BALITANG INTERNASYONAL: From Online Raffle Game Show Charity Host to Suspected Mastermind - Former Negros Oriental 3rd District and Congressman 'Arnie Teves' was arrested in Timor-Leste, yet deported back in jail to the PH
DILI, TIMOR -- From 'Teves Cares' to political genocide! The former, expelled Congressman, along the Negros Oriental (3rd District), and also a former online personality, once prominent figure known for his charitable initiatives & a raffle game show host of "Teves Cares: Aksyon, Tulong, Solusyon" named Arnulfo Alipit "Arnie" Teves was arrested this week in Timor-Leste.
The journey from a beloved online personality alleged to be a newly suspected mastermind of murder, was how the question, such transformation could happen. Teves' online raffle game show gained popularity with a large following because it claimed to be for a cause and to help people in need in Negros Oriental. Now, the bright spotlight that once shone so bright on Mr. Teves has been replaced by the harsh glare of suspicion and intrigue.
For those don't know about before the political massacre (behind his murderous mastermind himself), the independent online raffle game show of "Teves Cares: Aksyon, Tulong, Solusyon" is a charitable initiative organized by the said former Congressman and Negros Oriental (3rd District) himself in Bayawan City. Started in August 10th, 2024 on Monday afternoon (Bayawan local time)… It is designed to support various causes and provide assistance for the Filipinos. The show features a raffle draw where participants in Negros Oriental and around the Philippines can win prizes, and the proceeds from the raffle are used to fund community projects and aid programs.
It was streamed LIVE nationwide on Facebook (owned by Meta Platforms Inc. [MPi]), allowing a wide audience to participate and contribute to the cause. While in mid-December 2022, as due to insisted public demand, DZRH-AM 666khz in Metro Manila (under MBC Media Group, formerly Manila Broadcasting Company) inks the deal to launch new radio and televised programme under the same name.
Things have changed in a sinister side. Almost 9 hours after last year's Pamplona massacre in a first weekend of March 2023, who completely assasinating the late-Negros Oriental governor 'Roel Ragay Degamo' and among others… The pre-recorded telecast of 'Teves Cares: Aksyon, Tulong, Solusyon' at 6pm, aired each week on Saturday nights on 'DZRH Television' and DZRH-AM 666khz will be its final new episode on TV and radio nationwide when the horrific event took place-its natural ending, when the exposés on Teves' alleged criminal activities began to explode like a bombshell in Negros Oriental, and the whole world is at large.
The downfall of Mr. Teves was swift and decisive. The Teves Cares Foundation (TCF), a local non-profit organization in Dumaguete City, formerly a beacon of hope to many are forced to cease its operations after the murderous mastermind scandal. The radio broadcast contract for the program with DZRH-AM in Manila reportedly banned & terminated (following after the pre-recorded last new episode), and the 'Teves Cares' website closes down forever that uses for registering raffle codes for new and returning players online..
The House of Representatives expelled for public absence and attempts to evade justice by seeking asylum in various countries, ultimately led him to Timor-Leste, where he was apprehended while playing golf. He did enjoy brief release for over 30 minutes, but was rearrested in no time. The drama shows this man's time in court is far from over. Court hearings of Timor-Leste will now decide on the fortunes of Mr. Teves, and whether he would be deported back to the Philippines to face crimes against him and putting into its maximium security jail.
For many, the precipitous fall of 'Arnulfo Alipit "Arnie" Teves' is a lesson worth learning about how power could suddenly come unglued in the face of developing scandals and criminal accusations. From charismatic personality in the online game show host, to a fugitive on the run, Mr. Teves' story of exposition but no less ill-fated than the thin line separating fame and infamy in the political cosmos of criminal raffle game show of entertainment.
As the legal drama continues to unfold in Timor-Leste, the public gaze is very much glued on the plight of Mr. Arnulfo Alipit "Arnie" Teves as a long-forgotten beacon of hope, now half the man he used to be as he awaits the law's retribution for his supposed transgressions.
The former Negros Oriental 3rd district & congressman, and the now-murderous mastermind is facing several charges in court, once later deported back in his own country to jail.

Kantina Matak, the vibrant presidential cafe serving up 500 free meals a day to neighbourhood kids in Timor Leste’s capital, Dili, is characteristically lively when I sit down for lunch with Bella Galhos. It is a liveliness matched by Galhos, 51 and with an aura that draws you in.
