A top communications official for the administration’s coronavirus response urged President Trump’s supporters to prepare for an armed insurrection after a contested election and accused government scientists of “sedition” in a Facebook Live chat that he described in detail to The Washington Post on Monday.

Michael Caputo, assistant secretary for public affairs at the Department of Health and Human Services, which is overseeing the coronavirus response, leveled the accusations and promoted other conspiracy theories in a Facebook Live event first reported by the New York Times. Caputo confirmed the authenticity of the video in comments he made to The Post.

“Since joining the administration my family and I have been continually threatened and in and out of criminal court dealing with harassment prosecutions,” Caputo said in a statement. “This weighs heavily on us and we deeply appreciate the friendship and support of President Trump as we address these matters and keep our children safe.”

Caputo’s comments come as Trump administration officials say they are seeking to build public support for a coronavirus vaccine but have faced a series of disappointing setbacks, most recently the release of audio in which the president admitted that he deliberately downplayed the virus when he knew it was “deadly.”

Trump installed Caputo in April after weighing whether to fire Health and Human Services Secretary Alex Azar over a series of damaging stories about Trump’s handling of the pandemic, according to three current and former White House officials who spoke on the condition of anonymity to describe behind-the-scenes discussions. Allies persuaded Trump to not make such a change amid a pandemic, but instead to bring in Caputo, the officials said. (Trump denied reports that he was considering firing Azar at the time.)

Almost immediately, Caputo began exerting control over officials’ public appearances and statements; by early summer, he had extended that scrutiny to scientists. He and an adviser have faced mounting criticism in recent days for interfering with the work of scientists at the Centers for Disease Control and Prevention, seeking to change, delay or kill weekly scientific reports they thought undermined Trump’s message that the pandemic is under control. Caputo has also sought to wield influence over when government scientists appear on television, telling officials that he approves such bookings.

Caputo is viewed as a Trump loyalist, but several White House officials said his behavior has been erratic and some of his ideas have been regarded as extreme. For example, he proposed the federal government spend millions of dollars on a professionally directed and produced documentary about the administration’s race to develop vaccines that he wanted to air at film festivals, said a senior administration official, who spoke on the condition of anonymity. The idea was rejected by White House communications aides.

In the Facebook video, Caputo criticizes government career scientists, the media and Democrats, the Times reported and Caputo confirmed. He said he was under attack by the media and that his “mental health has definitely failed."

“I don’t like being alone in Washington,” Caputo said in the video, describing “shadows on the ceiling in my apartment, there alone, shadows are so long.”

Caputo also said the CDC, which is part of HHS, had a “resistance unit” that aimed to undermine Trump. Without offering any evidence, he also accused scientists “deep in the bowels of the CDC” of giving up on science and becoming “political animals.”

They “haven’t gotten out of their sweatpants except for meetings at coffee shops” to plot “how they’re going to attack Donald Trump next,” he said in the video. “There are scientists who work for this government who do not want America to get well, not until after Joe Biden is president.”

He also predicted that Trump would win the election but that Biden, the Democratic presidential nominee, would refuse to concede. “And when Donald Trump refuses to stand down at the inauguration, the shooting will begin,” he warned in the video. “The drills that you’ve seen are nothing. If you carry guns, buy ammunition, ladies and gentlemen, because it’s going to be hard to get.”

Several Democratic lawmakers, including Sen. Patty Murray (D-Wash.) and Rep. Rosa L. DeLauro (D-Conn.), called late Monday for Caputo’s firing.

“Secretary Azar has a basic responsibility to ensure our public health experts are able to do their jobs, our covid-19 response is not undermined by misinformation or conspiracy theories, and the data used to inform our efforts is free of political interference,” Murray said in a statement.

Noting that Caputo has said the president asked him to oversee a $250 million campaign “intended to help America to get back to normal,” DeLauro said, “We now know this is a propaganda campaign that must be defunded immediately. It is not the mission of the Department of Health and Human Services to get the President reelected.”

House Democrats on the select subcommittee on the coronavirus crisis also announced that they had launched an investigation into political interference in the CDC’s science reports on the pandemic.

The White House declined to comment on the controversy Monday.

