For more than 50 years, and especially since the Iranian revolution of 1979, U.S. policies and initiatives in the Middle East rested on a complex network of relations with four diverse regional pillars: Saudi Arabia, Israel, Turkey, and Egypt. At one time or another the United States worked with one or more of these states to contain the perennial fires ravaging the region (even when these same states ignited the fires in the first place, whether Saudi Arabia in Yemen, Israel in Lebanon and the occupied Palestinian territories, or Turkey in Iraq and Syria).

Over the years, the U.S. achieved some notable victories in the region, alone or with these erstwhile allies. But the world that gave rise to these relationships is undergoing changes that require a serious, even radical, reevaluation. There is no longer a Soviet threat to the Gulf region, and the U.S. has become the largest oil producer in the world. Meanwhile, the last U.S.-sponsored peace talks between Palestinians and Israelis collapsed almost a decade ago, the two-state solution has long been dead, and the extremists in charge of Israel today are on a messianic mission to formally annex all the Palestinian territories under their control.

The leaders of Saudi Arabia, Israel, Turkey, and Egypt have been charting their own paths, flagrantly disregarding Washington’s core interests. They believe that closer political, economic, and military relations with Russia, China, India, or each other—openly or clandestinely—will provide them with suitable alternatives to the United States. To put it bluntly, America’s four traditional pillars in the Middle East are now too brittle to be relied upon.

Much has been written recently about how the Turks, Israelis, and Arabs have been involved in dialogue with one another, exploring ways to revive regional diplomacy, cooperation, and investment. Some analysts went as far as to proclaim the dawn of a new era in the Middle East. But these de-escalations should be welcomed with much caution. The men who today sing the virtues of reconciliation were the same ones who ravaged Yemen; laid siege to Qatar; rampaged in Syria and Libya; and shunned Bashar al-Assad, Syria’s despot, after a popular uprising, only to welcome him after he committed war crimes and turned his country into a narcostate.

In reality, Saudi Arabia, Israel, Turkey, and Egypt have all been pursuing various forms of aggressive nationalism. Israel has already codified religious chauvinism and exclusivism, and some of its leaders regularly incite terrorism and call for the ethnic cleansing of Palestinians from the West Bank. In Saudi Arabia, Crown Prince Mohammed bin Salman has fostered a new culture of hyper-nationalism in an attempt to diminish the influence of the religious establishment and build by coercive means a Saudi national identity revolving around his authoritarian persona.

In Turkey, President Recep Tayyip Erdogan is known for stirring up a version of aggressive Turkish nationalism, laced with religious overtones and mixed with Ottoman revivalism in his frequent campaigns of grievances and intimidation against the West. Erdogan projects himself as the embodiment of these corrosive values. And in Egypt, President Abdel Fattah al-Sisi’s decade-long reign has been the most autocratic and disastrous in modern Egyptian history.

Moreover, these countries have mostly stopped cooperating with the United States on its regional priorities. Sisi was planning to provide rockets and artillery rounds to Russia to use against Ukraine before he was caught by U.S. intelligence agencies earlier this year. Erdogan only barely managed to maneuver his way out of a major crisis with U.S. President Joe Biden and other NATO powers at the recent Vilnius summit, when he seemed to drop his opposition to Sweden’s accession to NATO after a year of obstruction. But his blackmailing of Europe by threatening to unleash waves of Syrian refugees continues. And Erdogan’s earlier purchase of the Russian S-400 missile defense system should have warranted harsher sanctions than it received.

The historical factors that once cemented ties to the United States have also dissipated. The Soviet Union, which posed a threat to the countries of the region, is no more. (Ironically, Russian President Vladimir Putin today enjoys warmer personal relations with Israeli Prime Minister Benjamin Netanyahu, Mohammed bin Salman, and Erdogan than these leaders enjoy with Biden.) There are no longer any foreign threats to the Gulf.

The role played by oil has also changed dramatically. Oil had fueled America’s relations with Saudi Arabia dating back to World War II, with the U.S. and its allies in Europe and Asia coming to rely on imported oil and gas from Saudi Arabia and the rest of the Gulf states in exchange for the U.S. military guaranteeing the safety of these transactions. But the United States is no longer the lone outside power with an economic stake in the Gulf region. Asian powers such as China, India, and others have established or reestablished complex economic and trade relations with the Gulf. And it is only natural that higher economic Asian activity will bring with it a higher political and military profile.

