls like California senator Kamala Harris saw her campaign disintegrated after Hawaii’s representative Tulsi Gabbard shined a bright light on Harris’ dark history as attorney general.

"I'm concerned about this record of senator Harris. She put over 1,500 people in jail for marijuana violations and laughed about it when she was asked if she ever smoked marijuana," Gabbard said at the debate.

She continues, "She blocked evidence that would have freed an innocent man from death row. She kept people in prison beyond their sentences to use them as cheap labor for the state of California, and she fought to keep cash bail system in place that impacts poor people in the worst kind of way."

The attack came out of nowhere. Neither candidate appeared to have any crossover with one another. Gabbard supporters are few, mostly online. Harris’ base is made up of rich, white liberals left over from the previous election when they unilaterally supported Hillary Clinton. In the previous debate Harris appeared to have launched herself into the top tier of candidates after boldly going after Vice President Biden for his opposition to school integration via bussing. Now most of Harris supporters are in the pocket of Warren. Meanwhile, Gabbard’s campaign failed to qualify for the third debate and looks ready to saunter off and exit stage left. Gabbard is an interesting character, one with many flaws and also great convictions. It is unclear whether the future for her is bright, dark or merely dim like most failed presidential candidates.

Sanders recently enjoyed a quiet post debate bump in the polls currently he is tied for first with Biden in the crucial primary state of California (voting March 3rd) at 26 percent apiece — senator Harris sitting pathetically fourth with 6 percent. While Biden stumbles and speaks incoherently just about everything, Warren dithers on the core tenants of the progressive movement, Sanders stands strong as the flag bearer of the elixirs that might cure this decaying body of an empire we call the United States.

Of course, we’d be naive to believe Sanders merely winning the plurality of the pledged delegates warrants his nomination. If neither candidate crosses the 1,885 delegates voting goes to a second round where a plethora of unpledged delegates, dubbed “Superdelegets” get to play a key, if not the biggest role in naming a nominee. If Sanders manages to wrangle the nomination from the cold, near-dead hands of Neolibalism virtually nobody would want to be anywhere near his campaign either out of not agreeing on political ideology or the common consensus of the party insiders that his campaign his doomed for historic failure. The ghost of George McGovern still looms large inside the psyche of many Democrats while the losers who posed themselves as moderates (Carter, Dukakis, Mondale, Gore, Kerry, H. Clinton) rarely get mentioned.

Usually, a running mate is chosen as a political strategy. Sometimes the candidate is from a swing state. Tim Kaine was from Virginia and didn’t bring much to the table other than he could potentially deliver the state to Clinton. But seeing as political realignment is a certainty in a Sanders vs Trump general election, it’s safe to assume Bernie, given his advanced age, will pick someone who is ready to succeed his movement if tragedy were to befall him.

The question is who? Most Democrats are conservatives on many issues, and shamefully act as Warhawks when they believe it to be politically expedite. Youngsters like Beto O’Rourke and Pete Buttigieg are diametrically opposed to Sanders’ in ideology. So is Harris.

Many believe Sanders’ running mate is likely to be Warren. The 2nd most progressive member of the United States Senate. The problem using this label as a benchmark is it’s pretty low. Warren is a fine, upstanding senator of a state susceptible to turning red when a seat is open. Scott Brown upset Martha Coakley for the vacant Ted Kennedy senate seat in 2010. Governor Charlie Baker trounced challenger Jay Gonzalez in his re-election bid. Right now right-wing Democrat Joe Kennedy owns up to $1.75 million worth of stock in oil and gas companies like ExxonMobil and Chevron is challenging one of the Green New Deal’s strongest advocates in junior senator Ed Markey. Massachusetts is a relatively liberal state, but unknowingly flirts with neoliberalism daily. Warren needs to remain in the Senate not just to preserve the seat, but as a vote for Sanders’ agenda.

Warren is also problematic for her poor political instincts, her DNA fiasco and pledge to take corporate donor money once the primary is over.

Going down the list though you are hard pressed to find better alternatives.

None of these names fuel the lust young people have for the complete upheaval of America’s capitalistic society. But the Democrats of the New Deal generation are either in their seventies or too young to run for President. Representative Alexandria Ocasio-Cortez of New York is the only self-identifying socialist politician and she legally cannot run until 2028. If elected to serve two terms Sanders would only preside the Oval Office until 2025 leaving a gigantic window of opportunity for neoliberalism to shuffle back into the Democratic Party and retake it.

It is truly a fascinating quandary what the second era of “BernieCrats” would look like, if the first one is legitimized in Sanders ascension to the presidency. Perhaps Gabbard will have molded herself into the complete progressive package people want to see in a potential successor. As of now, Gabbard stands as one of the most dovish voices in a political system overwrought with bloodthirsty ghouls. That’s not to see she is always against military intervention. Gabbard’s language specifically states she is against “regime change war” not total American conquest to facilitate the empire. Her ties to the right-wing leader of India Narendra Modi, while a member of the Gujarat Legislative Assembly he is thought to be complicit in the killing of nearly 2,000 people (790 Muslims) in the 2002 Gujarat riots. Gabbard’s remained silent on the issue and appears to have tied herself to Modi.

Other issues is her unwillingness to come out in favor of abolishing private insurance. In her defense, every candidate (including Warren) quiver at the idea of cutting the Goliath that is the healthcare industry down to size.

Massachusetts Representative Jim McGovern is a lot like Gabbard without the baggage. McGovern is also better on the issue of immigration. Gabbard says we need to have stricter border laws. McGovern voted against various legislative efforts to restrict immigration. A vocal critic of the Iraq War, McGovern was one of the few dissenting votes, and pushed then-president Obama to provide a draw-down plan in Afghanistan.

The issue with Gabbard is it is potentially too soon to anoint her the successor to Sanders’ movement. If fortunate to serve eight-years The reign of Sanders could reshape the image of how conservative Democrats present themselves to survive in the new political climate. Harry S. Truman was a conservative southern Democrats known for union-busting before the reign of Franklin Roosevelt forced him to pivot to a moderate New Dealer to secure re-election. Perhaps after some time has passed Gabbard will join AOC as a fellow crusader for the Green New Deal, legislation Gabbard hasn’t said she supports. On the other hand, Gabbard did propose the “Off Fossil Fuels Act” and stood with Water Protectors at Standing Rock. There’s an activist inside her at war with her inner conservatism.

Noticeable omissions are Massachusetts representative Ayanna Presley, and president of Our Revolution Nina Turner. Pressley, once a Clintonite who dismissed Sanders’ ambitious plans as unrealistic found herself in a primary with entrenched progressive incumbent Mike Capuano winning solely on the fact she was a fresh face in a time when people believed leadership was getting too stagnant. But Pressley is no friend to fellow Justice Democrat Ilhan Omar. Pressley cast her vote in favor of Resolution 246, which condemns the Palestinian call for global solidarity in the form of boycott, divestment and sanctions (BDS).