Speaking on the condition of anonymity to discuss behind-the-scenes conversations, a White House official said the president was aware of Caputo’s comments but that his job appeared to be safe for now. Nonetheless, the official said, some advisers were arguing Caputo should be demoted or removed because of concern that he could damage the administration’s efforts to build public confidence in a prospective coronavirus vaccine.

The official said the White House has also recently expanded its coronavirus vaccine messaging team, detailing staffers from other agencies in an “end run” around Caputo.

Senior White House aides have previously warned Caputo that some of his public comments crossed a line. Caputo deactivated his personal Twitter and Facebook accounts on Monday.

HHS released a statement describing Caputo as “a critical, integral part of the President’s coronavirus response, leading on public messaging as Americans need public health information to defeat the covid-19 pandemic.”

Several current and former administration officials have expressed frustration that Caputo seems more focused on the president’s political fortunes than on combating the pandemic. Caputo denied that, saying that while he cares about the president’s electoral prospects, he is most worried about the deaths and suffering caused by the pandemic. He noted he has urged friends to wear masks. “If you don’t wear a mask, you’re part of the problem,” he said in the interview.

As a former radio talk show host, Caputo said he used to host such Facebook Live events every Sunday until he took the assistant secretary job in April. Since then, he has done two or three such events to talk about the pandemic response.

He said he spoke about being in personal danger on the Facebook Live video because a car had stopped in front of his Buffalo-area home, where he was shooting the video, and a man rolled the car window down and twice yelled profanities and threatened his life.

Since Caputo has been in the HHS job, he said, his two young daughters, now 6 and 8, have been harassed constantly. One man is being prosecuted for yelling profanities at them when they were playing outside, he said. The Post could not immediately confirm that case.

During the video, Caputo said questioners asked whether he would stay in the job because of mounting criticism of his team’s interference in the work of CDC’s weekly scientific missives aimed at the nation’s doctors, known as the Morbidity and Mortality Weekly Reports. He said he expected to remain in his post.

Caputo was an unusual choice for the top health communications job in the government, especially in the middle of the worst public health crisis in a century. A New York public relations specialist and political consultant, Caputo served as campaign manager to controversial businessman Carl Paladino in his unsuccessful bid for governor of New York in 2010. Caputo began working with Trump in 2014, first to assist Trump’s unsuccessful bid to buy the Buffalo Bills that year and then, in 2016, to assist Trump’s efforts in the Republican primary for president in New York.

Caputo remained in the public eye, particularly after the appointment of special counsel Robert S. Mueller III in 2017. In frequent interviews, Caputo bemoaned the investigation and the effect it had on Trump allies who faced hefty legal bills as they received subpoenas and requests for interviews with investigators. When the investigation wrapped, Trump hosted Caputo for a meeting in the Oval Office and took pictures with his family.

Caputo himself drew the attention of Mueller’s investigators in part because he had had contact with a Russian who offered damaging information about Hillary Clinton during the 2016 campaign.

In May 2016, Caputo said, a Russian man approached his then-business partner, Sergey “George” Petrushin at an art gallery opening in Florida, claiming to have information that could be helpful to Trump’s campaign. Petrushin connected him with Caputo, who arranged for him to meet with political operative Roger Stone, a longtime friend.

According to the Mueller report, which described the episode, investigators found no link between the Russian man’s outreach and the broader effort by Russia to interfere in the 2016 election.

As a political adviser and public relations specialist, Caputo also had lived for a time in Moscow in the 1990s, where he worked on a campaign reminiscent of “Rock the Vote” on behalf of then-Russian President Boris Yeltsin.

Returning to the United States, Caputo took a contract in 2000 working for the Russian conglomerate Gazprom Media to improve Vladimir Putin’s image in the United States. He later told the Buffalo News that he was “not proud of the work,” adding, “at the time, Putin wasn’t such a bad guy.”

It’s a long-established fact that the United States is the largest incarcerator in the world. Over two million people are behind bars, roughly a quarter of whom are simply awaiting trial. Millions more are under some form of state supervision, such as parole or probation.

Many players have a hand in our mass incarceration crisis, but there’s one actor with almost unlimited power to determine who ends up locked up and who goes free — the power to charge (or not), to divert people from incarceration (or not), to plea bargain (or not). That person is the prosecutor.

