If conscription or military service was the root of the women's problems, it was hardly the sum total. For poor women's attempts to scrape out subsistence, absent the field labor or wages of husbands and sons, were immeasurably worsened by other policies to which government-especially the federal one-was driven in its efforts to extract the resources to feed, arm, equip, and pay an army. Confederate armies had been impressing slave labor and provisions in an ad hoc fashion since the beginning of the war and had moved in the fall of 1862 to regularize the practice. But things entered a critical new stage in April 1863 when the War Department imposed the tax-in-kind. The tax was supposed to be assessed only against surpluses, but that was a matter of bitter dispute in practice. That tax represented an extension of state authority and a burden on poor white people that far exceeded any other government levy. Planters could and did protest the government impressment of property, especially slaves, for the war effort. But to poor soldiers' wives, the 10 percent tax was, quite literally, an insupportable burden, the very difference between an eked-out subsistence and starvation. "They are gathering everything they can of the poor soldiers' wives and children," C. W. Walker protested to her governor about the TIK men in her community. "They are as grate enemys as the yankies."
The women fought back, incredulous and enraged. "Do we wimmin ha[ve] to pay [tithes] whare our husbunds is in the war?" one wrote her governor in disbelief. "I tell you," Nancy Richardson told Governor Vance, "if such as we has to give the tenth our husbands ses thay in tend to dye at home that [they] are just waiting for the [tithes] to be takond from us thay will disert just as soon as it is dun." These were no empty threats. They came at precisely the moment governors, including Zebulon Vance, were enmeshed in an escalating battle with deserters and the women who supported them. When Mary Moore warned Vance that she had heard rumors about talk of desertion among men from Davidson County, all of whom were armed with "repeters" (repeating rifles), she laid the blame on the tax-in-kind. "Thare is one thing that should be look after soon," she lectured him, "that is the one io of it comes out of the poor soldiers that have only thir wife or mother and children to labor[.] the army will be brok some of the best soldiers I know say that they will come home if its taken from them."
Increasingly, soldiers' wives saw themselves as the victims of a systemic, not personal, injustice, of a government policy that was literally consuming their substance. One political scientist who has studied Confederate war policy has offered the chilling view that the Confederate War Department "cannibalized the regional economy," that it pursued extraction policies that literally "and steadily consumed the material base of the economy." That was exactly how soldiers' wives saw it, and they said as much in the letters written to the officials they held responsible. Some insisted that the crisis of subsistence was part of a larger conspiracy to expropriate the poor people of their land; those views surfaced particularly in North Carolina, and there speculators were sometimes cast as the advance guard of a long-standing class war. To them, the erosion of yeoman independence was purposeful, a planned-for consequence of government policy. But in every state, soldiers' wives protested that private citizens were empowered to prey on the poor by the government's refusal to act to secure poor women's subsistence.

LETTERS FROM AN AMERICAN

“We came here with four key objectives,” Secretary of State Antony Blinken told reporters in Egypt: “to make clear that the United States stands with Israel; to prevent the conflict from spreading to other places; to work on securing the release of hostages, including American citizens; and to address the humanitarian crisis that exists in Gaza.”
Blinken has been traveling country to country in the Middle East since shortly after the October 7 attack on Israel by Hamas fighters, who crossed into Israel and killed at least 1,300 people, of whom more than 1,000 were civilians, 30 were Americans, 12 were Thais, and 2 were French nationals. They also took 126 hostages, including not only Israelis, apparently, but also 8 Germans, 5 U.S. nationals, and 2 Mexican nationals.
Retaliatory strikes by Israeli forces on Gaza since then have killed at least 2,670 people and displaced almost a million. Israel has stopped food, water, fuel, and electricity from getting to Gaza and has told the more than a million residents in northern Gaza to move south to clear the way for a military incursion. Israeli energy minister Israel Katz said the siege would continue until Hamas frees the hostages. About 500 U.S. citizens are in Gaza.
