Bengaluru: The Karnataka government on Friday transfers 10 IAS officers with immediate effect until further orders.

According to a Department of Personnel and Administrative Reforms (DPAR) notification Pallavi Akurathi IAS, Additional Director, Fiscal Policy Institute, Bengaluru is transferred and posted as Additional Mission Director, Sakala Mission Bengaluru replacing Janaki KM IAS, who has been transferred and posted as Deputy Commissioner, Bagalkot District, Bagalkot in place of Pommala Sunil Kumar IAS has also been transferred.

In the existing vacancy, Dr. Venkatesh M.V. IAS, Commissioner for the Watershed Development Department, Bengaluru is transferred and posted as Commissioner, Department of Animal Husbandry and Veterinary Services, Bengaluru.

Jharkhand mining secretary Pooja Singhal arrested in money laundering case

The Enforcement Directorate (ED) will produce her before a local court here seeking her remand.

Jharkhand mining secretary Pooja Singhal was arrested Wednesday by the Enforcement Directorate in a money laundering case linked to alleged embezzlement of Mahatma Gandhi National Rural Employment Guarantee Scheme funds in Khunti and other suspicious financial transactions, officials said.

Officials said the 2000-batch Indian Administrative Service (IAS) officer was taken into custody under criminal sections of the Prevention of Money Laundering Act (PMLA) after two consecutive days of questioning by the federal probe agency.

Sources claimed Singhal was evasive in her replies, and hence was arrested.

The Enforcement Directorate (ED) will produce her before a local court here seeking her remand.

She had arrived at the probe agency’s regional office in the Hinoo area of Ranchi around 10:40 am for the second day of questioning and was arrested around 5 pm.

Singhal was at the ED office for about nine hours on Tuesday where her statement was recorded.

The statement of her businessman husband, Abhsihek Jha, too has been recorded in the case on at least on three occasions, the sources said.

This is the second arrest in this case after Suman Kumar, a chartered accountant and financial advisor allegedly linked to the couple, was held by the ED last week on May 7, a day after the agency raided their premises and some other locations in different states.

The money laundering investigation against Singhal and others pertains to a case in which former Jharkhand government junior engineer Ram Binod Prasad Sinha was arrested by the agency on June 17, 2020 from West Bengal.

He was booked under the PMLA in 2012 on the basis of state vigilance bureau FIRs against him.

Sinha was booked by the vigilance bureau under criminal sections of the Indian Penal Code (IPC) pertaining to cheating and corruption for allegedly defrauding public money and investing it in his own name as well as in the name of his family members while working as junior engineer from April 1, 2008 to March 21, 2011.

The said money was earmarked for the execution of government projects under MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) in Khunti district, the agency had earlier said.

Sinha told the ED that he paid five per cent commission (out of the defrauded funds) to the district administration.

During the period, the ED had alleged, charges of “irregularities” were made against Singhal while she served as the deputy commissioner/district magistrate of Chatra, Khunti and Palamu between 2007 and 2013.

The agency, during the May 6 raids, seized over Rs 17 crore cash from CA Suman Kumar’s premises. The total cash seizure in this case including all locations is Rs 19.31 crore, officials had said.

The agency had claimed, in a remand note presented to the court for Kumar, that Singhal and her husband received “huge” cash deposits — to the tune of Rs 1.43 crore — over and above her salary in their accounts, during the period she faced charges of irregularities while being posted as the DM of various districts in the state.

The ED also told a special PMLA court in Ranchi that the IAS officer allegedly transferred Rs 16.57 lakh from her “personal account” to those controlled or owned by CA Kumar.

The IAS officer, the ED had told the court, purchased 13 policies and paid a premium of Rs 80.81 lakh between 2005–06 and 2012–13 fiscal and later “closed them (policies) pre-maturely and received closure amount of Rs 84.64 lakh.”

The agency is also looking at the business transactions and other finances of a multi-speciality hospital based in Ranchi which is allegedly managed by Singhal’s husband.

ED officials had earlier said they seized a number of “incriminating documents that indicate political and higher bureaucracy links with alleged illegal mining activities in the state” during the raids.

