The worldbuilding for Marcus/Kallius all started from what would make the porn and angst work haha. I wanted to write same gender slavefic, so Regency taboos about sex outside of marriage seemed like a good enough reason. The Roman stuff was so I could have them run into each other at a bathhouse for the first scene, and the matriarchal stuff was so Marcus could have a reason to not get married and basically be a frustrated housekeeper.

The political stuff with the annexation and then running into each other in a new country was so that Marcus couldn't be an actual threat to Kal in the post-reunion parts. I thought about having Kal just be a runaway within the same country and not have the annexation background at all, because the original draft was a little darker with the question of how freely Kal could say yes to getting back together with Marcus. But I decided that was too heavy and I wanted it to be clear that it was entirely Kal's decision to get involved with Marcus again, so I made it so that there was nothing legal Kal had to worry about.

That was all the worldbuilding I set up before finishing the draft, but a lot of other worldbuilding stuff came out as I was writing to solve plot problems. The housekeeper and half-freedom thing were so that Kal would feel like he had no alternative to running, and the ear clipping was just to make that a bit more visceral as not a good alternative. Alida Nothus as a character and a political factor was because I wanted Kal to have a way to have his own space and some financial independence after being dependent so long, and because I liked Marcus' discomfort with realizing that Kal had more options than him.
