■覚え方
まず英単語をみて、その単語の意味を「大きく」とらえること。 決して、和訳からみて、その英単語を理解する、覚えるということをしては✖。
「飢餓」という日本語訳(漢字)から、starvation, つまり、「飢餓=starvationである。」 1つの英単語=1つの単語訳と覚えるのではなく、 「飢餓=食物が不足して、うえること。うえ。」なので、大きく意味するところをとらえて、 「食べ物がなくてす��くお腹がへっていること」と覚えること。
starvationは、確かにTIME雑誌やアフリカ国のニュースでよく出てきますが、 このカテゴリーだけで使われるわけではありません。
starvation wagesが、ものが食べ物が買えないくらいの給料、つまり、 「安月給」を意味することがわかります。
しかしながら、「安月給=starvation wages」と単純に暗記するのも✖。 一般的に「安い給料は」low salary です。

TANNED - I
Leather industry in Kanpur dates back to 1778 when the East India Company made its foray in the region. They developed the local artisans mainly Dalits in making saddlery for their horses and other leather products. All of them were hand made by the artisans. The first leather factory came up in 1902 in Jajmau and it was followed by several others The rapid industrialisation of the city earned Kanpur the title of Manchester of East. Due to a government order, from mid-December last year, nearly 250 tanneries have been closed. The closure was to last till March 2019. The reason being that the effluent from these tanneries was discharged in Ganga thus polluting the water. Closure of these units meant that devotees can take holy dip during the recently concluded Kumbh-2019 at Prayagraj(Allahabad). Earlier, it was supposed that after the Kumbh the tanneries will be allowed to function but there has been no such development. Tannery owners believe that it is now no more feasible to run their business in Kanpur. As per an estimate due to the closure the industry has suffered a loss of nearly 3000 crores. Kanpur accounts for leather export of nearly 6000 crores. New orders are not coming and old orders are not being completed. Situation has turned to such a state that industrialists have failed to send leather samples to Hong Kong Leather Fair. The total leather business of Kanpur amounts to nearly 12000 crores annually. The units are now facing survival crisis. As per reports many tanneries in Jajmau locality of Kanpur had stock of raw hides. Since, they are unable to process them, they are being sold off at half the price to those units which are functioning in Unnao. Pech Bagh, a raw hide market in Kanpur now wears a deserted look. From approximately 500 members of the association, half of them have left the trade.The prices of raw hide have dropped from Rs 15 lakh per truck to Rs 7 lakh per truck. Even the drums installed at these tanneries are very costly ranging between 20 lakhs to 10 lakhs. These drums need to be rotated and filled with water. Nonusage of these drums may result in their getting spoiled in future. Many of these drums are imported from other countries. Most of the tanneries have taken loan from bank and due to non-payment it has turned Non Performing Asset. Banks too are now in the process of auctioning the leftover hides to recover their dues. The government had issued orders to disconnect power connections in nearly 225 tanneries. This was being done to ensure their complete closure. A trader informed that tanneries in Jajmau alone accounted for employment to half a million people. Most of the labours have migrated to other states as it was hard for them manage their expenses. Foreign trade worth Rs 1000 crore has been affected. Several buyers from Greece, Italy, Japan and US have cancelled their orders.