And, in truth, this marks the return of a deeper history for the region. Long before the onset of large oil revenues, Gulf port cities resembled Indian Ocean port cities. The economies of these small port cities were dominated by merchant families: Arab, Persian, African, Baluch, Indian, and others, with Sunnis and Shiites living on both sides of the Gulf. Over the centuries, these families developed a rich maritime culture that created a complex exchange of people and goods across the Gulf cities, East Africa, and the port cities of the Indian subcontinent and beyond. These renowned traders with their ubiquitous dhows traversed these waters long before Western powers controlled them. For the new Gulf states to look eastward is nothing more than to reestablish the old maritime lanes.

Seen in this context, the hyperventilation in some official quarters in Washington and among the commentariat class over China’s limited role in reestablishing diplomatic relations between Saudi Arabia and Iran is both unwarranted and exaggerated. Most of the initial hard work was achieved earlier in quiet talks in Baghdad and Oman, until the Saudi leadership, with an eye on catching Washington’s attention, brought in China to produce and direct the last scene, giving Beijing credit for the whole production. The Biden administration responded as expected, which explains, in part at least, its current unseemly scramble to make peace between Saudi Arabia and Israel.

For the foreseeable future, no state or combination of states could seriously undermine America’s strategic, economic, and technical edge in the Gulf region, and the U.S. should make it clear to the Arab Gulf states that reckless cavorting with China at the expense of the United States will have consequences. (We should note that the Saudis made their first clandestine purchase of medium-range missile systems from China in the 1980s.) Riyadh is not about to halt its long Western orientation. American technology and expertise will continue to be essential for the Saudi energy sector, which remains the kingdom’s main source of income; we are not about to witness thousands of young Saudi students flocking to Beijing and Shanghai to study Mandarin.

The Biden administration’s seeming obsession with mediating a deal between Saudi Arabia and Israel to formalize their existing de facto normalization is a Sisyphean labor—one that, even if it is partially successful, will not benefit the U.S. politically or strategically in the long run. Its primary political result will be to strengthen the authoritarian rule of Mohammed bin Salman and embolden Netanyahu in his establishment of a more fundamentalist Israel. And such a deal, regardless of any assurances given to the Palestinians, will hardly change their fundamental lived reality—that of occupation and the denial of basic rights.

The price Saudi Arabia is trying to extract from the Biden administration—including more extensive security guarantees that would elevate the kingdom to the status of other U.S. formal allies, nuclear technology for a civilian energy program, and freer access to U.S. arms—is a burden too much to bear. Saudi Arabia, given Mohammed bin Salman’s character and aggressive history, is not a partner worthy of the price. The crown prince is exploiting Washington’s exaggerated fears of an assertive China in the Gulf region to gain concessions the U.S. will live to regret. A Saudi-Israeli peace deal, if it materializes, will at best be a deal among the existing elites of both countries, and accelerate the regional drift toward more autocracy and authoritarianism. Such a deal will not guarantee at all that Mohammed bin Salman or Netanyahu will not continue to pursue policies, such as the de facto support for Russia’s war against Ukraine, that either violate U.S. interests or negate its values.

The United States’ reassessment of relations with Saudi Arabia, Israel, Turkey, and Egypt should take place in the context of reducing its military footprint in the region. There are U.S. troops deployed throughout the region, from Turkey and Syria, to Jordan, Iraq, Kuwait, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman. This is in addition to the periodic flights of U.S. strategic bombers on roundtrip missions to the Persian Gulf, along with frequent deployments of aircraft carriers to the Arabian Sea.

Are large U.S. air bases really necessary in Kuwait, Qatar, and the UAE? The U.S. could defend its interests in the Gulf (namely, deterring Iran and terrorist groups in the region) by maintaining the crucial naval base at Bahrain, the headquarters of the U.S. Fifth Fleet, and supplementing it with more concentrated air power. This force can be further buttressed by aircraft carriers sailing in nearby waters. Before the string of recent wars in the Gulf, beginning with Iraq’s invasion of Iran in 1980, this was the non-overbearing way that American power was felt in the region. A wise Arab Gulf leader told an American diplomat at the time, “We want you to be like the wind, we want to feel you, but we don’t want to see you.” That was sound advice then and would be mostly sound advice now.

