In October 2019 it was reported that,
“Boris Johnson looks to an election with promise to make UK ‘greatest place on earth’ (POLITICO: 14/10/19)
Implicit in this statement is the assumption that Britain is no longer the best place on earth to live and raise a family. A belief that other countries are now better than we are, that Britain is no longer the country it once was. In short, the belief that Britain is in decline, that we have somehow become a second rate nation.
We all know about the corruption at the heart of government, from tax avoiding Chancellors of the Exchequer, to scandals over Partygate, ministerial bullying, cronyism, and much else beside. Sadly, none of this comes as a surprise, so low is our opinion of politicians (of all parties) and the political process. But although our phlegmatic national character has much to commend it, surely now is time we stirred ourselves into action, cast aside lethargy and began to demand better from those who purport to rule in our name.
We could do worse than look to the French who, objecting to the undemocratic imposition of the raising of the retirement age from 62 to 64, took to the streets in their tens of thousands, and whose political opposition party stood up in the French parliament holding up placards and singing La Marseillaise.
Be it rumours of the UK state pension age being raised to 68, to millions of tonnes of raw sewage being pumped into our waterways we sit idly by and do nothing. From the gradual collapse of the NHS to the quiet but persistent run down of our public sector services we remain silent, and, by default, compliant.
Mr Johnson was perfectly right to draw our attention to the decline of Britain, a decline brought about by successive Conservative governments including his own.

One of the UK’s largest private pension funds has backed Thames Water to turnaround its finances and performance after fears the firm could collapse.
Universities Superannuation Scheme (USS), a major investor in the water firm, is the first to publicly support it as it looks to secure extra funding.
Thames Water is billions of pounds in debt and there have been calls for it to be nationalised.
USS said the firm “could benefit” from having it among its shareholders.
“We know that leakage and sewage remain major issues, but we also know there are no quick fixes where a complex network of pipes stretching for miles – some of which have been in the ground for 150 years – need to be replaced,” said USS group chief executive Bill Galvin.
Mr Galvin added improvements would “take time” and added “significant investment is needed”.
Thames Water, which serves a quarter of the UK population, has faced heavy criticism over its performance in recent years due to sewage discharges and leaks. The company leaks more water than any other water company in UK, losing the equivalent of up to 250 Olympic size swimming pools every day from its pipes.
Its chief executive, Sarah Bentley, resigned last week, weeks after she was asked to forgo her bonus over the company’s handling of sewage spills.

Thames Water is a private company, owned by a group of investors, with the largest being the Canadian pension fund, OMERS, with 31.8%.
OMERS has declined to comment on the water firm’s current situation, but USS, a pension fund for UK academics and the second biggest investor with a 19.7% stake, is the first to announce its support.
“We have given our backing to Thames Water’s turnaround plan and Net Zero roadmap and engage with them regularly to support their long-term strategy,” Mr Galvin said in note to staff, which was first reported by the Financial Times.
“We remain of the view that, with an appropriate regulatory environment, the long-term objective of repairing important UK infrastructure and paying pensions to our members are in strong alignment.”
Thames Water said last week that it was trying to raise the cash it needs to improve.
It said it was keeping water regulator Ofwat informed on progress, and that it still had “strong” cash and borrowing reserves to draw on.
The government has said it was ready to act in a worst case scenario if Thames Water collapsed.
Regardless of what happens, water supplies will continue as normal to customers.
Last year Thames Water’s owners – including USS – pumped £500m into the business and pledged a further £1bn to help it to improve.
But the company is understood to be struggling to raise the remaining cash which it needs to service its substantial debt pile, which is around £14bn. Interest payments on more than half of its debt are linked to the rate of inflation, which has soared over the last year.
Other water firms are also facing similar pressures due to higher interest payments on their debts and rising costs including higher energy and chemical prices.

We learn something new everyday. Apparently, the price the privately, mainly foreign owned, water companies charge us for our water is in part determined by the number of discharges of raw sewage into our water supply.
“The number of pollution incidents a company reports, and any breaches to permits attached to water treatment plants to control raw sewage releases, are actors in determining the price water companies can charge for their services.." (Guardian:09/08/23)
The big row this revelation has caused centres around the alleged underreporting of raw sewage into out rivers, streams and waterways, thus allowing the water companies to charge more for their services.
“Water bills: Fight for money back over sewage leaks begins The UK's six biggest water firms are facing legal action over claims they underreported pollution and overcharged customers.” (BBC News: 09/08/23)
Fair enough, sue the bastards if they are lying about the true number of raw sewage discharges. But what I find even more worrying is the fact that if the water companies DO meet their pollution targets they can charge us extra on our water bills.
We know the government has given them until 2050 to clean up their act so in the meantime raw sewage will be pumped into our waterways and onto our beaches. I have no idea what the pollution targets are but I don’t really care if its 20 turds per cubic metre of fresh water or 50: it still equates to polluted, unsafe water that is killing fish stocks and aquatic wildlife and presenting a dangerous hazard to human life. The very idea that the water companies can charge you and me EXTRA for having only 20 turds in our water rather than 50 is mind-boggling.