Singapore is one of the leading financial centers of the world and a major distribution hub of finance in Southeast Asia. No wonder, therefore, that the country has created one of the most advanced banking systems in the world, numbering about 700 local and foreign banks and financial institutions that provide services ranging from consumer banking and asset management to the stock exchange, investment banking and specialised insurance services.

At the end of 2004, Singapore's domestic banking sector consisted of assets / liabilities in the amount of about 230 billion U.S. dollars. Singapore’s leading banks are ABN AMRO, Citibank, DBS, HSBC, OCBC, Standard Chartered and UOB. Country’s central bank is the Monetary Authority of Singapore (MAS), which determines monetary policy, regulates banks and financial institutions and issues the currency. Despite the current lack of government-sponsored deposit insurance program, MAS plans to establish such a system in the near future.

Activities of commercial banks licensed in Singapore and are subject to the Banking Act. Commercial banks may engage in all possible types of banking activities. In addition to providing commercial banking services, including deposit-taking, lending and checking operations, banks may also engage in any other kind of banking business, which is regulated or permitted by MAS, including consulting services in finance, brokerage services in the field of insurance and capital market placement services (Section 30 of the Banking Act describes all the possible types of banking activities).

In July 2001, the Banking Act was amended by prohibiting banks from engaging in non-financial activities. Banks were provided three years, until July 2004, on completion of their non-financial activities. In August 2003, this grace period was extended for another two years until July 2006 for those banks which have applied to MAS to request an extension. Currently, in Singapore operate 113 commercial banks. Five of them are registered at the local level and are owned by three local banking groups. Commercial banks can operate as banks, providing the full range of services, wholesale banks or offshore banks.

Banks providing a full range of services

Currently, there are 28 banks, offering the full range of services and operating under the Banking Act in Singapore. Wholesale banking

Wholesale banks may engage in the same banking activities that banks offering a full range of services, except that they do not have the right to provide retail banking services in Singapore dollars. They operate in accordance with the Guidelines issued by MAS to work wholesale banks. In Singapore, there are 37 wholesale banks, and all of them are subsidiaries of foreign banks.

Offshore banks

Offshore banks have the right to engage in the same activities as banks, providing a full range of services, as well activities involving Asian currencies, expressed in units of Asian currencies (ACU). Units of Asian currencies – is an accounting unit used by banks to account for all their foreign currency transactions carried out on the Asian market. Banking operations in Singaporean dollars are accounted separately in the domestic banking unit (DBU). The volume of transactions carried out in the domestic banking units of offshore banks a bit more limited in terms of transactions with residents compared with wholesale banks. As a part of the liberalisation of the banking activities, offshore banks were given greater leeway in the implementation of wholesale operations with the Singaporean dollar. Limit on loans in SGD to offshore banks was increased to 500 million now, these banks may transact “swap” in the Singaporean dollars in relation to the proceeds from the issuance of Singapore dollar bonds, which are run or released by banks. In total in Singapore operate 48 offshore banks, and all of them are subsidiaries of foreign banks.

Merchant banks

In addition to these three categories of commercial banks, there are financial institutions that can operate as merchant banks. Merchant banks are approved by Monetary Authority in accordance with the law, and their activity is subject to the directives of the trade banks. Operations of these banks in terms of Asian currencies also performed in accordance with the Banking Act. Typically, commercial banks engaged in the financing of corporate entities, the subscription to shares and bonds issued, mergers and merger of companies, investment portfolio management, management consulting and other reimbursable activities. Financial companies

Financial companies concentrate their activities on a small scale financing, including loans to purchase cars, consumer durables, and extend loans for real estate purchase. Financial companies are licensed and operated in accordance with the Law on financial companies. Financial companies are not allowed to open deposit accounts, which allows withdrawing the funds at the request of checks, promissory notes or payment request. They are not allowed to provide unsecured loans in excess of 5,000 Singaporean dollars to any person or for any transaction in foreign currency, gold or other precious metals or acquire shares, denominated in foreign currencies, equity or debt securities.

However, financial companies with capital of more than 10 million Singapore dollars, may apply for permission to carry out transactions in foreign currencies, precious metals and shares denominated in foreign currencies.
