The job market halted its pandemic-induced collapse in May as employers brought back millions of workers and the unemployment rate unexpectedly declined.
Tens of millions remain out of work, and the unemployment rate, which fell to 13.3 percent from 14.7 percent in April, remains higher than in any previous postwar recession.
But employers added 2.5 million jobs in May, the Labor Department said Friday, defying economists’ expectations of further losses and offering hope that the rebound from the pandemic-induced economic crisis could be faster than forecast.
Major stock indexes surged on the news, and President Trump hailed the report in a series of tweets on Friday morning.
Still, economists warn that it will take far longer for the economy to climb out of the hole than it did to fall into it. Job openings have begun to rise but remain far below normal levels. Millions more people have been laid off in the weeks since the data released Friday was collected in mid-May. And the trillions of dollars in government assistance that have helped keep the economy on life support may be nearing their end.
“We might have climbed one rung of the ladder out of the hole, but it’s still a long ladder,” said Ian Shepherdson, chief economist of Pantheon Economics.
The Labor Department cautioned that data-collection issues that have plagued the agency throughout the crisis continued last month. Some temporarily jobless workers were characterized as “employed” in May; had they been counted correctly, the department said, the unemployment rate would have topped 16 percent.

Even if they didn’t anticipate the May rebound, many economists had expected that unemployment would begin to ease as states reopened and businesses called employees back to work.
More than half of the month’s job gains — 1.4 million — were in restaurants and bars, many of which received assistance under the government’s Paycheck Protection Program. Friday’s report suggests that program, along with other elements of the government’s response, helped offset at least some of the economic damage caused by the shutdown, which should allow for a faster rebound.
“The economy is still being very much buffered by stimulus,” said Michelle Meyer, head of U.S. economics at Bank of America. “When that starts to wane we will learn a lot more about the underlying health of the recovery.”

At Beef ‘O’ Brady’s, a Florida-based chain of more than 150 sports bars, business was down 62 percent in April, when its dining rooms were closed nationwide and its only business came from takeout. But only a handful of the chain’s restaurants have closed permanently, in part because nearly all of its franchisees received Paycheck Protection loans.
“The damage would have been much greater without PPP, I can tell you that,” said Chris Elliott, the chief executive.
Now business has begun to pick up as states gradually allow restaurants to reopen. In the last week of May, sales were down about 15 percent, Mr. Elliott said, and customers appear eager to eat out again.
Still, the longer-run outlook is uncertain. If business stays at its current level, many franchisees will struggle to eke out a profit, he said, and at half the locations, sales are still down more than 50 percent. That won’t be sustainable for long.
“There are going to be franchise owners that if they can’t reach 15 percent, or it doesn’t improve incrementally over time, they’re going to get fatigued, and I think some of them are at risk of just throwing in the towel,” Mr. Elliott said.
Job growth in May was concentrated in sectors hit hardest in the early stages of the crisis, such as leisure and hospitality and retail. But manufacturing, health care and professional services all added jobs as well — another good sign for the recovery because it suggests that the damage has not spread as deeply into the economy as many feared.
Still, employment in nearly every sector remains far below where it was before the crisis began. Many economists expect an initial rebound in at least some kinds of business. But it isn’t clear how strong that surge will be, or what will come after.
“It’s the jump and then the crawl, and the question is how high is the jump and then how long does the crawl take,” said Nick Bunker, who leads North American economic research at the Indeed Hiring Lab.

Economists had forecast the unemployment rate to increase to as much as 20 percent, after it hit 14.7 percent in April, which was the highest since the government began keeping official statistics after World War II. But the unemployment rate dipped instead, with employers adding 2.5 million jobs, after more than 20 million jobs were lost in April.

How do we start exercising again without hurting ourselves after months of lockdown?
Exercise researchers and physicians have some blunt advice for those of us aiming to return to regular exercise now: Start slowly and then rev up your workouts, also slowly. American adults tended to be about 12 percent less active after the stay-at-home mandates began in March than they were in January. But there are steps you can take to ease your way back into regular exercise safely. First, “start at no more than 50 percent of the exercise you were doing before Covid,” says Dr. Monica Rho, the chief of musculoskeletal medicine at the Shirley Ryan AbilityLab in Chicago. Thread in some preparatory squats, too, she advises. “When you haven’t been exercising, you lose muscle mass.” Expect some muscle twinges after these preliminary, post-lockdown sessions, especially a day or two later. But sudden or increasing pain during exercise is a clarion call to stop and return home.
