[ad_1] Sports minister Mansukh Mandaviya with MOS Raksha Khadse and IOA President PT Usha (PC: X) The Draft National Sports Governance Bill, 2024, which has been placed in the public domain by the Ministry of Youth Affairs and Sports for feedback is an honest attempt to promote good governance. It is well-known how multiple national sports federations (NSF) in India have faced governance issues over the years. Add to that corruption, officials wanting to cling on to power forever, and athletes suffering for no fault of theirs, and the draft bill attempts to cover all aspects. Surprisingly, given that the bill has not been read by most people, there is already much negative feedback. In the first place, Mansukh Mandaviya, the Sports Minister, who has been meeting NSFs, athletes, coaches and even select journalists, has sought feedback on the bill. To those who cry wolf and talk of ‘government interference’, that is bogus. Barring cricket, no sport in India can survive without Central Government support, be it through the Sports Ministry or the Sports Authority of India (SAI). This piece is an attempt to understand the draft bill. First things first, with athletes running to courts of law for several issues, from selection to being wronged and cases of harassment, the draft bill seeks to set up certain regulatory bodies. Perhaps, this is the biggest plus. It is well known that when Ajay Maken, former Sports Minister, wanted to introduce a Sports Bill in Parliament over 12 years ago, it was tripped. The current government is serious about a new bill and wants to make good governance in NSFs a top priority. The way the wrestling, gymnastics, archery and football federations have become objects of ridicule needs to be avoided. At the same time, even now, the Equestrian Federation of India, All India Tennis Association, Rowing Federation of India and a few more NSFs are in deep trouble. There is much sympathy for the athletes, and little for the officials in the sports ecosystem at home. So, if the Draft Sports Bill wants to set up a National Sports Regulatory Body of India (SRBI) and an Appellate Sports Tribunal, it must be welcomed. All this was not part of the National Sports Code 2011, which is the Bible for sports governance at present. The best thing to happen once the draft becomes a bill would be that athletes and officials stop running to courts of law, be it in New Delhi, Kolkata, Mumbai or Chennai. Today, not a single sports federation is clean. Every day, one hears of some mess, and how some rule or the other is being flouted. The SRBI structure, in its final shape, will be important. They will give annual recognition, important to receive funds for sports development, holding camps and more. Not all NSFs are convinced by the Draft Sports Bill, but that is expected. Perhaps, they themselves have not read the fine print. Take, for example, one important point. At present, there is an age limit of 70 years on office-bearers. Under the proposed new bill, if someone becomes president of an NSF at 69 years and 10 months, he or she can still continue for four years. Where the draft bill is possibly overstepping the crease is in asking affiliated state, and even district, associations at a lower tier to comply with the code. That is indeed troublesome, as has been seen in two cases – EFI and Rowing Federation of India. For motorsports, which has the FMSCI as its parent body, the structure is not like badminton or shooting. They will have to make wholesale changes. Yet, the FMSCI is also to be counted as an NSF. Whether cricket (BCCI) will also come under the ambit of the bill is unclear. The BCCI has always tried to tell the world that it is independent and has nothing to do with the Sports Ministry. That is untrue, since it is the Indian cricket team.
Any use of ‘India’ gives it a national colour, and the flag features as does the national anthem. It will be interesting to see how the BCCI reacts to this. At a time when there are so many cases pending in various courts of law, it is good to see that the government wants to set up an Appellate Sports Tribunal (AST) under the bill. Any new draft bill will be met with resistance, but the Government is serious about this. One area where it is silent relates to state Olympic committees. They cannot be isolated, as promotion of sports at a state level involves those units. After all, sport is very much a state subject in India. Kala Ghoda Arts Festival, one of the premiere iconic arts and crafts festivals of Asia, will now take on a digital avatar from February 6-14 this year, commencing as always on the first Saturday of February, and closing on the second Sunday of February, refusing to let the cacophony of the pandemic drown the annual cultural awakening which will include 70 programs!