Only three when Indonesia invaded, Galhos was exposed to the violence of the military from an early age, and it was in her teenage years she situated this violence in its broader political context — leading her down a path of activism. A survivor of the Santa Cruz massacre in November 1991, she hatched a plan of escape, and via an exchange program in Canada she relocated — beginning a tireless five-year solidarity building campaign.
In Canada, Bella’s personal experiences served as a testimony emblematic of life under Indonesian occupation in Timor-Leste. A compelling and charismatic speaker, she became a potent symbol within and of the international solidarity movement, connecting and inspiring a wide network.
Amongst her initiatives since returning in 1999, following independence, are the Leubrora Green School in Maubisse that teaches children sustainable agricultural practices and good nutrition, a women’s cooperative farming group and flower garden, and the Kantina Matak where we are sitting, employing and serving as a safe space for LGBT community members. She is serving her second term as presidential advisor, this time to Jose Ramos Horta — a role she loves, and describes as “a bridge between the people and the president”.
Her organisation Arcoiris (Rainbow) Timor-Leste offers shelter for members suffering violent situations, a place that “stands and defends the rights of the LGBT community in Timor-Leste”.
“Not only do they need the shelter, but also they want to feel secure. So, whenever they come to my compound, they feel secure. By giving the people a chance, opportunity and resources without looking at who they are.”
With first-hand experience, Bella is well-situated for this work; “one of my struggles was recognising who I am”.
“When I came out it was a process of being vilified over and over again, falling down on my knees … I was meant to be a minister in the government but because of my sexual orientation I was removed. My own family, my own brothers have tried to kill me … but it hasn’t stopped me.
“Young LGBT that I help care for are struggling to be accepted, loved, cared, protected, or invested in by their own family …They experience hardship, physical abuses, sexual abuses, abandonment, they drop out from school because they cannot handle the bullies, not only by their classmates, but also by their teachers who are not understanding and have no background whatsoever or no knowledge of what LGBT is. I think people really justify their homophobia and action against LGBT people by coming out with their own theory saying: Why you turn yourself to be this? Why can’t you just be a normal woman? Why can’t you just be a normal man? Why are you against God's will?”
Bella identifies the Catholic Church as a powerful institution perpetuating patriarchal ideals, and she makes a point of their hypocrisy.
“Why can’t we talk about priests who abuse children in convents, or uncles, fathers and brothers who ruin their own family? Instead you choose to talk about LGBT.”
In a country that is 98% Catholic, where churches dot the hills and priests hold prominent sway, being an LGBT activist is hard. “I risk a lot for saying what I say and doing what I do. But I always believe that a struggle, any struggle, whatever it is, whatever time it is or where it is, somebody needs to start it.
“Being an activist is a privilege, and it is my responsibility of speaking out for others.”
Inevitably, this has drawn the ire of the church, Bella tells me. “One time there was a huge public letter coming out from the Church about me because they know I was the one that was the voice of dissent. They claimed [in the letter] that [they] supported the LGBT community, [and] are only against [people choosing their] sexual orientation.”
There is a challenge in the tension; both staunch public activist and sensitive individual, caring deeply about others.
“The way people look at you, [you] already know that you do not belong there … I am always ready to be crushed and screened out … I fight my way forward even though sometimes it’s hard.”
Laughter comes easy around Bella, and her answers are splashed with colourful anecdotes and allegories. Asked what progress has been made 24 years on from the vote for independence, she likens the government to getting ready for a party where “you don't know which clothes to put on first. If you want to put your pants on first or your underwear. So I think that's what we need to be putting in place, things in sequences, you know, we should not go to the sky first, start with the earth.
“We cannot keep on using the excuse ‘new country’ as a way of saying it's okay to make mistakes … We cannot keep running the country by just turning on our Petroleum Fund. That is for me very worrying.”
“More than 20 years putting money into all these key sectors but we have not seen the results, we need to see the result and if the result is not seen it means that we are wrong in how we are investing it … we are already getting at least two or three generations that almost have no future to hold on to and most of them are already taking off and the younger ones are also hoping to get out and that's not a good sense of staying in the country to feel and to see what is going on here.”
The valorisation of veterans in a country where resistance leaders are constitutionally enshrined as “national heroes” often comes at the cost of everyday people in the sharing of power.