The Biden administration has been pushing diplomacy to stop the crisis from spreading. On October 11, Blinken traveled to Israel, where he met with Prime Minister Benjamin Netanyahu, and then to Jordan, where he met with the head of the Palestinian Authority that exercises limited government in the West Bank, Mahmoud Abbas.
Then he went on to Bahrain, Qatar, United Arab Emirates, Saudi Arabia, and Egypt. Virtually everywhere, he said, he found “a shared view that we have to do everything possible to make sure this doesn’t spread to other places; a shared view to safeguard innocent lives; a shared view to get assistance to Palestinians in Gaza who need it, and we’re working very much on that.”
Blinken emphasized that the U.S. will stand with Israel “today, tomorrow, and every day…in word and also in deed.” He noted that the U.S. has moved a second carrier strike group (CSG) to the Eastern Mediterranean. A CSG is a powerful, flexible group of about 7,500 sailors and Marines on a nuclear-powered aircraft carrier, a replenishment ship (which carries oil and supplies), a cruiser, destroyers, and a submarine, as well as various aircraft. 
The U.S. maintains 11 CSGs. Two of them are now in the Eastern Mediterranean not as provocation, Blinken said, but “as a deterrent. It’s meant to make clear that no one should do anything that could add fuel to the fire in any other place.” Sending two CSGs to the region is a strong statement, almost certainly designed to address threats by Iran that it will “respond” if Israel proceeds with a ground invasion of Gaza.
Iran backs Hamas—although there is not yet evidence that Iranian officials directly helped plan the October 7 attack—and also backs Hezbollah, the militant group that controls southern Lebanon. Today, clashes broke out on the border between Israel and Lebanon as Hezbollah fired missiles into Israel and Israeli forces fired artillery back. 
Israel has “the right—indeed it has the obligation—to defend itself against these attacks from Hamas, and to try to do what it can to make sure that this never happens again,” Blinken said. But, he added, “[i]t needs to do it in a way that affirms the shared values that we have for human life and human dignity, taking every possible precaution to avoid harming civilians.”
United Nations Secretary-General António Guterres implored Hamas to release the hostages immediately and Israel to grant “rapid and unimpeded access…for humanitarian supplies and workers for the sake of the civilians in Gaza,” which “is running out of water, electricity and other essential supplies.” These two issues must not become bargaining chips, he said. “[W]e are on the verge of the abyss in the Middle East.” Opening a gate between Gaza and Egypt would allow supplies to be brought in and would help to move refugees south, away from the northern areas Israel is expected to attack.  
Relief for Gaza’s people has been bottled up on the Egyptian side of the border as Israeli officials refuse to guarantee their forces will not bomb relief trucks out of concern they are carrying weapons. The U.S. has put strong pressure on Israel to reopen the water supply to Gaza, especially in the southern region since the influx of refugees was already stressing supplies, and today Israel did so, but observers say that without electricity and fuel, the pumping stations and the plants that take salt out of the water don’t work. 
The U.S. is also clearly working to get the U.S. hostages released, but officials will not talk about the details of that operation. 
Today President Biden appointed Ambassador David Satterfield as the U.S. Special Envoy for Middle East Humanitarian Issues, charging him with bringing “urgently needed humanitarian assistance to the Palestinian people, particularly in Gaza, in coordination with the U.N., Egypt, Jordan, Israel, and other regional stakeholders.” 
A diplomat since 1980, Satterfield has worked in countries all over the region for both Republican and Democratic administrations. He has served as the U.S. ambassador to Lebanon, U.S. deputy chief of mission in Iraq, assistant secretary for the State Department’s Bureau of Near Eastern Affairs, and director general of the body overseeing peace between Israel and Egypt.
“There are two very different visions for the future and what the Middle East can and should be,” Blinken said today. The U.S. stands behind a vision “that has countries in the region normalizing their relations, integrating, working together in common purpose, and upholding and bringing forth the rights and aspirations of the Palestinian people.” 
