FEATURE: Pay It Forward– The Golden Memories and Projects of UP High Prep Batch ‘74
If your batchmates were to reunite after 50 long years, what's that one thing you'd want to look back on? Would it be the time spent with your friends? The funniest moments during class? The exciting school events? Or would it be the nostalgic smell of Pancit Canton during break times?
For the UP High Prep Batch 1974, it would have been very hard to pick just one, so they decided to honor all those memories on their multiple-day Golden Reunion program. As a way to kick it off, a smaller group of the celebrants had decided that their inaugural activity was to be an offering of flowers to our school statue: The Teacher, who is fondly called Lorna, to honor the guidance and teachings that the UP High Preparatory School imparted. They visited the 7-12 Building on February 23, 2024 and had a short tour of the school grounds after one of their alumni made a short speech in front of the Student Services Office. "I think it's [the flower offering] symbolic of giving back to the school that basically nurtured you, to become who you are today," said Mr. Tomas Maceda, after the speech was concluded. Once they were finished with the tour, they proceeded to the reunion’s luncheon.
The reunion was in the making for about a year during the pandemic before it was finally able to push through. According to Mrs. Celeste Villafuerte, one of the celebrants who organized it, a lot of their batchmates had families or worked in healthcare. Because of this, they not only honored the school during their reunion, but also honored frontline workers. Mrs. Villafuerte also highlighted the importance of accommodation especially for their batchmates coming from overseas.
And so, their batch’s reunion was planned to be three days long, and had a diverse array of activities where their batchmates could pick something that suited their time restraints. The first day would entail a luncheon and an ecumenical prayer service from the Parish Of The Holy Sacrifice and The Church Of The Risen Lord, to pray for their batchmates and fellow Healthcare workers. Their next two days would then be spent relaxing and catching up with each other at a resort in Rizal.
While recounting his favorite memories of the school, Mr. Maceda shared that one of his mentors, Dr. Maria Theresa De Villa, had been his adviser when he was the head of the UP Student Catholic Action (UPSCA) in his fourth year of high school, and was his homeroom teacher in his second year at UP High. "I got the most exposure from her. She [later] became a principal [of UPIS] and a dean [of UP Open University], so you can say that she really has the qualities of a good advisor!"
He also recounted how the merging of UP Prep from Padre Faura, and UP High in Katipunan became another treasured memory of his as a UP high schooler. "Each group has its own kinds of characteristics and way of learning, and then suddenly, in our fourth year, we got exposed to another batch of students. And to be honest, they were very, very good, the UP Prep people. Very, very good."
Mrs. Villafuerte, who was originally from UP Prep, had noted the differences between the curricula of the two high schools. "Yung high school namin, experimental. 20 years lang. Yung mga graduate na una niyan, galing din sa UP High, dinala doon [sa Prep], kasi lahat ng [aming] subjects, for college. Wala kaming Home Economics, wala kaming carpentry. Yung mga subjects namin, Trigo, Geometry, Advanced English, kasi preparation for college... So, iyon, natapos na yung project, pinauwi na kami."
"So, there was a challenge for us to compete academically," continues Mr. Maceda, "to prove which school was better, initially. But when we finished high school, we could not anymore identify ourselves as [either] UP High or UP Prep, [but] only as UP High Prep. And we are proud to say that we are UP High Prep Graduates.”
They also both recalled how the old locations looked, describing the former high school building to be a bungalow-type school with many large pavilions in between. They also shared that the current UPIS 7-12 Building used to be the Narra Residence Hall, a dormitory. The differences between the old buildings and the current UPIS school grounds had left few of the alumni surprised, especially the ones who have been abroad for a while. Mrs. Villafuerte, in particular, expressed her puzzlement over the current K-12 system.
Of course, despite the changes that have happened in the past 50 years, they have still shown their eagerness to support the school by organizing multiple initiatives as a batch. From proposing to install multiple solar panels on the buildings, to gathering funds for the replacements of the computers, and even talking with the principal to provide scholarships to the students, the UP High Prep Batch 1974 have been really walking their talk to give back to the community that nurtured them.