“Today we are still talking about veterans, all about veterans. Basically the country's owned by the veterans and the veterans are putting all the money into the older people and we forgot to bring money to the younger people, the future of the country, the future leaders of the country, and that’s worrying.”
It’s a dynamic that means the same faces have been in power since independence, and Bella references corruption as a feature of this ruling elite. Timor-Leste rated, in 2022, as having the highest hunger and malnutrition in Southeast Asia, according the global hunger index — a statistic that sits oddly with the US$19 billion sitting in Timor’s Petroleum Fund.
“Development is going at a snail’s pace because the government is too busy distributing power among people who actually don’t have the ability to work or serve the public. These people claim, ‘I did this, I did that, I lost my family, I was with you, I suffered the most, so I deserve to be a minister.’ It’s still like that.
“We are still pleasing each other by providing each other jobs — you know, to make people happy, make followers happy. And the majority of people are suffering because this is not what they were promised when campaigning is taking place.”
Bella believes a possible pathway forward would allow the mixing of “the younger generation into the process of developing the country”.
“Over 60% [of the population] is young. They should be prioritised. They should be dignified. By giving them space, their voice should be heard, should be counted.”
This sort of people-driven participatory philosophy underpins Bella’s outlook: “The priority, the centre of all development should be people, people, people and people means you don't see the classes that you don't see the categories; it’s the people. And first you have to get them involved, not just use them when you need the vote but [so that] their voices can actually be heard and counted in the program.”
What next for Bella? Energetic, with a life loaded with experiences, maybe a presidential run? “Winning or not, I don’t care. I just want to challenge the norms.”

Je me suis perdue.

BACKGROUND;
TW: drug dependency/use. ● Carmen was adopted as a toddler by Charles and Olivia Hearst, a couple from the upper class that had more interest in having a child they could brag about than merely having a child. ● She spent most of her childhood and life in classes of one kind or another, either expanding her brain or expanding her skill set. ● Between classes, recitals, pageants and family's functions, Carmen was nearly always on display and knew she had to present as such. ● Despite the endless schedule she was expected to maintain, Carmen always seemed to find time to reach out and talk to people around her, genuinely interested in the people around her and their stories. ● Her once lively personality was slowly withered down due to the exhaustion of rising to expectations and when she was only fifteen, her mother encouraged the use of stimulants. This has continued and become a dependency issue even though she neglects to acknowledge it. ● Finally away from home, she's experiencing some freedom but still doesn't know how to break out of her parents expectations.
BIOGRAPHY;
TW: drug dependency/use. The memory of her parents can hardly be considered as such, the images in her mind much more akin to attempting to remember the dream you had just been stirred from than seeing a picture of your past. The only thing Carmen knew for sure? Her parents loved her. A reassurance repeated time and time again by her nanny, words that were surely about her birth parents rather than her adoptive ones, whose presence was less commonplace than the woman's own. Charles and Olivia had always wanted a child. Or perhaps, more accurately, they had always wanted trophies — the biggest and best of everything that they could grasp onto, that they could put on display for those around them. Carmen was merely a more concrete piece that they could attribute to their greatness. The second they had welcomed her into the family was the second she was growing, a schedule crammed with whatever might help push her towards success; if she wasn't expanding her mind, she was expanding a skill. Classes, recitals, pageants and the older she got, the larger the list of events she was expected to be in attendance with her family for. The normalcy of a childhood spent making mistakes and getting into mischief not one that Carmen had been afforded. Despite the endless parade of events that filled her calendar, it never seemed to take away from the initiative Carmen had always had to reach out to the world around her. It seemed to not matter if it was a teacher, a classmate, a family friend or merely the employee of whatever business they had wandered into — Carmen seemed unable to keep herself from asking about their day, about their life. There was a genuine warmth and interest in people that even her parents money couldn't have afforded to teach, yet they made sure to harness it in whatever form worked best for them, ushering their daughter in the path of whoever's good graces they were attempting to win. However, expectations did not come without their drawbacks, withering down a once lively girl with exhaustion she shouldn't have while merely a teenager. It didn't go unnoticed and unluckily, it wasn't unknown territory for the Hearsts. She was only fifteen, in a dressing room before a pageant when her mother first gifted and encouraged the use of stimulants. It was the start of a dangerous path, leading to dependency that has followed her like a shadow, dependency that Carmen has yet to face the seriousness of. After all, what reason should she have to worry when her own mother had assured that so long as one didn't overdo it, there was no real harm. It was no surprise to anyone when Carmen graduated valedictorian, nor was it a surprise when she got her acceptance and made her way to Ogden University, Charles' Alma mater. It had never been a question to those around her just as it had never been a question for Carmen. There had never been thought or consideration for her own desires, for her own passions and wants out of life. Even now, Ogden may have opened a door for her, may have been an escape for the home that had suffocated her for the entirety of her childhood — yet the expectations lurk overhead like a storm cloud threatening to swallow her whole.
