Tanzania Authorities Arrest Opposition Politicians
Expanding Crackdown on Free Expression, Peaceful Assembly
Tanzania authorities have arrested leading opposition politicians who had planned to demonstrate in response to a wave of enforced disappearances of party officials.
On September 23, police arrested and later released on bail Freeman Mbowe, the chairman of the Chama Cha Demokrasia na Maendeleo (Chadema) party; Tundu Lissu, Mbowe’s deputy and former presidential candidate; and several other party members. Chadema planned the rally in Dar es Salaam to protest the government’s alleged inaction following the abduction of at least five people affiliated with their party. The police had previously banned the demonstrations, threatening to “deal with” people who did not comply with their order.
Those disappeared are Dioniz Kipanya, a Chadema party official who went missing in July, and Deusdedith Soka, Jacob Godwin Mlay, and Frank Mbise, whom unidentified men reportedly abducted on August 18. The whereabouts of all four remain unknown. Chadema has also called for investigations into the killing of Ali Mohamed Kibao, a party official who went missing and whose beaten body was found doused with acid in September.
The arbitrary arrests of opposition leaders, their supporters, and government critics, are reminiscent of the presidency of John Magufuli, whose government wrongfully arrested dozens of opposition leaders and supporters ahead of the 2020 elections.
Since taking office after Magufuli’s death in 2021, President Samia Suluhu Hassan has made some human rights improvements in Tanzania. Nevertheless, these latest arrests and other restrictions on free expression and peaceful assembly have raised human rights concerns in the country.

#Tanzania's 🇹🇿 #Police on Monday intensified a crackdown on journalists covering the protests organised by the opposition in the commercial capital, Dar es Salaam over alleged killings and abductions of opposition officials, which authorities have banned.
Journalists from @MwananchiNews were detained at the Central Police Station in Dar es Salaam.
The arrests raise concerns about press freedom and the safety of journalists amid ongoing political tensions in the city.
Earlier, the #Tanzania's 🇹🇿 authorities arrested two main opposition leaders, the @ChademaTz party chairman, Freeman #Mbowe, and his deputy, #Tundu Lissu, in Dar es Salaam, ahead of planned protests.
Freeman Mbowe was detained on the street, while his deputy Tundu Lissu was taken from his home.
The pair were also briefly arrested, along with hundreds of supporters, last month.
Rights campaigners say President Samia Suluhu Hassan's government is targeting opponents ahead of local elections in December and a national vote in 2025.

Tanzanian police have arrested prominent politician Tundu Lissu and four other opposition officials, the Chadema party has said.
It said three politicians, including Mr Lissu, were detained on Sunday in the south-western town of Mbeya, on the eve of their planned rally to mark the World Youth Day.
Chadema's chairman and the head of its youth wing were arrested on Monday afternoon, the party said.
The reported arrests come a year after President Samia Hassan lifted a ban on opposition gatherings and promised to restore competitive politics.
On Sunday the police banned the Chadema rally saying it was intended to cause violence.
They cited the party's rallying call for people to come together like the "youth in Kenya" - apparently referring to the weeks of deadly anti-government demonstrations in the neighbouring East African country.
Chadema told the BBC that it did not know where its three detained leaders were being held.
Party chairman Freeman Mbowe demanded in a post on X "the immediate, unconditional release of our leaders, members, and supporters arrested across the country”.
Then on Monday afternoon, the party said that Mr Mbowe had himself been arrested.
Police detained him after he arrived in Mbeya to bail out Mr Lissu and the two officials arrested alongside him.
Mr Mboye was arrested at Mbeya's airport along with Chadema's youth wing chairperson, John Pambalu.
The police have not officially spoken about the arrests. The BBC has contacted them for comment.
Chadema spokesman John Mrema said groups of youths travelling in hired buses were arrested on Sunday and forced back to their respective regions under armed escort.
About 10,000 young people were set to meet in Mbeya to celebrate youth day, with the slogan, "Take charge of your future", according to the party's youth wing.
But police said in a statement that no such meetings would be allowed in the city or elsewhere in the country.
Chadema officials shared pictures of a large group of about 100 party members who they said had been detained in Iringa, a town close to Mbeya. They were later released and escorted back to where they had come from.
Mr Lissu, who survived an assassination attempt in 2017 after being shot 16 times, returned to Tanzania last year after two years in exile in Belgium.
He returned after President Samia lifted a ban on political rallies imposed by former President John Magufuli in 2016.
The ban had prohibited political parties from holding rallies and even engaging in internal political activities.
Ms Samia, who came to power in 2021 following Mr Magufuli's sudden death, was praised for moving away from many of her predecessor's policies.
But in the wake of the arrests, some opposition politicians have criticised her, saying she is not ready for political reconciliation.
"We cannot allow this Magufuli style to continue in our country," Chadema's deputy secretary general for the Tanzania mainland, Benson Kigaila, was quoted as saying by the AFP news agency.
"We want to know the whereabouts of our party leaders who were arrested by the police."
The party had learned that some officials had been beaten in detention, Mr Kigaila alleged.
Tanzania is due to hold presidential and parliamentary polls late next year.