For the first time ever, the festival is also set to take its stalls (a huge attraction at the festival every year), online. The Marketplace will open on 6th February, but will go till the end of the month- 28t February. Says Brinda Miller, Honorary Chairperson of the Kala Ghoda Association, “Kala Ghoda Arts Festivals has kept its date with Mumbai for the past 21 years. This 22nd year again, we are celebrating art and culture through a different medium that has spurred us on to ‘unlock’ the entire festival and make it virtual, including the much sought after KGAF stalls. Our partners, artistes and collaborators, who have worked with us through the years, have stepped forward this year too, to make this festival a ‘virtual reality’. Organised by the Kala Ghoda Association (KGA), a non-profit organisation, the festival to be hosted on Insider (www.kgaf2021.com) will reach out to embrace global audiences with discussions, workshops and demonstrations about dance and music, visual arts, theatre, cinema, literature, book launches, tributes to famous personalities -- in short, the festival presents plenty of events which reflect the rich history of art in Mumbai.
Emphasizing on having something for each and every  attendee, the festival showcases numerous programs in films and filmmaking, arts and crafts, prose and poetry, culture, music, dance, storytelling, culinary arts, martial arts and theatre among others.
The 2021 schedule brings forth nine days of programmes and contests, under categories such as Workshops, Panel discussions and Talks, for children and adults alike. This year, KGAF’s partners include KOMMUNE, Kashish, MAMI, the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, Bangalore International Centre, Nehru Science Centre and Amar Chitra Katha, as also cultural embassies including the  Institute of Italian Culture, Consulate General of Switzerland, the Italian Cultural Centre (Mumbai), the Brazilian Consulate and the Consulate General of Sweden.
The proceeds from KGAF are used for restoration projects in the Kala Ghoda precinct. In the past few years, the Kala Ghoda Association has funded restoration of iconic structures such as the Elphinstone College building, the Institute of Science, the Khyber Restaurant wall mural, the Cama Hall exteriors, garden of the David Sassoon library, the Bomonjee Hormusjee Wadia Clock Tower (located at Perin Nariman street), the Seth Gangalal Nandlal V Mulji Pyav located at the entrance of the Horniman Circle Garden and the Ruttonsee Muljee Jetha water fountain, among many others. The Chhatrapati Shivaji Vaastu Sangrahalaya (The Prince of Wales Museum) ,Elphinstone College,Rhythm House and the Asiatic Library have also been recipients of the Association’s funds and support.

NEW DELHI: Olympic bronze medallist Sakshi Malik on Friday came down heavily on the Sports Ministry for leaving her name out of the final list of Arjuna awardees. The ministry decided against bestowing the Arjuna on Sakshi and weightlifter Mirabai Chanu as the two have already been conferred with the Rajiv Gandhi Khel Ratna Award.
Speaking to IANS, Sakshi said she is disappointed with the government for ignoring her achievements. “I always wanted to be called as Arjuna awardee Sakshi Malik. The athletes do everything to win such accolades. He or she wants to win all the awards. That’s what motivates us. “I don’t know what I should do to win the Arjuna award. I am happy to be conferred with the Khel Ratna award in 2016. And I respect it too. But I always wanted Arjuna. That was my dream,” a fuming Sakshi said. Last week, the Justice (retd) Mukundakam Sharma-led selection committee had recommended 29 names for the Arjuna award to the Sports Ministry. The list also included Sakshi and 2017 weightlifting world champion Mirabai, but the decision of bestowing the Arjuna on them was left to the discretion of Sports Minister Kiren Rijiju. This was due to the fact that they had already won the Khel Ratna, the country’s highest sporting honour. Athletes who will receive Arjuna award this year are: Atanu Das (archery), Dutee Chand (athletics), Satwik Sairaj Rankireddy, Chirag Chandrasekhar Shetty (badminton), Vishesh Bhriguvanshi (basketball), Subedar Manish Kaushik, Lovlina Borgohain (boxing), Ishant Sharma, Deepti Sharma (cricket), Sawant Ajay Anant (equestrian), Sandesh Jhingan (football), Aditi Ashok (golf), Akashdeep Singh, Deepika (hockey), Deepak (kabaddi), Kale Sarika Sudhakar (Kho Kho), Dattu Baban Bhokanal (rowing), Manu Bhaker, Saurabh Chaudhary (shooting), Madhurika Suhas Patkar (table tennis), Divij Sharan (tennis), Shiva Keshavan (winter sports), Divya Kakran, Rahul Aware (wrestling), Suyash Narayan Jadhav (para swimming), Sandeep (para athletics) and Manish Narwal (para shooting).