How can smarter metering help the water industry and consumers achieve Net Zero?

Following the COP26 conference in Glasgow, there is a renewed buzz about achieving Net Zero greenhouse gas (GHG) emissions. Governments, local authorities, businesses and other organisations are all aiming for the same target, though not necessarily by the same date. In England, the water industry is ahead of the game, having pledged in 2019 to achieve Net Zero by 2030, two decades ahead of the UK Government’s target date of 2050. Water companies in Scotland and Wales are aiming for Net Zero by 2040 and Northern Ireland is aligned with the UK’s target of 2050.
Local authorities, combined authorities, businesses and numerous other organisations have also announced their intentions to achieve Net Zero, with many pledging to do so sooner than 2050. Something that impacts everyone, from individuals through to large organisations and Governments, is water. Every litre of mains water delivered to the tap has an amount of greenhouse gas emissions associated with it, so this is something to which water companies, retailers and consumers of all sorts need to pay close attention.
According to the Water UK website, the water industry delivers 15 billion litres of water every day and treats sewerage from more than 28 million properties. Water is treated at over 7000 sites and there are hundreds of thousands of miles of buried pipework.
Greenhouse gas emissions are generated in many different ways by the water industry. Pumping is a significant contributor, but there are also emissions due to the need to power water treatment processes, service buildings and operate vehicles. In addition, water and sewage treatment result in emissions of methane and nitrous oxide, both of which are greenhouse gases. When infrastructure is repaired, upgraded or newly constructed, there are further emissions.
An Environment Agency report [1] quotes from the Government’s 2008 Future Water strategy paper, saying the water industry used 7,900 GWh of energy in 2006/7 and emitted over 5 million tonnes for greenhouse gases. Supplying water and treating wastewater accounts for 0.8 per cent of the UK’s greenhouse gas emissions. That may sound like a small percentage but, according to Waterwise, Scottish Water is Scotland’s largest user of electricity [2], which demonstrates the significance of the water industry’s contribution to the UK’s greenhouse gas emissions.
According to the UK Government conversion factors for greenhouse gas reporting [3], 0.344 kg CO2e can be attributed to each cubic metre of mains water.
Water companies are tackling their emissions in a number of ways, including upgrading vehicle fleets, installing on-site solar power systems and advanced anaerobic digestion plants, and establishing natural wetland treatment sites. However, there is another important area where water companies are seeking to reduce their carbon footprints and that is by saving water.
First, water companies are investing in better techniques and technologies for finding and fixing leaks in the network of underground pipes. Second, there is a drive to reduce demand from consumers.
Metering is a key weapon in the fight to reduce demand and consumption – and thereby achieve Net Zero. On the one hand, the meter data can indicate if there is a leak while, on the other hand, visibility of consumption data encourages users to save water. Smart metering also opens the door to new tariff structures, such as rising block tariffs in which the unit charge rises for progressively higher volumes of water taken by customers. This acts as a further incentive to use less water.
In an ideal world, every user would have a meter that would be read sufficiently frequently to provide a clear picture of consumption – and leakage. However, it is not an ideal world and there are still households without meters, as well as commercial and industrial (C&I) users with meters that are classed as Long Unread Meters (LUM), or whose bills are based on Business Assessed price bands or estimates, rather than meter readings. Waterwise has recommended allowing water companies to introduce full metering, and for meters to be installed in the majority of homes by 2030 and the proportion of smart meters to be increased [2].
Whereas the electricity industry has gone a long way down the road with smart metering, there are significant challenges for implementing smart metering in the water industry. For example, water meters do not have an integral power supply unlike electricity meters, so smart water metering needs to be battery-powered. In addition, meters are typically installed below ground level, often submerged in water or mud.
Where water meter readings have been semi-automated, the systems have been proven to be less than ideal. For household meters fitted with sensors that transmit data over low powered radio or Bluetooth, it is still necessary for a person with a reading device to drive or walk close enough to the meter to collect the reading. C&I meters equipped with data loggers that calculate consumption based on pressure and flow or via the pulse output, but this technology can only calculate consumption, so periodic manual reads are still required.
Despite these known issues, Water UK strongly supports the use of smart metering rather than manual meters [4]. A report prepared for Water UK concluded that smart metering, in conjunction with a mandatory water labelling scheme (with minimum standards), was the best strategy for maximising demand reductions, with a forecast saving of 82 litres of water per household per day by 2065 [5].
Fortunately, there is now a technology that enables existing water meters to be retrofitted with smart functionality at far lower cost and without the drawbacks of conventional approaches. The hardware is battery-powered, withstands long-term submersion in water or mud, transmits a time/date stamped image of the register read via the GSM (mobile phone) network at intervals defined by the client. Installation only takes around 10 minutes, with no need to dismantle the meter or interrupt the supply.
Deer Technology’s patented LimpetReader is an ultra-compact opto-electronic device that attaches to an existing meter faceplate with optical tape or adhesive. Each LimpetReader incorporates multiple micro-cameras for imaging the register. The images are date- and time-stamped before being transmitted by an AutoReader to Deer Technology’s secure server. When water meters are situated close together, multiple LimpetReaders can be connected to a single AutoReader.
Once the individual images have been uploaded to the server, they are stitched together to create a high-quality, distortion-free image of the meter’s register. Software then converts the register image to a numerical value, which is stored with the image. Data and images can be accessed by the customer in a variety of ways, depending on the requirements. The Environment Agency [1] says water metering alone can reduce a household’s consumption by 10-15 per cent, and smart metering and structured tariffs could achieve further reductions. Importantly, a proportion of the water saved by reducing demand and fixing leaks will be hot water. The carbon footprint of hot water is in the order of ten times higher than that of mains water due to the energy required to heat it.
Of course, there is another benefit of upgrading meters for remote reading: reduced emissions associated with meter readings. With conventional meters, somebody needs to travel in a van to and from the meter’s location. Despite multiple meters being read during each trip, the emissions per meter soon add up. Even if the vans are electric, there is still a significant carbon footprint associated with their manufacture, maintenance and end-of-life disposal.

