So a few people have asked me why
im not excited for the new fallout, and why I adamantly believe Fallout 3 and 4 are bad fallout games. Here goes.
Fallout games were originally games discussing the various flaws of humanity as evidenced or illuminated by the universe. Fallout 1, while establishing the universe, examined a lot of the issues regarding blind patriotism and nationalism- It also spent a lot of effort to create a world that was desolate, lonely, and "wild west" in terms of it's morality.
Fallout 2 expanded upon the nationalism concept, by making the primary antagonist group the literal embodiment of what many modern americans are/were worried a tyrannical U.S. Gov't would look like. Moreover, it raised several questions through the main questline regarding the ideas of the "good of the few" over the "good of the many"- A twist on the red panic and concerns regarding communism / capitalism and how that might look in a world devoid of any real resources
Fallout New Vegas, which was written and dev'd by the same people that did fallout 1 and 2 (though under a different company name), explored concepts of the human vices of lust and greed (Lust not necessarily just referring to sexuality, in this case.) It also brought, although admittedly poorly, the question of "efficient function" or "ethical function" in the dichotomy between the NCR which could barely function under it's own bureocratic weight or the legion, which was monsterous but (objectively speaking) actually ran their territory with surprising proficiency.
Fallout 3, on the other hand, didn't raise any of these moral dilemmas or questions. hell, fallout 3 wasn't even ABOUT you. It was about your dad. The entire story has you following your dad's footsteps and finding out about the neat stuff your dad did, or cleaning up the fallout (if you'll excuse the puns) from his actions
Even the climactic fight scene at the end where (assuming you sided with the B.O.S.) you activate Liberty prime wasn't really about you. You stood in the back while Lyons gave this big speech and lead a charge of Paladins supporting a literal giant american mech with nukes and all you really got was a "thanks, we couldn't have done this without you"
Fallout 4 wasn't even really an RPG, but rather just a story-driven first person shooter with a few RPG elements. There was no skill system aside from the mutilated perks, no clever way around many of the encounters.
Fallout 4 and Fallout 3 are also the only games in the series that have MANDATORY fights. As in, there isn't a single coded method to avoid the fight without it resorting to violence. Meaning that if you wanted to roleplay a suave, silver tongued scoundrel who never raised a weapon but was able to schmooze their way to victory, you literally couldn't do it in those games.
Which, of course, brings up the issue of whether or not you could ever actually "roleplay" in Fallout 3 and 4 properly, considering the fact that your character's background and biographies are entirely spelled out for you without you being able to really do anything with it.
What if i wanted my sole survivor to be gay? What if i didn't want kids? Nope. Had to be in a cis-het marriage with a child.
In other words, Fallout 3 and fallout 4 are both "passable - to - good" quality shooters that happen to take place in the Fallout universe, while ignoring the deeper angles of morality, desperation, desolation, and player agency which the series was originally founded upon.
This bypassing over the central them of a universe isn't unique to fallout, but it's exceptionally poignant in a game where the Very first cutscene in the series makes a mockery of the execution of Viet Cong officer Nguyen Van Lem. like... they took a famous scene of the execuction of a political / military prisoner that was one of the most infamous and shocking images of the 60's and made it into a gallows joke, where two power armored U.S. soldiers execute someone in the exact same fashion then keep shooting his body and laughing, and wave a friendly hello to the camera. Then in big bubble letters it says "CHEER ON OUR BOYS FIGHTING FOR AMERICA!!!"
So you go from that in fallout 1, to Fallout 3 and 4's unironic narrative regarding the minute men and how great america is in universe, and you can see what I'm talking about.
And you wanna know the thing that's even more frustrating to me?
I'm 27. I wasn't even brewin' in the womb when the red panic and vietnam were in full force, both *massive* influences to the setting and catalysts for the ethical problems pervasive in the wasteland. Hell, more than that? I -am- a guy who signed up with the U.S. military out of love for my country.
So how the hell am I understanding this nuance and symbolism better than the devs at Bethesda?
Which leads me to the core of my feelings on the series since Bethesda picked it up:
I would have probably really liked Fallout 3 and 4, had they not actually been labeled "Fallout." Because they are decent games.... But they're really bad FALLOUT games.

