– In order to be on par with its European peers, in January 2019 the central bank introduced the Faster Payments System (FPS), which enables users to make fund transfers in 15 seconds using the recipient’s mobile phone number. Users can make transfers online 24/7 via their bank’s mobile or internet banking service. Following the successful launch of FPS, the central bank added QR code-based functionality to the system, enabling payments of goods and services using mobile devices. To encourage the adoption of FPS-based QR code payments, the central bank is making it mandatory for banks with a universal license to offer FPS-based QR code payment services by April 1, 2022. For systemically important banks the deadline is October 1, 2021. As of February 2021, 42 banks had launched FPS-based QR code payment functionality. – The federal law signed by the Russian president in May 2017 mandated that all public sector employees and workers who receive welfare benefits from federal or state funds must migrate to Mir payment cards from July 1, 2018, and pensioners by July 1, 2020. However, against the backdrop of COVID-19, the deadline for pensioners was extended until July 1, 2021. The government also mandated the acceptance of Mir cards at all merchant stores with annual transaction turnover of more than RUB40m ($0.5m), and at any stores that accept card payments for other payment schemes. From March 1, 2021 the threshold was reduced to RUB30m ($0.4m), and from July 1, 2021 it will be further reduced to RUB20m ($0.3m). This will accelerate payment card acceptance among merchants. – The Russian government introduced the Unified Biometric System (UBS) in June 2018. This system allows individuals to authenticate their identity using biometric parameters and access financial services remotely. Users can register for the system at bank branches, where their photo image and voice profile is captured and uploaded to UBS. Based on UBS, retailers are deploying new biometric payment methods in order to enhance customer convenience. In March 2021, Russia-based X5 Retail Group announced the expansion of its “pay with a glance” service to its 150 Perekrestok supermarkets. The company initially launched the service at a coffee shop in Moscow in 2020, in collaboration with Visa and Sberbank. It was later trialed at 52 Perekrestok supermarkets.

The Federal Government has approved 173 centres and 30 state government institutions for the National Identity Number enrolment across Nigeria. This was contained in a public notice on the website of the National Identity Management Commission titled, ‘ Approved Data Capturing Agents ( Digital Identity Ecosystem)’ on Wednesday. The Nigerian Communications Commission had recently asked telecommunication service subscribers to block SIM cards not registered with NIN after two weeks. However , the House of Representatives has asked the Federal Government to extend the deadline for the provision of NIN by telcos to 10 weeks.
The House, at the plenary on Wednesday , described the two weeks given to SIM card users by the Nigerian Communications Commission to provide their NIN to service providers as grossly inadequate . The notice read , “ The Honorable Minister of Communications and Digital Economy , Dr . Isa Ali Ibrahim ( Pantami ) , has approved the licensing of 173 Agents and 30 State Governments/Public Sector Institutions to conduct enrolment of all persons including legal residents into the National Identity Database on behalf of the National Identity Management Commission . “ Pursuant to the above , find the list of all the successful firms who satisfied all the evaluation criteria as stated in the Advert for the Expression of Interest ( EOI) of each of the respective categories in full . The Commission congratulates all those who have been cleared to conduct enrollment of all persons on behalf of NIMC for data capture services .