The University Of The Philippines and its students will change and grow over time, but it seems they have never lost the principle of giving back to the community. Article 124 of Family Code
Article 124. The administration and enjoyment of the conju gal partnership property shall belong to both spouses jointly. In case of disagreement, the husband’s decision shall prevail, sub ject to recourse to the court by the wife for proper remedy, which must be availed of within five years from the date of the contract implementing such decision. In the event that one spouse is incapacitated or otherwise unable to participate in the administration of the conjugal proper ties, the other spouse may assume sole powers of administration. These powers do not include disposition or encumbrance without authority of the court or the written consent of the other spouse. In the absence of such authority or consent, the disposition or encumbrance shall be void. However, the transaction shall be con strued as a continuing offer on the part of the consenting spouse and the third person, and may be perfected as a binding contract upon the acceptance by the other spouse or authorization by the court before the offer is withdrawn by either or both offerors. FACTS: On February 10, 1940, spouses Patricio Confesor and Jovita Villafuerte obtained an agricultural loan from Agricultural and Industrial Bank, now Development Bank of the Philippines, in the sum of P2,000, as evidenced by a promissory note of said date whereby they bound themselves jointly and severally to pay the amount in ten equal yearly amortizations.
As the obligation remained unpaid even after the lapse if the ten-year period, Confesor, who was then a member of the Congress of the Philippines, executed a second promissory note on April 11, 1961, expressly acknowledging the said loan and promising to pay the same on or before June 15, 1961.
The spouses still failed to pay the obligation on the specified date. As a result, the DBP filed a complaint on September 11, 1970 in the City Court of Iloilo City. The city court ordered payment from spouses. The CFI of Iloilo reversed the decision. Hence, this petition
ISSUE: Whether or not a promissory which was executed in consideration of a previous promissory note which has already been barred by prescription is valid.
RULING: Yes, the second promissory note is valid because the said promissory note is not a mere acknowledgement of the debt that has prescribed already. Rather, it is a new promise to pay the debt. A new promise is a new cause of action. Although a debt barred by prescription is enforceable, a new contract recognizing and assuming the prescribed debt would be valid and enforceable.

#OnlyOnOneNETnews: A Suspected Construction Worker now surrendered after he was Illegally Bought a Crystal Meth and later escaped in a municipal town of Bacong
BACONG, NEGROS ORIENTAL -- A Person Under Police Custody (PUPC) of the Bacong PNP, who was recently escaped from his detention cell last Wednesday early morning at 3:55am (November 16th, 2022 -- Dumaguete local time). Just before the escape during its localized sentence as 91.7mhz DYGB-FM: Power91FM Dumaguete was first reported that, a local police identifies a 34 y/o single male suspect named John Mike Padios Olitres, known as "Tata Vendetta"; who was a Construction Worker individual from Prk. Sangra, Brgy. Sacsac, Bacong, Negros Oriental.
This was after the anti-illegal drug operation when Olitres bought an elongated transparent plastic sachet containing a crystalline substance believed to be a Methamphetamine (shabu) weighing 0.15g worth PHP1,020 (U$D18) and PHP500 (U$D8.80) buy-bust money last Saturday early morning (October 8th, 2022) at 3:30am. Philippine Drug Enforcement Agency (PDEA) and the Bacong PNP is in custody for Olitres with a violation of Republic Act #9165: Article 2 in Section 5 or the Comprehensive Dangerous Drugs Act of 2002.
He was recently in life sentence with a fine of PHP500,000 (U$D8,740.20) or more, depends the said estimate measurement with his prohibited meth drug according to their Chief of Police in Bacong town named PMaj. Fortunato Sabio Villafuerte, who was assisted overnight per members of the PDEA.