Turner is a fire breathing progressive, a wonderful surrogate for Sanders and spokeswoman for his movement. Truly a fantastic organizer I don’t know if Sanders is smart to “promote” Turner to V.P when having her remain leader of Our Revolution or appointing her as his Chief of Staff would more than suffice.

Representative Rashida Tlaib is an under the radar candidate sure to galvanize an already energized base. Talib is an advocate for Medicare-For-All, the minimum wage to be raised to $18 to $20 an hour, and is for the complete abolishment of the Immigration Customs Enforcement agency. She is relatively young and inexperienced. I don’t know how’d she fare on the national stage.

Former president of the NAACP and previous Maryland Gubernatorial candidate Ben Jealous is widely known amongst progressive circles online and is highly regarded. As an organizer Jealous helped register over 370,000 voters to the polls for the 2012 presidential election.

In his bid for the governorship many labor and progressive groups issued early endorsements of Jealous, including the American Postal Workers Union (APWU-Maryland), Communications Workers of America (CWA), National Nurses United, the Maryland State Education Association, the Service Employees International Union (SEIU), UNITE-HERE, Democracy for America, Friends of the Earth Action, the Maryland Working Families Party, Our Revolution and Progressive Maryland.

Jealous won his party’s nomination running on a platform that included free college tuition, legalized marijuana, universal health care, and a $15 minimum wage. A small caveat is Jealous shrunk when an analyst for Circa News described him as a democratic socialist, referring to himself as a ���venture capitalist.” Many progressives are hung up on Warren describing herself as a “capitalist to her bones” is the initial source for many Berners reluctance to switch their support.

The drawback to picking Jealous is he potentially can win the governorship in 2022. Jealous came in a respectable second to popular incumbent Larry Hogan 55 to 43 percent. Hogan is ineligible to run for a third term leaving Jealous in prime position to win the next time. Progressives will need to infect the legislative body with as many antibodies possible to pass a progressive agenda. If the political landscape looks different in 2024 or 2028 then progressives can afford to pluck repression liable to Republicans or Neoliberals.

If Markey is defeated by Kennedy in his primary then Sanders might as well call the 73-year-old and see if he isn’t ready to retire. Markey is more progressive than Warren. Markey is the biggest cheerleader besides Sanders for AOC’s Green New Deal. He is possibly the best candidate to assume the role of president of Sanders is unable to complete his term for whatever reason.

Plus, you wouldn’t have to worry about losing a progressive vote with Markey as it is sadly likely Kennedy will unseat him. Kennedy is outspending him under the table and leads already by double-digits. Massachusetts Neoliberals are very good at their jobs: stopping progressives.

“That strange revolution which sees the sons of the bourgeois throw cobblestones at the sons of proletarians.” So observed the French writer Jean Cau of Paris in 1968, when student protests about living conditions at the university erupted into a historic rebellion against the old guard.

That year, the United States was rocked by riots, assassinations and political crisis, and half a century later, history seems to be, if not repeating itself, then certainly rhyming. Yet while there are huge differences between the 1968 and 2020 disturbances, the one continuous theme running through both uprisings, and indeed all revolutions down the years, is the prominent role of the middle class. In particular, the upper-middle-class, the haute bourgeoise, are the driving force behind revolt and disorder throughout history, especially — as with today — when they feel they have no future.

Today’s unrest involves two sections of US society, African-Americans and upper-middle-class whites, who together form the axis of the Democratic Party, but it is the latter who are far more engaged in racial activism. The “Great Awokening”, the mass movement focused on eradicating racism in America and with a quasi-religious, almost hysterical feel to it, is dominated by the upper middle class.

Of course, when journalists say that any group of protesters are ‘middle class’ (in the British, rather than American, sense) they often mean to downplay their grievances or the value of their argument. Political debate, in British life in particular, is often about who genuinely represents the mystical proletariat, or ‘real people’, and opinion formers are obsessed with class and elitism. Most discourse goes something along the lines of ‘you’re the elite’, ‘no, YOU’RE the elite’, an endless, tedious game played by both Right and Left. I don’t think the composition of a group gives it any more moral weight, but it is true that revolutions and protests, even those ostensibly about the working class or other downtrodden groups, have historically been a bourgeois thing — and 2020 is no different.

The rich have always paradoxically been radical, something G.K. Chesterton observed over a hundred years ago when he wrote “You’ve got that eternal idiotic idea that if anarchy came it would come from the poor. Why should it? The poor have been rebels, but they have never been anarchists: they have more interest than anyone else in there being some decent government. The poor man really has a stake in the country. The rich man hasn’t; he can go away to New Guinea in a yacht. The poor have sometimes objected to being governed badly; the rich have always objected to being governed at all. Aristocrats were always anarchists.”

Before the industrial age established a political divide in which a middle-class conservative/liberal alliance opposed a working-class socialist movement, radicalism was usually an elite or at least bourgeois concern. The Reformation was disproportionately popular among the urban educated; later, while the Whigs were dominant among the wealthy London merchants, Toryism was much more common in the country as a whole.

When the French Revolution degenerated into violence a few intellectuals and aristocrats based in what is now Notting Hill sympathised with the Jacobins, but the English poor were largely unsympathetic, and showed their feelings with the brutal Priestley riots in Birmingham.

That revolution was itself largely a bourgeois affair, most of its leaders being lawyers, journalists or similar. The sans-culottes were idolised as an almost sacred group everyone had to pay lip service to, but they were often preferred in the abstract. Jean-Paul Marat called his newspaper L’Ami du peuple but in reality he despised them, partly because ‘the people’ are not that radical.

This the revolutionaries learned when they tried to overturn the old order and build the world anew, met with fierce resistance by the conservative peasantry in the Vendée region. In southern Italy French Jacobins invaders intent on liberating the country from religious oppression faced the Sanfedismo (‘Holy Faith’), a rural army fighting to defend the faith and king.

Likewise, the Russian Communist movement. While Karl Marx made endless references to the proletariat, he made very little effort to actually deal with them in the flesh, and when he did, he was disappointed by their moderation; when Marx’s comrades formed the First International they made sure that working-class socialists weren’t allowed anywhere near the important positions.

Marx had one proletarian colleague, Wilhelm Weitling, who he ended up putting through a ‘quasi-trial’, in Paul Johnson’s words, because he didn’t agree with all of Marx’s doctrine. The great communist intellectual believed that workers had to be instructed with a “body of doctrine and clear scientific ideas”, and because Weitling had his own opinions, he was cancelled — although Marx’s followers had a more permanent way of cancelling people.

Lenin’s Bolsheviks followed in this fashion, radicalised by their experience at universities, not factories. The Russian revolutionaries were so bourgeois that, as Daniel Kalder observed in Dictator Literature: “Only one solitary worker ever sat on the executive board of Lenin’s party, and he turned out to be a police spy.”

That noble tradition of haute bourgeoisie revolution continues today, especially in the US. The Occupy movement, for example, is deeply opposed to the 1% but largely because they come from the 2-5%; Amy Chua cited figures suggesting that in New York, more than half it members earned $75,000 or more while only 8% were on low incomes, compared to 30% of the city. They also have hugely disproportionate numbers of graduates and post-grads among their members.