Once upon a time, there existed a great reservoir of good will in the Middle East toward the United States. America was seen by the people of the region as the educator that built the American University of Beirut (1866) and the American University in Cairo (1919), among other educational institutions from Turkey to the Gulf. America was hailed as the promoter of self-determination after World War I. America was the refuge of choice for the first wave of immigrants beginning in the late 1880s, fleeing the harsh conditions in Ottoman Syria (today’s Syria, Lebanon, and Palestine) and seeking the promise of freedom in the United States. Most importantly, America was a major Western power with no colonial legacy in the Middle East. America did not rule over Arabs and Muslims, unlike the European powers. The caption of a picture taken in 1878 of the Syrian family of the professor Yusif Arbili says it all: “here (at last) I am with the children exulting in freedom.”

That reservoir of good will began to dwindle with the growing U.S. support for repressive autocratic regimes in the quest to check local communists and the Soviet Union. America’s embrace of Israel following its conquest of more Arab lands during the 1967 Six-Day War deepened and widened the alienation of many Arabs from the U.S. Opinion polls throughout the region today confirm the negative views of U.S. policies in the Middle East and of America itself. Lowering Washington’s military profile and elevating its defense of human rights in a consistent, explicit, and universal fashion would go a long way toward restoring its credibility with the people of the region. It would also help them fend off autocracy, repression, and aggressive nationalism at home.

At a time when America’s democratic system of governance, its liberal open society, and its cherished concepts of inclusive patriotism and political pluralism are being challenged and eroded, it is folly to further undermine those values and the institutions that undergird them by seeking closer ties with indefensible regimes in the Middle East. Saudi Arabia, Israel, Turkey, and Egypt may be Washington’s traditional allies in the region, but they do not deserve that status today.

Why have West Asian nations that long ago pledged their support to the Palestinian cause remained so silent amid Israel’s terrorizing assaults on Gaza, the West Bank, and now Lebanon? Where have the Russians and Chinese been? Is this not the time for a display of solidarity among non–Western nations? Can we not look to them as a counter to the inexcusable support the U.S. and its clients extend to the Zionist regime? What can we expect, looking forward, of the BRICS — Brazil, Russia, India, China, South Africa — whose members just concluded a summit in Kazan?

These are my questions a year on from the events of Oct. 7, 2023. On the assumption others may ask them, too, I put these matters to Chas Freeman, the distinguished former ambassador with a long record in West Asian and other world affairs. Our extended exchange via email follows. —P.L.

PL: A German newspaper recently published an interview with the Egyptian foreign minister, Sameh Shoukry, who expressed his profound frustration with the Americans as Israel continues its assault in Gaza—and now the West Bank and Lebanon. You can’t work with the Americans, he complained in so many words. They say one thing, they rarely mean it, and typically do something else altogether.

It prompts my first question in the context of the enlarging crisis in West Asia, please comment on the diplomatic positions of America’s allies in the region. What, generally, is going through their minds? Why haven’t they reacted more vigorously to the Israeli assault? Are they simply “bought,” in one or another way? Or is there more to it?

CF: The United States no longer has any “diplomatic allies” in the region. Popular anger at American support for the Israeli effort to rid Palestine of its Arab population and expand into Gaza and Lebanon makes alignment with Washington too politically costly for Arab rulers to risk.

Israel’s depravity has ended any prospect of normalized relations by Arab states with it. Those that have normalized relations with Israel are now under popular pressure to suspend or reverse it. More importantly, the Gulf Arabs have declared that they will be neutral in any conflict between Iran, Israel, and the United States. Israel’s genocide in Gaza has created a state of war between it and Yemen and fostered a rapprochement between previously estranged Egypt and Turkey.

PL: It has been said that neighboring nations had more affinity with the PLO in times past than with Hamas now because the former was a secular organization, the latter not. Is this accurate, and if so, does the distinction matter now?

CF: Hamas is an offshoot of the Muslim Brotherhood, an Islamist democratic movement. It came to power in Palestine by winning an election in 2006. Hamas’s leaders take the position that Arab societies should be governed by those with support at the ballot box rather than by princes, generals, dictators, or thugs. Arab rulers who fall into these authoritarian categories naturally find this position threatening.

Religion is not a major factor in Arab and Muslim states’ relations with Hamas. Like Arab rulers, Hamas is Sunni Muslim. The differences of Arab rulers with Hamas are far less than they were with the atheist leadership of the PLO. Iran, which is Shi`a, has been the main supporter of Hamas — not on religious grounds but in support of Palestinian self-determination.

Turkish President Tayyip Erdogan said on Saturday Islamic countries should form an alliance against what he called “the growing threat of expansionism” from Israel.

He made the comment after describing what Palestinian and Turkish officials said was the killing by Israeli troops of a Turkish-American woman taking part in a protest on Friday against settlement expansion in the West Bank.