At around a month later, the said date in mid-November 2022... He was temporarily escaped from a detention cell since the jail door behind bars from the custodial facility was not properly locked for now. Olitres travels to Brgy. Potol, Dapitan, Zamboanga del Norte via its disclosed transportation last Saturday morning (November 19th, 2022), while the rest of its corresponding Provincial Police Office is conducting a manhunt operation to re-capture the said suspect. PMaj. Villafuerte had now been alerted to the public about the escape of a PUPC and was asked the said male suspect to surrender for his safety and for his own family.
Dapitan City Police Station (DCPS) fully re-captures a drug peddler suspect (Olitres) at 11am and travels back to Dumaguete, Negros Oriental for a press conference, the same night on Saturday at 8pm. The purpose of Olitres in prison break is to pay a transportation fare first worth PHP2,500 (U$D44) and to buy a new smartphone (with the likes of Xiaomi Redmi Note series for example) after the escape happened in Bacong town. With the said incident, they will strengthen their security measures and the deployment of personnel at the Municipal Police Station between the Bacong and Dapitan PNP.
Olitres’ escape may be subjected to a pre-charge investigation. He was now transferred to the Negros Oriental Provincial Jail (NOPJ) on Sunday, the next day after the said press conference of Negros Oriental Police Provincial Office (NOPPO) for the evasion of Bacong PNP detention cell.

The act drops so, so quickly. It's like Henry, mystery friend of Marco's Henry, is truly a different person from Kieran. He's Dr. Jekyll and Mr. Hyde-ing hardcore in this lovely home, in Xeno's safe space.
"Yes, Xeno," he says — smiling coldly, maliciously, eyes unwaveringly on Cain Glass. Or — it was Cain Glass, for the most important years of Cain's life. Now, it's probably back to Rosales Villafuerte, or Valdez, or Valdez-Rosales Villafuerte. God, what a shame. Cain Glass — well — all names sound better when they end in Glass, even one so Biblically profound and befuddling.
Kieran's mind wanders and meanders. He is remarkably unperturbed.
Moreover, Kieran never made an attempt to learn Cain's first language. He never had the time, he would insist, busy as he was leading and structuring essentially a small town. So he doens't know to laugh when Marco says This is a very dangerous man.
Becuase, you see, Kieran Glass is not a violent man. He doesn't have to be.
"Marco. Cain. Isn't it so strange and so beautiful. in a way, how easy it was for me to get into your home? Why, I didn't have to break a sweat. I was alone with your little pet for nearly half an hour. Anything could have happened. It's like we're really all meant to be family. Hm?"
Marco is busy talking and smiling at Cain when he pushes the door open. His back is turned to the interior, no threat registered, until he sees the look on Cain's face.
When Marco turns, there is a single second when everything is dead silent. And then—
"Hey!" Xeno grins, pointing at Kieran, "Henry's here!"
"Xeno, Xeno—" Marco is furious; Marco is terrified. Instinctively, he puts his arm out in front of Cain. "Xeno, get away from that man."
"What?" Xeno laughs. He thinks this is a joke—it has to be a joke. You see, Marco promised him when he woke up in the hospital, after the facility was shut down, that he was safe now. That nothing bad was going to happen to him again. And this is home. The safest place. Nothing bad can happen here.
Marco doesn't move. (On some subsconcious level, he is aware that only one of the two people he loves is indestructible. He is keeping himself between Cain and Kieran.) He speaks in rapid, pleading Spanish, <<Please, get away from him right now. This is a very dangerous man.>> To Kieran: "What the hell do you think you're doing?"

The Kuirassiers [kur-asi-er]
During The No-Maj Second World War and the Global Wizarding War, many Wizarding Families in Europe were desperate to escape from the chaos of both wars. Many were scared that the Nazi’s treatment of Jews could be an omen of how the non-magical community could treat wizards if their world was discovered. With this era being a hard time for anyone to travel only Families of wealth had the best chance of escaping. Many of these families fled to America, being aware of their strict divide between the magical and non-magical community.