The wider Great Awokening, of which the 2020 disturbances are a part, is a very elite phenomenon, with progressive activists nearly twice as likely as the average American to make more than $100,000 a year, nearly three times as likely to have a postgraduate degree, and only one-quarter as likely to be black. Likewise with the radicalisation of American academia, with the safe spaces movement most prevalent at elite colleges, where students were much more likely to disinvite speakers or express more extreme views.

This indicates a significant radicalisation of the rich, a process that began in the 1960s when the heavily class-based politics of the 20th century began to shift. That social revolution, referred to in Britain as the permissive society, was entirely led by from above, a conflict epitomised in Britain by Midlands housewife Mary Whitehouse and her hopeless crusade against the public school liberal Hugh Greene.

In France, while Jean-Paul Sartre’s existentialist philosophy made huge headway among students of philosophy and future Cambodian mass murderers, it was less successful when he turned up at a Paris car factory to proclaim revolution. In 1968 the workers of Paris famously refused to side with the students, while in the US, as Christopher Caldwell noted in The Age of Entitlement, that year’s protests and the wider political conflict was partly about social status, with Ivy League students fighting working-class cops, many of whom had sons or brothers in Vietnam fighting a war they still believed in.

“When 135 students affiliated with Students for a Democratic Society occupied Harvard’s University Hall,” Caldwell writes: “the Harvard professor of Irish literature John Kelleher, a working-class Irishman from Lawrence, Massachusetts, called them ‘spoiled brats with an underdeveloped sense of history and a flair for self-protection’”. After 1968, “privileged Americans took out of the Vietnam era a sense of their own moral authority that was not battered but strangely enhanced.” The new class war had begun.

This trend would only accelerate, driven by a combination of media, expanding education and globalisation. In his highly prophetic The Revolt of the Elites, published after his death in 1994, Christopher Lasch argued that the new ruling class was becoming far more radicalised as its values diverged from a more parochial lumpen bourgeois. This more global-minded elite, used to seeing the world at 30,000ft, now embraced diversity as a mark of status but also a faith, with identity politics a replacement for religion — “or at least for the feeling of self-righteousness that is so commonly confused with religion”.

The Great Awokening certainly draws on America’s sectarian religious tradition, in a country formed by Calvinists, Quakers, Baptists and a dozen other Christian sects, but there are also materialist causes, in particular the expansion of the university system and runaway housing costs.

High house prices, in particular caused by planning restrictions, make it harder for the urban elite to settle down and have families — something likely to have a civilizing effect — and also pushes them radically to the Left.

Meanwhile, the expansion of the university system has created what Russian-American academic Peter Turchin called ‘elite overproduction’, the socially dangerous situation where too many people are chasing too few elite places in society, creating “a large class of disgruntled elite-wannabes, often well-educated and highly capable… denied access to elite positions”.

So while around half of 18-year-olds are going onto college, only a far smaller number of jobs actually require a degree. Many of those graduates, under the impression they were joining the higher tier in society, will not even reach managerial level and will be left disappointed and hugely indebted. Many will have studied various activist-based subjects collectively referred to as ‘grievance studies’, so-called because they rest on a priori assumptions about power and oppression. Whether these disciplines push students towards the Left, or if it is just attending university that has this effect, people are coming out of university far more politically agitated.

While the evidence on that is not clear, it’s arguable that a tiny number of very intelligent people being taught the theories of Marcuse or Foucault is probably going to have a limited social impact; when these ideas are disseminated among huge numbers of the young, many of them conformists sensitive to the social cues around them, then quite extreme ideas about dismantling society become normalised.

This has been bubbling up for years — and then along came the coronavirus, throwing millions of people out of work, many from exactly the sort of sections most likely to cause trouble. And what makes it slightly spooky is that a few years back Turchin predicted that there would be a violent flashpoint in American politics — in 2020.

History teaches us that disaffected and bored members of the elite can become a destabilising influence on society. In medieval Europe, the younger sons of lords, destined to never inherit land, were at the centre of numerous rebellions and wars, with the crusades acting as a pressure valve for their violent impulses. In China the term ‘bare branches’ is used to describe those excess males unable to find mates and who then went on to cause trouble, and modern America has record numbers of single people.

Perhaps the most famous example of elite overproduction is the War of the Roses. Edward III’s seven surviving children married into the most powerful families in the realm, helping to stabilise politics during his reign, but this fecund group produced huge numbers of grandchildren and great-grandchildren chasing a limited number of baronial positions, during a period when post-pandemic population decline had hugely decreased the wealth of the landowning class. When the king descended into listless insanity the rival factions turned English politics into a Shakespearean bloodbath.

The lesson of that crisis, as of every crises since, is that discontent and boredom among the rich and powerful can quickly descend into violence; it is they, in the words of the Beatles’ 1968 hit, who usually want to change the world.

New data show more San Diego Unified students are failing, receiving “in progress” grades

New San Diego Unified data show that 1,000 more high school students failed at least one class this fall compared to last year.

About 26 percent of high school students failed at least one class at the end of the first quarter this school year, compared to 21 percent around the same time last year, district data show.

San Diego Unified is one of many districts across the country experiencing an increase in failing and struggling students. The pandemic and school closures have made it difficult for many students to learn or access school remotely, and many students’ mental health is suffering, parents and advocates say.

The new data, which came to light from a public record request by a parent watchdog group, adds another layer to some grade information that Superintendent Cindy Marten recently announced at a school board meeting.

Marten said that fewer high school students are failing or are at risk of failing — meaning they received at least one D or F grade — than last year at the same time. Marten said 40 percent of high school students received at least one D or F, down from 47 percent the same time last year.

“Because of the hard work of teachers and students and parents, we didn’t have the kind of drop-off in grades that I think a lot of us were fearing,” San Diego Unified Board President Richard Barrera said in an interview Tuesday.

The parent group that filed the record request, Reopen SDUSD, has been calling for the district to serve more students in-person and has become critical of the district in other matters, such as the district’s public comment practices.

The Reopen UDUSD group argues that the grading statistic Marten chose to report — which reflects a decrease in the percentage of students failing or at risk of failing — obscures the fact that more students are failing.

“These are kids that have not failed classes in the past, so something is happening in this format that is causing them to fail,” said Emily Diaz, a parent who filed the record request on behalf of Reopen SDUSD.

Marten shared only some grade data in her prepared speech. Grade data for various student groups was missing, and so too were grades for middle school students, who have not yet finished their first semester.

During the board meeting, Marten did acknowledge that students are getting more F grades, and that the rise in F grades was a concern.

According to the new data, F grades now make up 16 percent of all grades given to high school students, up from 7 percent during the fall of last year.

F grades are surging at the same time high school students are taking fewer courses than they were last year.

High school students switched to the quarter system this year, meaning their courses are accelerated but they have half the course load.

Diaz said she is concerned that students are failing more courses at the same time they’re taking fewer of them.

“If you have only three courses, chances are less you’re going to get an F; whereas if you have six (courses) your chances are higher,” she said.