Thames Water is in talks to secure extra funding as the government says it is ready to act in a worst case scenario if the company collapses.
The water firm, which serves a quarter of the UK population, has billions in debt and is under pressure with its boss resigning unexpectedly on Tuesday.
The government said “a lot of work is going on behind the scenes” and it had a process in place “if necessary”.
Regardless of what happens, water supplies will continue as normal.
Even if the firm were to collapse, it would not happen imminently, the BBC understands.
The UK’s biggest water firm has been heavily criticised over its performance following a series of sewage discharges and leaks. Thames Water said it is trying to raise the cash it needs to improve.
It said it was keeping water regulator Ofwat informed on progress, and that it still had “strong” cash and borrowing reserves to draw on.
The firm leaks more water than any other water company in UK, losing the equivalent of up to 250 Olympic size swimming pools every day from its pipes.
If the firm cannot secure additional funding, it could be temporarily taken over by the government until a new buyer is found, in a special administration regime (SAR). This route was most recently taken with energy supplier Bulb after it ran into financial difficulties.
Asked about Thames Water in Parliament, environment minister Rebecca Pow said it was not her place to comment on the financial position of a company, but said water firms were “considered resilient”.
Earlier Business Secretary Kemi Badenoch said she was “very concerned” by the situation, adding “we need to make sure Thames Water as an entity survives”.

On Tuesday, Thames Water’s chief executive Sarah Bentley quit the business after just two years in the job. It came weeks after she was asked to forgo her bonus over the company’s handling of sewage spills.
The firm has not given a reason for her departure. Earlier this year, Ms Bentley blamed the firm’s poor record on sewage management on failings at the company before her time.
“When we look back, we have decades of underinvestment which has led to cost-cutting and some poor decisions leaving the business in a really debilitating state,” she told the BBC in March.
Last year Thames Water’s owners – a consortium of institutional investors – pumped £500m into the business and pledged a further £1bn to help turn things around.
But the firm is understood to be struggling to raise the remaining cash which it needs to service its substantial debt pile, which is around £14bn. Interest payments on more than half of its debt are linked to the rate of inflation, which has soared over the last year.
Debt fears
Since 2016, profits have not covered the cost of paying interest on its debt, investment costs, and dividend payments, according to Russ Mould, investment director at AJ Bell.
Professor David Hall of University of Greenwich said investors are reluctant to take on the risk of further investment due to fears it will not be repaid.
He said the £500m of investment was the only time investors had put their own cash into the company since it was privatised in 1989, having instead raised cash for investment from customer bills.
For the last five years, its owners have backed the decision not to pay any dividends to external shareholders. It has however paid dividends internally to its parent company.
If the government is forced to step in, Professor Hall said shareholders rather than the public were likely to lose money.
Other water firms are facing similar pressures due to higher interest payments on their debts and rising costs including higher energy and chemical prices. Ofwat said last year that it was concerned about the financial resilience Yorkshire Water, SES Water and Portsmouth Water as well as Thames Water.
Water bills have been on the rise, with the annual bill for an average household in England and Wales hitting £448 in April.
Bills are set to rise again in 2025 by about £42 per household on average over a “long time frame”, former Environment Secretary George Eustice said on Wednesday.
It came after the Times reported bills could rise by as much as 40%, a figure Mr Eustice dismissed, saying it would be “far lower”.
Shadow energy secretary Ed Miliband said the situation at Thames Water was “an absolute scandal”.Asked whether the company should be nationalised, he replied: “I don’t think the answer to the water company’s crisis is to pay out billions of pounds to shareholders, when that money could be going into sorting out what is happening in the water industry”.
Separately, Chancellor Jeremy Hunt met with regulators, including Ofwat, early on Wednesday. He told them that they needed to “work at pace” to ensure businesses reflected any falling costs in the prices they charged customers.
Also at the meeting were regulators from the energy, financial and communications sectors, to face questions about whether there is a profiteering problem and what they are doing to tackle it.