Much of the American Wizarding population however would not be too pleased to have so many new foreign citizens as they saw their former ways of frequently fraternizing with No-Majs as a danger to their hidden community. These families were initially excluded from the mainstream American Wizarding Community, unable to find work or shelter. The families that were once respected and wealthy in their motherland were now ostracized and impoverished.
Some of the European families held out and believed they would eventually blend into the American Wizarding Community, some even charming themselves to hide their accents. Other more prideful families however would band together to stand in opposition of blending in. This would become the birth of the first Wizarding Gangs in America.
Seven notable families of Europe would form a powerful brotherhood due to the lack of American Wizards willing to help them. The Krausman, Devereaux, Tallthorn, Villafuerte, Napier, Bellavance, and Burgess families would form the Brotherhood in 1938 that they would title “The Kuirassiers”. The first intention of the Kuirassiers was to return themselves to their former wealthy lifestyles. Of course coming to America they all had plans of how they would provide for their families once they settled in the new country, but without the trust of Americans and inability to interact with No-Majs this was a lost hope. Now that they had an alliance between each other they felt more protected to preform more unethical ways of acquiring money.
The Tallthorn Family, who were a long line of celebrated Potioneers in Europe, planned to open an Apothecary in New York. But due to the change of circumstances they subsequently sold their ingredients and potions on the Blackmarket to support the Kuirassiers. And the Burgess Family twins, Murcuria and Diomedo, were extremely cunning and would often pick-pocket No-Majs with the help of the Confudus Charm. Vivienne Bellavance, being a finalist in the 1919 French Dueling Championship, taught her new comrades everything they’d need to know about combative magic incase they were caught by Aurors. These minor offenses would grow as the Kuirassier’s greed and resentment towards Americans would.
In 1941, the Kuirassiers robbed the Chicago Wizarding Nighclub, The Proud Pixie, under the guise of masks. The attack started with the Kuirassiers throwing a combustible Drowsiness Draught into the club causing all the attendants to fall into magically induced sleep. They then stole all money and valuables from both the club and the club goers. This was the onset of the Kuirassiers committing more extreme crimes. As the gang continued to rise to power and wealth they gathered the interest of American witches and wizards who also desired wealth and authority or protection. The Kuirassiers initially turned away the volunteers finding it ironic that these Americans wanted to work for them, but then discussed the benefits it would have to followers.
The Kuirassiers began to allow witches and wizards to join their gang starting at the lowest rank, where if they wanted to make it in officially they would have to preform all three Unforgivable Curses on an innocent victim (usually a kidnapped No-Maj). With some of their new members being wizards and witches of influence in America they created a disguise for Kuirassiers, the disguise would be ornate masks that were both luxurious and horrifying. The mask were a symbol of how much dirty money the Original Families had made (a slap in the face to Americans who had turned them away) and also a symbol that would induce fear. The ranking identification of the Kuirassiers was simple, the more opulent the mask the higher the rank, with the Inner Circle Heads having the most lavishness. Upon confiscating the mask of captured Kuirassiers, the Department of Magical Law Enforcement found that the mask were heavily enchanted to be see through for the wearer. This was coupled with an enchantment that caused anyone who isn’t loyal to the Kuirassiers puts one of the mask on they will be inflicted a lethal curse.
This is the time when the Kuirassiers started to gain territory in low income communities occupied by witches and wizards across the north eastern States, who they would offer “protection” from other gangs for a price (however the protection was often from the Kuirassiers themselves). The Kuirassiers had become a serious threat to MACUSA who’s Magical Law Enforcement Department became their biggest foe.
The Kuirassiers intended to continue their gang’s Inner Circle through their children who they forbade to go to Ilvermorny and instead obtained private tutors for them (who were more experienced in Dark Magic than most tutors) and would also be taught by their parents to resent Americans for their discrimination. The leadership of the gang would stay within the original seven families (the seven families having arranged marriages and having children together) with the closest an outsider getting is Captain of Infantry.