The NOFSE Team utilize child right programming network and focuses on rehabilitation and protection of children who have been either affected by disasters or emergencies or conflict, have been under the radar of exploitation and trafficking or have been forced into the worst forms of labor.
Some of the most important activities of NOFSE for child protection, development and care are-

Building child resilience by self-disciplinary and self-defense activities

NOFSE, since its establishment had certain goals which they have effectively fulfilled in the last 5 years or so. Mobile School – If children cannot reach school Mobile School will reach them. The mobile school was created by the NOFSE for the street children who beg on the streets. Mobile School is nothing but a big van with ample teaching activities goes to different streets to teach the underprivileged street children.
National Public School, Bihar – The National Public School in Bihar is the first of its kind of School created by NOFSE which provides free education to over 60 students from Karmauni Village who come from destitute family.
Empower – Empower is a National Training Centre at Vijay Nagar in New Delhi by NOFSE which trains basic computer skills to 30 students of North Campus of Delhi University who are visually challenged. With Computer training, soft skills, interview skills, and confidence-building measures are also taught to these blind students.
Cure India – Cure India is an initiative by NOFSE in response to the heart-rending challenges facing the nation in its quest for development in the healthcare section of our society. Besides organizing regular health camps for the needy people, it provides managerial assistance and medical training to government organization and the private sector agencies. National NGO provides free medical treatment to persons with critical ailments. NOFSE receive cases from all over India and till date have assisted over 70 patients with new patients coming in every week.
Seva Bhawan – NOFSE has also made a place where patients and their families can have a stay when the home is far away. The Seva Bhawan accommodation facility offers patients and family members to stay during the treatment period. The Seva Bhawan also provides nutritional food as per the advice of the doctors.
Inder – Inder is a rehabilitation center at Tuglakabad in Delhi NCR region which provides free services to over 60 underprivileged and differently able children to develop their personality by overcoming its weakness to live a normal life in the society. The rehabilitation centre provides Neurodevelopment treatment which is an advanced therapeutic approach practiced by experienced Physical Therapist.
With all these successful projects, NOFSE has really grown as the best NGO’s in Delhi NCR region. Within just a span of 6 years, NOFSE is now one of the most renowned NGO in our country.