Barrera said the district has always had ways of supporting struggling students, but the depth of learning loss and the social-emotional struggles caused by the pandemic mean the district needs to deploy more resources than usual to help students.

“The concern is that we have students who are falling so far behind that there will need to be significant work to catch those students up if they’re going to be able to graduate on time,” Barrera said.

The new data also show an increase in “in progress” grades issued.

There were 1,230 “in progress” grades given this fall, compared to only 12 last year and three the year before that.

“In progress” grades mean a student needs more time beyond the end of a grading period to “demonstrate the competency necessary to earn course credit,” according to the district’s grading policy.

Marten said at the board meeting that the district wants teachers to issue more “in progress” and “incomplete” grades, to give students more time to master course content.

In October, the school board approved a new grading policy that is meant to give students more retakes or other chances to learn from their errors and improve their grades, rather than immediately giving students a failing grade that is difficult to recover from.

Other school districts, such as the Sweetwater Union High School District, have been encouraging teachers to give more alternative grades such as “incomplete,” to be more forgiving and understanding of student hardships caused or exacerbated by the pandemic.

Diaz said San Diego Unified’s surge in failing students is a result of schools remaining closed.

“It’s clear that there are a lot of kids that are struggling, and if the district is choosing to stay closed, then they really need to look at other options to help struggling students,” Diaz said.

Diaz said San Diego Unified should be increasing the number of students it serves in person.

Currently the district is closed for in-person instruction, but it has been serving small groups of students with high needs, in what it calls its “Phase One” of reopening.

As of mid-December, fewer than 1,900 students, or 2 percent, were participating in Phase One. That’s down from about 3,000 students in mid-November.

District officials initially said as many as 12,000 students would qualify for Phase One.

Noting that San Diego Unified has roughly 11,000 students with disabilities and 19,000 English learners, Diaz said “to only have less than 2,000 students receiving on-site services, that’s appalling.”

Barrera said the number of students being served in Phase One is disappointingly low, and it’s likely that both students and teachers are choosing not to participate in Phase One because of the current COVID-19 surge.

Phase One is voluntary for teachers, so schools do not have to offer Phase One sessions.

As of Tuesday, San Diego County’s daily new COVID-19 adjusted case rate was 38.1 per 100,000 people, more than five times the rate that the county would need to climb out of the state’s most-restrictive, purple tier. Meanwhile local hospitals are being overwhelmed with COVID-19 patients.

“The bottom line to all of this is: if the virus is going to be spreading at these levels, I just don’t have high expectations for the number of teachers or students who are going to be coming in for Phase One,” Barrera said Tuesday. “It’s a hard conversation to have when we’re seeing the virus at these rates.”

On Wednesday, Gov. Gavin Newsom announced a $2 billion incentive plan to encourage schools to reopen as early as mid-February. But San Diego County’s COVID-19 case rate is still too high to allow schools to reopen. For many of the parishes, where schools are suffering in many ways, securing quality education for their children is an issue. In fact, many parish school systems were recently rated poor by the Louisiana Department of Education's Office of the State Inspector General. In particular, it was noted that despite the progress made in closing the achievement gap, poverty and inadequate academic preparation were still major concerns. The report also showed that the percentage of minority students attending a poor-performing school had increased from thirty percent in 2020 to fifty percent in 2020. The parish had the nation's highest percentage of uninsured people, which contributes to a higher percentage of poverty.

In both the report cards and in the comments of local officials, the OIG emphasized that much of the problem is attributable to the lack of affordable housing, poor educational conditions, and an unsuccessful response from the national school reform movement. However, the report did note that many of the problems were related to staffing levels and that the schools had made some progress in reducing student drop-out rates over the last few years. In addition, most parishes are still very low in per capita income, even as the national average rises slightly. BANGKOK — Health authorities in northern Thailand have traced and tested more than 300 people who were in contact with a Thai women who returned from Myanmar and tested positive for the coronavirus after somehow avoiding a mandatory quarantine.

The 29-year-old woman had been in Myanmar for a month during a coronavirus surge before entering Thailand on Nov. 24. She then spent three days including visits to a nightclub and department store in Chiang Mai, the most populous northern province, before going to a hospital where she tested positive for the disease.

Health officials traced and tested 326 people who had been in contact with her and quarantined the 105 judged most at risk.

SEOUL, South Korea — South Korea has reported more than 500 new coronavirus cases for the third straight day, the speed of viral spread unseen since the worst wave of the outbreak in spring.

The 504 cases reported by the Korea Disease Control and Prevention on Saturday brought the national caseload to 33,375, including 522 deaths.

Around 330 of the new cases came from the densely populated Seoul metropolitan area, home to about half of the country’s 51 million population, where health workers are struggling to stem transmissions linked to hospitals, schools, saunas, gyms and army units.

Infections were also reported in other major cities including Daegu, which was the epicenter of the country’s previous major outbreak in late February and March.

The recent spike in infections came after the government eased social distancing restrictions to the lowest levels in October to support a weak economy, allowing high-risk venues like nightclubs and karaoke bars to reopen and spectators to return to sports.

Cox slows Internet speeds in entire neighborhoods to punish any heavy users

Cox Communications is lowering Internet upload speeds in entire neighborhoods to stop what it considers “excessive usage,” in a decision that punishes both heavy Internet users and their neighbors.

Cox, a cable company with about 5.2 million broadband customers in the United States, has been sending notices to some heavy Internet users warning them to use less data and notifying them of neighborhood-wide speed decreases. In the case we will describe in this article, a gigabit customer who was paying $50 extra per month for unlimited data was flagged by Cox because he was using 8TB to 12TB a month.

Cox responded by lowering the upload speeds on the gigabit-download plan from 35Mbps to 10Mbps for the customer’s whole neighborhood. Cox confirmed to Ars that it has imposed neighborhood-wide slowdowns in multiple neighborhoods in cases like this one but didn’t say how many excessive users are enough to trigger a speed decrease.

Mike, a Cox customer from Gainesville, Florida, pays $150 a month, including $100 for 1Gbps download speeds and 35Mbps upload speeds, and another $50 for “unlimited data” so that he can go over Cox’s 1TB data cap. Mike told Ars via email that most of his 8TB+ monthly use consists of scheduled device backups and “data sharing via various (encrypted) information-sharing protocols,” such as peer-to-peer networks, between 1am and 8am. (We agreed to publish Mike’s first name only but reviewed his bills and confirmed the basic details of his account with Cox.)

Generally speaking, data usage for most households declines significantly during those 1am-8am overnight hours, so a robustly built broadband network should be able to handle the traffic. In any case, Mike couldn’t use more than 35Mbps for uploads at any given time because that’s the limit Cox always imposed on its gigabit-download cable plan. Mike said his household’s daytime and evening use is more like a typical Internet user’s, with work-from-home activities during the day and streaming video in high-definition during the evening.

Mike also said his level of Internet usage has been roughly the same for the past four years that he’s been using Cox—but it was only in mid-May that the company flagged him for excessive use. This may suggest that Cox is struggling to handle pandemic-level broadband traffic, but Cox says that the vast majority of its network is “performing very well.”

