India lashed by strongest cyclone to ever hit west coast as it reels from Covid disaster Tropical Cyclone Tauktae, a storm with wind speeds equivalent to a high-end Category 3 hurricane that formed in the Arabian Sea, made landfall Monday night local time in Gujarat. It strengthened slightly as it hit the western state with maximum sustained winds of 205 kilometers per hour (125 mph), according to the United States’ Joint Typhoon Warning Center. By Tuesday morning, it had weakened from an “extremely severe cyclonic storm” to a “severe cyclonic storm,” according to the Indian Meteorological Department (IMD). Photos and videos show highways turned into rivers by the heavy rain, and trees and power lines toppled by ferocious winds. The cyclone has killed at least 26 people across the coastal states of Gujarat, Kerala, Karnataka, Goa and Maharashtra, according to state authorities. The deaths were due to drowning at sea, house collapses, lightning strikes and other accidents linked to the severe weather, according to states’ disaster management authorities. This comes as India reels from its second wave of coronavirus, which has infected millions and killed tens of thousands since it began in mid-March. Though daily case figures began declining over the past week, Covid-related deaths continue to break record highs and the crisis is far from over — especially in rural areas with fewer resources and medical supplies. Covid patients were among the hundreds of thousands evacuated from low-lying areas this week as the region braced for the cyclone’s arrival. In Mumbai, 580 patients from makeshift care centers were moved to various hospitals on Friday and Saturday, according to the city’s municipal corporation. It’s not the first time India has dealt with natural disasters during the pandemic — last year, the country faced cyclones in late May and early June that also prompted mass evacuations. Back then, however, India’s cases were still relatively low, at fewer than 10,000 a day, and the country was emerging from a stringent lockdown. This time, India is the global epicenter of the pandemic. Its health care system has collapsed and patients are still dying from shortages of oxygen and other supplies. The government is more fragile and under greater scrutiny than before, as it struggles to contain the outbreak while facing heavy criticism both at home and overseas. And the cyclone could be just the harbinger of more disaster to come, as India’s months-long monsoon season approaches. ‘A terrible double blow’ More than 200,000 people in Gujarat have been evacuated from coastal areas, said the state’s chief minister, Vijay Rupani, on Monday. More than 2,435 villages lost power, though 484 have since had it restored. Storm surges of up to 13 feet (4 meters) could bring significant coastal flooding to the region, the IMD warned. Ahmedabad, the most populated city in Gujarat, could see nearly 4 inches (102 mm) of rainfall in the next 24 to 48 hours — more than its average rainfall from January through June. Thousands of people in Kerala and Karnataka are seeking refuge in relief camps, with many homes damaged by extreme weather, according to the chief ministers of both states. India’s National Disaster Response Force (NDRF) has deployed more than 100 teams across six coastal states to help efforts on the ground. The Indian military has also been deployed; on Tuesday, the Navy said it rescued 177 people from a barge that sank in an offshore oilfield off the coast of Mumbai. The cyclone, which is tracking north, is also impacting the pandemic relief effort. Among the 400 Covid-19 hospitals in Gujarat, power supply has been disrupted to 100, said Rupani on Tuesday. All the hospitals have backup generators — but these appliances failed at four hospitals, leaving them without electricity. Authorities are working to repair the affected generators, Rupani said. Vaccinations have been suspended across Gujarat. “The big concern was that of Covid,” he said. “The oxygen which we produce has been transported to our hospitals, but we also have to send oxygen to other states such as Maharashtra, Rajasthan, Delhi, Haryana, etc.” Oxygen production is ongoing even throughout the cyclone, he said. “This cyclone is a terrible double blow for millions of people in India whose families have been struck down by record Covid infections and deaths,” said Udaya Regmi, South Asia head of the International Federation of Red Cross and Red Crescent Societies, in a statement on Monday. “Many families are barely staying afloat,” he added. A curfew was already in place across 36 cities in Gujarat as part of its Covid restrictions. It had been scheduled to end on Tuesday, but has now been extended for three more days because of the cyclone, Rupani said. The impending monsoon season adds another layer of complication. Every year, heavy monsoon rains begin in June and last through early fall, replenishing water supplies that farmers rely on to feed their crops. But the rainfall also consistently overwhelms flood management systems, and causes significant damage in hard-hit areas. The monsoon season has gotten more intense over the years, as climate change has made weather more extreme and unpredictable. In 2018, hundreds died in Kerala state alone due to flooding in August. In 2019, more than 1,600 died nationwide during the monsoon season. A study published earlier this year suggested that for every degree Celsius of global warming, India’s monsoon rainfalls will likely increase by 5% — meaning more “chaotic” monsoon seasons. Though this year’s monsoon season isn’t scheduled to start until June 1, it might arrive early due to Cyclone Tauktae’s landfall and the change of winds, according to CNN meteorologists. Ahmedabad:
A symbolic Rath Yatra was organised in the Lord Jagannath temple premises in Ahmedabad today after the Gujarat High Court rejected the state government’s plea to carry out a full-scale public procession.