CALOOCAN CITY, March 23 (PIA) -- To encourage public confidence in COVID-19 vaccines, San Juan City Mayor Francis Zamora today led the city's third round of vaccination rollout for the city’s healthcare workers at the FilOil Flying V Centre (San Juan Arena).
“While this is my first time to attend the actual vaccination rollout to our frontliners, I have been on top of it while on quarantine. I am happy with how the first two were executed, but I am glad to finally be present and see it for myself,” Mayor Francis said of the rollout under prioritization number A1.5 of the National Task Force Advisory No. 20.
Both medical frontliners working in public hospitals and private clinics were scheduled for their first jabs. Individuals who registered under the Priority Group A1.5 are also in line for inoculation today.
These include DOH employees who are swabbers, contact tracers, and emergency transport officers, employees of the City Health Office, DepEd healthcare workers in local health and nutrition sections, Disaster Risk Reduction and Management Office employees working as swabbers, contact tracers, and emergency transport officers, City Social Welfare and Development Employees, Barangay Health Workers and members of the Barangay Health Emergency Response Team (BHERT) who are directly involved with the city's COVID-19 response.
Around 629 frontliners received their vaccine of choice either with Sinovac's CoronaVac slated in the morning or AstraZeneca, given in the afternoon.
This is the third day of vaccination rollout to San Juan City frontliners, but a first for Mayor Zamora to personally attend and oversee since he finished his quarantine from March 1-14. The first rollout was done last March 6, with health care workers receiving vaccines made by SinoVac and March 11, where they were given choices between AstraZeneca and Sinovac.
“Sa mga babakunahan ngayon, congratulations po!” Mayor Zamora told the healthcare and frontline workers.
First to get vaccinated today was Dr. Margaret Aguilar, an ophthalmologist from San Juan Medical Center. Dr. Aguilar said she decided to get the vaccine because she wants to protect her patients and herself as well.
"I chose SinoVac because it really doesn't matter what brand we get, what matters is the protection we receive from the vaccine. I see patients so I want to make sure I protect them by protecting myself," Dr. Aguilar said.
As of March 11, 2021, 181 medical workers from SJMC received the China-made vaccines while 143 received the Oxford-made jabs. Medical staff from St. Martin de Porres Charity Hospital and Cardinal Santos Medical Center have also previously received their first doses of the COVID-19 vaccine.
So far, San Juan City was able to receive 1,128 doses of SinoVac which is good for 614 health workers and 52 vials of AstraZeneca that can cover 520 health workers. The city aims to finish inoculating the 3,456 HCWs who registered to get vaccinated by Friday, March 26, 2021. Once the government delivers its next batch of vaccines by end of March, the city will move forward to vaccinating its senior citizens.
“We are guaranteeing 100% vaccination sa bawat San Juaneñong gustong magpabakuna,” Mayor Zamora declared. The 100,000 doses of AstraZeneca that the city procured are set to arrive on the third quarter 2021.
Meanwhile, San Juan City has started implementing stricter rules to its residents after the surge of infections in the last few weeks in Greater Manila Area. As of March 22, 2021, San Juan has 451 active cases.
To address the rise in cases, the city carried out a 10PM to 5AM curfew as well as reverting back to 50% capacity for hotels, restaurants, fast food establishments, tutorial and review centers, barbershops, salons, and pet grooming centers.
San Juan City also has mandatory safety measures and health ordinances in effect like the New Normal Ordinance, Anti-spitting ordinance, and wearing of face masks and face shield ordinance that aim to curb the infection rate of COVID-19.
The local government will also distribute its 16th wave of food packs starting Friday, March 26, 2021, to minimize the number of people going out to buy groceries.
Mayor Zamora said that as of today, the city can still accommodate patients.
“As of now, SJMC is at 50 percent capacity, Kalinga Center is at 85 percent capacity, and San Juan National High School is at 65 percent capacity. Hindi pa kami kinakapos, but we are already preparing and we are about to open an additional quarantine facility in partnership with DPWH. We will be using container vans with 26 units, each with their own aircondition, toilet and bath,” he explained. It will also have its own X-Ray. The new quarantine facility will be manned by staff from the city health office.
Despite this, Mayor Zamora still appeals to his constituents to follow the guidelines set by IATF resolution no. 104 and the city ordinances, saying, “I am asking every San Juaneño to not be complacent even if the vaccine is already here. We are seeing an unprecedented rise in cases with new variants so we should continue to work together and follow minimum public health standards so we can manage our cases,” he said.
He also asked residents to register to the city’s vaccination program that will protect them from severe effects of COVID-19. “Huwag niyo sanang sayangin ang pagkakataong ito na mabakunahan kayo dahil ito ay limitado. Ayoko pong maranasan ninyo ang naranasan kong malayo ng dalawang linggo sa aking pamilya at sa inyong lahat," he stated.
As of 8 a.m. of March 23, 2021, there were 35,805 total registrants in San Juan City’s COVID-19 Vaccination Registration or 41.93 percent of the target population of 85,400 individuals to get vaccinated or 70 percent of the total population of the city to achieve herd immunity. (PIA NCR)

PASIG CITY, Nov. 16 (PIA) -- The United States Agency for International Development (USAID) TB Platforms, in in partnership with the City Government of Manila, Center for Health Development National Capital Region (CHD-NCR), and the Philippine Business for Social Progress (PBSP) continues to conduct active case finding (ACF) activities for COVID-19 and tuberculosis in the City of Manila. 
Since the start of the COVID-19 community quarantine, USAID’s TB Platforms has been providing technical assistance to the city government thru its City Health Office for a strengthened TB response amid the pandemic. 
In line with this, USAID’s TB Platforms NCR team participated in the conduct of free swab testing and chest X-ray for the enlisted transport groups in Baseco Compound, Tondo Manila as well as for the market vendors in Pritil Market.
According to USAID’s TB Platforms, the PBSP ACCESSTB supported the activity and provided two (2) mobile CxR vans. In Baseco Compound, around 300 individuals participated in the COVID-19 and TB ACF activity.  A total of 235 tricycle and jeepney drivers benefitted from the free X-ray during the ACF activity.
Likewise, the City Health Office recorded a total of 119 swab test recipients. and received free x-ray for tricycle and jeepney drivers. For Pritil Market, a total of 285 individuals were screened. Patients with more than two (2) weeks of TB symptoms and those who were x-ray positive were collected with sputum and were sent for GeneXpert testing. 
“Aside from our launched targeted mass swab testing, [the] Manila Health Department also has free chest x-rays for other stakeholders in other areas. This is what we have done with the help of the United States Agency for International Development (USAID). Thank you very much! May we at least be able to give some serenity to you, your families and our customers here in Manila City,” shared Manila Mayor Francisco ‘Isko Moreno’ Domagoso.
Likewise, Mayor Isko uses his social media platforms in announcing the free swab testing and chest x-ray for his constituents. 
The USAID’s TB Platforms provides technical assistance to local government units in strengthening their TB response during the COVID-19 community quarantine.

