Online window to fill 69,000 posts of UP assistant teachers opens today - Times of India

LUCKNOW: The UP exam controller, Uttar Pradesh govt is opening window for application registration for the candidates, who have qualified the Assistant Teacher Recruitment Test (ATRE) for appointment of teachers in primary schools in Uttar Pradesh.

The last day for online registrations will be 12 midnight on May 26, 2020.

Post the announcement of ATRE results on Tuesday, special secretary (basic education) Anand Kumar Singh issued an order on Wednesday releasing the time-table for the recruitment process. Accordingly, the advertisement inviting applications is to be published on May 17. The online application process will begin on May 18 and end on May 26.

After scrutiny of applications received online and due processing, the list will be downloaded. This will take place from May 27 to May 31. As per the order, appointment letters to be given to candidates after due counselling process from between June 3 to June 6.

On Wednesday, the link to the ATRE results were also uploaded on the website, atrexam.upsdc.gov.in for the candidates. After online applications, the basic education department will prepare a merit list based on educational qualification (high school, intermediate, undergraduate and BTC training) and performance in ATRE.

The state government order for the 69,000 vacant posts of assistant teachers in primary schools, was issued on December 1, 2018 while the post was advertised on December 6, 2018. A day after the examination on January 7, 2019 the passing criteria was revised making 65% (97 out of 150 marks) from earlier 45% for general candidates and 60% (90 out of 150 marks) from earlier 40% for reserved category candidates. This led to shikshamitras’ (para teachers) filing a petition in high court. On May 6 2020, the Lucknow bench of Allahabad high court upheld the state government’s decision to raise the cut off, and set the ball rolling for recruitment of 69,000 assistant teachers in the state.

UP Teachers Recruitment 2019: Fourth phase of 68500 assistant teachers’ recruitment drive begins - education

The online application process for the fourth phase of recruitment of assistant teachers in government-run primary schools of the state began on Thursday, November 28.The applications will be accepted till 5pm on December 3, said state education department officials aware of the development. This latest phase of recruitment drive is part of the ongoing process initiated to fill up some 68,500 vacant posts of assistant teachers.Basic Education Board secretary Ruby Singh has invited applications in this regard after receiving the go-ahead from the state government, they added.“Only the nine candidates who were declared passed in the written exam held earlier and candidates who have passed the courses that make them eligible for the recruitment process from other states, can apply in this phase of the recruitment, through the website www.upbasiceduboard.gov.in,” said Basic Education Board secretary Ruby Singh.For the online application process, the candidate will have to provide the roll number allotted to them for the written exam, date of birth and mobile number after which he/she will receive a onetime password (OTP) on their mobile phone. After providing the OTP number, the candidate’s identity would be verified and he/she will be able to fill the form.Once filled and submitted, the candidates will not get another chance to make any changes in the form, officials said.Candidates being recruited in this drive will not be able to claim benefit of any inter-district transfer once in service, the guidelines make plain.Candidates whose mobile numbers have got changed since appearing in the written exam of the recruitment, will need to provide an affidavit in the format provided on the website along with other requisite documents between noon November 29 and 5pm on December 2, to get the needed change updated in their form, officials said.They also said that candidates will be able to fill and provide their choice of districts for appointment in order of preference and then take part in counselling according to their rank in the merit list and vacancies in the districts of their choice.Candidates who had been allotted districts in the past as part of the 68,500 assistant teachers’ recruitment process but were not allowed to take part in counselling, owing to having completed qualifying courses from outside Uttar Pradesh, will also be able to fill the form online and take part in the counselling between December 9 and December 11 in the allotted districts.The fourth phase of this recruitment process gains importance as hundreds of candidates who had passed Diploma in Elementary Education (DElEd) and equivalent courses as approved by NCTE-New Delhi and applied for the 68,500 assistant teachers recruitment process were stopped from taking part in the counselling in the first three phases held till date starting from September 2018.This was done as the recruitment guidelines specified that candidates needed to prove a 5-year domicile in the state and as these candidates had resided outside Uttar Pradesh for undertaking these courses, they got barred from the recruitment process. However, many of these candidates then moved Allahabad High Court and were granted relief on May 8, 2019.As a result, the fourth phase of the recruitment process is especially being held for them and another nine who were declared passed in the written exam after the re-evaluation. Yogi Adityanath orders recruitment of 69,000 teachers in UP within a week - Times of India

LUCKNOW: Uttar Pradesh Chief Minister Yogi Adityanath has ordered the recruitment of 69,000 primary teachers within a week.