EXPAND ON HOW THEY EMBODY THEIR SKELETON TROPE;
The social butterfly, dynamic and charismatic, floating about so that you may always see her but never catch her. Carmen was outgoing even as a child, wrapping herself around anyone who would grant her their time and attention. It was an energy carefully sculpted over the years, taught how best to use that openness to charm the world around her, to make them feel welcome and seen when within her space. What she has yet to realize is the many ways in which this piece of her is both a blessing and a curse; the ability to seemingly adapt in any social situation, to befriend anyone around her coming without the knowledge of how to set boundaries or put herself first, how to distinguish who was actually worth investing her time in.
RELATIONSHIP TO GREER;
Like a moth to a flame, it’s hardly a surprise Carmen was pulled into Greer’s orbit — the girl with an interest in everyone and the girl who held everyone’s interest. It was unlikely that the two wouldn’t cross paths, wouldn’t exchange pleasantries from time to time, but what Carmen could have never anticipated was the friendship that formed. She had become used to a surface level of camaraderie in her peers and little more, yet it felt as if Greer mirrored the attentiveness that Carmen displayed for those around her, that she genuinely cared to know more about her. It’s only with Greer’s disappearance and the rumors that have spun in it’s wake that she’s been left to question the sincerity of their bond, to wonder if either of them had actually cared about the other or if they were merely displaying the manners they had been taught.

𝙰𝙻𝚆𝙰𝚈𝚂 𝚂𝙸𝚃𝚃𝙸𝙽𝙶 𝙾𝙽 𝚃𝙷𝙴 𝙻𝙸𝙽𝙴, never on a side. aloysius highbottom, capitolite.
➶ i recognize that face! that’s aloysius highbottom, the thirty-one year old assistant producer from the capitol they’ve been in the capitol around thirty one years, long enough to gain a reputation for being so adaptable & timorous. they’re so lucky getting to live in the tribute center for the duration of the games! ( character isn't part of the uprising )
BASICS.
name: aloysius highbottom
age: thirty-one
gender / pronouns: cis male he/him
orientation: clueless pansexual
occupation: priam's assistant producer
home: capitol
countenance: n/a
faceclaim: dev patel
BIOGRAPHY.
your lineage is nothing short of legendary -- your ancestors make up of some of the most strong, most brutal, most influential people panem has ever seen -- one of whom being your great uncle casca highbottom. you aren't quite sure why these traits seemed to have skipped over your generation -- but you fall short in most of these things. the people of the capitol are some of the most cutthroat people you've ever met, and no matter how hard you might try to fit the narrative they all seem to play, it never quite fit you. you get nervous easily, you stumble over your words, and no matter how many times you practice that speech in the mirror, no matter how confident you are alone, it all goes right out the window the moment you're surrounded by others.
the one thing you have going for you is your resilience, your willingness to do or say whatever it takes to climb ranks. whichever side seems like the best outcome for you is the side you will stand with -- it seems the capitol's influence did not entirely skip you. despite your lack of confidence, you are not stupid -- you have a good idea of who to keep your distance from and who to latch onto.
both your parents were head gamemakers -- you were expected to follow in their footsteps. when you were expelled from the university, though, this seemed to ruin all chances of anything simply being handed to you. you were lucky enough that your mother did not let your father leave you high and dry like he wanted to for nearly ruining their reputation. they clean up your mess and get you an in for a job at a family friend's company, one of the most powerful networks in the capitol, but explain very carefully that you are on your own from there.
you are dropped into a role you have no prior experience in and are learning as you go -- for even if you grew up surrounded by wealth and opportunity, you still suffer from the lack of guts everyone around you seems to have. perhaps if you stick to the right people for long enough, their ways will rub off on you. you suspect they already have -- no one would suspect you of all people to be able to keep up, but you have so far. you stumble your way through, but you have been right there this whole time. you would never believe the things you learn when people do not see you as a threat -- and if you play nice, play dumb, play the yes-man, you will be able to prove that you do not need to be cutthroat in order to make your way in this country.