For decades, prosecutors have used their virtually unchecked discretion to mold a deeply unfair system that relies on incarceration, perpetuates poverty, and foments racial inequalities. Prosecutors are deeply complicit in the following realities:

Despite the fact that crime rates have steeply declined in the last quarter century, incarceration continues to climb.

One out of every three Black boys born today can expect to go to prison in his lifetime, compared to one out of 17 white boys.

Women are now the fastest-growing population in jails and prisons, and the imprisonment rate for Black women is about twice the rate for white women.

An estimated half of the people in prison have some indicator of a mental health disorder.

States engage in behaviors that prevent fair and transparent trials, such as withholding evidence, predatory plea bargaining, and racist jury selection.

We too often believe that these realities are simply the result of clear laws, and that prosecutors are just doing their jobs. But prosecutors make choices every day that determine which laws are enforced and against whom, and how much punishment they carry. For too long, they have made choices that perpetuate mass incarceration rather than tear it down.

Prosecutors don’t have to be the bad guys…

Prosecutors not only have the power to ruin lives — they have the power to save them. As we have seen in a handful of places around the country, prosecutors committed to reform can use their discretion to choose liberty over incarceration and rehabilitation over punishment.

A transformational prosecutor is one with a fundamentally new approach to their work; a prosecutor who is committed to using their power to end mass incarceration and rectify racial disparities that for too long have defined our criminal legal system.

A transformed prosecutorial system will be fully transparent and accountable. Prosecutors will strive for diversion over incarceration, and will conduct any plea bargaining fairly. These are key elements of prosecutorial reform that we’ll be fighting for throughout 2020 and beyond — until America is no longer known for its incarceration crisis but for rebuilding a broken criminal legal system.

…but first, here’s what they need to fix:

Transparency

Prosecutors’ offices are often black boxes, with little information publicly available about their policies and practices. It’s how prosecutors often get away with misconduct. Accountability and even basic citizen and voter education are virtually impossible without transparency. Prosecutors are typically granted qualified or even absolute immunity, under the belief that this is required to do their job.

Across the country, many prosecutors are beginning to change their ways by voluntarily disclosing information about their offices. They have realized that transparency benefits everyone, including prosecutors themselves. It helps the public understand what’s happening in prosecutors’ offices — who’s being charged and for what, whether sentences are being applied fairly, and what kind of outcomes are the result. And for prosecutors, transparency is a way to build community trust, which is essential to their jobs.

Still, too many prosecutors are still trying to shut their office doors. The ACLU is fighting back through litigation and legislation, filing FOIA requests where necessary, writing and advocating for state transparency bills, and working with prosecutors to bring their work out of the black box and into the light.

The Gecko

I dance when I paint.

I don’t mean this to sound like some kind of barfy New-Age metaphor; rest assured that I haven’t yet become the “I wear floral caftans and practice yoga and drink kale smoothies and shop at Whole Foods and the whole universe dances through me, rama-lama-ding-dong” version of myself. I mean to say that I dance in the actual sense of moving rhythmically as I wield my brush. There are good practical reasons for doing this … sometimes it’s important to rehearse a tricky stroke before committing it to canvas, so I trace in the air what I intend to do, and prepare myself in advance for the actual execution. Some strokes are so complex in their trajectory, twisting and turning on themselves like the coils of the small intestine, that I need to make a few practice tries first. I have to use my whole arm, from shoulder to fingertip, and on really long strokes, dozens of other muscle groups come into play. Add some music, a soupçon of dramatic flair, and voilà! Dancing. But there is another, weirder aspect to what I do with my body when I paint. When my painting is going well, when I’m really “in the zone”, it feels like I am physically manipulating the forces within the composition. And by “forces” I mean actual dynamic forces … like torque, shear, tension, compression, lift, drag, gravity. These can all be represented in two dimensions, but I like to diagram them out in four. So I’ll make a range of expressive motions, which may seem to any observer like the gestures of a conductor, or a sculptor, or a magician. I may push, pull, draw out, spin, wave, smudge, swirl, scrape, all without touching the canvas. This may go on for several minutes, until I’m satisfied that I know what needs to happen. Then, and only then, I’ll make my move.

Lately, all this dancing has drawn the attention of local wildlife.