“Scheduled for termination”

First, Mike got three calls from Cox including one that left a voicemail saying, “we need to speak with you regarding your Internet usage. Your home is using an extraordinarily high amount of Internet data and adjustments need to be made immediately.” The voicemail warned that your “Internet will be scheduled for termination” unless usage reductions are “made within five days,” according to Mike.

Mike explained how he responded:

Since I work from home, I naturally was very concerned they would pull the plug on me and I’d be unable to work. Immediately calling the number [provided in the voicemail], I was funneled directly to a department for “questions about your recent Internet speed changes,” and spoke with a representative there. He went on to explain that their network is overburdened and since I was an above-average user, I was being targeted to lower my usage or else have my account terminated… I tried to explain that my usage is not out of the ordinary for me. My day-time bandwidth usage is paltry (most of my bandwidth consumption is scheduled from 1am-8am), and that Cox should have been upgrading their infrastructure instead of oversubscribing nodes and pocketing the record revenue. I was told if I did not make a substantial decrease in my upload data usage, my service would be terminated.

Comments in a Reddit thread last month confirm that Mike isn’t the only Cox customer being warned to cut upload speeds in order to avoid being kicked off the network. Cox didn’t tell Mike exactly how much data he’d have to shave off his monthly usage. There was “no magic number or threshold, just an arbitrary amount of decrease, a Cox-deemed ‘good effort,'” or his service would be cut off, he said.

Shortly after that phone call, Mike received an email from Cox with the subject line, “Alert: Action required to continue your Internet service.” Mike provided Ars with a copy of the email.

“We’ve recently tried getting in touch with you about your service—your account has been identified as using an extremely high level of bandwidth, which is causing a negative impact on our network and our other customers across your neighborhood,” the email said. Mike’s “extraordinarily high” upload usage “is negatively impacting Internet service of other customers, which is a violation of our Acceptable Use Policy, the email said. The policy contains a broad prohibition on transmitting amounts of data large enough to disrupt the network, but it doesn’t specify an amount.

The real kicker is that Cox’s email to Mike said that everyone in his neighborhood will get lower upload speeds until July 15:

During these unprecedented times, many people are working and schooling from home, and maintaining connectivity is important. We are working to provide a positive Internet experience for everyone, so we’ve adjusted our Gigablast upload speeds in your neighborhood from 35Mbps to 10Mbps, now through July 15, 2020. Cox’s email doesn’t specifically state that Mike’s usage spurred the decision to impose a neighborhood-wide slowdown, but this is apparently only happening in a small percentage of neighborhoods where Cox has seen heavier use than elsewhere in its network.

Questions for Cox

This raises several questions that we asked Cox. We asked the cable company why its network is “unable to handle Mike’s uploads in the middle of the night” and whether it has “considered adding capacity to its network instead of forcing unlimited-data customers to use less data.” We asked Cox how much data, specifically, customers who pay for unlimited data are actually allowed to use, and “Why isn’t Mike allowed to use unlimited data when he is paying for the highest speeds and paying extra for unlimited data?”

We also asked why Cox is imposing slowdowns throughout entire neighborhoods instead of only on the people allegedly violating the Acceptable Use Policy and whether the slowdowns are imposed even when only a single customer in a neighborhood is flagged for excessive usage. We also asked how many people in Mike’s neighborhood are affected by the upload-speed decrease and whether they will get discounts to reflect their reduced service.

Cox didn’t provide as much detail as we were looking for, but it confirmed the neighborhood-wide speed decreases, saying it has “identified a small number of neighborhoods where performance can be improved for all customers in the neighborhood by temporarily increasing or maintaining download speeds and changing upload speeds for some of our service tiers.”

Cox defended the temporary 10Mbps upload speed for its gigabit-download plan, saying that “10Mbps is plenty of speed for the vast majority of customers to continue their regular activity and have a positive experience.” Of course, customers paying extra for Cox’s fastest plan and unlimited data are more likely to be outliers who do need high upstream bandwidth. Unlike fiber-to-the-home service, in which ISPs offer symmetrical upstream and downstream speeds, cable service generally has much lower uploads than downloads. Cox offers symmetrical gigabit speeds in some areas where it has deployed fiber directly to homes but provides slower upload speeds on its cable network. Cable users may eventually get symmetrical upload and download speeds from an upgrade to DOCSIS, the Data Over Cable Service Interface Specification.

A Cox webpage that was updated on April 30 says that the gigabit plan’s upload speeds are now “10Mbps in limited areas to support consistent service across customers during periods of sustained increased Internet usage.”

The now-repealed net neutrality rules likely wouldn’t have prevented this kind of data slowdown, as the slowdown would presumably fall under an exception for “reasonable network management.” But the Obama-era system in which ISPs were regulated as common carriers gave more rights to consumers to complain about unreasonable rates and practices, perhaps giving extra impetus to ISPs to upgrade their networks instead of limiting their users. Cox is a private company and thus doesn’t report network-upgrade spending publicly, but major ISPs such as Comcast, AT&T, and Charter have reduced network spending since the FCC repealed its net neutrality rules and common-carrier regulation.

Cox says network “performing very well”

Cox told Ars its “network is performing very well overall” during the pandemic, and that out of 28,000 neighborhood nodes across the US, 98 to 99 percent “are performing with adequate capacity even with the tremendous level of increased peak usage.” If Cox’s 5.2 million paying broadband customers are spread equally across nodes, each node would serve about 185 households.

Cox said that it always “keep[s] a close eye at the individual node level to make sure we don’t approach any congestion thresholds and need to make any adjustments. Similar to our normal process, if we see the network reach or exceed utilization thresholds we will accelerate network upgrade plans in the impacted areas. This could include splitting nodes, pulling additional fiber, equipment swaps and/or core network changes, all of which add capacity to the area.”

But those measures apparently aren’t enough to handle users like Mike, Cox said:

In some instances a number of excessive users, like the customer you referenced, are causing congestion problems in a small number of neighborhoods by utilizing over 100-200 times more upstream bandwidth than the average household. This type of excessive usage is negatively impacting the service of other customers, which is a violation of our Acceptable Use Policy. It is not our desire to terminate anyone’s service, but we may need to address excessive usage out of fairness to the rest of our customers, especially during this time when households are even more dependent on a good Internet experience…

In the case of the customer you mentioned, we have communicated with him about our concerns and it appears he has made adjustments to his usage to operate within our Acceptable Use Policy.

Mike confirmed to Ars that he has lowered his use by limiting overnight upload speeds to 400kbps, “so that it is always throttled.” His usage in the 2.5 weeks since May 22 is 2.1TB, putting him well below his usual monthly pace.

Pandemic spurs extra broadband use

Broadband networks have mostly held up well during the pandemic. Cable-lobby group NCTA, which represents Cox and other cable companies, says that “networks are engineered to provide superior performance throughout the day” and that “provider-backbone networks have significant capacity and show no signs of congestion.” Since March 1, NCTA says that peak upstream traffic has risen 26.2 percent and peak download traffic has risen 9.1 percent.