The other vision is the one Hamas embraces: “a vision of death, of destruction, of nihilism, of terrorism. That’s a vision that does nothing to advance aspirations for Palestinians, that does nothing to help create better futures for people in the region, and does everything to bring total darkness to everyone that it’s able to affect.”
The visions are clear, Blinken said. He said he had no doubt that the overwhelming majority of people in the region would choose the first if given the chance. So it is the responsibility of “all of us who believe in that first path…to make it real, to bring it to light, to make it a clear, affirmative choice. And that’s what we’re determined to do…. If we do that, everyone in this region will be in a much better place and so will the rest of the world.”
And yet that vision must be reinforced at home. The murder of a six-year-old child and the attempted murder of the child’s mother yesterday in Illinois by their 71-year-old landlord prompted the president to warn against Islamophobia. The family was Palestinian and had immigrated to the U.S. “seeking what we all seek—a refuge to live, learn, and pray in peace,” Biden said. The child was born in the U.S.
“This horrific act of hate has no place in America, and stands against our fundamental values: freedom from fear for how we pray, what we believe, and who we are,” Biden said.  
“We join everyone here at the White House in sending our condolences and prayers to the family, including for the mother’s recovery, and to the broader Palestinian, Arab, and Muslim American communities.”

In the final exchange of hostages taken by Hamas for Palestinian prisoners held by Israel under the current truce, Hamas released 16 people—10 Israelis and four Thai nationals, along with two Russian-Israeli women in a separate release—while Israel released 30 people from its jails.
Negotiators from Qatar, Egypt, Israel, and the U.S. are rushing to try to get another truce in place, even as far-right Israeli leaders are pressuring Israeli prime minister Benjamin Netanyahu to restart the assault on Hamas. Far-right national security minister Itamar Ben-Gvir warned today that unless he does, Ben-Gvir’s faction will leave the government coalition Netanyahu leads. “Stopping the war = breaking apart the government,” Ben-Gvir said. 
Losing that faction would not overturn the government, but it would weaken Netanyahu enough that he could have to call elections. Netanyahu, who remains under indictment for bribery and fraud, is eager to stay in power, but recent polls show his popularity is perilously low: only 27% of Israelis in one recent poll said they would vote for him. Two members of his staff told Sheera Frenkel of the New York Times he wants to avoid an election at all costs. 
Shortly after Ben-Gvir’s statement, Netanyahu said: “There is no situation in which we do not go back to fighting until the end.”
U.S. Secretary of State Antony Blinken traveled to Israel today with a different agenda than Netanyahu’s. “We'd like to see the pause extended because what it has enabled, first and foremost is hostages being released and being united with their families,” Blinken said. “It's also enabled us to surge humanitarian assistance into the people of Gaza who so desperately need it. So, its continuation, by definition means that more hostages would be coming home, more assistance would be getting in.”
The foreign ministers of the North Atlantic Treaty Organization met today in Brussels, Belgium, where they met with Ukrainian foreign minister Dmytro Kuleba as part of the NATO-Ukraine Council. Before the meeting, Kuleba noted that Ukraine is “pretty much becoming a de facto NATO army, in terms of our technical capacity, management approaches and principles of running an army."
A statement by the NATO-Ukraine Council agreed that it was deepening the NATO-Ukraine relationship, vowing that allies would “continue their support for as long as it takes” and declaring, “A strong, independent Ukraine is vital for the stability of the Euro-Atlantic area.” In the statement, Ukraine also committed to reforming the government and security sector as it moves toward a future NATO membership. 
David Andelman, a former foreign correspondent for the New York Times and CBS News who now writes Andelman Unleashed, noted today in CNN that President Biden has brought a very clear-eyed set of principles to foreign affairs, making him “one of the rare presidents who has accomplished something quite extraordinary: He has carefully defined and quite successfully defended democracy and democratic values before a host of existential challenges.”
In the Middle East he has defended Israel, which The Economist’s Democracy Index identifies as the only democracy in the Middle East and North Africa, while also trying to restrain the Israeli government and to get humanitarian aid to the Palestinians, all while (so far) keeping Iran and Hezbollah from spreading the conflict. Andelman also called out that Biden avoided the direct conflict with Russia that Russia's president Vladimir Putin so clearly wanted, supporting Ukraine but delaying its admission to NATO and ratcheting up military aid slowly enough that the U.S. did not get directly involved.