My state is reopening. Is it safe to go out?
States are reopening bit by bit. This means that more public spaces are available for use and more and more businesses are being allowed to open again. The federal government is largely leaving the decision up to states, and some state leaders are leaving the decision up to local authorities. Even if you aren’t being told to stay at home, it’s still a good idea to limit trips outside and your interaction with other people.
What’s the risk of catching coronavirus from a surface?
Touching contaminated objects and then infecting ourselves with the germs is not typically how the virus spreads. But it can happen. A number of studies of flu, rhinovirus, coronavirus and other microbes have shown that respiratory illnesses, including the new coronavirus, can spread by touching contaminated surfaces, particularly in places like day care centers, offices and hospitals. But a long chain of events has to happen for the disease to spread that way. The best way to protect yourself from coronavirus — whether it’s surface transmission or close human contact — is still social distancing, washing your hands, not touching your face and wearing masks.
What are the symptoms of coronavirus?
Common symptoms include fever, a dry cough, fatigue and difficulty breathing or shortness of breath. Some of these symptoms overlap with those of the flu, making detection difficult, but runny noses and stuffy sinuses are less common. The C.D.C. has also added chills, muscle pain, sore throat, headache and a new loss of the sense of taste or smell as symptoms to look out for. Most people fall ill five to seven days after exposure, but symptoms may appear in as few as two days or as many as 14 days.
How can I protect myself while flying?
If air travel is unavoidable, there are some steps you can take to protect yourself. Most important: Wash your hands often, and stop touching your face. If possible, choose a window seat. A study from Emory University found that during flu season, the safest place to sit on a plane is by a window, as people sitting in window seats had less contact with potentially sick people. Disinfect hard surfaces. When you get to your seat and your hands are clean, use disinfecting wipes to clean the hard surfaces at your seat like the head and arm rest, the seatbelt buckle, the remote, screen, seat back pocket and the tray table. If the seat is hard and nonporous or leather or pleather, you can wipe that down, too. (Using wipes on upholstered seats could lead to a wet seat and spreading of germs rather than killing them.)
How do I take my temperature?
Taking one’s temperature to look for signs of fever is not as easy as it sounds, as “normal” temperature numbers can vary, but generally, keep an eye out for a temperature of 100.5 degrees Fahrenheit or higher. If you don’t have a thermometer (they can be pricey these days), there are other ways to figure out if you have a fever, or are at risk of Covid-19 complications.
Should I wear a mask?
The C.D.C. has recommended that all Americans wear cloth masks if they go out in public. This is a shift in federal guidance reflecting new concerns that the coronavirus is being spread by infected people who have no symptoms. Until now, the C.D.C., like the W.H.O., has advised that ordinary people don’t need to wear masks unless they are sick and coughing. Part of the reason was to preserve medical-grade masks for health care workers who desperately need them at a time when they are in continuously short supply. Masks don’t replace hand washing and social distancing.
What should I do if I feel sick?
If you’ve been exposed to the coronavirus or think you have, and have a fever or symptoms like a cough or difficulty breathing, call a doctor. They should give you advice on whether you should be tested, how to get tested, and how to seek medical treatment without potentially infecting or exposing others.
How do I get tested?
If you’re sick and you think you’ve been exposed to the new coronavirus, the C.D.C. recommends that you call your healthcare provider and explain your symptoms and fears. They will decide if you need to be tested. Keep in mind that there’s a chance — because of a lack of testing kits or because you’re asymptomatic, for instance — you won’t be able to get tested.
Friday’s report sent mixed messages on those questions. The number of workers reporting that they were on a temporary layoff or furlough fell by 2.7 million, a sign that employers are calling back workers. But the number of people reporting they had lost their jobs permanently rose, by about 100,000.
“That is a concerning sign for the length of the recovery because every layoff that turns permanent makes a full recovery harder,” said Daniel Zhao, senior economist at the career site Glassdoor. “The surprise to me in this report is that the recovery was earlier than we expected. But the next question is whether it will be faster than we expected.”