For the first time in 143 years, this world renowned event was held without the accompaniment of troupes, tableaux and public participation due to the coronavirus outbreak.
Early in the morning, Chief Minister Vijay Rupani performed ‘Pahind Vidhi’, a ritual of cleaning the road with a golden broom, for the chariots of Lord Jagannath, his sister Subhadra and brother Balram to embark on their journey.
After the ritual, three chariots began a symbolic rath yatra without the usual festivities inside the premises of the Lord Jagannath temple in Jamalpur area of Ahmedabad.
In a late night judgment, the high court refused to change its earlier order which stayed the rath yatra, and asked the temple to go for a symbolic procession inside its premises, instead of taking out a grand procession in the city.
Following the order, Chief Minister Vijay Rupani and his wife Anjaliben Rupani reached the temple early this morning and performed ‘Pahind Vidhi’.
This is the 143rd Rath Yatra of Lord Jagannath, and for the first time it is devoid of the usual procession, temple trustee Mahendra Jha said, adding that very few people were allowed inside the temple premises in a bid to contain the spread of coronavirus.
After performing ‘Pahind Vidhi’, the Chief Minister said his government was ready to even impose curfew on the route so that the procession could be taken out without risking the health of people.
“We had requested the high court to grant us permission on the lines of the Supreme Court’s nod to carry out Rath Yatra in Puri. The hearing went on till late Monday night but the high court did not give us permission. Now, the chariots will move inside the temple premises,” Mr Rupani told reporters before leaving.
As per the tradition, people from the Khalasi community pulled the chariots inside the temple premises.
Traditionally, the procession, led by chariots, would start early morning from the 400-year-old temple and return by late evening. It used to take a one-hour break at Saraspur for lunch.
Lakhs of people used to gather along the route on ‘Ashadhi Beej’ every year to catch a glimpse of the decorated elephants and tableaux moving around in some 100 trucks.
The procession used to come back to the Lord Jagannath Temple after covering a distance of 18 km in 12 hours. But this time, the chariots will remain inside the temple premises.

The court said the Rath Yatra and other processions should be held within the temple premises but no procession should be taken out in view of the prevailing coronavirus situation in Ahmedabad. The court had stayed the Rath Yatra after hearing a PIL that said there was a risk to public health as the procession would pass through several containment areas in Ahmedabad and lakhs of people would join it along its 18-km long route. Earlier on Monday, the court had declined to entertain a civil application moved by an NGO seeking a modification of its order and allowing a symbolic Rath Yatra for a shorter distance with no public participation. The state government late evening moved a plea for urgent circulation after the Supreme Court paved the way for the holding of the Rath Yatra at Puri in Odisha with certain conditions. Gujarat Chief Minister Vijay Rupani told reporters late on Monday evening after attending the aarti at the Lord Jagannath temple that the government has asked the Advocate General to seek from the court the permission to hold the Rath Yatra with restrictions. The Supreme Court on Monday allowed holding of the historic Lord Jagannath Rath Yatra at Puri, which starts on Tuesday, with certain conditions including that there would be no public attendance. Modifying its 18 June order in which it had said that this year's yatra cannot be allowed due to the COVID-19 pandemic, the apex court permitted holding of the annual procession after taking note of Odisha government's stand that it can be held in a limited way without public attendance. The apex court also directed Odisha government to impose a curfew in Puri city during the time when the chariots are taken out in the procession, among other conditions. In its plea, the Gujarat government too had said that curfew will be imposed in the city areas falling on the route of the yatra and only a handful of people will be allowed with just three chariots. Ahmedabad district has reported more than 19,000 coronavirus cases and over 1,350 deaths.