Day 8 started with India winning 29 medals and 2 assured medals in Bridge. In bridge, India won 2 bronze as they lost in SF. The six-member men's team comprised of Jaggy Shivdasani, Rajeshwar Tewari, Ajay Khare, Raju Tolani,Debabrata Majumder and Sumit Mukherjee. The mixed team is made up of Kiran Nadar, Hema Deora, Himani Khandelwal, Bachiraju Satyanarayana, Gopinath Manna and Rajeev Khandelwal. In badminton, Saina came down from 3-11 down in first set against world number 4 Intanon to win 21-18 21-16 to move to SF. She is assured of bronze medal.  She would meet world number 1 TaiTzuying in SF. PV Sindhu lead by a set and 11-8 against Jindapol. But she lost focus to lose 2nd set. She went down 4-7 in final set but came back to win 21-14.  Sindhu would clash with Yamaguchi in SF. Should Saina and Sindhu win SF, it will be an all Indian final which would be a brilliant achievement should it happen. Govindan Lakhshaman had got Bronze medal in 10,000 m race but was disqualified later as he had stepped outside track marginally.
Archery has been disappointing for India in this Asian games with no medal to show. Compund team archery has been one form where India excelled. Men’s team had won gold 4 years back beating Korea. Indian men’s team beat Qatar 227-213. In SF, India beat Philipines 227-226 in QF. India needed 26 to win in final set. It came down to Rajat needing 9 in final arrow and he got it bag on. India faced fancied Chinese Taipei in SF. It was a thrilling contest which India won 231-227. India are assured of Silver medal and in this form could even got for Gold. But against Korea, it will be tough. Rajat played like a champion in QF and SF. Women’s team also reached finals and are assured of a Silver medals well. They also would face Korea in finals as well. They beat in form team Indonesia 229-224 to reach SF where they beat Chinese Taipei.
In Boxing, Manoj Kumar and Shiva Thapa lost in round of 16 and QF respectively. Sarjubala Devi reached QF though in women’s category. In men’s 400m hurdles, Dharun marginally missed bronze as he came 4th. Hima Das had gained everybody’s attention when she won medal in U20 world championship. She continued great run as she won silver in 400m women’s race. Nirmala came 4th. This is brilliant start to Hima Das. She is real deal and we can expect more medals from her. Salwa won the gold in this race.In men’s 400m too, India had a winner and it was Mohammed Anas who won silver. He had timing of 45.3 but just managed to complete in 45.69 but it was still enough for silver. Rajiv came 4th. Abdalelah won gold. In women’s 100m, all of India were eagerly watching Dutee Chand and she ran like a hare. She won silver with timing of 11.32s. Gold medalist Edidiong had timing of 11.3s. Dutee Chand missed gold by .02s. That’s how close it was. Yongli won bronze with timing of 11.33s. Stunning race. Bingtian won men’s 100m race with timing of 9.92 which was great to see.  This timing could even win a gold medal now that Bolt is not in picture !!.
Surprise event of all was Equesterian. India had won gold in 1982 games when it was introduced. India won silver in men’s Eventing team and also in men’s Eventing individual. Mirza Fouaad won both the medals. In Mens team, other than Mirza, Rakesh, Ashish and Jitender were the athletes. It’s a brilliant achievement considering 3 of these 4 players are from Indian Army.
India faced Korea in men’s Hockey event. India got a penalty stroke in very first minute which Rupinder converted. India never looked back after that. They went ahead 3-0 by half time. Chinglensana scored both the goals. Korea came back to reduce the lead to one. Indian team of 3 years old would have handed lead back to Korea. But not this team. This new team shows aggression and it showed. India won the match 5-2. Mandeep and Akashdeep were goal scorers. Indian goal card as of now is 56-3. Stunning to see Indian team with this form and attitude. Hope they don’t get complacent and get India a gold medal.
Indian medal tally is 36 as of now. 4 medals more assured (2 in badminton and 2 in archery).