The National Green Tribunal considers polluting the Ganga river as the reason for the closures. A tannery owner claimed that all tanneries in the area discharge only 9 Million Litres of water Daily (MLD). This water from the tannery is first treated by the unit itself and then discharged into conveyance channel to Common Effluent Treatment Plant (CETP) .After proper treatment, it is then discharged in irrigation channel or Ganga. This primary treatment was still considered unsatisfactory by the NGT. The domestic leather industry has rued the proposal to impose a sharp export duty cut on raw leather and hide from 60 per cent to 40 per cent in the Union Budget 2019. Fifteen per cent export duty on EI (Eastern India) tanned leather was also abolished on July 5. At present, the share of these items is not big in the leather export basket, but an increase in their export after budget incentives is expected to create a supply crunch. Industry players, including leather goods manufacturers and tanneries, are apprehensive the cut proposal would create acute raw material squeeze in the domestic market and ultimately lead to uncompetitive pricing of Indian finished products in the global arena. Council for Leather Exports (CLE) Northern Region chairman, Puran Dawar, said “The export duty cut on hide would adversely affect the leather value chain right from tanning to finished goods, especially at a time when finished leather exports were already down.”Of late, there has actually been shortage of raw hide domestically and if the Budget proposals are passed, it would further create shortage and pull down production index. At a time, when our biggest competitor Bangladesh does not allow raw hide shipments and instead provides 20% export duty drawback on finished leather goods, India has proposed to promote hide exports and create a shortage for domestic industry. The West Bengal Government announced a fresh allotment of 187 new tanneries at the Calcutta Leather Complex in Bantala, Asia’s largest integrated leather complex. It has allotted about 70 acres of additional land to the existing 202 acres complex. Close to 60 per cent of the new allotment has been for tanneries based in Uttar Pradesh. A CETP has also been set up at the complex but the treatment is far from satisfactory and might not be able to accomodate additional effluent treatment . The land has been provided at a rate of Rs. 2700 per square metre( inclusive of CETP). Some tanneries in Jajmau have now been given the opportunity to shift their manufacturing and operations completely to Kolkata, West Bengal. In addition, being a member of the Eurozone, the country had essentially no autonomous monetary policy flexibility. Finally, there was an effect of controversies about Greek statistics (due the aforementioned drastic budget deficit revisions which lead to an increase in the calculated value of the Greek public debt by about 10%, i.e., a public debt to GDP of about 100% until 2007), while there have been arguments about a possible effect of media reports. Consequently, Greece was “punished” by the markets which increased borrowing rates, making impossible for the country to finance its debt since early 2010. The above revisions were largely connected with the fact that in the years before the crisis Goldman Sachs, JPMorgan Chase, and numerous other banks had developed financial products which enabled the governments of Greece, Italy, and many other European countries to hide their borrowing.[194][195][196][197][198][199][200][201][202] Dozens of similar agreements were concluded across Europe whereby banks supplied cash in advance in exchange for future payments by the governments involved; in turn, the liabilities of the involved countries were “kept off the books”.[202][203][204][205][206][207] These conditions had enabled Greece as well as other European governments to spend beyond their means, while meeting the deficit targets set out in the Maastricht Treaty.[207][202][208] In May 2010, the Greece’s deficit was again revised and estimated to be 13.6%[209] which was the second highest in the world relative to GDP, with Iceland in first place at 15.7% and the United Kingdom in third with 12.6%.[210] Public debt was forecast, according to some estimates, to hit 120% of GDP in the same year,[211] causing a crisis of confidence in Greece’s ability pay back loans.avert a sovereign default, Greece, the other Eurozone members, and the International Monetary Fund agreed on a rescue package which involved giving Greece an immediate €45 billion in loans, with additional funds to follow, totaling €110 billion.[212][213] To secure the funding, Greece was required to adopt harsh austerity measures to bring its deficit under control.[214] A second bail-out amounting to €130 billion ($173 billion) was agreed in 2012, subject to strict conditions, including financial reforms and further austerity measures.[215] A debt haircut was also agreed as part of the deal.[215] Greece achieved a primary government budget surplus in 2013, while in April 2014, it returned to the global bond market. Greece returned to growth after six years of economic decline in the second quarter of 2014,[216] and was the Eurozone’s fastest-growing economy in the third quarter.[217] A third bailout was agreed in July 2015, after a confrontation with the newly-elected government of Alexis Tsipras. There was a 25% drop in Greece’s GDP, connected with the bailout programmes.[192][218] This had a critical effect: the Debt-to-GDP ratio, the key factor defining the severity of the crisis, would jump from its 2009 level of 127% to about 170%, solely due to the shrinking economy.[citation needed] In a 2013 report, the IMF admitted that it had underestimated the effects of so extensive tax hikes and budget cuts on the country’s GDP and issued an informal apology.[219][220][221] The Greek programmes imposed a very rapid improvement in structural primary balance (at least two times faster than for other Eurozone bailed-out countries [222]). H.R. 861 is currently awaiting action in the subcommittee on environment. 2. H.R. 610: Tax dollars for private schools Rep. Steve King (R-Iowa) introduced this bill in January, which would redistribute funding earmarked for public schools in the form of vouchers for parents to send children to private schools. Over the long term, this would eventually bankrupt public schools, and create a stratified education system in which cash-strapped public schools would be unable to meet the educational needs of low-income students. The bill is awaiting action in the House Committee on Education and the Workforce. 3. H.R. 899: To terminate the Department of Education If this bill, introduced by Rep. Thomas Massie (R-Kentucky), becomes law, the U.S. Department of Education would terminate by the end of 2018. 1. H.R. 861: To terminate the Environmental Protection Agency
This bill — cosponsored by Republican members of Congress from fossil fuel-producing states — is just one sentence long, and says nothing about what would happen to the multiple environmental regulations the EPA has instituted since 1970, or its multibillion-dollar budget, or its thousands of staffers. H.R. 861 is currently awaiting action in the subcommittee on environment.
