In the 2010s, many countries in Central and Eastern Europe (CEE) were competing to become “China’s gateway to Europe.” Fast-forward to today, and nobody is trying to win that title. China lost the CEE region—not only because Beijing didn’t know how to properly manage its relations with the countries from the region, but, most important, because it built those relations largely on the backs of the leaders in power.

This contrasts with the traditional view of China’s diplomacy and way of building bilateral relations, which is supposed to emphasize a broad grooming of local elites that transcends domestic politics, enabling long-term influence even after shifts in power. In the CEE, however, it bet big on particular politicians—and the tumults of democracy largely knocked its favorites out of power.

For a long period, China’s strategy toward the CEE was to build very close ties with those politicians who had already shown a pro-Chinese stance. This approach had its zenith in the 2010s, soon after the establishment of a regional forum for cooperation with China, the 16+1 mechanism. But it also drew China into internal political debates in a region in which negative memories of communism are still raw and controversial. Now, the political landscape has changed to China’s disadvantage, and the recent election of Petr Pavel as the president of the Czech Republic is the latest shift in this direction.

In the past decade, China had a close and loyal friend in Prague, in the person of former President Milos Zeman. While it also tried to win over a few other elites, it didn’t manage to gain broad appeal. Now that Zeman has reached his term limit, China finds itself without any friends in power left but with a country growing increasingly critical of Beijing.

Political falls, of course, can go both ways. Zeman used to be a very close friend of China, so close that in 2015 he appointed Chinese businessman Ye Jianming as his honorary advisor on China. Ye was the chairman of CEFC China Energy, a company that had become, in a short period of time, the main Chinese investor in the Czech Republic, while also dangling the promise of future investments. However, not only did many of these project proposals never materialize, but in 2018 Ye was arrested in China and accused of corruption.

But this little setback didn’t discourage Zeman from his support of China. Although he once criticized China for not delivering on its promises to the Czech Republic, he continued to keep the country’s seat warm within the then-17+1 summit and even circumvented the Ministry of Foreign Affairs and the Czech government in his personal relation with Beijing.

Zeman might have been a friend, but Czech society moved in the opposite political direction, with pro-Western voters and politicians associating China with Zeman and other politicians seen as corrupt or controversial. Zeman has now been replaced by former Gen. Petr Pavel, who said in 2018 that China, together with Russia, posed a greater threat to the security of the Czech Republic than terrorism. Pavel, a former chairman of the NATO Military Committee, wasted no time after his election before speaking, in a phone call, to Taiwanese President Tsai Ing-wen, as Taiwan has come to be seen in quite a few CEE countries as a friend and counterweight to Beijing. With the Czech government already taking a critical stance toward China, Beijing lost what it once considered a friendly capital in the region, one that Chinese President Xi Jinping visited in 2016.

The same pattern has repeated in countries such as Romania and Greece. In Bucharest, Victor Ponta’s tenure as prime minister (2012-2015) saw Romania-China relations experiencing their best moment since the fall of communism, as was the relationship between China and Ponta himself. According to a source familiar with the matter, Ponta encouraged strong but less institutionalized relations between his administration and China, sometimes circumventing the Ministry of Foreign Affairs.

China was happy with this arrangement as long as Ponta’s actions suited its interests. And Ponta seemed to deliver. During the then-16+1 summit in 2013 in Bucharest, Romania signed a series of agreements with China valued at around $8.7 billion. Ponta also participated in all of the 16+1 summits he could and publicly lobbied in favor of China whenever Beijing was mentioned in a discussion. But Ponta’s left-wing party, the Social Democratic Party, was seen by many in the public as corrupt and overly associated with the former ruling Communist Party. His prime ministerial career ended after massive protests following a tragic nightclub fire.

Once Ponta left, relations with China slowly started to deteriorate, only encountering a brief hiatus when another left-wing prime minister, Viorica Dancila, came to power. In the meantime, all the deals promoted in 2013 were abandoned, and after the emergence of tensions between the United States and China and then the Russian invasion of Ukraine, China largely found the door to high-level Romanian politics shut.