Pouquíssimas pessoas do sudeste asiático estiveram envolvidas no projeto.

THINGS TO KNOW
laurie was born very sick and premature on a winter's day, and for the first few years of his life, he suffered from illness after illness, and it seemed like the boy would never truly be healthy. his mother tragically passed in childbirth — she and his birth father were poor farmers in a small prussian village and the stress of birthing twins on her malnourished body was too much.
his father did his best to raise laurie and their twin, but having two children, one of which being sickly as laurie was, was extremely difficult. their father turned to a life of crime — mostly theft and embezzlement — to try to support them. however, he got caught, and was imprisoned for his crimes despite his best intentions. the twins were sent to a nearby convent, where they were cared for by the nuns who resided there. soon enough, they were adopted together by the wagners.
when he was four years old, laurie contracted scarlet fever, which proved to be the worst illness of them all - he was sick for months, covered in rashes and running a boiling fever. he was isolated from the rest of his family out of fear they would also become sick. the disease riddled him with infection after infection, mostly in his sinuses and ears, and unfortunately, his ears never recovered - he was rendered permanently deafened.
somehow, miraculously, the rest of his body recovered, and by the time he was four, it seemed he had rounded the bend and would grow up relatively normally. however, he was of course very different from the rest of his family in the sense that he couldn't hear.
his parents did everything they could for him, hiring a litany of staffmembers meant to teach him how to communicate. they hired both educators who were oralists and educators who taught him sign language, just so he would have as much opportunity to communicate as possible. the sign educators were from france from the institut national de jeunes sourds, which was the first and most prestigious school for the deaf.
eventually, when he was around 12 years old, his parents decided he might be better off immersed in an environment with other deaf people, so they sent him to board at the academy in france to be able to learn and socialize more effectively. he had a wonderful time there, and would come home to prussia each summer. he recalls his childhood being very pleasant from that point on, as learning to sign and speak became much easier with other deaf people surrounding him. he was equally excited to go back to the school each year as he was to return home each summer.
his studies at the academy continued until just a year ago, when tumult struck back home. saddened by the news and implications of the broken betrothal among his siblings, and then blindsided by the sudden death of his parents, laurie left the school in paris in a rush and returned home as quickly as he could to mourn with the rest of his family.
the last year has been incredibly difficult for him and his family. he'll never quite get over his parents' death. despite being away for nine months out of each year since he was twelve, he loved them dearly, and felt very close to them through the constant exchange of letters and countless days over the summer spent with his family.
HEADCANONS
as mentioned above, laurie is deaf ! he can only hear about twenty percent of sounds, mostly in the lower register and very very high pitched sounds. because he was deafened at four, he had some grasp of speech already, but his communication was obviously stalled.
he primarily uses french sign language, since he learned to sign from french educators and at the institut national de jeunes sourds (school for the deaf) in paris. however, since not everybody knows sign, he also speaks, and is fairly good at it. he has a slight deaf accent, but it's surprisingly subtle considering the severity of his hearing loss.
he is VERY close with his siblings, especially after his parents' death.
he misses his parents dearly and has been in a somewhat depressive state since their passing. anyone who knew him before their death would be shocked to see the state he's in now.
despite the sadness, he is a relatively optimistic person and tries his best to be joyous, especially for his siblings. he does his best to cheer them up and to keep them looking at the bright side of things after the chaos of the past year.
he's very shy. its partially because his deafness makes socializing very hard but also that's just the way he is. he's very softspoken and has a difficult time initiating conversation.
he loves to read ! and he's extremely fond of animals. if he's not in the library he can probably be found in the stables tending to the horses.
despite being deaf, he enjoys music. the vibrations are very pleasant to him, and he can perceive basslines and percussion, so he finds it soothing.
WANTED CONNECTIONS
friends: maybe people he met while studying in france, or childhood friends ? or new friends ! all the friends !
a little unrequited love moment: maybe somebody he admires from afar, thinking he'd never be able to approach them ? maybe he thinks they're inaccessible because of his hearing ? who knows ! i think this would b extremely cute !!!!
his interpreter: in my head, this is someone he met while studying at the abée who his parents saw he had a connection with, and they offered to hire them as his personal interpreter. but really, they are extremely close friends, almost siblings, and they would have come with him to france.