CALOCOAN CITY, Nov. 6 (PIA) -- The City Government of Navotas on Thursday opened its third community isolation facility (CIF) to shelter residents with suspected or confirmed Coronavirus Disease 2019 or COVID-19.
The city government, in partnership with the Department of Public Works and Highways (DPWH), converted 50 40-footer container vans into a 200 bed-capacity isolation facility at the Navotas Centennial Park.
Navotas has two existing CIFs at the Navotas National High School and Navotas Polytechnic College, which can accommodate 210 patients.
Each unit at CIF3 is furnished with a bed, table and chair, toilet and bath, air conditioning unit, and NavoConnect wi-fi.
The facility also has CCTV cameras for easy monitoring of patients and to limit physical visits of medical staff.
According to Mayor Toby Tiangco, the CIF3 will house close contacts of COVID-positive patients who have undergone swab testing.
"The CIF3 will serve as temporary shelter of close contacts who are waiting for their test results. We want them to spend their quarantine in this facility to ensure the safety of their families or those they live with," Mayor Toby explained.
"We also want to be prepared in case the Department of Education proceeds with its plan to resume face-to-face classes in January next year. Our first two CIFs are educational institutions and we are not sure up to when we can use them as isolation facilities,” Tiangco added. 
Meanwhile, Congressman John Rey Tiangco expressed his gratitude to the national government for its continued assistance to Navotas.
"On August 8, we recorded 1,760 active cases, our highest number so far. Back then, all of us were neck-deep in work. But because of the steadfast support of our national government--from supplying testing kits to providing isolation facilities--we were able to significantly reduce our COVID cases," he said.
As of November 5, Navotas has 57 active cases, 149 deaths, and 4,953 recoveries. It has also conducted 37,533 swab tests.
Present during the inauguration were COVID-19 testing czar Sec. Vince Dizon; Department of Public Works and Highways Usec. Roberto Bernardo; Metropolitan Manila Development Authority general manager Jojo Garcia; and Department of Health-National Capital Region Director Dr. Corazon Flores. (PIA NCR)

QUEZON CITY, Oct. 30 (PIA) -- The Department of Environment and Natural Resources (DENR) will be closely coordinating with the Bureau of Customs (BOC) and the Department of Justice for the filing of appropriate criminal charges against the exporter and consignee of the illegal waste shipments from the United States that was recently intercepted at the Subic Bay Freeport.
In a statement, the DENR said the shipments—consisting of 30 container vans—arrived in Subic mid-October under the name VIPA Incorporated and was consigned to Bataan 2020 Inc., with business address in Baesa, Quezon City. The manifesto declared that the cargo was “American old corrugated cartons for repulping.”
But an examination of the initial five containers by the BOC and the DENR revealed “prohibited materials which were illegally imported.”
On October 22, DENR officials, Undersecretary for Solid Waste Management and Local Government Units Concerns Benny D. Antiporda and Undersecretary for Special Concerns Edilberto Leonardo went to Subic to inspect the shipment.
According to Antiporda, the waste materials found in the container vans were a mix of plastic, paper and some face masks which are in violation of DENR Administrative Order No. 2013-22 or the Revised Procedures and Standards for the Management of Hazardous Wastes.
“Because of our experiences in these illegal shipments, such as those from Canada and South Korea, it is now much easier for the government to monitor and control banned activities,” Antiporda said, adding that should the concerned companies be found liable, it will be their responsibility to return the wastes to their source at their own expense.
The shipment is also in violation of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, which prohibits the transboundary movement of hazardous waste and import of mixed and municipal waste.
Adopted in 1989, the convention is aimed at protecting human health and the environment against the adverse effects of hazardous wastes.
The BOC is set to open all 30 container vans to determine the specific cases to be filed against the exporter and the consignee.  (DENR/PIA-NCR)