In Greece, meanwhile, Alexis Tsipras, prime minister from 2015 to 2019, was an enthusiastic backer of Beijing. In 2019, Tsipras, being among the few European leaders who participated at the second Belt and Road forum, envisioned Greece as a “bridge” between the West and East, being very eager to develop closer relations with China. The same year, Greece joined the then-16+1 mechanism, which then became the 17+1 mechanism. Back in 2016, shipping company COSCO bought a 67 percent stake in Pier I in the port of Piraeus, while in the same year Greece opted not to sign an EU joint statement regarding the South China Sea, taking the same position as Hungary.

After Tsipras left office, though, the new Greek government wasn’t so keen on engaging with China. For example, in 2021, Greece refused to host the 2022 17+1 summit, invoking a range of excuses, even though existing economic links, like the port of Piraeus, prevented a deeper break.

In the Czech Republic, like in Romania or Greece, China focused too much on relations with the leader in power and didn’t invest enough in diversifying its elite ties or public support. On the contrary, in the former communist countries of the CEE, it failed to understand that vast swaths of the population—and the political parties that represented them—would become critical of China if it was seen as too close to leaders with images tainted by populism, authoritarianism, or corruption.

The same thing happened even in Hungary, where Prime Minister Viktor Orban has at least continued to remain in power. The cozy ties between Orban and China, combined with allegations of corruption in some deals with China, expanded the opposition’s ire with Orban toward Beijing, too. For the moment, Orban and China have a symbiotic relationship. Orban uses his country’s good relations with China to leverage his influence inside the EU, while China uses Hungary to brag about its international successes and to maintain some European allies.

In nearby Serbia, the leader story is similar. From time to time, the Serbian government calls Xi a “brother,” President Aleksandar Vucic kisses the Chinese flag, or relations are described through the “iron-clad friends” narrative. Vucic’s bromance with Xi is well known within the CEE and was fruitful for the Serbian president, but in Serbia, like in Hungary, the opposition has started to criticize China’s presence in the country, and in the future there is a risk that China may have no friends in a region that used to seem full of them.

In the CEE region, Beijing’s relations with the leaders in power—who in many cases displayed authoritarian or corrupt practices—tainted China by association, transforming it from a diplomatic to a political subject. In this way, China has made itself into a target for pro-Western segments of the CEE—a majority in most countries.

In other regions of the world, China has been more successful, either by maintaining strong ties to authoritarian governments or by reaching out more broadly among political elites or establishing economic links that can withstand a change of government. But Beijing’s lack of interest in engaging with countries as a whole, in building institutional relations, and in courting public opinion in the CEE region suggests that China lacks a real understanding of how a democracy works and how to build long-lasting ties that go beyond a few China-friendly politicians. It also shows that instead of thinking long term, Beijing prefers easier short-term solutions, in the form of a few politicians it can trust who don’t take much hassle to attract.

Year by year, the political landscape in Central and Eastern Europe is changing, and so is China’s position in the region. From the 16 friends in the CEE region that it seemed to have in 2012, China risks being left one day with almost no country that it can call a friend.

'Most damning evidence': Hunter Biden's full pardon resurfaces decade of controversies, 'influence-peddling'

Hunter Biden’s pardon from President Biden on Sunday doesn’t only apply to his tax and gun charges but gives him sweeping immunity from prosecution dating back ten years to the time Biden served as vice president. 

Hunter Biden’s pardon applies to offenses against the U.S. that Hunter Biden "has committed or may have committed" from Jan. 1, 2014 to Dec. 1, 2024 which encapsulates several controversies surrounding the president’s son and his overseas business dealings. 

BURISMA

Hunter Biden earned millions of dollars serving on the board of the Ukrainian energy company Burisma after joining the company as legal counsel in the spring of 2014 before being elevated to the Board of Directors later that year. 

