Why was RERA necessary?
Real estate and allied activities are the biggest employers in the country after agriculture and housing. Unfortunately, India had no legal regulatory authority for nearly 70 years since independence! This glaring gap left many loopholes in the system for different players to exploit. RERA was necessary due to the following reasons: • There were no standardized procedures, and the sector was highly fragmented and unregulated. This gave a broad scope to many players of the real estate sector to abuse the market. • Previously, the developers would launch their projects; however, there was no guarantee that the said project would be completed within the stipulated time. This left many buyers and investors sceptical about investing in the real estate sector. Many home buyers would also be left in a lurch as the projects they would invest in would not be completed on time. • Grievances would usually be addressed in the Consumer court; this would result in a cumbersome process. In many instances, cases would drag along for years together, resulting in a poor rate of disposal of cases. • Many financial institutions, such as banks, would fund builders, and eventually, they would be unable to recover their loans. This led to mounting up of bad debts resulting in crippling of Indian economy as the Non-Performing Assets piled up. • Rampant use of black money was unaccounted for till now, and this was possible due to the various existing loopholes and lack of transparency. • There was a lack of transparency in the real estate sector. This information asymmetry led to many scams and frauds. It also led to a rise in the cost of projects if their delivery was late. These factors prompted the government to resolve the issues of rotting the real estate sector for decades. Hence came in RERA. This watershed move led to the establishment of India's first regulator for the real estate sector. The matters pertaining to land and urban development come under the state list, the union government has only Delhi and Union Territories under its ambit. The union government formulates national policies in this domain and assists the states through various Centrally Sponsored Schemes. The RERA Act has made it mandatory for the states to establish their own regulator, thereby standing to the principles of federal democracy and promoting decentralization of power.

Indian food is not just curry….There is a lot more to Indian food than chicken tikka masala and saag paneer. With 23 different official languages Indian food cannot be represented by a single cuisine. There are distinct regional differences which lend itself to a diverse variety of dishes. With the advent of globalization, the world is now more open to trying the vast array of flavors that are available under the broad moniker of Indian cuisine. New York City has seen an exciting new generation of creative Indian restaurants pop up in the last year. Even the most jaded New York palate will get a sensory pop from these culinary artistes.
Indian Accent, the only restaurant from India to make it to the 2016 World’s 50 Best Restaurant List now has an outpost in New York. I visited the original one in Delhi to celebrate a special birthday and was bowled over by the chefs’ creativity. What Manish Mehrotra has done for Indian cuisine can be compared to the achievements of Ferran Adria. In New York, the menu is highly creative (but a little more grounded in India). The chef uses a deft hand and scribes onto a global palimpsest a mélange of Indian spices and techniques. An example is the kulcha stuffed with pastrami and mustard, a riff on the pastrami sandwich…Katz deli…watch out. My favorites from the current menu are the phulka (superthin Indian flatbread) with pulled jackfruit and soft shell koliwada crabs served with a dried shimp pulao. If you have a sweet tooth, you must try the kesar mango with almond shrikhand.
Paowala in Soho, the latest restaurant from Floyd Cardoz of Tabla fame takes you where Tabla left off and beyond. I did my culinary school internship at Tabla and was sad when it was shut down. But now with the opening of Paowala, some of my favorites at Tabla Bread bar appear on this menu. The breads here are as good as Tabla with a few more twists. I was entertaining a friend visiting New York and we ended up in Soho. Fortunately, we got two seats without a reservation and were delighted after a long shopping spree. We decided to make a meal out of the breads and small plates. Tingmo, the Tibetan bread was new and delicious and black-pepper prawns….thank God for Vasco da Gama’s misadventures.
Heading uptown, Chaiwali, located in a lovely townhouse in Harlem, infuses everyday home cooking (if your home was cordon bleu!), with whimsical touches. Try the kale burger with chutney or the savory rice batter waffles, which is a twist on the traditional dosa. The samosas, a quintessential Indian snack at Chaiwali (best with masala chai) was rated as one of the top 100 foods to eat in Manhattan.
Pondicheri (through Houston) in Flatiron is a wonderful new casual loft like space open for all day dining. Breakfast starts at 7:30 am with goodies from the chef’s ‘bake lab’ as well as some really creative hot options like grits cooked south Indian style! The street food menu is wonderful for a quick bite with all-time Indian favorites like vada pav and frankies, which I ate growing up in Mumbai. Pondicheri does a great rendition of both. Thalis (sampler platter) are a great way to try many dishes at once and Pondicheri has many options to choose from. The ocean themed thali is yummy with the squid ink utthapam (think spicy rice crepes al nero di sepia) being the piece de resistance.
Junoon in the Flatiron district is the perfect place to eat traditional Indian cuisine in a refined setting. The food is authentic and modern at the same time and the presentation is extremely contemporary. The 3-course extensive dinner menu has a wide variety. I am partial to their seafood choices.
Tulsi, the midtown gem is a Michelin star restaurant that serves the best goat biryani slow cooked in a clay pot. This is a great place for corporate entertaining and an excellent choice if you are looking to cater Indian food for your next event.
Tamarind, in Tribeca (a veteran of the Manhattan dining scene) is situated in an art deco building spread over two levels in a 11,000 square foot space. A great choice to savor traditional Indian cuisine that showcases dishes from various parts of India. Their tandoori offerings are really good and hearty. The lamb marinated in malt vinegar and the chicken with basil are melt in your mouth good!