When Mike Lowe flew to Florida in early March to visit his mother, he had a successful freelance business doing web and graphic design, and a part-time gig in dog day care. A week later, he arrived home in Portland, Ore., to a text message from the dog business telling him not to go into work. He was let go entirely within days, even as his freelance clients began calling to cancel orders.
Two and a half months later, Oregon has begun to reopen, but Mr. Lowe, 51, is treading water. One freelance project looks likely to resume soon, but another client, a local bar, told him this week that it would shut down permanently — its business relied on live music, which seems unlikely to come back anytime soon. The owner of the dog day care says she hopes to bring him back at reduced hours but isn’t sure when business will rebound sufficiently to make that possible.
“I’d say I’m just in wait-and-see mode at the moment,” he said.

Like many laid-off workers, Mr. Lowe is able to get by largely because of the $600 a week in extra unemployment pay that Congress approved as part of its emergency funding bill in March. But that benefit is set to run out at the end of July, and it is far from clear that Congress will extend it. Economists warn that pulling away support too early could stall the recovery.
“Right now, the government is plugging a good deal of that hole for households, but how long will that last, we don’t know,” said Ellen Zentner, chief U.S. economist for Morgan Stanley. She noted that the unemployment rate will almost certainly still be elevated in August, adding, “It’s a very tough time to pull support away from households when the unemployment rate is still that high.”
Even now, as some businesses start to bring back workers, layoffs are continuing. Nearly two million workers filed first-time claims for state unemployment benefits last week, more than double the worst week of any previous recession. State and local governments cut nearly half a million jobs in May, and millions more such layoffs are likely in coming months in response to plunging tax revenues.
In Jackson, Mich., a small city about 70 miles west of Detroit, the school board voted last week to cut more than 40 positions in response to a multimillion-dollar budget shortfall. Jeff Beal, the district’s superintendent, said he worried about the impact the cuts would have on education and on the local economy. But he said the district had little choice.
Among the cuts: the assistant superintendent for human resources, which means Mr. Beal will have to inform laid-off workers himself.
“Now that that position has been eliminated, that responsibility falls to me,” he said. “I’m going to have to make a lot of very personal, very painful phone calls this week.”

The latest threat to peace in Colombia: Congress

The peace process in Colombia has reached a new landmark.
On Nov. 30, both houses of Congress approved a bill establishing an alternative criminal justice system to judge those accused of war crimes during the country’s 52-year conflict.
But, like every step in this arduous multi-year peace effort, this latest victory was hard won. For 10 months, congressional representatives who oppose Colombia’s controversial November 2016 peace accord with the FARC guerrillas have used all manner of delays to slow implementation of the complex deal, of which the new criminal justice system is just a small part.
The filibuster is their latest tactic. The strategy of stopping legislation from passing by whatever means necessary occurs in many countries – most famously in the United States, where minority party members can speak for hours nonstop to run down the clock and compel the opposition to amend a bill.
In Colombia, conservative lawmakers have been impeding their country’s peace process by filing nonstop petitions to modify bills while they are being drafted in Congress, and systematically skipping key debates on implementing the Havana accords.
This, to my knowledge as a peace and conflict researcher, is the first time in the world a legislative body has tried to derail its government’s own peace process.
It is a risky move. Numerous international observers, including the United Nations, have warned the government that failure to fulfill its end of the bargain with the FARC could prove a lethal mistake, provoking the former guerrilla group and reigniting war.
Filibustering justice
Colombia’s peace deal with the FARC has seen powerful opposition since the start. In October 2016, it was narrowly rejected at referendum.
And though in November 2016 President Juan Manuel Santos strong-armed Congress into approving the accords – which had just won him a Nobel Peace Prize – he still needs them to put the deal’s provisions into action.
That’s because while the 2016 peace deal was ambitious in envisioning the goals of Colombia’s transition to peace, the 300-page document – like most peace agreements – did not answer every question that would arise in getting there.
For example, it was up to Congress to interpret, design and determine the details of Colombia’s transitional justice system – a special tribunal for trying war criminals and doling out reparations to victims.
Likewise, the accords assert that former combatants may now run for public office, but can they do so before they’ve been tried and before victims have seen their recompense? And if a FARC fighter is elected to Congress but later found to be guilty of war crimes, must he or she resign?