Mike said he suspects Cox is limiting upload speeds “because their network can’t handle the increase of residential live video conference streaming” that’s happened during the pandemic. Recently, Mike said he’s been seeing upload speeds of only 4Mbps to 5Mbps.

Coming soon: A price increase

Mike’s bill is currently lower than usual because Cox, like other ISPs, is providing unlimited data to all customers during the pandemic. The waiver of the $50 monthly unlimited-data charge temporarily knocked his bill down to $100, and Cox provided a further $20 discount on his latest bill. Mike’s bill doesn’t explain the reason for the $20 credit, but it could be because of the new upload-data limit.

But Cox is already signaling that Mike is in for a price increase in the near future. Today, Mike told Ars that “I just got an alert after logging in that my one-year introduction rate is now over, so I’ll be paying $175 a month for ‘unlimited’ data once the current data-overage exceptions expire. Yay.”

EL PASO, Texas — Residents in the Texas border city of El Paso have been urged to stay home for two weeks as a spike in coronavirus cases overwhelms hospitals.

The uptick in virus cases has also prompted the state to dedicate part of the city’s civic center as a makeshift heath care center for the ill. On Sunday night, El Paso County’s top elected official issued a stay-at-home order that imposes a daily curfew from 10 p.m. to 5 a.m. Violators could be fined $500 under the order.

Earlier Sunday, Texas Gov. Greg Abbott said 50 hospital beds will be set up in the city’s convention center and another 50 beds could be added if needed. The state has already sent over 900 medical personnel to El Paso, some of whom will be staffing the convention center site.

El Paso County health officials reported 772 new coronavirus cases Sunday, a day after a record 1,216 new infections were reported.

MADRID — Authorities in Spain’s northeastern region of Catalonia are considering a mandatory stay-at-home order for weekends only, one of the strictest measures being imposed across the country to combat a sharp resurgence of the coronavirus.

Under a new state of emergency declared by the national government on Sunday, Spain’s 17 regions and two autonomous cities can tailor restrictions that include a nationwide overnight curfew, a cap of six people on social gatherings and possible regional travel bans.

Only Spain’s Canary Islands, where the curve of contagion has been kept at bay, will be exempted from the 11 p.m.-6 a.m. general curfew, which other regions’ officials can decide to push one hour earlier or later.

The aim is to rein in infections from gatherings of family and friends at home or in bars.

The Spanish government wants the state of emergency to be extended later this week until May with as many votes as possible in the country’s parliament.

Spain last week became the first European country to surpass 1 million officially recorded COVID-19 cases, although officials say that the real figure could be way above 3 million.

LONDON — British authorities are likely to tighten restrictions on more areas of the country this week, amid mixed signs about whether recent measures have stemmed a steep rise in coronavirus infections.

Government scientific advisers say there are some signs the increase has begun to level off since a three-tier virus risk system of restrictions came into effect, but that it’s too soon to be certain.

A large chunk of northern England, including the major cities of Liverpool, Manchester and Sheffield, has been placed in the top tier of “very high” risk, with pubs closed and people from different households barred from mixing.

The regional disparities are causing friction between local politicians in the north and Prime Minister Boris Johnson’s Conservative government, which has been accused of not doing enough to support people and businesses hit by the local lockdowns.

The government is talking to local leaders in other areas, including the city of Warrington in northwest England and the central England county of Nottinghamshire, about moving into the highest tier.

Wales, Scotland and Northern Ireland have established their own public health rules, with Wales introducing the strictest measure: a 17-day lockdown for all its 3 million people.

PARIS — Virus patients now occupy more than half of France’s intensive care units, and some doctors are urging tougher restrictions after another record jump in confirmed infections.

Dr. Jean-Francois Delfraissy, head of the government’s virus advisory body, expressed surprise Monday at the “brutality” of the rise, after more than 52,000 new cases were reported Sunday.

Speaking on RTL radio, he floated the idea of local lockdowns or extending France’s 9p.m. to 6 a.m. curfews, which currently cover about half of the country and more than two-thirds of its people.

The number of people hospitalized in France with the virus has climbed sharply in recent weeks, putting renewed pressure on ICUs. COVID patients now fill more than two-thirds of the ICUs in the Paris region.

Dr. Eric Caumes, head of the infectious and tropical diseases department at Paris’ Pitie-Salpetriere Hospital, told broadcaster Franceinfo on Monday that “we have lost control of the epidemic, though it doesn’t date from yesterday.”

France has been among countries hardest-hit by the pandemic, reporting 34,761 virus-related deaths. It is currently registering more than 340 positive cases per 100,000 people nationwide each week.

Delfraissy warns this latest wave of the virus could be “stronger than the first” and is spreading all around Europe.

ZAGREB, Croatia — Croatia’s minister of tourism has tested positive for coronavirus as the small European Union nation continued to report a surge in the new cases.

The state Hina news agency said Nikolina Brnjac tested positive after attending a government meeting Saturday. Croatian Prime Minister Andrej Plenkovic tested negative, the government said Monday, but two ministers who sat next to Brnjac have been told to self-isolate.

Experts in Croatia and some neighboring countries blame the country’s summer tourist season for the rise in new cases, saying there was little or no distancing on Adriatic beaches or in nightclubs.

On Saturday, Croatia’s daily number of new infections soared past 2,000 for the first time.

COPENHAGEN, Denmark — As of Monday, Denmark lowered the limit for public gatherings to 10 from a previous 50 and urged that the same number is respected for get-togethers in private homes.

There were a few exceptions, namely sporting events where there can be a maximum of 500 people inside a stadium and funerals where 50 people can gather.

Another new restriction is no alcohol can be sold after 10 p.m.

From Thursday on, it will be mandatory in Denmark to wear face masks in public places like supermarkets, libraries and theaters.

Earlier the government has ordered people to wear face masks on public transportation and when walking inside restaurants, bars or cafes.

Denmark has had 40,356 confirmed virus cases and 702 reported deaths.

MELBOURNE, Australia — Australia’s former coronavirus hot spot Melbourne will largely emerge from lockdown after the city on Monday recorded its first day without a new COVID-19 case in more than four months.

Victoria state Premier Daniel Andrews said from 11:59 p.m. on Tuesday all shops, restaurants, cafes and bars will be allowed to open and outdoors contact sports can resume.

From 11:59 p.m. on Nov. 8, Melbourne residents will no longer be restricted to traveling within 25 kilometers (16 miles) of their homes.

Melbourne, the nation’s second-largest city, has been under strict lockdown measures since early July and the state government has been accused of inflicting unnecessary economic damage by not relaxing restrictions sooner.

The last time Victoria recorded a 24-hour period without a single case was June 9 before a second wave of infections began. A week has passed since Victoria lost a life to COVID-19. The death of a man aged in his 90s on Oct. 19 brought the state’s death toll to 817. Only 88 people have died with COVID-19 elsewhere in Australia.

Victoria’s daily infection tally peaked at 725 in early August.