A Year Later, Promises of Brazil’s Temer Are on Hold or Lost

BRASILIA, Brazil--One year ago Friday, then Vice President Michel Temer took over Brazil’s presidency from Dilma Rousseff, who was suspended and later permanently removed from office after a brutal impeachment fight that exposed deep divisions in Latin America’s largest nation.
In his first speech to the nation, the career politician known for his deal-making skills in Congress promised to unify Brazil and pull the economy out of recession. Below are excerpts of that speech and a look at what has happened with those promises.
“My First Word To The Brazilian People Is Trust.” Brazilians don’t trust Temer, according to numerous polls. In the most recent by the Datafolha Institute, only 9 percent approve his job performance a year into office, four points below Rousseff at the time she was suspended. Seventy-one percent of those polled reject the reforms he is proposing. If he ran for re-election in 2018, only 2 percent would vote for him, according to the poll, which interviewed 2,781 people April 26-27 and had a margin of error of two percentage points.
However, there is a small improvement in trust in the economic recovery. According to think tank Fundacao Getulio Vargas, consumer confidence stood at 82 points in April, nine points higher than the same month one year ago. A business index points to a 0.5 percent growth of the economy in 2017. By comparison, Brazil’s gross domestic product contracted 3.6 percent last year.
“It Is Urgent To Pacify The Nation And Unify Brazil.” In addition to low approval ratings, Temer has struggled to muster support anywhere outside Brasilia or achieve social peace and unity. His attempts to overhaul labor laws and the pension system triggered Brazil’s first general labor strike in 20 years. He has faced protests throughout the year, and was jeered at the opening and closing ceremonies of the Rio Olympic Games.
Temer’s bid to unify Brazilians was also undermined by his initial appointment of a Cabinet of all white men, underscoring racism and sexism in a country where more than half identify as black or mixed race. He has since added two women to the Cabinet. However, what many Brazilians interpreted with his initial appointments--that the government was by and for the white elite--has largely stayed with his administration.
To his credit, Congress is considering major legislation in several areas. That is a big improvement compared to the end of Rousseff’s time, when most activity in Congress had come to a halt.
“Citizens, However, Will Only Have Jobs If The Industry, Commerce And Service Sectors Are Doing Well.” Brazil had 11 million unemployed people when Temer took over. Now there are 14 million. Brazil’s minimum wage was only adjusted for inflation this year, the first time its buying power hasn’t been raised since 2003. It is now $295 a month, very little in an expensive country.
Businesses have yet to find much reason for excitement. Industrial output, which measures the amount of goods produced and services acquired by manufacturers, grew 1.1 percent in March, compared with the same month in the previous year.
Inflation has fallen sharply under Temer, from more than 10 percent to around 5 percent. However, economists say the underlying cause is that Brazilians are not buying. From January 2016 to January of this year, retail sales dipped 5.9 percent, according to government figures.
“We will keep social programs. These projects worked well.” Temer’s administration has cut or blocked 1.1 million families from the flagship social program Bolsa Familia, or Family Purse. The program provides a small income to poor families who send their children to school and keep them under a doctor’s supervision, according to government figures.
Data released to The Associated Press after a request was made under Brazil’s freedom of information law shows that most cities affected by cuts to the Family Purse program were based in the poorest regions of Brazil, the north and northeast. Those areas are strongholds of Temer’s adversaries, including former President Luiz Inacio Lula da Silva, the leader in opinion polls on the 2018 election.
“The ‘Car Wash Operation’ (Investigation) Has Become A Reference And, As Such, It Must Be Protected.” At least publicly, Temer has been careful not to appear to be trying to derail the mega-investigation into billions of dollars in kickbacks to politicians and other public officials for the awarding of construction contracts. Over the last three years, dozens of Brazil’s top business executives and politicians have been jailed in the probe.
At the same time, eight of Temer’s Cabinet ministers are currently being investigated for corruption related to Brazilian construction company Odebrecht, one of the central companies that participated in the kickback scheme. Temer has said he will only fire them if they are charged.
Temer himself has been fingered in the probe for allegedly receiving illegal campaign contributions. He denies wrongdoing and as sitting president can be tried only for crimes committed during his presidency.

A statement from the British Airline Pilots Association (BALPA) said that while plans were in place to rescue stranded tourists, pilots and other staff have been left with no certainty about their future. While detailed plans to repatriate passengers have been carefully put together and Ministers have and will continue to claim the credit for that, the staff have been stabbed in the back without a second’s thought. Despite continuing to keep Thomas Cook going in recent weeks with dignity and integrity while their own futures were being secretly decided we don’t even know if staff will get a pay cheque this month. On the Beach said that following the failure of Thomas Cook overnight it “is assisting customers that are currently in resort and whose travel plans will be affected”. Further to the announcement made on 20 September 2019, Thomas Cook Group plc (“the Company”) continued to engage with a range of key stakeholders over the weekend in order to secure final terms on the recapitalisation and reorganisation of the Company. Despite considerable efforts, those discussions have not resulted in agreement between the Company's stakeholders and proposed new money providers. The Company's board has therefore concluded that it had no choice but to take steps to enter into compulsory liquidation with immediate effect. The failed travel company confirmed that the High Court had granted an order for the Official Receiver to be appointed as liquidator. A statement from the British Airline Pilots Association (BALPA) said that while plans were in place to rescue stranded tourists, pilots and other staff have been left with no certainty about their future. While detailed plans to repatriate passengers have been carefully put together and Ministers have and will continue to claim the credit for that, the staff have been stabbed in the back without a second’s thought. Despite continuing to keep Thomas Cook going in recent weeks with dignity and integrity while their own futures were being secretly decided we don’t even know if staff will get a pay cheque this month. It is despicable. Thomas Cook pilots and all staff deserve better than this. For pilots, BALPA will be supporting our members through the legal complexities of what Thomas Cook liquidation means for them and doing everything we can to help them find alternative jobs in other airlines. 7:44AM On the Beach faces costs from Thomas Cook collapse Another British travel company, On the Beach, has warned this morning that it expects to take a one-off hit as a result of Thomas Cook’s collapse. On the Beach said that following the failure of Thomas Cook overnight it “is assisting customers that are currently in resort and whose travel plans will be affected”. The beach holiday seller said it anticipates “a one-off exceptional cost associated with helping customers to organise alternative travel arrangements, and lost margin on cancelled bookings”. Further to the announcement made on 20 September 2019, Thomas Cook Group plc (“the Company”) continued to engage with a range of key stakeholders over the weekend in order to secure final terms on the recapitalisation and reorganisation of the Company. Despite considerable efforts, those discussions have not resulted in agreement between the Company's stakeholders and proposed new money providers. The Company's board has therefore concluded that it had no choice but to take steps to enter into compulsory liquidation with immediate effect. The failed travel company confirmed that the High Court had granted an order for the Official Receiver to be appointed as liquidator.