In modern day the Kuirassiers are still the most prominent Organization in America’s Wizarding Underground having ties in the Blackmarket, prostitution and gambling. None of the original Family Heads are still alive with the first to pass being Duke Napier, who would start the tradition of a Inner Circle Head passing down their mask to their Successor, in this case Napier’s first daughter Samoanna Napier. The Kuirassiers may have a new generation of leaders but their reign over the Wizarding Underground has not wavered and are still one of MACUSA’s biggest adversaries.

“The Journey of our Future President”
Maria Leonor Santo Tomas Gerona Robredo, the 14th Vice president of the Philippines was born on April 23, 1965 in Naga, Camarines Sur, Philippines. She is the first of three children of Regional Trial Court Judge Antonio Gerona and Salvacion Santo Tomas. She completed both her elementary and highschool education at the Universidad de Sta. Isabel in Naga. She then went to Manila to study economics at the University of the Philippines Diliman, in 1986 she earned her degree in economics. In the following year, Leni got married to Jesse Robredo whom she met on her work at Bicol River Basin Development. A year later, their eldest daughter Jessica Marie “Aika'' Robredo was born. While being a first time mom, Leni still pursued attending her law school at the University of Nueva Caceres, in the year 1992, she graduated. Two years later, their second daughter Janine Patricia “Tricia” Robredo was born. In 1996, Leni passed the bar exams in her second attempt. A year after, Robredo started serving in the Public Attorney's Office. In 2000, their youngest daughter Jillian Therese Robredo was born.
From 1998 until 2008, Robredo became the coordinator of the Sentro ng Alternatibong Lingap Panligan or popularly known as SALIGAN which is a Naga-based legal support group that aims to encourage young legal professionals to help provide legal services to people living in the rural communities. Unfortunately in the year 2012, her husband Jesse Robredo, the Philippine Interior Secretary died from a plane crash. The Piper PA-34 Seneca light aircraft crashed in the sea near the island of Masbate, Philippines. Robredo along with the two other passengers who were flying from Lapu-Lapu City to Naga, Camarines Sur were killed in the incident. After what happened, Leni then continued to be strong for her 3 daughters and a few months later, she became the chairperson of the Liberal Party in Camarines Sur. In 2013, Robredo ran in Camarines Sur’s 3rd congressional district against Nelly Favis-Villafuerte who was a member of the Villafuerte who was known by their family dynasty. During her time in the congress, she was also the vice chairman of the House of committees on public accountability, good governance, revision of laws, and other 11 house panels. During those years, Robredo was able to become the co-authors of many bills such as RA10633, HB02630, RA10651, HB04968, RA10717, HB06132, and many more. In 2015, she surprised the nation with the news that she would run as the Vice President of the Philippines with Mar Roxas as his presidential running mate under the Liberal Party. Robredo won the election with 14,418,817 votes defeating her rival, former Senator Ferdinand Marcos Jr. Robredo then was appointed to lead the government agency that focuses on housing programs. Through her term, Robredo was able to do a lot of things especially when the pandemic hit our country. Under the Office of the Vice President (OVP), she was able to provide free shuttle services for frontline workers, free swab tests, free telehealth services, and personal protective equipment. She even raised funds and was able to raise a total of 17.3 million php which was used for relief operations across the country.
On October 7, 2021 she officially announced that she will be running as the president for the 2022 national elections as an independent candidate. A few hours later, her camp revealed that she picked the senator and Liberal Party president Francis “Kiko” Pangilinan as her running mate. On February 8, 2022 the official campaign started and Leni along with her team kickstarted their campaign in Leni's hometown, Naga, Camarines Sur. This was followed by more campaigns that took place in Libmanan, Camarines Sur, in Quezon Memorial Circle at Quezon City which was dubbed as the “Pink Sunday” event as it took place on February 13, 2022. After that, Leni then campaigned in the provinces of Capiz, Aklan, and Mindanao and was followed with a rally and caravan in Iligan. Following that, Leni flew to Iloilo to campaign at the Iloilo Sports Complex which held an estimated 40,000 supporters which was preceded with campaigns in Manila and Cavite and just recently, Robredo’s campaign held their largest rally yet that took place at Ortigas Center in Pasig which was called as the “Pasiglaban grand rally” that held an estimated amount of 137,000 attendees. All of these are proof that many people are really rooting for Robredo as the next president of the Philippines and if she wins, she will become the 17th President of the country.
