The Sociopath: Tsuruoka (Talentless Nana, CONTAINS SPOILERS)

The main antagonist of Talentless Nana, Tsuruoka was a high-ranking government official working under Kario who is running for prime minister. As the Enemies of Humanity were proving to be a "threat," Tsuruoka establishes a government program where he trained young girls into becoming assassins so they could eliminate the enemies of humanity.
Except that the "enemies" are actually the Talented. The Talented are humans with superhuman abilities called quirks I mean quirks I mean... talents. Yeah. Because they were considered dangerous to the Talentless, the government arranged to have some of the children get sent to an island. But... Tsuruoka has no qualms with staging an altercation between the Talentless and the Talented to help the corrupt politician rise to power.
It is here that we learn of the extent of Tsuruoka's sociopathy: when Nana's parents expressed resistance to how the government was handling the Talented situation, the bastard murdered them and pinned the blame on some nameless bandits who did not exist.
He was the one who indoctrinated Nana into despising the Talented and being an effective assassin all while playing the role of the loving parental figure. But Nana was always a means to an end for him that he would happily discard once one of two things happened: either she betrayed him, or she would no longer be useful.
He has absolutely no remorse with plainly telling Nana that he killed her parents and how he treats Nanao isn't any better.
Tsuruoka is best described as an opportunistic manipulator who would lie on a dime if it benefitted him in the moment. He is a man who can lie to a group of children and tell them how special their talents are while sitting back and watching his trained assassins massacre them. He is a man who can shoot an unconscious girl -- probably the only source of Nana's happiness for once in her life -- dead just so she would not have a chance to heal herself. And lie all the same that he would get her medical treatment.
Not to mention being a total hypocrite: despite the goal of eradicating the Talented, Tsuruoka employs Nanao and wanted to have Jin join the ranks as well.
His superficial charm is a mask to hide the true monster he is something he himself admits. Even with someone like Moe's "grandmother," he knew her when he was younger and said that he wanted her to remember him the way he was back then. But he makes it clear that he is willing to exploit Moe's love for her to match his agenda; when she tells him that she earnestly wanted Moe to have a normal life, he bends it to try to force Moe to abandon Nana. While unconfirmed, I am convinced this bastard even ordered Nanao to kill Moe's grandmother just to work it into his machinations.
Even when later he claims that the Talented reach a point in their evolution where they become freaky eldritch abominations which is why he needed Nanao's brain... really, after all the times he has lied and bended the truth, what makes you think he is being truthful now? Even if he was, as according to devil's advocate, what if he is being honest? He is still a self-serving sociopath who is likely only feigning concern for humanity's safety to net himself more power.
In the end, who is Tsuruoka? Tsuruoka is the very worst that humanity has to offer. He is a cruel, sadistic, monster who openly basks in being as malicious he can be. Everyone is there either to be his pawns that he can discard without a second thought, or simply because he thinks he can get away with it.