Biden has claimed he "didn’t stand to gain anything" from the position, which he was appointed to without any experience in the industry, but Republicans have long alleged that Hunter and his father engaged in influence pedaling through Burisma. 

The Bidens were accused by Republicans of having "coerced" Burisma CEO Mykola Zlochevsky to pay them millions of dollarsin exchange for their help in getting the Ukrainian prosecutor investigating the company fired during the Obama administration. 

"Why 2014?" Fox News contributor Andy McCarthy wrote on FoxNews.com this week. "Well, the most damning evidence of the Biden family influence-peddling business occurred in the last years of Joe Biden’s term as vice president – specifically, 2014 through 2016. That, of course, is when the Burisma hijinks began. Indeed, Hunter’s board seat on the corrupt energy company’s board was so manifestly tied to his father’s political influence that, as soon as Biden left office in 2017, Burisma slashed Hunter’s compensation in half."

In addition to the more than $50,000 a month then-Vice President Joe Biden’s son received while serving on Burisma’s board from April 2014 to April 2019, he was also apparently receiving lavish gifts from the company’s founder, according to emails from Hunter’s abandoned laptop that have been verified by Fox News Digital.

CHINA BUSINESS DEALINGS

The pardon from President Biden also encapsulates the timeline of Hunter Biden's controversial business dealings in China, which Republicans have suggested also embodies part of the alleged influence pedaling scheme that was part of the failed effort to impeach President Biden. 

The Biden family netted several million dollars from business dealings in China which began in the 2014-2016 years as part of Hunter Biden's relationship with two Chinese companies, Bohai Harvest RST investment enterprise and CEFC.

The House Oversight Committee told Fox News Digital earlier this year that it can "now confirm Joe Biden met with nearly every foreign national who funneled money to his son, including Russian oligarch Yelena Baturina, Romanian oligarch Kenes Rakishev, Burisma’s corporate secretary Vadym Pozharsky, Jonathan Li of BHR, and CEFC Chairman Ye Jianming."

Biden attended dinners at Washington D.C. restaurant Cafe Milano in Georgtown with Baturina, Rakishev and Pozharsky in 2014 and 2015. Biden also met with Li of BHR in China in 2013. Biden met with Ye at the meeting in 2017, according to testimony from Hunter Biden's ex-business partners Rob Walker and Devon Archer. 

The Biden's connections with Chinese companies continued into 2017.

Joe Biden, on May 3, 2017, spoke at the conference, hosting "A Conversation with the 47th Vice President of the United States Joe Biden." 

Just days after the May 2, 2017, meeting, the now-infamous May 13, 2017, email, which included a discussion of "remuneration packages" for six people in a business deal with a Chinese energy firm. The email appeared to identify Biden as "Chair / Vice Chair depending on agreement with CEFC," in a reference to now-bankrupt CEFC China Energy Co.

The email includes a note that "Hunter has some office expectations he will elaborate." A proposed equity split references "20" for "H" and "10 held by H for the big guy?" with no further details.

Tony Bobulinski, who worked with Hunter Biden to create the joint-venture SinoHawk Holdings with Chinese energy company CEFC, and said he met with Joe Biden in 2017, provided "unshakeable" testimony behind closed doors at the House Oversight and Judiciary Committees earlier this year and claimed that President Biden was the "big guy" referenced in the messages. 

FARA

Hunter Biden's overseas ties have also sparked speculation that he violated public disclose laws under the Foreign Agents Registration Act by not registering as a foreign agent. 

The Justice Department indirectly revealed that Hunter Biden was still under investigation for a potential violation of FARA during his first court appearance in July of last year, in which his "sweetheart" plea deal collapsed.

When asked by federal Judge Maryellen Noreika of the U.S. District Court for the District of Delaware whether the government could bring a charge against Hunter Biden related to FARA, the DOJ prosecutor replied, "Yes."