The place where I’m staying, on the northeast coast of Florida, is surrounded by water: ponds, marshes, rivers, and estuaries. Herons and egrets flap overhead, and falcons perch on the live oaks. Snakes make an occasional appearance. Because of all the swampy green space nearby, the yard is overrun with skinks, anoles, whiptails, and geckos. Our studio space has four large picture windows, and a pair of sliding glass doors. Each window has a mesh screen. Sometimes, the smallest lizards will cling to these screens and just hang out for a while. They’re probably doing this to enjoy the ventilation and to scope out the yard … but it’s a cute, endearing behavior, and it makes me strangely happy to see them.

As I was working on a particularly challenging painting, dancing out my curlicues and whatnot, this one gecko scurried up the mesh of the nearest window, and parked himself right in the middle of my view. He kept turning his head this way and that, eyeballing my progress from various awkward angles. After a few minutes of this, he climbed down the screen, crossed a few inches of patio, and zipped back up to the top of a nearby lawn chair, which allowed him to see more directly into the window. I’m guessing it was my dancing that caught his eye. Maybe he couldn’t tell if I was a threat, a large predator lumbering about on the other side of the window. Maybe he thought I was a particularly gawky crane. But, at the time, it seemed like he was interested in watching what I was doing, for he stayed in place a long time, tilting his head back and forth to look at either me or my canvas.

This may sound absurd, but I must tell you why the interest of this gecko filled me with such profound sense of validation. But in order to do so, I’ll have to plunge into a very dark place for a while, so that I may impart some important contextual information. Bear in mind that I am saying this all quite matter-of-factly, while calmly sipping my tea, without a lot of handwringing or lip-quivering or Sturm und Drang, so please don’t panic as you read. What follows is not meant to worry you, nor am I merely bemoaning my bad fortune … rather, I wish to paint this oddly joyful experience in a fuller, more revealing light. So bear with me for a moment, through a few paragraphs of heavy weather, and I promise that we’ll eventually find our way to a happy ending, the kind you’ve come to expect from my stories.

The fact is, I’m in trouble. Real trouble.

My bank account is now five hundred dollars in the red, with more automatic bill deductions coming in every week. My phone’s been shut off for non-payment. Pamela’s WA tabs have expired, so I can’t legally drive her … as a result, her battery’s gone dead, and she’s had unused fuel sitting in her lines for three months, which may lead to further complications. My laptop and smartphone are beginning to show signs of wear and tear, and I can’t afford to replace either. The big picture gets worse the more I look at it. I have over $160,000 in student loan debt, $9,000 in New York State tax debt, and somewhere around $50,000 in IRS debt. My bank account is likely to be seized again any day now. Because I haven’t been able to make even the bare minimum on previously established payment plans, and because I don’t have much freelance income, I have no means of negotiating for further relief. Every former address has piles of unopened mail from debt collectors. Bankruptcy will not dissolve either my scholastic or tax liabilities. Furthermore, because of my loan defaults, I cannot access my college transcripts to apply for teaching positions or degree-dependent jobs. And I’m too old and weird to be an attractive candidate for most of those appointments anyway. I have no health insurance, and can’t afford even sliding scale care to address my three broken teeth, lifelong asthma, and untreated severe depression. Free clinics cannot help with the severity of my dental and mental issues.

In short, things may seem a little bleak at present, down here in the Sunshine State. But as I said, there is a silver lining to all this … so hang tight, and in a little while I’ll lift us back up into the land of dancing and portent reptiles.

Now, I’m sure that some of you are already rolling your eyes and saying, “Well, you made your bed … quit whining and get a real job.” This seems to be the go-to response when artists don’t perform well in a capitalist society, and many people have already said as much, directly to me or among themselves. The thing is, my résumé is already full of “real jobs”: sanitation, construction, moving, disaster services, dishwashing, deliveries, landscaping, corporate video editing, darkroom printing, customer service, telemarketing, proofreading, design, teaching, consulting. I’ve worked in a car factory, a soup factory, a vineyard, a children’s hospital, a bookstore, a college library, a marketing agency, an art supply store, two publishers, five photo labs, and serviced more industries than I can even remember. I’ve designed menus and logos and show posters, I’ve bartended and filled dumpsters and hauled furniture and maintained spreadsheets. I’ve scrubbed soot off of ruined antiques, painted stripes on wastebaskets, taken dictation from lawyers, torn down drywall, pulled weeds, yanked nails, bottled whiskey, loaded ceramic tile, and demolished office cubicles. I even once helped raise a circus tent. I’ve kissed plenty of asses, both in the literal and figurative senses, for ridiculously low sums of money. I’ve done plenty of the icky stuff that nobody wants to do.

