Alfred, being a child, didn't understand what the bandages were for and was also a nosy child so he asked Arthur. Arthur, seeing the opportunity to make himself look even better in his lil bro's eyes, thought up a long and crazy story abt how he fought a huge hydra on his way back and got injured on his chest and now he wears the bandages so his wounds wouldn't get infected.

However that was the first time. Arthur changed the story everytime Alfred asked or added onto the originally story or went "Well, the hydra couldn't even scratch me! But there was this kraken[...]"