“The only step that will stop Israeli arrogance, Israeli banditry, and Israeli state terrorism is the alliance of Islamic countries,” Erdogan said at an Islamic schools’ association event near Istanbul.

Turkey improving ties with other Middle Eastern countries

He said recent steps that Turkey has taken to improve ties with Egypt and Syria are aimed at ��forming a line of solidarity against the growing threat of expansionism,” which he said also threatened Lebanon and Syria.

Will there be an alliance of Islamic nations including Turkey?

According to the Bible, the answer is yes.

Notice a prophecy in the Book of Psalms:

2 For behold, Your enemies make a tumult; And those who hate You have lifted up their head. 3 They have taken crafty counsel against Your people, And consulted together against Your sheltered ones. 4 They have said, “Come, and let us cut them off from being a nation, That the name of Israel may be remembered no more.” 5 For they have consulted together with one consent; They form a confederacy against You: 6 The tents of Edom and the Ishmaelites; Moab and the Hagrites; 7 Gebal, Ammon, and Amalek; Philistia with the inhabitants of Tyre; 8 Assyria also has joined with them; They have helped the children of Lot. (Psalms 83:2-8)

The ‘who’ that have consulted together and agreed to the conspiracy includes Turkey. “Edom” is a reference to Turkey.

The late WCG evangelist Raymond McNair wrote:

Daniel 11 also mentions some of the Mideast peoples who will be involved in that struggle among the nations at the close of this age. The belligerents will include the “King of the North,” the leader of the European Union (or its final outgrowth, called the “Beast”). The “King of the South” (an Islamic leader—apparently from Egypt {or} some other Muslim state) is also referred to. The following lands/peoples are specifically mentioned: Egypt, the Holy Land (Israel/Palestine), the Ethiopians (modern Cushites, south of Egypt), Libya, Edom, Moab and Ammon. Many descendants of the ancient peoples known as Edomites or Idumeans now live in the West Bank, Jordan, Iraq, Turkey, Syria, Arabia, Yemen, the Persian Gulf states, etc. (McNair R. Solving the Arab-Israeli Impasse! Copyright Raymond F. McNair 2005, Church of God—21st Century).

Notice the following from the old Radio Church of God:

Turn to the astounding prophecy found in Psalm 83:1-8. David, inspired of God, predicted the coming time when ALL of Israel’s enemies would join together in an effort to crush out even the name “Israel” from the face of the earth! (Verse 4) “For they have consulted together with one consent: they are confederate against thee…” (verse 5). Notice the nations making up this confederation. “Edom [Turkey], and the Ishmaelites [Saudi Arabia]; Moab [Jordan], and the Hagarenes [they anciently dwelt in the land known as Syria today]; Gebal {Lebanon}, and Ammon [Jordan] and Amalek; the Philistines with the inhabitants of Tyre; Assur [whose descendants migrated to Germany] is joined with them; they have helped the children of Lot” {Moab and Ammon in modern Jordan). Here we see that the Arab nations mentioned are allied with Germany (Assur) which we know from other prophecies will be the military leader — naturally so — of a United States of Europe…Egypt…will provoke the prophesied United Europe (Dan. 11:40). This European power — called the “king of the north” in Daniel 11 — shall invade and occupy the “glorious land” of Palestine (verse 41). “And the land of Egypt shall not escape”(Boraker R. SYRIA RAIDS ISRAEL – Where Is It Leading? Plain Truth. November 1966)

Turkey will be part of a confederacy that will conspire against the tiny nation of Israel as well as against the USA and its British-descended allies (see also Anglo – America in Prophecy & the Lost Tribes of Israel) but since Assyria is involved in Psalm 83, this is also an alliance with a coming European power.

The Bible also shows that Turkey will also, temporarily and as part of a confederacy, support the prophesied King of the South:

Notice:

40 “At the time of the end the king of the South shall attack him; and the king of the North shall come against him like a whirlwind, with chariots, horsemen, and with many ships; and he shall enter the countries, overwhelm them, and pass through. 41 He shall also enter the Glorious Land, and many countries shall be overthrown; but these shall escape from his hand: Edom, Moab, and the prominent people of Ammon. 42 He shall stretch out his hand against the countries, and the land of Egypt shall not escape. 43 He shall have power over the treasures of gold and silver, and over all the precious things of Egypt; also the Libyans and Ethiopians shall follow at his heels. (Daniel 11:40-43)

Understand that Daniel 11:41 shows that Turkey (Edom) will escape the coming destruction from the King of the North, despite being aligned for a time with the King of the South.