2. H.R. 610: Tax dollars for private schools
Rep. Steve King (R-Iowa) introduced this bill in January, which would redistribute funding earmarked for public schools in the form of vouchers for parents to send children to private schools. Over the long term, this would eventually bankrupt public schools, and create a stratified education system in which cash-strapped public schools would be unable to meet the educational needs of low-income students. The bill is awaiting action in the House Committee on Education and the Workforce.
3. H.R. 899: To terminate the Department of Education
If this bill, introduced by Rep. Thomas Massie (R-Kentucky), becomes law, the U.S. Department of Education would terminate by the end of 2018. The bill’s brevity leaves many questions unanswered, like what would happen with Department of Education grants for public schools and universities, its budget, or its staff. Education Secretary Betsy DeVos has said she would personally be “fine” if the agency she heads were to be abolished.
4. H.J.R. 69: To repeal a rule protecting wildlife
Rep. Don Young (R-Alaska), whose constituents likely include hunters who kill wildlife for sport rather than for food, introduced this joint resolution voicing displeasure with a Department of Interior rule that prohibits “non-subsistence” hunting in the Alaska National Wildlife Refuge. The resolution passed the House and is awaiting action in the Senate.

No college loans to pay back and more budget to create art and support our arts friends. Plus we’ve never had to surf job boards for gigs, it’s all who we know from learning on the job. You join a family not an industry.
If everybody in film in the USA learned on the job. How much money could go back to the USA economy and funding film arts and underserved? And save the whales. Talk to your local entertainment unions and gov film offices. They should be more than happy to help with local apprenticeship programs :)

‘An Absurd Act of Self-Harm’
It’s hard to be living in London right now without being sucked into the debate about you know what.
The photo above was taken on June 24, 2016, in Dhaka. I’d awakened very early that morning suffering from jet lag. Initially I thought I was having a nightmare. Gradually I realized that the country of my birth and residence had voted to leave the European Union and thus commit an act of absurd self-harm.
The conference, organized by the excellent Academic and Creative Publishers Association of Bangladesh, was important and successful but the news from the UK stayed with me as one of many moments in a publishing career.
It prompted me to think of other such moments that might be of interest. Here’s one.
‘Between Frustration and Fulfillment’
In 1982, I was head of reference publishing at Oxford University Press. An article in Publishers Weekly reported that a start-up firm called Dictronics had licensed a range of Random House dictionaries for conversion to use on computers via floppy discs (remember them?).

I managed to identify and phoned from Oxford the main founder and boss, Dick Brass, to explain how he really should be licensing some Oxford dictionaries (for a large amount of money). He seemed to agree and invited me to discuss this further in New York. I explained that I didn’t have cost of a ticket in my travel budget (OUP was severely strapped for cash at the time, hard to imagine today) and he agreed to pay for the ticket.
The following week I arrived in the Dictronics offices in New York to meet the four founders. They were Brass, an IT genius, a literary agent, and the intellectual whose job at the time was to compose electronic dunning letters for credit control departments. (“Please send us the money you owe, you are two months late, send us the money, send us the money or else, we’re coming to get you. etc.”)