COLOMBO, Sri Lanka — Sri Lanka’s Parliament has closed for the premises to be disinfected after COVID-19 was diagnosed in a police officer serving there.

A coronavirus cluster that began among garment factory workers earlier this month has grown to 4,400 cases, more than half the country’s total of 7,872. The death toll climbed to 16 on Sunday.

During the last 24 hours, 351 new patients have been detected and the majority are from the garment cluster.

To contain the spread, the government has closed schools and banned gatherings across Sri Lanka, and a curfew is in effect in many parts of Western province, where the infections have been concentrated.

Several thousand people have been asked to quarantine at home, while another 8,421 people are being quarantined at military-run centers.

NEW DELHI — India’s coronavirus cases are continuing to decline but rising air pollution and Hindu festivals are raising fears of new infections.

The Health Ministry said 45,148 new cases have taken India’s tally to 7.9 million on Monday. It also reported 480 deaths in the past 24 hours, raising total fatalities to 119,014.

The Indian capital is seeing an upsurge with nearly 4,000 new cases, the highest in the past five weeks. Experts expressed concern over severe air pollution caused by farm fires, exhaust from diesel generators, dust from construction sites and burning of garbage.

“When you have high levels of air pollution you will see an increase of severe COVID-19 infections,” said Dr. Randeep Guleria, a government health expert.

The southern coastal state of Kerala is the second-worst state for active cases in the country. India’s Health Minister Harsh Vardhan blamed “gross negligence” during the 10-day Onam festival in late August.

BERLIN — The head of the United Nations says that “the Covid-19 pandemic is the greatest crisis of our age.”

UN Secretary-General Antonio Guterres opened an online session Sunday of the World Health Summit with a call for worldwide solidarity in the global crisis and demanded that developed countries support health systems in countries that are short of resources.

The coronavirus pandemic is the overarching theme of the summit, which originally had been scheduled for Berlin. Several of the leaders and experts who spoke at the opening stressed the need to cooperate across borders.

“No one is safe from COVID-19. No one is safe until we are all safe from it,” said German President Frank-Walter Steinmeier. “Even those who conquer the virus within their own borders remain prisoners within these borders until it is conquered everywhere.”

More than 42 million have been infected with the virus and over 1 million people have died of Covid.

ROME — Italy’s one-day caseload of confirmed coronavirus infections jumped past 20,000 on Sunday, with more than a quarter of the new cases registered in Lombardy, the northern region which bore the brunt of the pandemic in the country earlier this year.

According to Health Ministry figures, there were 21,273 new cases since the previous day, raising Italy’s total of confirmed COVID-19 infections to 525,782.

Health Minister Roberto Speranza said the government’s latest crackdown on social freedoms, including closing restaurants in early evening and shuttering gyms, for the next 30 days, was warranted by the growth of the contagion curve worldwide, with a “very high wave” in all of Europe.

“Every choice brings sacrifices and renouncing” activities, Speranza said. “We must react immediately and with determination if we want to avoid unsustainable numbers.”

Italy’s confirmed death toll in the pandemic rose to 37,338, with 128 deaths since Saturday.

Warren Wealth Tax Has Wide Support, Except Among One Group

Senator Elizabeth Warren’s plan to tax the assets of America’s wealthiest individuals continues to draw broad support from voters, across party, gender and educational lines. Only one slice of the electorate opposes it staunchly: Republican men with college degrees.Not surprisingly, that is also the profile of many who’d be hit by Ms. Warren’s so-called wealth tax, which has emerged as the breakout economic proposal in the Democratic presidential primary race.Nearly a year after Ms. Warren proposed it, the wealth tax has the support of six in 10 Americans, according to a new nationwide poll conducted by the online research firm SurveyMonkey for The New York Times. That support has dipped slightly since July, but Ms. Warren’s plan remains more popular than most proposed tax increases, and its appeal across coalitions is unusual among high-profile campaign proposals. Senator Bernie Sanders of Vermont has also proposed a wealth tax, which would hit more taxpayers than Ms. Warren’s version, and several other candidates have announced their own plans to raise taxes on the rich, with varying degrees of detail.The other policy plan dominating the primary debate so far — the conversion to a government-financed health care system known as “Medicare for all” — enjoys narrower support that breaks much more cleanly along party lines. Republicans overwhelmingly oppose it. Independents favor it two to one, and Democrats support it by an even higher ratio.As the Democratic contest barrels toward the first caucuses in Iowa and beyond, the polling continues to show a racial fissure on the subject of the economy, with nonwhite Democrats expressing more concern about their economic situations than white Democrats. Those more anxious voters are less likely to support Ms. Warren, or her wealth tax, a dynamic that could prove consequential as Democrats winnow their field.Here are three takeaways on Democratic voters, policy proposals and the role of the economy in the campaign.

College-educated Republican men take exception to a wealth tax.

The wealth tax has lost a few points of support since the last time The Times asked about the issue, in July. But it remains broadly popular, even more so than it was in February. Three-quarters of Democrats and more than half of Republicans say they approve of the idea of a 2 percent tax on wealth above $50 million. Support for a wealth tax cuts across many of the demographic dividing lines in American politics. Men and women like it. So do the young and the old. The proposal receives majority support among every major racial, educational and income group. College-educated Republican men, though, disapprove of it by a 15-point margin — though a vast majority of Republican men with college degrees would have a net worth below the tax threshold. (College-educated Republican women approve of the policy by an even wider margin than their male counterparts oppose it.)One note that might give Republicans pause: The wealth tax is much more popular than the tax-cut package that President Trump signed in 2017, which only 45 percent of Americans in this Times survey said was a good move. That’s a decline from April, when the law was drawing slightly more approval than disapproval.The movement against the Trump tax cuts since then has been powered, oddly enough, by Republicans. They largely still back the law — by 76 percent over all, compared with 20 percent of Democrats — but that support has dropped six percentage points since April. The shift appears most pronounced among high-earning Republicans, and it contributes to a striking contrast in tax-plan approval: Americans earning more than $150,000 a year are far more likely to favor a tax increase on the very wealthy than a package of tax cuts that delivered the bulk of its benefits to the rich.

Education and race divide Democrats on economic policy.