The Allahabad High Court on Wednesday, had asked the state government to recruit 69000 teachers in primary schools in the state.

The court favoured the government’s decision to increase the cut-off marks 60-65 per cent. It has also ordered the recruitment process to be completed within six months.

The written exam for 69,000 teachers’ recruitment was conducted on January 6, 2019. The examination authorities are all set to release the results the next week.

On July 25, 2017, the Supreme Court had asked the state government to cancel the recruitment of 1,37,517 teachers on the post of TET Assistant Teacher but give them the benefit of experience in two recruitments.

Six months later, on January 17, 2018, the government issued the order for the written examination for the assistant teachers’ posts for the first time to hire 68,500 teachers.

About 7200 Shiksha Mitras qualified in the written examination held on May 27. They all got an opportunity to be recruited for the 68,500 assistant teachers’ posts.

The exam was conducted on January 6, 2019, for 69,000 teachers’ recruitment but there was a dispute regarding the cut-off marks and the examination regulatory authority office could not release the final answer key in 11 months.

Allahabad High Court: The Bench of Pankaj Mithal and Saumitra Dayal Singh, JJ. dismissed a petition filed against the order which rejected the candidature of the petitioner for the U.P. Higher Judicial Service Examination-2018 on the ground that he was in full-time employment and thus did not have the required experience for the candidature.

The facts of the case were that in the petitioner had enrolled himself as an advocate with the Bar Council of Delhi in 2010. Thereafter he got in full-time employment as Law Officer with the State Bank of India and the Punjab National Bank respectively in 2014. However, he never surrendered his license to practice and it was never suspended despite the information of employment to the Bar Council. During his employment with the SBI, he appeared in courts and provided legal assistance to the senior counsel of the Bank at Allahabad and Lucknow. The contention arose when he appeared for the preliminary examination for the U.P. HJS in 2018 and his name was rejected as indicated due to the fact that he was in ’employment’. He made a representation against this which was rejected as the Selection Committee opined that he was in permanent employment as Deputy Manager (Law) in SBI from 2014 onwards. Accordingly, he was not an advocate of the standing required in Rule 5(c) of the U.P. Higher Judicial Service Rules, 1975. The Counsel for the petitioner, Tarun Verma, submitted that despite his full-time employment he continued to practice law by appearing before the courts thus he was eligible for appointment in the U.P. HJS.

The Court to adjudicate this looked into Article 233(2) of the Constitution which in unequivocal term provides that a person not already in service shall be eligible for appointment as District Judge if he has been in practice as an advocate or pleader for not less than 7 years thus making 7 years of practice a mandate. After the above constitutional provision came the Bar Council of India Rules framed under Section 49 of the Advocates Act, 1961 which completely prohibits an advocate from taking any full-time employment during his continuance of the practice. Further, Rule 5(c) of The U.P. HJS Rules, 1975 stated that the eligibility for direct recruitment to the U.P. HJS is from amongst the advocates of not less than 7 years standing meaning thereby that a minimum of 7 years standing as an Advocate is a sine-qua-non for selection/appointment in U.P. HJS through direct recruitment. The Court thus held that it was elementary for holding the post of DJ/U.P. HJS to have atleast 7 years of actual standing as an advocate and not the theoretic knowledge of the law as in full-time employment. Further, it was stated that Rule 49 of the Bar Council of India Rules created a legal fiction to the effect that a person duly enrolled as an advocate ceases to be one as soon as he takes full-time employment on salary even if continues to occasionally appear in law Court.