"Look for Jim Biden to be pardoned next," author Peter Schweizer posted on X this week. "Remember: the family was still under investigation under FARA as the pardon comes down. Might have implicated Joe."

ROMANIA

The Republican-led House Oversight Committee has scrutinized the Biden family's alleged business dealings in Romania dating back to 2015. 

"On September 28, 2015, Vice President Biden welcomed Romanian President Klaus Iohannis to the White House," the House Oversight Committee's website state's. 

"Within five weeks of this meeting, a Romanian businessman involved with a high-profile corruption prosecution in Romania, Gabriel Popoviciu, began depositing a Biden associate’s bank account, which ultimately made their way into Biden family accounts. Popoviciu made sixteen of the seventeen payments, totaling over $3 million, to the Biden associate account while Joe Biden was Vice President.  Biden family accounts ultimately received approximately $1.038 million."

OTHER OVERSEAS BUSINESS DEALINGS

Republicans in Congress have taken issue with Hunter Biden's business presence in other countries, including Kazakhstan and Russia. 

In 2014, according to the House Oversight Committee, a Kazakhstani oligarch "used his Singaporean entity, Novatus Holdings, to wire one of Hunter Biden’s Rosemont Seneca entities $142,300. The very next day—April 23, 2014—the Rosemont Seneca entity transferred the exact same amount of money to a car dealership for a car for Hunter Biden."

Also in 2014, the committee alleged that the Biden family and its associates received $3.5 million from Russia in payments from Baturina, Russia's richest woman. 

TAX AND GUN CHARGES

President Biden's pardon of his son means that he will not face punishment after being convicted earlier this year of making a false statement in the purchase of a gun, making a false statement related to information required to be kept by a federally licensed gun dealer, and possession of a gun by a person who is an unlawful user of or addicted to a controlled substance.

In his tax case, Hunter faced another trial regarding three felony tax offenses and six misdemeanor tax offenses regarding the failure to pay at least $1.4 million in taxes. As jury selection was about to kick off in Los Angeles federal court in September, Hunter entered a surprise guilty plea. 

"Setting aside the fact that President Biden repeatedly stated he would not pardon his son, what I find most troubling is the sweeping nature of this pardon," Alaska GOP Sen. Lisa Murkowski posted on X. 

"Not only is Hunter Biden receiving clemency for multiple felony offenses—for crimes of which he was convicted and pleaded guilty to—he is also being granted immunity from any crimes he ‘has committed or may have committed’ over a more than ten-year period. This decision makes a mockery of our justice system. Everyone must be held accountable for their actions under the law."

"Today, I signed a pardon for my son Hunter," Biden wrote in a statement. "From the day I took office, I said I would not interfere with the Justice Department’s decision-making, and I kept my word even as I have watched my son being selectively, and unfairly, prosecuted."

The president went on to claim that his son was "treated differently" by prosecutors.

"Without aggravating factors like use in a crime, multiple purchases, or buying a weapon as a straw purchaser, people are almost never brought to trial on felony charges solely for how they filled out a gun form," Biden added. "Those who were late paying their taxes because of serious addictions, but paid them back subsequently with interest and penalties, are typically given non-criminal resolutions. It is clear that Hunter was treated differently."

Biden also referenced his son's battle with addiction and blamed "raw politics" for the unraveling of Hunter's plea deal.

"There has been an effort to break Hunter – who has been five and a half years sober, even in the face of unrelenting attacks and selective prosecution," the 82-year-old father wrote. "In trying to break Hunter, they’ve tried to break me – and there’s no reason to believe it will stop here. Enough is enough."

James Biden told the FBI in an interview last year about efforts by him and Hunter Biden to help CEFC China Energy buy a liquid natural gas facility on Monkey Island off the coast of Louisiana, according to explosive new documents made public Wednesday by the House Ways and Means Committee.