The Great Arab, Turkey, and a European Leader

Now notice the following Roman Catholic writings which consider that the Byzantines are Turks—which have controlled Byzantium since 1453:

Nostradamus (died 1566): The Great Arab shall progress well forward, But betrayed shall be by the Byzantines. (Turks).

Comment on above from Roman Catholic writer Yves Dupont: Here, we are told that Turkey will break its faith with the rest of the Arab world.[i]

The “Great Arab” is probably supposed to represent the final King of the South who will likely be considered as a Mahdi/Caliph. The Turks currently control part of what was once called Byzantium. Hence, Roman Catholic prophecy indicates that a Muslim leader will arise militarily and Turkey will betray the Islamic Arabic power. That is also consistent with Daniel 11:40-41 which says that Edom, which includes modern day Turkey, will escape the wrath of the King of the North’s armies—perhaps because they will have betrayed the King of the South. Turkey is also not listed as one of the nations that Ezekiel 30:3-5 (which also seems to be related to the coming King of the South) says will be defeated near the “day of the Lord.”

Nostradamus’ statement could also be consistent with the hadith (Sahih Muslim 2897, Book 54, Hadith 44) that says one third of the army against the Romans will not fight.

Furthermore, notice the following Roman Catholic prophecy:

Rudolph Gekner (died 1675): A great prince of the North with a most powerful army will traverse all Europe, uproot all republics, and exterminate all rebels. His sword … will combat on behalf of the true orthodox faith, and shall subdue to his dominion the Mahometan Empire.[ii]

If the above has a lot of accuracy (and it has certain biblical consistency with Daniel 11:40-43), it seems to also show that all (or at least some) republics are to be uprooted before the Muslim King of the South is invaded by the biblical King of the North. The Bible in Revelation 17:12-13 supports the idea of republics being replaced by a different form of governance.

So, yes, we see some convergence here of biblical, Islamic, and Roman Catholic prophecy. (Now there is a biblical prophecy about 1/3 getting killed in Revelation 9:15, but it is not related to this battle.)

That said, let’s address Constantinople, which is now called Istanbul. Istanbul is controlled by Turkey. And while there is not a biblical reference that points to it being conquered again by other Muslims, like Sahih Muslim 2897, Book 54, Hadith 44 states, some Muslims believe that Constantinople will possibly end up being dominated by false Muslims based on that same hadith. [iii] That may be in line with scriptures related to the betrayal of the coming King of the South (Daniel 11:26,41).

In addition, notice that a Roman Catholic prophecy points to Turks from Constantinople converting and the Europeans pushing out Islam:

Brother Louis Rocco (19th century): All over Europe there will rage terrible civil wars… In Constantinople, the cross will replace the half moon of Moslemism …A Catholic descendant of a German imperial house (Hapsburg?) will rule … [iv]

Brother Louis Rocco (19th century): The southern Slavs will form a great Catholic Empire and drive out of Europe the Turks (Mohammedans), who will withdraw to North Africa and subsequently embrace the Catholic faith.[v]

One of the times this author and his wife were in Turkey, we asked a Muslim guide about the Turks consuming alcohol. The guide stated that this was because the Turks had been a nomadic people and that in various ways there were not “good Muslims.”

While that can be debated, overall, the Turks tend to be a pragmatic people. When the Turks see the power of the European King of the North and the impending doom of the King of the South (whom some may consider as the Imam Mahdi), the Turks look prophesied to betray him. Hence, they, in that sense, could be considered false Muslims who will fulfill that hadith of Sahih Muslim 2897, Book 54, Hadith 44.

The comment about a Habsburg (spelled Hapsburg above) was inserted by a Roman Catholic priest is interesting as a Habsburg descendant could well be the final King of the North Beast from the sea.

So what do we make of all of this?

Well, for the time being, Turkey is moving further away from Europe and closer to the Islamic world (cf. Psalm 83:4-8). But this will not last.

Yes, in time, Turkey will will align with the King of the South. My experience with the Turks (my wife and I have been to Turkey 3 or 4 times) is that they are a pragmatic people. In time, they will see problems with the ambitions of the King of the South. This will lead to one or more leaders in Turkey betraying the King of the South to the European King of the North, who may well be a Habsburg (see also Might German Baron Karl-Theodor zu Guttenberg become the King of the North?).

So, while Recep Tayyip Erdogan’s call for an Islamic alliance will one day take place, Turkey ultimately will align with Europe.

Biblical prophecies concerning Turkey will come to pass.