Biden is defending democracy where it has a foothold and can survive and then prosper, Andelman says, noting that he had little interest in continuing to send U.S. troops to Afghanistan, where it seemed clear democracy “never really took root.” Andelman writes, “Its ill-conceived and improbable ‘elections’ were little more than window dressing on a deeply flawed and corrupt kleptocracy that America had been backing with the bodies of thousands of its troops.”
Defending democracy “is something that makes [Biden] tick,” Andelman writes, “and remain appealing to others, as I’ve seen in so many parts of the world.” 
The administration has also been crystal clear that its approach to governance at home is also designed to protect democracy by demonstrating that a democracy can do more for people than an authoritarian government, but in a speech at a campaign reception in Houston, Texas, Vice President Kamala Harris acknowledged that voters somehow don’t seem to understand that transformation. 
Even as former president Trump threatened to use the government to silence press outlets he doesn't like, Harris noted the billions of dollars invested in infrastructure and clean energy, allowing the U.S. to be a global leader in new technologies; the cap of insulin at $35; rural broadband and the clean-up of lead pipes; and pointed out that all of the things the Democrats have accomplished are “incredibly popular with the American people.” The challenge, she noted, is getting people to understand these transformations, and which party is responsible for them. 
“[T]here’s a duality to the nature of democracies,” Harris said. “On the one hand, ��it is very much about strength—the strength that it gives individuals in terms of the protection of their rights and freedoms and liberties. When a democracy is intact, it is very strong in its capacity to lift the people up.” But, she added, “It is also very fragile. It is only as strong as our willingness to fight for it.”
Today the Democrats’ economic program got another boost with the news that the economy grew faster in the third quarter than previously reported, coming in at a blistering 5.2%, and that a record 200.4 million shoppers visited stores and websites on the five days after Thanksgiving, the traditional start of the holiday shopping period. That number reflects people’s confidence in their own finances, but also that the economy appears to be cooling and there are therefore bargains to be had.  
A new analysis by the Treasury Department shows that the Inflation Reduction Act, which puts money into climate change technologies, is delivering investment to communities that have benefited least from the economic growth of the past few decades. Today, President Joe Biden presented his case for his economic policy directly to one such community in the Colorado district of MAGA Republican mouthpiece Representative Lauren Boebert.
Biden visited CS Wind, the largest wind tower manufacturer in the world, which is expanding its operations in Pueblo, Colorado, thanks to the IRA. Boebert voted against the IRA, calling it “dangerous for America” and saying it was her “easiest no vote yet.” But the new $200 million expansion will create 850 new jobs, and CS Wind has already hired 500 new employees. And a solar project in the district will bring both power and as many as 250 jobs.
The White House listed the many projects underway in the district thanks to the Bipartisan Infrastructure Law, including nearly $30.2 million to redesign and revitalize streets and $160 million for a 103-mile pipeline that will bring clean water from Pueblo to 50,000 people in southeastern Colorado. Boebert called the law “garbage” and “wasteful” and said it was “punishment for rural America.” 
“President Biden made a commitment to be a President for all Americans, regardless of political party, and he’s kept that promise,” the White House said. “The Biden-Harris Administration will continue to deliver for workers and families in Colorado’s third congressional district and across the country—even if self-described MAGA Republicans like Representative Boebert put politics ahead of jobs and opportunities created by Bidenomics.“
Biden was even blunter. After listing the benefits the new laws have brought to Boebert’s district, he said: “She, along with every single Republican colleague, voted against the law that made these investments in jobs possible…. And then she voted to repeal key parts of this law, and she called this law a massive failure. You all know you’re part of a massive failure? Tell that to the 850 Coloradans who got new jobs.… It all sounds like a massive failure in thinking by the congresswoman and her colleagues.”