"James B noted that RHB [Robert Hunter Biden] portrayed CEFC to him as Chairman Ye was a protégé of President Xi," FBI agents wrote in the report.

Hunter and James Gilliar, his business partner, alluded to President Xi's involvement in approving meetings and ownership shares on two separate occasions.

On May 16, 2017, Gilliar told Hunter business partner Tony Bobulinski: "As I know chairman [Ye Jianming] will come to meet VP [Joe Biden] if he gets approval from no 1 [Xi Jinping]…"

The following day, Bobulinski, who later confirmed that "#1" and "no 1" referred to President Xi, expressed concerns about the Bidens potentially overruling him on corporate decisions.

Hunter responded, "TONY that is what Zang implied - they are both [Zang Jianjun and Ye Jianming] coming to be MY partner to be partners with the Bidens. He [Zang Jianjun] has implied that the #1 [Xi Jinping] has made that clear and available to him."

In other words, the Bidens were paid millions by their Chinese energy partners, effectively operating as unregistered foreign lobbyists, in a business partnership personally approved by Chinese President Xi Jinping, which leveraged the Biden family's connections within the U.S. government to assist China in acquiring U.S. energy assets.

Just a few years ago, these actions by a President and his family would have been considered treasonous.

Biden committed ‘impeachable conduct,’ ‘defrauded United States to enrich his family’: House GOP report

President Biden engaged in "impeachable conduct," House Republicans found in their months-long impeachment inquiry, declaring in their highly anticipated report that he "abused his office" and "defrauded the United States to enrich his family." 

Fox News Digital obtained a copy of the 292-page report prepared by the House Oversight Committee, House Judiciary Committee and House Ways and Means Committee. Those panels have been leading the impeachment inquiry against Biden. 

"The Committees have accumulated evidence demonstrating that President Biden has engaged in impeachable conduct," the report, which lays out evidence gathered to date, says.

The committees said the Biden family and its associates received more than $27 million from foreign individuals or entities since 2014.

The Republicans said the conspiracy took place while Biden was serving as vice president.

Republicans referenced in the report a 2014 dinner that Biden attended for his son, Hunter, with Russian oligarch Yelena Baturina. After the dinner, Baturina wired $3.5 million to Hunter Biden’s firm, Rosemont Seneca Thornton. 

Fox News Digital had previously reported that Biden attended dinners with Hunter Biden’s business associates, including Baturina, in Washington, D.C., at Café Milano in Georgetown in both 2014 and 2015. Biden also met with Jonathan Li of BHR in China in 2013.

"Based on the totality of evidence, it is inconceivable that President Biden did not understand that he was taking part in an effort to enrich his family by abusing his office of public trust," the report states.

"Several witnesses testified that Hunter Biden invoked his father in business dealings with Romanian, Chinese, Kazakhstani, and Ukrainian companies, resulting in millions of dollars flowing to the Biden family," the report states.

House Republicans pointed to the Constitution, saying the remedy for a president’s "flagrant abuse of office is clear: impeachment by the House of Representatives and removal by the Senate."

"Despite the cheapening of the impeachment power by Democrats in recent years, the House’s decision to pursue articles of impeachment must not be made lightly," the report states. "As such, this report endeavors to present the evidence gathered to date so that all Members of the House may assess the extent of President Biden’s corruption." 

House Republicans’ impeachment inquiry report comes weeks after Biden suspended his re-election campaign amid pressure from within the Democratic Party after the first presidential debate in June against former President Trump.

House Republicans have been leading the impeachment inquiry since mid-2023. The full House of Representatives formalized the inquiry in December 2023. 

In June, House Republicans sent criminal referrals to the Justice Department recommending Hunter Biden and James Biden, the president's brother, be charged with making false statements to Congress about "key aspects" of the impeachment inquiry. 

Hunter Biden was found guilty on federal gun charges in Delaware earlier this year, stemming from charges brought against him by Special Counsel David Weiss. His trial on federal tax charges is set to begin in California in September.