The peace deal offered no guidance on these troubling questions. Hence, in recent months many conservative politicians seemed hesitant – justifiably, perhaps – to allow former combatants to run for elected office when victims had yet to be recompensed. As a result, a substantial number of lawmakers simply failed to show up to votes on the transitional justice system, making a quorum impossible.
Lawmakers from conservative parties also proposed more than 150 changes to the bill, compelling fresh debate and constant redrafting. Some changes may have been proposed in good faith to improve this imperfect deal.
But in general the cascade of demands to change agreed-upon aspects of the peace deal seems designed to provoke the FARC and slow legislative progress. By mid-November, many feared that the transitional justice tribunal – a critical component of building peace – would never even come up for a floor vote.
Election season
The upcoming presidential campaign in Colombia has likewise turned the peace process into a political bargaining chip.
Just over a year ago, just over half of all Colombians voted against the FARC agreement. As an astonishing 53 presidential candidates now jockey to compete in the May 2018 election, avoiding getting into the nitty-gritty of the peace process is just good politics.
As such, presidential aspirants from conservative parties – including the Democratic Center, Radical Change and Conservative parties – are simply refusing to sign anything or vote for or against a particular provision.
And with the Santos administration well into its lame duck period, politicians feel little pressure to negotiate with the president to get things done.
Two steps forward, one step back
That said, congressional opposition to the peace deal has shown some success in clarifying some of its most vexingly vague provisions. On Nov. 15, the Colombian Constitutional Court issued guidance based on the questions raised in these nonstop congressional debates.
Among the court’s most important rulings was the decision that a former combatant who breaks with the accord – by committing a crime in peacetime, say – will lose the right to such benefits as receiving a reduced sentence.
The court likewise asserted that former fighters may in fact run for office while the victims’ rights component of the peace process is still in development as long as they comply with the requirements of the alternative justice court.
But filibustering remains a risky strategy. The victims’ justice framework, which took 10 months to pass, is not the only law needed to enact the peace process.
To date, the government has begun implementation of only 45 percent of the more than 500 provisions it agreed to in the peace agreements with the FARC.
Next, Congress must figure out how to pass agrarian reform – a longtime goal of the FARC – meet guarantees for political participation and develop a national budget that can actually fund all these peace-building projects.
The FARC’s leadership has so far complied with the agreements, demobilizing its combatants, laying down weapons and joining retraining programs. But the state’s foot-dragging has raised the dangerous specter of recividism among their ranks. Already, some former FARC combatants have rejoined other armed factions.
Research shows that 60 percent of civil wars relapse within seven years. Historically, those opposed to peace accords have rearmed – as Jonas Savimbi did in the Angolan conflict in 1992 – thus re-initiating violence between factions, or used targeted assassinations to upend peace negotiations.
Violence of the latter sort has already derailed more than one attempt to end Colombia’s conflict with the FARC. If Colombia’s Congress keeps up its stall tactics, its country’s peace process may soon become just another statistic.

Fear of infection with the Ebola virus is becoming as contagious as the virus itself, with mainstream media outlets like CNN reporting , 'Ebola outbreak could have 'catastrophic' consequences.' Given the prevailing mortality statistics, perhaps the fear is, at least partially, justified, with the most virulent form of the virus – the Zaire Ebola virus – observed to have a fatality rate of about 83%, [1] and with no officially recognized conventional or natural therapy found capable of mitigating morbidity and mortality associated with infection from it. There are actually five Ebola viruses in the Ebolavirus genus, [2] with four of them known to infect humans causing Ebola virus disease, a highly lethal form of hemorrhagic fever. Ebola virus infection is believed to originate from either monkeys or fruit bats, and once a human is infected, transmission can occur through blood or bodily fluids, sexual intercourse, [3] and as a recent concerning investigative report revealed , through the air. While the conventional medical system reflexively puts its faith and money into drug and vaccine development, with NIH recently announcing it will begin an early trial on Ebola vaccines this September of this year, very little research has been performed on reducing risk, or mitigating post-infection harm, with the use of time-tested, natural immune-boosting and/or plant-based