In 2003 the attacks and rioting continued. In one incident there was an argument over a ball landing in a Hindu temple which led to riots that killed 3 Muslims and injured 35. In another incident a Muslim resident was hacked to death by a local theatre which led to more rioting. Two Hindus on a motorbike were dragged to the ground; one burned to death while the other was stabbed. 6 people were injured and were left in serious condition. The government continued to ignore the violence. 
“The latest clashes began on Sunday night in the city's Muslim-dominated area of Chuhapora soon after Muslim resident Rasool Ghanchi was hacked to death outside a local theatre, said PC Thakur, the joint commissioner of police in Ahmadabad.
As word spread, a riot broke out in another Muslim-dominated area, Kalupur - the city's main business district, Thakur said.
Two Hindu youths on a motorbike were dragged to the ground and one was burned to death a few metres from the local police station, he said. The other was stabbed and later admitted to a hospital.
‘Since last night, we have raised security in the... city and four people have been rounded up in connection with burning alive the Hindu youth,’ Thakur told The Associated Press.
An indefinite curfew was imposed in parts of Ahmedabad following the violence.
Six people were injured in the rioting and three were in a serious condition, police told French news agency AFP.
Troubled region
The state government has been accused by national and international rights groups of turning a blind eye to the violence.
Sunday's sectarian unrest came a week after three Muslims were killed and 35 injured in riots set off by a dispute after a ball landed in a Hindu temple during a children's cricket match.
Gujarat has seen sporadic communal incidents since last year when more than 2000 people - mostly Muslims - were killed in riots, triggered after 59 Hindus were burnt to death in a train fire allegedly started by a Muslim mob, on 27 February, 2002.
The state government, run by Prime Minister Atal Behari Vajpayee's nationalist BJP party, has been accused by national and international rights groups of turning a blind eye to the violence.
In an interview with the Financial Times of London last week, Vajpayee pledged to punish the perpetrators of last year's riots.
‘Our public, media and judiciary are following it closely. Justice will not only seen to be done; it will be done,’ he said.
Amnesty call
But London-based rights group Amnesty International has called for immediate action to end illegal detentions and torture, particularly of Muslims, in the region.
In a new report - Abuse of the law in Gujarat: Muslims detained illegally in Ahmedabad – Amnesty chronicles the alleged persecution of Muslims during and after last year’s riots.
‘Information contained in this report points to a systematic pattern of human rights violations being carried out in Ahmedabad with the support of the state government and institutions of the criminal justice system with little or no chance of redress for its victims,’ Amnesty said in the report released last week.
‘It also reinforces concerns about discrimination against Muslims within the criminal justice system in the state.’
A majority of those arrested for the riots have been Muslims, many of whom have pleaded their cases be heard outside of Gujarat as they felt they were being denied justice.
In one of the bloodiest incidents during the riots, a group of Hindu men allegedly attacked the Best Bakery on 1 March, 2002 with petrol bombs and knives, burning to death 12 Muslims.
Twenty-one men charged with the attack were acquitted on 27 June after 35 witnesses retracted statements.

Witnesses threatened
A key Muslim witness, Zahira Shaikh, 19, approached the National Human Rights Commission about holding a new trial outside Gujarat because she lied in court after death threats by local leaders of the BJP party.
The commission asked the Supreme Court to look into the matter. The court reprimanded the state government and even asked Chief Minister Narendra Modi to quit if he could not protect Muslims.
Amnesty said its report was prepared after discussions with lawyers and rights activists, most of whom had been harassed and threatened, and not based on interviews in Gujarat as it was still awaiting permission from the Indian government to visit the state.”