But my work ethic, skill, and earnestness simply aren’t paying off ... yet.

This is not an unusual predicament for people like me, though. The kind of jobs that folks expect me to have, based on my education and capabilities, won’t even grant me an interview, no matter how carefully I tailor my cover letter and CV, no matter how much positive energy and enthusiasm and hope I muster for the application. I’ve been completely and conscientiously sober for nearly seven years now, but even that level of commitment and self-care hasn’t done anything to change my financial situation, which has reached an all-time nadir. I’ve learned that “rock bottom” is an illusion … at the bottom of the well you’ll sometimes find not bedrock but quicksand and bobbing turds.

The inevitable question to ask, of course, is whether or not I am bringing all of this on myself. I’m sure some of you insist that I have this masochistic / self-destructive narrative that I’m adhering to, some kind of badly warped Van Gogh complex. You may feel that I remain impoverished only because of my own stubbornness, self-pity, delusions of grandeur, sloth, or outright stupidity. Some of you probably feel that I keep failing because I never apply myself properly, that I just don’t try hard enough, that I should love myself more, that all I need is a good full-time job with health insurance. You may have already thrown up your hands in frustration. I don’t begrudge you your opinion or your irritation … but to all of these things, I can only say, “I’m doing my best with what I’ve got.”

Throughout my career, I’ve been very forthright about my struggle with living … not because I am fishing for sympathy or solutions, but because I’ve come to believe that sharing such challenges openly is an essential part of my purpose as an artist. I am describing my state of crisis not to alarm you, or even to cry for help, but simply to reveal the full dimensions of my situation. I also hope that by explaining my fears and doubts I may help you to alleviate some anxiety of your own … for there is no relief quite like that of fellowship. As some of closest friends know, I have been on the precipice for my entire adulthood, and have come close many times to losing my grip altogether. Many of you can relate. Despite these troubles, though, I’ve clung stubbornly to existence, even when my fingertips are slipping on the beveled edge, just so that I could occasionally arrive at a moment like the one I had today with the gecko … moments when my life’s work seems to reveal its actual shape, when I can feel the ongoing dance of the world move through my fingers, when I am reminded that the long meandering road itself is the whole point. All those shitty jobs and sleepless nights were a vital part of the composition. They all brought me here, collectively, to this one instant, when I was dancing with a brush in my hand and a lizard was watching me from the window, a moment when everything changed.

Art is the alchemy that transforms any hardship into gold.

I hope you’ll come to understand what I mean when I say, right now, that it feels like as if I’ve inadvertently engineered my entire life just so that my passion might catch the eye of a wandering gecko.

I keep working because there is more work to be done. I keep fighting to live because I believe that I have an important message to deliver, and that I cannot rest until it is safely received. I don’t yet know what this message is, or where it comes from, or why it has been placed in my clumsy hands … but I feel burdened with the responsibility of lasting long enough to relay it. Judy Garland once told me the secret of immortality, and now a gecko is telling me the secret of artistic success.

So I am here to tell you about a gecko who was watching me paint.

I am here to tell you about a gecko who is now forever splayed on the window mesh of my mind, a gecko who stares at me with a mixture of curiosity and confusion as I struggle to keep my brush moving, as I desperately dance away from the reality of ruin, as I choose one more day of making art over surrendering to doom. I am here to tell you that this gecko is looking sideways at my canvas, with his googly roving eye, and he seems quite pleased with my output. I am here to tell you that this gecko has become my biggest fan; if I achieve nothing else in my career I’ve at least entertained one living creature with my artistry.