Among Democrats, education has emerged as a key dividing line on economic policy. Ms. Warren’s tax is overwhelmingly popular (86 percent support) with Democratic voters who have graduate degrees. Among voters with a high school diploma or less, the policy is still popular, but meaningfully less so, drawing 75 percent support.Accordingly, less-educated voters are also less likely to say they favor Ms. Warren on the economy. That fits with other polling that has found the Massachusetts senator struggling to win over voters without a college degree.Strikingly for a candidate who has put so much emphasis on the economy, Ms. Warren is viewed with caution by voters who care the most about the economy, and by those who are most worried about it. Among Democrats who say they are “very concerned” about losing their job, for example, 15 percent say they would trust Ms. Warren most on the economy out of all the Democratic candidates, compared with 23 percent of other Democratic voters.Those struggles for Ms. Warren may partly reflect another important divide in the Democratic electorate: race. Black and Hispanic voters tend to rate the economy more highly as an issue than their white counterparts. They are also less likely to trust Ms. Warren on the economy.Black and Hispanic voters are more likely to choose former Vice President Joseph R. Biden Jr. as the candidate they would trust on the economy. So are voters who say they are concerned about their jobs or their economic prospects. But voters’ preferences don’t fall neatly along ideological lines: Those same groups also tend to give high ratings to Mr. Sanders, who is closer to Ms. Warren than to Mr. Biden on most policy matters.The survey suggests that the newest member of the Democratic field, former Mayor Michael R. Bloomberg of New York, may have at least a narrow opening with voters on economic issues. About 6 percent of Democrats said they trusted Mr. Bloomberg most on the economy, putting him outside the four-person top tier (Mr. Biden, Ms. Warren, Mr. Sanders and Mayor Pete Buttigieg of South Bend, Ind.) but ahead of the rest of the field. Mr. Bloomberg drew less support on his handling of health care and international affairs, however. The other late entrant to the race, former Gov. Deval Patrick of Massachusetts, was well outside the top tier of candidates on all three issues. The findings on that question came after Mr. Patrick entered the race and after Mr. Bloomberg filed paperwork for a presidential bid; he formally announced his candidacy later in the month.

Health care remains a partisan issue.

Apart from taxes, health care policy has been perhaps the most significant point of disagreement among the Democratic candidates. Among the top tier of candidates, Mr. Sanders and Ms. Warren have emphasized their support for a government-run insurance system that they call Medicare for all, while Mr. Biden and Mr. Buttigieg have argued for less significant changes to the existing system.Compared with the wealth tax, Medicare for all is a much more partisan issue. Republicans strongly oppose the idea; Democrats even more strongly support it. (Independents support it, too, but by a narrower margin.)And Medicare for all doesn’t divide Democrats the way the wealth tax does. Democrats of all ages, races and education and levels support the policy by similar margins.About the survey: The data in this article came from an online survey of 2,672 adults conducted by the polling firm SurveyMonkey from Nov. 4 to Nov. 11. A supplemental survey of 2,489 adults was conducted from Nov. 14 to Nov. 17 to collect more data on opinions of the Democratic candidates; that survey did not ask about taxes or health care policy. In both cases, SurveyMonkey selected respondents at random from the nearly three million people who take surveys on its platform each day. How Ambode Developed Lagos - Habib Aruna

(Response to Yemi Adebowale's diatribe) By Habib Aruna Failed public service analysis is when public affairs commentators do not seem to understand the basic and constitutional functions of the three tiers of governments as we have it in Nigeria, but seek to tie the responsibilities of all tiers on one arm, especially when the analyst deliberately sweeps under the carpet the guiding principle and sound judgment that Nigeria is a federating nation and each State administration is guided by laws peculiar to her. Negating these indexes to arrive at a predetermined agenda will not only expose the analyst as a misguided, wrongly inflamed or hired agent, but one who also purposely muddles up issues and conclusions by deliberately feeding the public with false narratives to whip up sentiments against serving or past public officials. A case at hand is the opinion article by Yemi Adebowale in last Saturday's ThisDay Newspaper strangely titled “How Ambode underdeveloped Lagos". Adebowale wrote as though previous governments before the Ambode-led administration had no achievements on which Ambode built on. And as such, he did a great disservice, albeit unwittingly, to the 16 years public service labours of both administrations of Asiwaju Bola Ahmed Tinubu and Babatunde Raji Fashola, SAN in Lagos State. In what is apparently intended to be a serialised article to demonize the immediate past administration in Lagos State, the writer of the article passed a vote of failure on the 20-year cumulative administrations of three governors and, by extension, of the All Progressives Congress, (APC) in Lagos State. The said article of course is an inaccurate and biased submission looking for reasons at all cost to castigate the Ambode administration. Mr. Adebowale deserves to be corrected and educated so that readers of his column can be better informed. In the area of public health, it is doubtful if the writer keenly followed the major developments recorded by the Ambode administration, a good number of which, if not all, This Day titles had dutifully reported to the public. 26 General Hospitals and One Teaching Hospital were in existence before the Ambode administration according to Adebowale's piece. But the question to ask him is: Is there a need for more hospitals? Is there a need for more teaching hospitals? Former governor Fashola had once provided the apt answer to these enquiries in one of his responses to similar questions: "Lagos State administration is more concerned about putting in place measures that will not make residents visit the hospitals, through public health advocacy, immunisation, environment management, anti-malaria campaigns among others". And so building new General Hospitals cannot be the only priority health agenda of a pragmatic administration, though one was approved and is being built in Ojo to cater for the axis, upon request by the community during one of the pan-Lagos Town Hall Meetings that characterised the Ambode era. This shows that the immediate-past administration was a listening one. Yet, there were several carefully executed interventions under the Ambode administration that underscored the axiom that health is wealth. 75 primary health care centres across the state were renovated by Ambode with state of the art medical equipment and furniture installed in all of them. These are verifiable facts. All the 300 PHCs in the state were constantly supplied with drugs and materials, and it is hoped that Mr. Adebowale understands that PHCs complement the General Hospitals across the state. In four years of Ambode, five brand new PHCs were built and equipped in Ajido (Badagry); Ijegun (Alimosho); OriOkuta (Ikorodu) apparently close to Mr. Adebowale; a Comprehensive PHC in Aboru (Alimosho) which was commissioned by AsiwajuTinubu and in Otumara in Lagos Mainland Local Government. The Ambode administration did not stop at that. It also renovated and equipped 16 Secondary Health Care facilities across the state. For three consecutive years (2016-2018), Lagos State came first in immunisation while the HIV prevalent rate, for the first time in the state, dropped from 4.6% to 1.3% at the same period under Ambode. However, the paramount public health service delivery was perhaps the industrial harmony witnessed in the past four years in Lagos State. The fact that in the four years of Mr. Akinwunmi Ambode, FCA industrial harmony reigned supreme in public health services sector. There was no single threat to down tools not to talk of industrial action. Yet, 20 state-of-the-art ambulances were procured and distributed statewide to compliment all the functional general and teaching hospitals where no single industrial action was recorded throughout. Also, an air ambulance was procured and an helipad constructed on the premises of the Lagos State University Teaching Hospital in Ikeja, the state capital, while a mobile cancer screening facility was procured. The government of Canada donated an epidemic containment centre to the State due to healthy relationship the Ambode administration cultivated with the sovereign state. Also, a DNA centre was established by the Ambode administration for forensic medical and security examinations, a first in this part of the world by a state government. Thus it is sheer mischief and hate mongering for anyone to score Ambode low in the area of public health care services. Hundreds of thousands of Lagosians and citizens from other states who are beneficiaries of the public health facilities in Lagos will disagree with Mr. Adebowale's ill-informed summation. And it is important to highlight that Ambode had foresight for many of the projects he initiated to outlive him. His administration in its bid to earn a percentage of the global medical tourism market share allocated a prime land to an international health services provider in upscale Victoria Island to build an international health facility and construction is underway.