She really is someone that I believe can lead the country very well. The amount of bills and projects she has done for the Filipino people just proves that she is someone that is not just hungry for the power and entitlement to be the president but someone who really loves the nation and the people living in it. Even just seeing her on TV screens, I can’t help but get goosebumps as she radiates hopefulness, something that the Filipinos really need especially in this time and I believe that if we as a nation, help and support her, we will be living in a much safer and better country.

Colorado among 33 states that exempt clergy from reporting abuse
A loophole in Colorado law allows clergymen to avoid reporting suspected child abuse. The state is now one of 33 that exempt clergy from mandatory reporting laws about alleged child abuse, an Associated Press review found. The loophole has allowed for the continued prosecution of child sex abuse cases for years, according to an AP analysis. In many of these instances, the exemption was utilized to protect religious organizations from both civil and criminal responsibility after the crime came to light in the secular community. Some proponents of the clergy privilege argue that abolishing it will not make children any safer. They claim that abusers being able to report privately to clergy encourages confession and often leads to stoppage of abuse. In the past two decades, state lawmakers have proposed over 130 bills seeking to create or amend child sex abuse reporting laws. However, all of these bills either targeted the loophole and failed to close it or amended the mandatory reporting statute without touching the clergy privilege - despite strong opposition from religious groups. The Colorado legislature recently passed a law that allows victims of child sexual abuse to file civil lawsuits against their assailants. It's already being utilized in claims of sex abuse within the church, but it does not address mandatory reporting. Colorado's current statute lists 39 professions that are required by law to report any indications of child abuse. Clergy members from any religion are on the list, but they are expressly excluded from reporting what they learn in "confidential communications" as determined by the church - for example, a Catholic priest hearing of abuse during a parishioner's confession. The state is now reevaluating the legislation. Since 1987, Colorado's mandatory reporting law has been modified 31 times, but the clergy privilege was never specifically targeted before. In 2024, a new commission will investigate the statute and report back to the state. The task force will last two years and analyze the law's efficacy and problems. It was formed as a result of a Colorado Child Protection Ombudsman Office research that revealed an uneven understanding of the law, a broken system of mandatory reporter trainings, and a general lack of assistance for mandatory reporters in performing their duties — specifically, reporting suspected child abuse and neglect. The study also “raised questions of whether mandatory reporting disproportionately impacts families of color, under-resourced communities and individuals with disabilities, and how best to support such groups,” according to the report. As stated in the law, 30 members must be appointed to the task force by December 1. This is one of two new statewide task forces charged with addressing children's issues. The second task force will research more efficient methods for when children run away from foster care or psychiatric/behavioral centers. The task forces “will center on the experience and voices of family and youth to ensure those who experience these systems have direct input on how these systems can work better,” Child Protection Ombudsman Stephanie Villafuerte said in her office’s annual report.

It also shows that when they support someone, they will continue whether they win or lose against their opponents. Fuentebella is a patriarch who ruled the 4th district of Camarines Sur for decades. The data shows how the battle of Villafuerte and Fuentebella took place in Bicol. In the long run, this will be a big trouble for the people because in the first place, if their endorsed leader has a problem, they will be blamed for slow development, poor communications, and bad leadership.

According to Bloomberg, this statistical data shows that Political Dynasties here in the Philippines started in the early 1900s with Osmena and Aquino in the 1920s. Other families such as Marcos, Estrada, and Villar started to grow from the 1960s.The good thing in these data is that we can easily identify what is the longest running family. We hope someone will realize that the government is a very serious matter and don’t vote for anyone because he/she is an actor, singer, rich, etc. Government is all about the leadership of an area, country, nation, etc. that will be responsible for the major developments in home, business, industry, and to the transportation that serves hundreds of thousands of people daily. Good governance will result in the good economic growth that many Filipinos dreamed of from the Marcos era.