I am here to tell you that the gecko is delivering a message through me to you … on behalf of all the artists who have ever lived and died in total obscurity, all the forgotten and abandoned and hopeless creators who valued experiences more than fiscal solvency, those who saw many of the world’s most wonderful riches despite having no money or fame or toothpaste. My friend the gecko is saying to us, you and I, that it’s all been worth it. Every flawed and stupid choice we’ve made has been the right one, as long as each of us keeps trying our best to write a compelling poem with our life story. The gecko is telling us, you and me both, that everything’s going to be okay. He says that no effort is wasted, that no bravery goes completely unnoticed, that no talent is ever squandered if it has brought comfort or amusement or a moment of beauty to others. He says that we won’t be remembered for our poverty, but we will be remembered for our grace under duress. The gecko is assuring us that no sincere artist is a failure. The gecko believes in you and me, just as I believe in you and me. In fact, the gecko just whispered to me now that you’re the richest person he’s ever seen, and that your dance moves are awesome. The gecko told me to tell you to keep dancing, no matter what, for as long as you can, and to never give up on your gifts, which are plentiful and splendid and rare. He says he admires your brilliance, and your stamina, and your coordination. He says that he can see the whole world dancing in your hands.

FBI Director Comey confirms the FBI is investigating Russian influence in the 2016 Election; denies wiretapping Trump Tower

∫ The F.B.I. director, James B. Comey, publicly confirmed an investigation into Russian interference in the presidential election and whether associates of the president were in contact with Moscow.

∫ Mr. Comey also said the F.B.I. had “no information” to support President Trump’s allegation that Barack Obama wiretapped him.

Mr. Comey said that it was unusual for the F.B.I. to confirm or deny the existence of any investigations, but that in unusual circumstances when it is in the public interest, the bureau will sometimes discuss such matters.

“This is one of those circumstances,” he said.

“The F.B.I., as part of our counterintelligence effort, is investigating the Russian government’s efforts to interfere in the 2016 president election,” he continued, adding that the investigation included looking at whether associates of Mr. Trump were in contact with Russian officials, and whether they colluded with them.

The White House has come out saying the false statement that the FBI and NSA told Congress that Russia did not influence the election.

During today’s Press Briefing, Press Sec Spicer claimed this was “still just the beginning phase” of investigating whether Trump Tower was surveilled

Spicer also claimed that Paul Manafort, former Trump campaign chair who stepped down after Russian allegations began spreading, had a “limited role” in the campaign

Trump sidestepped the hearings during his Kentucky rally.

The FBI is also reportedly probing far-right news sites to see if they contributed to Russia’s interference

But a U.S. Department of Education report on the 2013-14 school year, the most recent year for which data is available, concluded that student participation in Community Learning Centers led to improvements in achievement and behavior. Half of students improved their homework completion and in-class participation. More than a third of participants also improved their grades in math and English, according to the report.

And when it comes to after-school nutrition programs, research has shown the academic benefits of alleviating hunger among students.

"Hunger due to insufficient food intake is associated with lower grades, higher rates of absenteeism, repeating a grade, and an inability to focus among students," the Centers for Disease Control and Prevention said in a report on health and academic achievement, which also noted that inadequate consumption of certain foods and nutrients has been associated with similar results.

According to the American Psychological Association, hungry children are " significantly more likely to receive special education services, to have repeated a grade in school and to have received mental health counseling than at-risk-for-hunger or not-hungry children." The same study also found that hungry children were more likely than their not-hungry peers to have behavioral problems, including fighting or not listening.

Ivanka Trump will not be on the government payroll or officially bound by its ethics rules, but she said in a statement to Politico that she will “voluntarily” follow those restrictions. She also acknowledged the unusual nature of her emerging role.

“I will continue to offer my father my candid advice and counsel, as I have for my entire life,” Ivanka Trump in the statement. “While there is no modern precedent for an adult child of the president, I will voluntarily follow all of the ethics rules placed on government employees.”

President Trump has named Ivanka, 35, the mastermind behind his child-care and maternity- leave plans, the first proposals on such issues from a Republican president. Since the election, she has sat in meetings with world leaders, including Canadian Prime Minister Justin Trudeau and German Chancellor Angela Merkel. Politico reported that she is also working to obtain a security clearance and this week will receive government communications.

The revisions also include a change targeted at New York state that is expected to bring on board several wavering Empire State Republicans. That change would cut off federal Medicaid reimbursement for county contributions to Medicaid.

New York Republican lawmakers argue this will relieve counties from having to pay into Medicaid and lead to property tax relief for constituents. But Democrats are already labelling that change a “backroom amendment.”

The House changes - which come in the form of a manager's amendment - also contain nods to calls from lawmakers to increase tax credits for older people to address projected cost spikes under the GOP bill, without actually making that change. Instead, the House bill would enact a different, placeholder provision to increase a medical tax deduction, with roughly the same cost, $85 billion over 10 years.