CALOOCAN CITY, April 5 (PIA) -- The Joint Task Force Corona Virus Shield (JTF CV Shield) has tapped the Highway Patrol Group (HPG) in securing cargoes travelling along major thoroughfares in Luzon where the Enhanced Community Quarantine (ECQ) is in place, as approved earlier by the Chief PNP General Archie Francisco Gamboa.
The JTF CV Shield is the enforcement arm of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID). It is composed of the Philippine National Police, Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG) and the Bureau of Fire Protection (BFP).
Police Lt. Gen. Guillermo Lorenzo Eleazar, JTF CV Shield commander, said the decision to deploy HPG personnel was done to further facilitate the unhampered and unimpeded movement of cargoes that deliver food and other basic needs amid the strict implementation of home quarantine rules.
Based on the JTF CV Shield plan, the PNP-HPG is tasked to set up Dedicated Control Points or DCPs on provincial boundaries and other strategic areas where cargo vehicles usually travel.
The DCPs could be set up in the existing Quarantine Control Points or QCPs.  But once it is done, the QCPS will be immediately be converted to DCPs and will be manned and under the supervision of HPG personnel.
QCPs, it was recalled, are manned by policemen and soldiers and have been in charge on the inspection of both the private and cargo vehicles, as well as in ensuring that only Authorized Persons Outside Residence (APOR) are allowed to pass. QCPs are usually set up at the boundaries between municipalities or cities and manned by the local police.
"HPG units were also given the leeway to set up DCPs in areas which they deem strategic; it does not necessarily mean that the DCPs will only be set up on provincial boundaries,” Eleazar said.
The establishment of the DCPs will aide all vehicles carrying cargoes (trucks, vans, pick-up and jeepneys) and are exempted from being flagged down or checked at the QCPs. The inspection of cargo vehicles will only be done at the DCPs, and only if necessary, he added
"The objective here is to ensure that deliveries of food and other basic goods are not subjected to unnecessary and redundant inspections which are the usual reason of the delay,” he said.
"But what is important is this rule: Cargo vehicles will only be inspected at HPG-manned and HPG-supervised Dedicated Control Points, and inspection will only be done if necessary. These cargo vehicles must not be flagged down or inspected at the QCPs,” he added.
Eleazar said the Chief PNP already instructed all leaders of the HPG teams that will man the DCPs to coordinate with the local commanders, especially with the provincial directors, to establish clear guidelines on the matter.
Coordination with the NCRPO was also ordered for all the cargo vehicles entering or passing Metro Manila.
"We understand that HPG units have limited personnel, that is why our Chief PNP said that the HPG team leaders can also request for augmentation from local police units in manning the Dedicated Control Points,” he said.
Initially, PLt.Gen. Eleazar said the DCPs will only be set up in Luzon but he said this will be expanded in the Visayas and Mindanao as soon as possible.
In case of concerns and problems relating to the movement of cargoes, drivers and owners of cargo vehicles could call the HPG hotline: 0926-2255474.
"We activated this hotline specifically for the concerns and for any complaints of drivers and owners of cargo vehicles. We assure them that we will immediately address any of their concerns relating to cargo transport,” he added. (PIA NCR)

KIDAPAWAN CITY – Mayor Joseph Evangelista on Friday suspended classes in all levels, both public and private schools here as part of the preventive measures against coronavirus 2019 (Covid-19). The suspension of classes, contained in an executive order, took effect at 1 p.m. that outlines a preemptive response to complement existing mechanisms already implemented to ensure Kidapaweños are safe from Covid-19. “The suspension of classes will last until March 22 subject to extension upon the recommendation of the expanded Inter-Agency Task Force (IATF) against Covid-19,” Evangelista said. The order includes the imposition of a 14-day home quarantine of persons with travel history in the National Capital Region (NCR) and abroad. “All persons who have a travel history from NCR and outside the Philippines, regardless of country, are enjoined to undergo a 14-day home quarantine,” he said, noting that the period shall be counted from the time that the resident has entered Kidapawan City. The order also mandates all city government workers to undergo thermal screening before entering any city government office. Should the body temperature register 37.5 degrees Celsius or above, the person shall be denied entry. The city health office and the city hospital are directed to impose proper referral mechanisms for proper handling of persons with flu-like symptoms. Evangelista directed all department managers to impose proper social distancing of at least one meter in waiting areas of all city government offices. He also limited access to evacuation centers housing earthquake victims in the city. “Only social welfare workers are allowed entry and city government workers with clearance to enter shelter homes,” the mayor said. He said all passengers arriving in the city on board public transportation must also be subjected to thermal scanning. Disinfection will become regular activities in all government offices, buses, vans, and tricycles, educational institutions and places of worship are directed to daily disinfect. The city government will also monitor the prices of basic goods to ensure nobody is hoarding basic supplies such as food and medicine. All gatherings of more than 50 people have also been discouraged starting from 1 p.m. of March 13 until March 22. (PNA)