The data shows that 2013 midterm elections showed that from 80 provinces that elected members of the House of Representatives, 74 percent of the members came from various family dynasties. This really shows that the government would be ineffective in implementing a law since there will be difficulties in reading, passing, and official usage. They will not be enough to countervailing the responsibility they will serve. Overall, the data shows that Political Dynasties won’t help us unless they change the system they are doing right now and become better leaders and members of the Republic of the Philippines. Let’s learn the past and vote wisely for our futures. Promises are only promises to them but will not plan in the actual terms.

MANILA – Department of Environment and Natural Resources (DENR) Secretary Roy Cimatu said dredging of sandbars along a narrow section of the 94-kilometer Bicol River will start on March 23.
"TF BBB's rehabilitation efforts on the Bicol River completes the triumvirate targets to which we have committed ourselves to complete within the term of President Rodrigo Roa Duterte for Cagayan River, Marikina River, and Bicol River," Cimatu said in a news release on Sunday.
Cimatu, also chairman of the Task Force Build Back Better (TF BBB), said the task force has early on mounted activities, such as easement recovery and river bank stabilization efforts through planting and raising of bamboos, prior to the March 23 launch.
"In fact, 49,509 bamboo seedlings have already been planted by some 850 beneficiaries of the Department of Social Welfare and Development (DSWD) which provided some 1,000 food packs for these planter-volunteers," Cimatu said.
The area planted with bamboo covers a total of 173 hectares located in 33 barangays -- one in Catanduanes, 24 in Camarines Sur, four in Camarines Norte, and four in Albay.
The DSWD is also expected to provide additional 1,000 food packs for its beneficiaries tapped for the planting activity through its food-for-work initiative under the Pantawid Pamilyang Pilipino Program.
The beneficiaries will receive family food packs on the last day of planting activities.
Cimatu said at least 171 lots have been identified by the National Housing Authority (NHA) for resettlement of informal settlers affected by the Bicol River flooding during the onslaught of Typhoons Ulysses and Rolly in 2020.
He said he will be represented by DENR Undersecretary Rodolfo Garcia during the ceremonial launch of dredging and massive bamboo planting activities in Camaligan, Camarines Sur.
Garcia will be joined by Camarines Sur Governor Miguel Luis Villafuerte and NHA General Manager Marcelino Escalada Jr., who also heads the TF BBB in Bicol Region.
The DPWH has estimated around 58,235 cubic meters of deposited sand materials will be dredged from the middle section of Bicol River.
Citing the DPWH figures, DENR Regional Executive Director for Region 5 (Bicol) Antonio Abawag said the Camaligan portion of Bicol River constricted from ideal width of 80 meters to current 31 meters.
DPWH-Bicol Region Assistant Director Gerald Pacanan said the dredging will also require a depth of five meters to restore the river’s natural flow rate.
Pacanan reported that the dredging activity will require 281 days using two amphibious excavators, which have a capacity of 17.28 cubic meters per hour each, for a total of 1,686 working hours at six hours per day.
He said the completion can be achieved in 52 days if a bigger multi-purpose amphibious excavator with a capacity of 153 cubic meters per hour can be added to the two excavators, resulting in reduced total working hours of 311 hours at six hours per day.
The Bicol River is the 8th largest river in the country in terms of drainage basin size.
It encompasses 90 percent of Camarines Sur and Albay, while the rest lies in Camarines Norte. (PR)

Did you know that an average person living especially in Manila spends between 90 and 150 minutes commuting every day? And the average statistics don’t take into consideration the hours added to the time spent on traffic during times when it’s payday Friday or a rainy day that floods half the roads in Manila.
So when someone said Filipinos are lazy, I beg to disagree because I see many Filipinos bearing the traffic everyday so they can provide for their families. Some even go abroad and leave their families, working more than 18 hours a day so they can earn more and send money.