approaches. Given the low safety risk and cost of botanical- and food-based interventions, this is where we should be looking first for viable, and immediately accessible solutions. Indeed, a recent study published in 2012 holds great promise as far as identifying a natural way to mitigate the virulence – and therefore also widespread fear -- associated with Ebola virus. Published in the journal Archives of Virology and titled, " Inhibition of Lassa virus and Ebola virus infection in host cells treated with the kinase inhibitors genistein and tyrphostin ," researchers at the University of Texas Medical Branch, investigated the potential therapeutic role of two so-called 'kinase inhibitors' in interfering with Ebola virus: 1) the plant compound genistein 2) the pharmaceutical drug tyrophostin. The authors reference a previous animal study showing genistein was able to reduce harm from infection from a virus that causes an Ebola-like viral hemorrhagic fever (VHF) in hamsters (namely, Pichinde ́virus (PICV)), reporting the results as follows: "Infection of hamsters with PIRV produces VHF manifestations, including inflammation/lesions in various organs, core temperature increase, weight loss, viremia, petechial rash, hemorrhage, and mortality. Treating the animals with the kinase inhibitor genistein led to a significant increase in survival and to the amelioration of VHF disease signs [9]. None of the treated mock-infected animals had any adverse signs of disease associated with the treatment. Therefore, this study served as a proof-of-concept for using a kinase inhibitor as a therapeutic or prophylactic in an animal model." [emphasis added] The researchers sought to identify genistein and tyrophostin's ability to inhibit viral entry of various viruses known to cause hemorrhagic fever, including Ebola, Marburg virus (MARV), Vesicular Stomatis virus (VSV) and Lassa virus (LASV). Proteins from these four viruses were engineered to be expressed by a special type of virus, known as vesicular stomatitis virus (VSV). The study found both genistein and tyrophostin individually inhibit the entry of these viruses into the cells, both through interfering with endocytosis (the process by which a cell pulls in a virus) and uncoating proteins (the process by which a virus alters proteins on the surface of the host cell to gain entry). It was also observed that a synergistic effect occurred when genistein and tyrophostin were added together. The researchers discussed their findings: "In all, these data demonstrate that infection of host cells with the filoviruses MARV and EBOV and the arenavirus LASV is inhibited when cells are pretreated with genistein or tyrphostin AG1478. In both cases, the inhibition was found to be concentration dependent. Although the inhibition of EBOV in cells pre-treated with 100 lM genistein appeared to differ slightly, the addition of increasing concentrations of tyrphostin AG1478 led to a synergistic antiviral effect. In all, these data demonstrate that a kinase inhibitor cocktail consisting of genistein and tyrphostin AG1478 may act as a broad antiviral against EBOV, MARV, and LASV in vitro ." Where Does Genistein Come From? While primarily found in soy products, especially fermented soy foods, wherein beneficial microbes cause the biotransformation of the precursor phytocompund genistin into genistein, it is also found in fava beans, kudzu, coffee and red clover, and many other lesser known medicinal plants. What Else Does Genistein Do? First, it must be pointed out that, historically, Ebola virus outbreaks occur in some of the most impoverished places on Earth (primarily the poorest regions of Africa), among populations chronically malnourished, traumatized by sociopolitical unrest and wars, and where modern day sanitation, hygiene practices, and adequate nutrition, are available suboptimally, to say the least.  In other words, the mainstream media's prediction of a so-called 'catastrophic' outbreak in the US and other wealthier countries does not seem to take into account the differing contexts that makes infections like these possible to begin with, with the 'inner terrain,' i.e. immune status of the host, fundamental in determining the degree to which an individual becomes susceptible to infection. With that said, Ebola does appear to be a uniquely pathogenic virus to which the human body has yet had adequate time to properly adapt, and therefore it is instructive to point other potential natural therapies that have been studied in the past: Garcinia kola : As reported in 1999 , extracts from the seeds of this traditional African medicinal herb were found to"...inhibit this virus [Ebola] in cell culture at non-toxic concentrations." Why do we have reports that the government of Sierra Leone has recently told Tulane researchers to stop this testing? Ebola kills when the body overreacts to the Ebola virus by creating a "pro-inflammatory cytokine storm," but numerous medical studies have shown (as anyone can see when doing a search on these three terms together, cytokine astaxanthin study) that astaxanthin suppresses pro-inflammatory cytokines (which are small proteins), while enhancing good cytokines.