House lawmakers say they then expect the Senate will actually codify the change to increase tax credits for people between the ages of 50 and 64.

Florida school massacre suspect on authorities’ radar in 2016: media

PARKLAND, Fla. (Reuters) – A teenager accused of fatally shooting 17 people at a Florida high school was investigated by police and state officials as far back as 2016 after slashing his arm in a social media video, and saying he wanted to buy a gun, but authorities determined he was receiving sufficient support, newspapers said on Saturday.

Nikolas Cruz, 19, is charged with committing multiple murders on Wednesday at the Marjory Stoneman Douglas High School in Parkland. More than a dozen people also were wounded in the deadliest shooting at a U.S. high school.

The charges can bring the death penalty, but prosecutors have not yet said if they will seek capital punishment. Days after the killings, a somber series of vigils and funerals were being held in and around Parkland, a Fort Lauderdale suburb of about 32,000 people. The South Florida Sun Sentinel first reported that a video of Cruz cutting his arm posted to the social media network Snapchat in September 2016 raised concerns among law enforcement and at the Florida Department of Children and Family Services.

“Mr. Cruz stated he plans to go out and buy a gun. It is unknown what he is buying the gun for,” said a report written by department officials after investigators interviewed the teenager, the Sun Sentinel said.

The newspaper reported investigators ultimately decided that Cruz, then 18, was receiving enough support from mental health professionals and from his school, and any risk in his case was low.

The Department of Children and Family Services has asked a court to release the records “in the spirit of full transparency,” spokeswoman Jessica Sims said.

The long-simmering U.S. debate about gun rights played out on Saturday at events in the area.

Hundreds of people attended a rally in Fort Lauderdale where students from the school demanded new gun control measures to tighten what they saw as easy access to firearms in the state. They also accused some politicians of being more concerned about protecting the firearms lobby than children.

“Because of these (current) gun laws, people that I know, people that I love, have died,” Delaney Tarr, a senior at the school, told the rally.

At a nearby gunshow, attendees said new laws would not have prevented the massacre, adding gun rights are protected by the U.S. Constitution’s Second Amendment.

FBI UNDER PRESSURE

The Federal Bureau of Investigation admitted on Friday that it failed to investigate a warning this year that Cruz possessed a gun and the desire to kill.

A person described as close to Cruz called an FBI tip line on Jan. 5 to report concerns about him, according to the FBI. That information was not forwarded to the FBI’s Miami office, in what agency officials called a breakdown in protocol.

The disclosure spread angry disbelief among Parkland residents and prompted Florida’s Republican Governor Rick Scott to call for FBI Director Christopher Wray to resign.

U.S. Attorney General Jeff Sessions has ordered a review of FBI procedures following the shooting, in which 14 students and three school staff members died.

U.S. President Donald Trump called local politicians and the school’s principal from his Mar-a-Lago, Florida, resort on Saturday to express condolences, offer support and receive updates, a White House spokeswoman said. On Friday, he visited shooting survivors and first responders.

He and some other Republican political leaders have said mental illness prompted the massacre. Cruz had been expelled from the high school for undisclosed disciplinary reasons and former classmates described him as an outcast and troublemaker with a fascination for weaponry.

As more details emerged on the suspect, CNN reported that Cruz posted disparaging comments about Jews, African Americans and gays in a private chat group on the social media network Instagram.

“I think I am going to kill people,” Cruz wrote in the group, according to CNN, which also quoted an unnamed law enforcement source as saying the suspect bought at least five guns in the past year.

Cruz’s attorneys at the Broward County Public Defender’s Office did not return requests for comment on that or the 2016 report by Florida’s Department of Children and Family Services.

“This kid exhibited every single known red flag, from killing animals to having a cache of weapons to disruptive behavior to saying he wanted to be a school shooter,” the county’s public defender, Howard Finkelstein, told the New York Times. The paper said it also received a copy of the report.

Speaking on Saturday at an event in Dallas, Texas, Vice President Mike Pence said Trump was making the safety of the nation’s schools a top priority.

“We will get to the bottom of what happened,” Pence said, adding the administration would take “a renewed look at giving law enforcement and local authorities the tools they need to deal with individuals struggling with dangerous mental illness.”