The office was a bit New-York-shabby—I didn’t know then that shabby meant chic—but the enthusiasm of the team was infectious. They showed me one of their first products, a couple of floppy discs in a square white box. Strangely, the box seemed too big for the discs and they rattled around inside. They explained that the boxes were overstocks from another floor of the building in the business of packaging nylon stockings. Electronic publishing at its most economical.
We struck a deal for a substantial amount of money for the license. I believe it was for $600,000, all of which went to OUP’s bottom line as there were no external authors. That moment became my first real association with what we now call digital publishing.
As is the way of things Dictronics was sold and became Wang Electronic Publishing, which morphed into something else. The founders went their separate ways but not before this project gave me another memory.
I was invited to review the prototype, or “proof” in my publishing language, of the first electronic version of the Pocket Oxford Dictionary. It was essentially a crude spell-checker.
They explained how anything I typed in would be read by the software and matched against the dictionary word list. If there was no match the word would be highlighted as a misspelling and could be corrected. Pretty impressive at the time.

But there was more. They invited me to enter my name, Charkin. It was, of course, highlighted as a misprint. I could, however, press a key and ask for the word to be added to my personal dictionary so that it would be recognized as legitimate in future. I pressed the key. The computer whirred and came up with, “Charkin is now included in your personal dictionary. It can be found between charity and charlatan.”
Try another word they said.
I wondered whether in that puritanical American way they had bowdlerized the dictionary and had eliminated the traditional Anglo-Saxon words found in British dictionaries. I entered the most common four-letter word. Indeed it was shown as a misspelling. I entered it into my personal dictionary, the computer whirred and came up with, “F**k is now included in your personal dictionary. It can be found between frustration and fulfillment.”
Even software engineers have a sense of humor.
But back to today.
I don’t want to bore readers with a diatribe on the subject of Brexit.
As I’m in dictionary mode, the three words which best describe my view of what’s happening are sham, shame, and shambles.
I’d hoped that by the time this was published, we should have come to our senses.

For over 20 years, until 2007, it featured high rates of growth, which, however, were coupled with high structural deficits, thus maintaining a (roughly unchanged throughout this period) public debt to GDP ratio of just over 100% [192]. The Greek crisis was triggered by the turmoil of the 2007-2009 Great Recession, which lead the budget deficits of several Western nations to reach or exceed 10% of GDP [192]. What was exceptional for Greece, was that the high budget deficit (which, after several corrections and revisions, was revealed that it had been allowed to reach 10.2% and 15.1% of GDP in 2008 and 2009, respectively) was simultaneously coupled with a high public debt to GDP ratio (relatively stable, at just over 100% until 2007 – as calculated after all corrections). Thus, the country appeared to lose control of its public debt to GDP ratio, which already reached 127% of GDP in 2009 [193]. In addition, being a member of the Eurozone, the country had essentially no autonomous monetary policy flexibility. Finally, there was an effect of controversies about Greek statistics (due the aforementioned drastic budget deficit revisions which lead to an increase in the calculated value of the Greek public debt by about 10%, i.e., a public debt to GDP of about 100% until 2007), while there have been arguments about a possible effect of media reports. Consequently, Greece was “punished” by the markets which increased borrowing rates, making impossible for the country to finance its debt since early 2010. The above revisions were largely connected with the fact that in the years before the crisis Goldman Sachs, JPMorgan Chase, and numerous other banks had developed financial products which enabled the governments of Greece, Italy, and many other European countries to hide their borrowing.[194][195][196][197][198][199][200][201][202] Dozens of similar agreements were concluded across Europe whereby banks supplied cash in advance in exchange for future payments by the governments involved; in turn, the liabilities of the involved countries were “kept off the books”.[202][203][204][205][206][207] These conditions had enabled Greece as well as other European governments to spend beyond their means, while meeting the deficit targets set out in the Maastricht Treaty.[207][202][208] In May 2010, the Greece’s deficit was again revised and estimated to be 13.6%[209] which was the second highest in the world relative to GDP, with Iceland in first place at 15.7% and the United Kingdom in third with 12.6%.[210] Public debt was forecast, according to some estimates, to hit 120% of GDP in the same year,[211] causing a crisis of confidence in Greece’s ability pay back loans. http://bit.ly/2Ii2yFW
